Ecuador’s President Lenin Moreno has terminated the credentials of his UK ambassador, who has been at the center of negotiating the fate of WikiLeaks co-founder Julian Assange, as concerns mount over the whistleblower’s safety.

The decree, with which Moreno effectively sacked Ecuador’s London ambassador Abbad Ortiz, was published by WikiLeaks on Wednesday. The document does not offer any explanation as to why Ortiz, who had been his country’s ambassador to the UK since 2015, is now being permanently recalled. Nor does it name a successor for the outgoing diplomat. The decree is effective immediately.

WikiLeaks tweeted that Abbad, appointed to the office under President Raffael Correa, was the last diplomat the long-term self-exiled editor knew in the embassy. “All diplomats known to Assange have now been  transferred away from the embassy,” the whistleblowing site claimed.

This new and sudden twist in the Assange saga has been met with concern by his supporters, with some suggesting that Moreno is doing Washington’s bidding by removing people who might have stood by Assange and opposed his potential handover to the British police – which is expected to bring about a swift extradition to the US. The dismissal has been called “a silent pro-US coup.”

One user argued that sending off diplomats Assange might have bonded with and surrounding him with complete strangers is a form of “psychological torture.”

Assange’s prolonged stay in Ecuador’s London embassy, where he has enjoyed protection from possible arrest and persecution in the US since 2012, has been hanging in the balance since the election of Moreno in 2017. Moreno, a former ally of Correa, has distanced himself from the anti-American policy of his populist predecessor and sought to reboot relations with the US. Ecuador is looking for US support in getting $ 3.9bn in international loans, and there have been reports that Washington’s assistance would be conditional to Ecuador’s handling of the Assange case.

There have also been reports of intense negotiations between senior UK and Ecuadorian officials over the prospects of Assange’s eviction. The Times reported in summer that the talks were held at Foreign Office level. While Moreno has described Assange as “more than a nuisance” and “an inherited problem,” he repeatedly stated that Ecuador would not withdraw its protection unless the whistleblower breaches a set of stringent rules, which restrict his freedom of expression and visitation rights. The rules, which Assange described as violating his fundamental rights and freedoms, were laid out in August, demanding he stays away from discussing politics and pays for his own medical and other expenses. Late October, an Ecuadorian court rejected Assange’s appeal to revise the “protocol”

Ecuadorian FM Jose Valencia told Reuters that Ecuador was not responsible for helping Assange leave the London embassy safely, even though the Inter-American Court on Human Rights recently found them responsible for protecting him from US extradition. UK authorities are poised to apprehend Assange should he step outside the building.

Assange accused the Ecuadorian government of violating his rights after they drew up a “Special Protocol” barring him from speaking about politics or involving himself in the political affairs of other countries. The list of restrictions runs to nine pages and permits authorities to confiscate the property of visitors, who must be approved in advance, submit their social media profiles, and turn over the make, model, serial and IMEI numbers of their mobile devices.

The conditions added insult to injury with a threat to turn Assange’s cat over to a shelter if he fails to clean up after it adequately. The cat has been Assange’s only companion during nearly seven months in which the Ecuadorian government has kept him cut off from the outside world, jamming his phone lines, scrambling wifi signals, and banning almost all visitors.

The “Special Protocol” also states that Ecuador will cease paying for Assange’s food, medical care, laundry, and all but the most basic needs on December 1. Between this deadline, the limitations on his speech, and the Foreign Minister’s statement, the government appears to be stepping up the pressure to force Assange to leave on his own.

In July, the Inter-American Court on Human Rights ruled that Ecuador must protect Assange from US extradition. The ruling came just weeks after a meeting between Ecuadorian President Lenin Moreno and US VP Mike Pence during which they were rumored to have reached an agreement regarding handing over the WikiLeaks founder.

Assange sought political asylum in the Ecuadorian embassy in June 2012 to avoid being extradited to the US to face trumped-up charges and has been living there ever since. He became a naturalized Ecuadorian citizen in 2017.

