Comcast would support a ban on paid prioritization as long as there is an exception for “specialized services” that benefit consumers, a company executive said this week.

Comcast Senior Executive VP David Cohen, who is generally the public face in Comcast’s dealings with government policymakers, spoke about paid prioritization at the Free State Foundation’s Telecom Policy Conference on Tuesday. (Video available on C-SPAN’s website; the segment begins at 2:20.)

“How about if we agree to a prohibition on paid prioritization and we have a limited exception created in some way for this concept of specialized services,” Cohen said.

After Germany’s defeat in World War I, Kaiser Wilhem II was forced to abdicate and ended up exiled in the Netherlands.

Now The Exception, based on novel The Kaiser’s Last Kiss, sees the former King and grandson of Queen Victoria played by Christopher Plummer.

Set in 1940, the Nazi forces have occupied Holland and Jai’s German officer is sent by to lead The Kaiser’s protection against potential assassination – that is until its’ discovered a plotter could be in his household.

Jai spoke exclusively about The Exception with Express.co.uk, including his chemistry with co-star Lily James.

Jai said: “The period itself has always fascinated me. What separated The Exception from other movies is that it’s not necessarily a war film.

“It’s set in 1940 when the Netherlands has been recently occupied, but the crux of film is a love story between Brandt [Jai’s character] and Mieke [Lily’s character].

“But it’s also the Kaiser and his plight – dealing with his relevance to the throne and to Germany and the shape of the world. 

“Those sort of things were what made it interesting to me, as opposed to looking at something strictly about battles.”

On the novel, he said: “I read the book. It’s different, an interesting one. There were some choices made, I thought, in out adaptation which were interesting.

“It wasn’t necessarily a wildly received book in its time, but I think it was well handled.”

While based on historical events the story has some fictitious tweaking, including Himmler’s visit.

Jai continued: “It’s centred around what we know about Kaiser Wilhelm and that period in his life.”

“But it is fabricated somewhat in order to create drama. I don’t know, I couldn’t put a percentage on [how much of] it [is true].”

On working Lily, he said: “[She] was fantastic. There was a lot of drama and some pretty heavy intimate stuff as well.

“Building that trust early on was really important for the both of us.”

The Exception is out in UK cinemas on September 29, 2017 and is available On Demand and DVD from October 2.

The Exception debuted at the Toronto International Film Festival last September, and was shown at the Tribeca festival yesterday.

James has starred in Downton Abbey, War and Peace and the live-action version of Cinderella, but this role puts her in altogether new territory.

One scene sees her wearing nothing but a pedant as she gets intimate with her love interest, played by Jai Courtney.

The Exception is a gritty World War II drama, starring Courtney as German Nazi Captain Stefan Brandt.

He tries to figure out if the Dutch resistance has planted a spy to get to Kaiser Wilhelm of Holland, and falls for James’ character during the mission.

She plays a young Jewish Dutch woman called Mieke de Jong, with direction from David Leveaux.

Positive buzz has already been generated; with James referred to as “a true breakout” by Newport Beach Film Festival CEO Gregg Schwenk.

Eddie Marsan, Christopher Plummer, Janet McTeer and Ben Daniels also star.

James has a wealth of other credits on the horizon, including Darkest Hour, a war drama directed by Joe Wright, and an adaptation of The Guernsey Literary and Potato Peel Pie Society; made as a film under the name Guernsey.

The 28-year-old played Lady Rose MacClare for 21 episodes of Downton, but it’s not known how involved she is in long-rumoured plans for a film.

The Exception is due out on June 2 in the US.

Maybe if I’d seen the Starz show Spartacus: War of the Damned, I’d be on board the Jai Courtney train. But aside from a halfway decent performance in the first Jack Reacher movie and the weirdness of his Captain Boomerang in Suicide Squad, I haven’t seen much from the guy that warrants his level of stardom.

But maybe he’s better in smaller films than blockbusters. Let’s test that theory by taking a look at the trailer for a new World War II thriller called The Exception, which stars Courtney as a Nazi soldier who falls in love with a Jewish girl played by Baby Driver’s Lily James. With apologies to the un-ironic super-fan #jaibless crowd on Twitter, I’m still not seeing a spark from Courtney here. There are only so many times I can justify seeing a wooden performance by saying, “Oh, the character is supposed to be like that” before I start to wonder if it’s actually the guy himself who just doesn’t do it for me.

But this wouldn’t be the first time a trailer has concealed a terrific performance – not every movie can be marketed like Fences, where’s a studio is clearly selling an all-out acting masterclass by highlighting its showiest moments beforehand. Still, for a film that’s centered on the humanity of a forbidden relationship in dangerous times, I’d like to see a bit more of the character’s soul shine through.

Award-winning stage director David Leveaux is making his feature film debut behind the camera here, and he at least believes Courtney has the goods. In an interview with USA Today, he explained:

“To have a credible Brandt, you had to have a man who was believably a combat soldier, somebody who’s instantly alpha male — in other words, he couldn’t be Hamlet from the beginning but more like Macbeth. It’s one thing to play a cast-iron hero from beginning to end but it’s quite another to play one who actually becomes authentically vulnerable — at a really inconvenient moment for him.”

If Courtney can’t entirely hold this one up on his shoulders alone, he’s aided by a solid supporting cast including Christopher Plummer (who’s playing a fascinating inversion of his Sound of Music character here as a former German Kaiser), the always-capable Lily James, and the reliably strong Eddie Marsan.

What do you think? Am I being too harsh on Courtney, or do you see greatness in him? Will it even be possible for audiences to sympathize with a Nazi character in 2017, considering the recent resurgence of actual Nazis in our real political landscape?

The Exception arrives on DirecTV this Thursday and hits theaters on June 2, 2017.
