An escalation of the Sino-American trade conflict could lead to a repeat of the great catastrophes of the 20th century, a Chinese envoy has warned, just as Donald Trump once again threatened to slap China with additional tariffs.

Just days before Chinese and American leaders are set to meet on the sidelines of the G20 summit in Argentina, the Chinese envoy to the US issued an ominous warning against further escalation of the trade conflict that could potentially break the symbiosis of the two largest world economies, and entirely cripple global trade.

“I don’t know if people really realize the possible consequences – the impact, the negative impact – if there is such a decoupling,” Ambassador Cui Tiankai told Reuters in an interview, stressing that further escalation could recreate the dire economic conditions that once lead to World War II.

“The lessons of history are still there. In the last century, we had two world wars, and in between them, the Great Depression,” the ambassador said. “I don’t think anybody should really try to have a repetition of history. These things should never happen again, so people have to act in a responsible way.”

President Donald Trump has repeatedly told reporters that tariffs on an additional $ 267 billion worth of Chinese goods are ready to go, should Beijing refuse to bow to US demands and stop intellectual property theft. While looking to strike a deal with China, Trump made clear on Monday that he remains firm in his commitment to close the massive trade deficit with China. If Trump decides to impose additional tariffs, the hiked taxes would apply to a total of over $ 517 billion of Chinese goods.

“The only deal that would be really acceptable to me – other than obviously we have to do something on the theft of intellectual property, right – but the only deal would be China has to open up their country to competition from the United States,” he told the Wall Street Journal on Monday. “They have to open up China to the United States. Otherwise, I don’t see a deal being made.”

The Sino-American trade conflict entered a crucial state stage in September, after tit-for-tat tariff hikes targeting in total some $ 260 billion of bilaterally traded goods officially came into effect. Over the last two months, the countries have been holding talks, trying to come up with a solution to fix the trade dispute. So far, all such attempts have been futile.

Trump and his Chinese counterpart, Xi Jinping are set to meet as early as Friday on the sidelines of the G-20 summit in Argentina, and are also expected to have dinner on Saturday.

The defense minister pointed out that NATO has been steadily gathering additional forces on Russia’s borders, namely beefing up anti-missile defenses and forming new multi-national brigades in Poland and the Baltic countries. NATO troops are not only getting closer to Russia, but constantly participate in various exercises. 

“The intensity and scale of the operational and combat training of the bloc member-countries’ military forces near our borders are growing. Only in the past three months there have been over 30 drills in East European and Baltic states,” Shoigu stated, reiterating the notion that it is NATO which is ratcheting up tensions in Eastern Europe.

The hostile actions of the bloc’s countries force Moscow to strengthen its western border defenses, namely through improving the “combat strength of the Western Military District troops” as well as modernizing the system of bases, Shoigu said.

“We’re implementing a set of measures to neutralize the emerging challenges and threats,” he added. The Western Military District will receive more than 1,800 pieces of various new and modernized hardware by the end of this year, according to Shoigu. Delivery of the new hardware goes hand in hand with building the infrastructure to service and store it, the minister added.

Particular attention is being paid to soldiers and commanding officers honing their skills in practice, Shoigu pointed out, adding that the strategic joint Russia-Belarus ‘Zapad-2017’ drills played a major role in improving such training.

The war games, which took place in September, caused widespread hysteria in the Western media, fueled by a number of officials who leveled accusations ranging from the exercise being a smokescreen for a Russian “invasion” into neighboring countries, to it being a trick to leave behind and hide troops in Belarus.

As the military exercise concluded, the fears of an “invasion” appeared to pass. NATO has also failed to find any Russian troops left behind in Belarus, according to the alliance’s secretary-general, Jens Stoltenberg. The official, however, accused Russia of exceeding the announced numbers of troops during the exercise, without providing any proof or figures to back up the claim. 