US authorities have made clear their intentions to prosecute Assange for publishing documents leaked by others. This act is not a crime under any American laws, and it remains unknown under what statutes the Justice Department plans to charge the journalist. It has been assumed it will be the Espionage Act, in which case Assange could spend the rest of his life in prison.

Last week, two US congressional representatives penned a threatening letter to Moreno advising him it would be “very difficult for the United States to advance our bilateral relationship until Mr. Assange is handed over to the proper authorities,” calling the journalist a “dangerous criminal and a threat to global security.”

Ecuador wants Assange to stop talking politics, pay own bills & look after cat – leaked rules https://briefnews.eu/ecuador-wants-assange-to-stop-talking-politics-pay-own-bills-look-after-cat-leaked-rules/ https://briefnews.eu/ecuador-wants-assange-to-stop-talking-politics-pay-own-bills-look-after-cat-leaked-rules/#respond Tue, 16 Oct 2018 00:26:35 +0000 http://briefnews.eu/ecuador-wants-assange-to-stop-talking-politics-pay-own-bills-look-after-cat-leaked-rules/ WikiLeaks supporters were thrilled to hear that Ecuador would restore Julian Assange’s internet connection. But his hosts – who have in some ways become his jailers – imposed a long list of restrictions on his behavior.

While stating that he is allowed to exercise his “right of communication and freedom of expression,” a nine-page document already leaked online forbids the journalist from engaging in political activity or doing anything to interfere in the affairs of other states.

The document expressly states that Ecuador cannot be held liable for the content of Assange’s communications, but nevertheless prohibits him from engaging in activities that might damage the relationship between Ecuador and other states. Assange’s communications were cut seven months ago, after he criticized Spanish authorities’ treatment of voters during the Catalan independence referendum.

Assange must pay for his own WiFi. He must use only his own devices, absent written government permission, and provide the embassy with serial number, model number, and brand name for those devices. He must also pay for his own medical evaluations, with the option of transferring to a hospital in case of an emergency – an option repeatedly denied him by UK authorities, who refused to guarantee safe passage without arrest in the event of such a transfer. Assange’s health has been the subject of much concern during his six-year confinement in the Embassy.

Visitors are also slapped with new restrictions. They must submit visit requests in writing to the embassy chief, giving their name, nationality, profession and place of work, reason for visiting, email and social media accounts, and even the serial numbers for phones and other devices they wish to bring inside. The new rules even mandate the collection of IMEIs, unique identification numbers specific to a phone handset.

While repeat visitors receive a less restrictive screening process, they can have their access revoked at any time without an explanation. All visitor data will be turned over to the Ecuadorian Ministry of Foreign Affairs and other unspecified parties.

The restrictions include a threat to use UK police to arrest visitors or seize communications equipment should the journalist violate the lengthy list of rules. Adding insult to injury, the embassy threatened to remove Assange’s cat to a shelter should they decide he is not cleaning up after the animal properly.

Citing budget cuts, the document adds that the Embassy will cease to pay for Assange’s food, medical care, laundry and related expenses on December 1. From that point, only water, heat, electricity, communications, and rent will be paid for.

Violation of the rules, according to the document, will result in revocation of asylum. It is unclear what such a revocation would mean for Assange’s Ecuadorian citizenship, which he was granted in 2017. Moreno has made no secret of his desire to be rid of the man he has called an “inherited problem,” while the Trump administration has declared its intention to prosecute Assange.

It was reported on Sunday that Ecuador moved to restore Assange’s access to the Internet, cell phone communications and permitted him to receive visitors other than his legal team.

WikiLeaks confirmed that Ecuador lifted the restrictions it had imposed on Assange in March. Back then, Ecuador cited a written agreement that allegedly prohibited Assange from sending messages that would interfere in the affairs of other countries. WikiLeaks denied such an agreement existed.

“It is positive that through UN intervention Ecuador has partly ended the isolation of Mr Assange although it is of grave concern that his freedom to express his opinions is still limited,” Kristinn Hrafnsson, WikiLeaks editor-in-chief said in a statement.

