Uruguayan fans also showed appreciation to the sportsmanship gesture by Ronaldo, who helped the injured and limping Cavani off the pitch with just 17 minutes left to play.

With or without their star player, Uruguay will take on France in Nizhny Novgorod on July 6 in the Quarter Final game. Earlier in the day, France beat Argentina 4-3 and sent Lionel Messi and his squad packing.

DETROIT — If Congress eliminates an electric vehicle tax credit it “will have an impact” on sales of U.S. electric vehicles such as General Motors’ Chevrolet Bolt, GM Chief Executive Mary Barra said on Monday.

The House version of a bill that would cut corporate tax rates calls for eliminating the current tax credit of up to $ 7,500 for purchasers of electric vehicles. Auto industry and environmental groups are lobbying to save the credit as the House and Senate move to merge their versions of the tax overhaul legislation.

Barra said eliminating the tax credit would affect the way potential electric vehicle buyers calculate the cost of owning one.”It changes the equation,” she told reporters at an event sponsored by the Automotive Press Association of Detroit.

“I’m a proponent of that staying in” the tax code, Barra said. “That’s what we convey to the administration.”

The tax credit is in effect a subsidy for manufacturers of electric vehicles, which can charge a higher price for battery electric cars knowing the buyer will get a rebate from the government.

Ford Motor Company confirmed on Wednesday that it will be cutting some staff as part of a larger effort to offset slowing sales and the costs of investment in new technology.

In a statement, Ford said it plans to reduce its salaried workforce in its North America and Asia Pacific regions by about 10%, using what it called “voluntary packages.” About 1,400 jobs will be eliminated, Ford said.

Ford’s planned reductions are much less drastic than initially reported. The Wall Street Journal had reported on Monday that Ford was planning to cut roughly 10% of its total global workforce, or about 20,000 jobs.

What Ford said about the staff cuts

Here’s the official statement from Ford:

We remain focused on the three strategic priorities that will create value and drive profitable growth, which include fortifying the profit pillars in our core business, transforming traditionally underperforming areas of our core business and investing aggressively, but prudently, in emerging opportunities. Reducing costs and becoming as lean and efficient as possible also remain part of that work, including plans to reduce 10 percent of our salaried costs and personnel levels in North America and Asia Pacific this year, using voluntary packages.

A Ford spokesperson said those “voluntary packages” will consist of a series of early retirement and “special separation” offers that will be rolled out to employees in the affected regions next month. The company expects about 1,400 salaried workers to leave the company by the end of September.

Those workers will come from Ford’s corporate staff in its North America and Asia Pacific regions (including China), including finance, human resources, legal, communications, government affairs, marketing, sales, and service departments.

Employees in Ford’s product development, manufacturing, information technology, global data and analytics, and Ford Credit teams will not be receiving the separation offers. Those teams won’t have any cuts.

Ford said that its Europe and South America units won’t participate. Europe has already been restructured, and restructuring and cost-reduction efforts are currently underway in South America.

No hourly employees will be affected by the cuts.

The upshot: This isn’t a drastic move to boost Ford’s stock

Ford CEO Mark Fields has come under fire recently for the sluggish performance of the Blue Oval’s stock since he took the company’s helm in July of 2014. Under Fields, Ford has booked its two most profitable years ever and begun work on a comprehensive plan to ensure that Ford is a key player as technology transforms the traditional auto business. But some investors (including Ford’s board of directors) feel that Wall Street hasn’t given the company due credit.

There was some thought that a large round of job cuts might give the stock a boost. But I think that while Ford will deserve some credit if it generates the $ 3 billion in cost cuts it expects this year, something else is needed to boost the stock.

I have argued that part of the problem might come down to Ford’s communications. Fields and his team have talked at length about the work they are doing, and about the investments needed to undertake the transformation of Ford’s businesses. But what they haven’t talked about in any detail is the upside: Fields’ plan seems to promise significant profit growth, but just how much will all of this effort add to Ford’s bottom line, and when?

I think Fields and company will make an effort to fill out that part of Ford’s story in the months to come. If the story is a good one — and it should be — then Ford’s stock might finally lift out of its doldrums.

In late 2014, the Gates Foundation made a bold prediction in its Annual Letter: “By 2035,” the letter stated, “there will be almost no poor countries left in the world.”

Bill Gates, the letter’s author, noted this meant “poor” in the way the World Bank defines it, which is a daily budget of less than $ 1.90. Gates even offered a slew of statistics to back up his forecast.

Less than three years later, the Gates Foundation has doubts about whether the target is still accurate, given the Trump administration’s proposed budget cuts and general lack of attention to global health goals.

Rob Nabors, the Gates Foundation’s director of US policy, advocacy, and communications, says the idea that falling child mortality rates and polio cases could start climbing again “keeps him up at night.”

Trump’s proposed cuts are significant — the biggest since the 1970s. If approved, the budget would shrink the foreign-aid budget by 31%, from $ 30 billion in 2017 to $ 20.7 billion in 2018. The current budget makes up less than 1% of the $ 3.8-trillion federal budget.

Congress’ preliminary budget suggests Democrats won’t allow such drastic cuts anytime soon, but there is no telling what will happen in the coming years — and Trump has made his priorities clear. Nabors says the most pressing issue is the way the proposed budget cuts treat foreign aid as one homogeneous body instead of separate funds earmarked for different purposes.

“It sort of implicitly asserts that aid doesn’t work, and as a result we shouldn’t be funding it,” Nabors tells Business Insider.

There is a mountain of evidence that aid does work to reduce poverty, improve longevity, and kickstart local economies. For instance, keeping children and their mothers alive through the child’s adolescence — using measures such as education, vaccination, and contraception — significantly raisees the chances families will escape poverty.

“I think what we’ve seen is that global health and MNCH types of programs have been hugely effective,” Nabors says. “It’s hard to see how those programs can continue to be funded in the United States and abroad if there are broader threats to the overall foreign assistance budget.”

The Gates Foundation likes to highlight that polio has almost completely been eradicated — there were just 37 cases of the disease in 2016. Gates himself has also emphasized the decline in child mortality rates over the last two and a half decades. Since 1990, the number of child deaths has fallen from 12.1 million to 5.8 million annually.

Nabors fears those numbers could be in danger under a Trump presidency.

“It’s not as if we’ll just be frozen at those single-digit cases,” he says. A lack of concerted investment in keeping polio and other infectious disease at bay could mean they begin to spread anew.

Nabors hopes an open line of communication between the Gates Foundation and the president will alert Trump to the economic benefits of improving global health. Namely, more people have jobs, stay at those jobs longer, and contribute to the economy.

In Asia, for example, 30-50% of the economic growth between 1965 and 1990 has been chalked up to reductions in infant and child mortality.

Historically, presidents haven’t gotten full Congressional approval on their proposed budgets in time for the new fiscal year — in this case, October 1, 2017. So there are no guarantees the cuts to foreign aid will end up in the final plan. But Nabors and the Foundation aren’t keen on playing a game of wait-and-see.

“I don’t think people realize that in 2017 and 2018, we could be in a place where we’ve eradicated polio,” Nabors says. “That’s a big deal. And it’s up to us to explain to audiences in the developed world what that means and how important the leadership of these countries actually is.”