Despite Moscow and Minsk stressing its defensive nature and transparency, Zapad-2017 was nevertheless held up by a number of Western countries as proof of a “Russian threat.” The drills were “countered” by NATO’s parallel exercises in Sweden, which hosted roughly twice the number of troops that took part in the Russian drills, and became the biggest military event in the country in 23 years.

The ex-chief of Russian Airborne Troops and current head of the country’s parliamentary committee for defense, Vladimir Shamanov, cautioned Western partners against “saber-rattling.”

“That would bring nothing positive,” he said, noting that the NATO buildup is simply increasing the risks of an armed conflict and “inflating of tensions” at Russia’s western borders. The official stressed, though, that despite the “bad” tendency a potential military conflict with NATO is still “unlikely.”

Beijing has stated it will not allow war or chaos on the Korean Peninsula, Reuters reports, as US B-1B bombers and South Korean fighter jets conduct a joint flight operation amid mounting tensions in the region.

The statement was made by defense ministry spokesman Ren Guoqiang at a monthly news briefing on Thursday, Reuters reports.

Four American warplanes – two nuclear-capable B-1B strategic bombers and two Marine Corps F-35Bs, held a joint flight operation with South Korean F-15K fighter jets on Thursday, according to Yonhap.

The maneuvers come just two days after North Korea’s launch of a missile over Japan.

If North Korea fires a missiles at the US, Secretary of Defense Jim Mattis told reporters on Monday that “it could escalate into war very quickly,” according to Reuters’ Idrees Ali.

Mattis said the US could assess “within moments” if a missile fired from North Korea was on track to hit the US territory of Guam, and that “we will take it out,” in that situation.

Mattis’s comments came as CNN’s Will Ripley has reported a senior US defense official as telling him North Korean mobile missile launchers have been moving around, and a possible intermediate range missile launch may be in preparation.

North Korea previously threatened to launch intermediate-range Hwasong-12 missiles towards Guam in mid August, though it said it would launch them in the waters 30-40 kilometers from Guam. 

Mattis’s statement suggests that the US would know with a high degree of accuracy if the missiles were on track to hit Guam, which differs from North Korea’s stated plan to land them near Guam.

Experts contacted by Business Insider found the prospect of North Korea carrying out its plan unlikely.

Amazon has started paying out cold hard cash to the developers making apps for Alexa, the virtual assistant built into the company’s Echo smart speakers.

The company described the program on a support webpage for Alexa developers.

“We are exploring new ways to reward our developers,” Amazon said on the page. “Starting May 2017, we are offering game skill developers the opportunity to earn money based on customer usage.”

The page doesn’t say how much developers can expect to make. For now, Amazon said it is only paying developers who create game apps, or “skills,” for Alexa. But the company suggested it could pay other developers in the future. 

“We are starting by rewarding game skill developers because game skills are not only fun and delightful but also represent some of the most engaging experiences on Alexa for our customers,” Amazon said on the support page. 

Amazon has started to notify developers of the top games for Alexa that cash is being dropped in their accounts, TechCrunch reported.

A company representative declined to comment on the program. 

The move to pay developers comes as Alexa faces growing competition from Google Assistant and Microsoft Cortana. Both Google and Microsoft are making their first forays into letting developers make outside skills on their voice assistants.

Amazon’s Echo has dominated the smart speaker market since its debut more than two years ago, and Alexa has attracted a large number of developers who have created some 10,000 skills for the voice assistant. But skill developers have been concerned about how they could make money off the platform. 

Smartphone app stores like Apple’s and Google’s let developers directly monetize their apps. They can charge up front for their apps, offer them as subscription services or offer sell in-app add-ons. But right now, every Alexa skill is free, and developers have no ability to charge users for any feature. 

Neither Google nor Microsoft pays developers working on skills for their voice assistants. Amazon’s move makes it more likely that Alexa developers will stick with its platform

This is only an “exploration,” to use Amazon’s wording, and it’ll take more than a few payments to game developers to make the Alexa ecosystem a real destination for app developers. But it’s a positive first step, amid mounting competition.