He added that Assange was made aware of the decision “hours after” UN high commissioner for refugees Filippo Grandi and UN special rapporteur for freedom of expression David Kaye met with Ecuador’s President Lenin Moreno. During his visit to Ecuador, Kaye praised Moreno for promoting the freedom of speech and for his protection of whistleblowers. At the time, Assange was still gagged at the Ecuadorian embassy in London.

The news of Assange’s communications being restored was first reported by the Press Association citing sources. The Ecuadorian government is yet to make an official comment.

Assange has been confined to the embassy since 2012 after being granted political asylum by then Ecuadorian president Rafael Correa. The whistleblower fears if he leaves the building he will be seized by the British authorities and handed over to the US for trial over leaking troves of secret CIA documents, which exposed its tools for hacking and surveillance, as well as other confidential papers.

Assange was granted Ecuadorian citizenship in 2017, meaning that he could not be handed over to the UK unless he is stripped of his citizenship. However, the fate of one of the world’s most famous fugitives has been balancing on the edge of a cliff since Moreno came to power in May last year. Moreno called Assange an “inherited problem” and “more than a nuisance.” It was reported in July that Ecuador was in talks with the UK to expel Assange from the embassy, and that his extradition was all but “imminent.”

Moreno later confirmed that Ecuador discussed the terms under which Assange could leave the embassy with the British government, but stressed that any such agreement must include a guarantee that London would not hand over the whistleblower to the US.

“If the British government guarantees us that he will not run the risk of being extradited to another country, we will ask Mr. Assange (to leave); we will talk first with his attorneys,” Moreno said in August.

Last year, Ecuador attempted to deputize WikiLeaks founder Julian Assange as one of its own diplomats and send him to Russia, according to a Friday report by Reuters.

Citing an “Ecuadorian government document,” which the news agency did not publish, Assange apparently was briefly granted a “special designation” to act as one of its diplomats, a privilege normally granted to the president for political allies. However, that status was then withdrawn when the United Kingdom objected.

The Associated Press reported earlier in the week that newly-leaked documents showed that Assange sought a Russian visa back in 2010. WikiLeaks has vehemently denied that Assange did so.

#ReconnectJulian: Fmr intelligence officers & whistleblowers urge Ecuador to end Assange isolation https://briefnews.eu/reconnectjulian-fmr-intelligence-officers-whistleblowers-urge-ecuador-to-end-assange-isolation/ https://briefnews.eu/reconnectjulian-fmr-intelligence-officers-whistleblowers-urge-ecuador-to-end-assange-isolation/#respond Sat, 07 Apr 2018 02:57:20 +0000 http://briefnews.eu/reconnectjulian-fmr-intelligence-officers-whistleblowers-urge-ecuador-to-end-assange-isolation/ WikiLeaks supporters are calling on Ecuador’s government to restore Julian Assange’s communication privileges, arguing that jamming his phone and internet access violates his rights, a former CIA officer and whistleblower told RT.

In late March the government of Ecuador decided to cut off Julian Assange from the outside world by blocking his phone and internet access, over the WikiLeaks editor’s tweets in support of Catalonian independence from Spain. The move sparked massive outrage from Assange supporters, who view the action as a violation of free speech. Earlier this week, a group of WikiLeaks activists delivered a letter to the Ecuadorian government, urging the country’s authorities to restore Assange’s access to the outside world.

The signatories of the letter are “all intelligence professionals, diplomats, military officers, FBI agents,” John Kiriakou, the former CIA analyst who delivered the letter, told RT. “We understand the background to this case. We also understand how important transparency is, and freedom of speech and freedom of the press. We wanted the Ecuadorian government to know that.”

For months the Ecuadorian foreign ministry had been asking Assange to stop making statements that could affect Ecuador’s diplomatic relations with Spain. The whistleblower, who was granted Ecuadorian citizenship last year, refused and continued expressing support for Barcelona and former Catalan leader Carles Puigdemont, and for their independence row with Madrid.

In late March, Quito eventually took punitive measures, installing jamming devices across its embassy in London, which has been sheltering Assange since 2012. WikiLeaks advocates found Ecuador’s actions disproportionate to the ‘offense’ committed by Assange.

“Is that how you treat your own citizens and your own diplomats?” Kiriakou wondered. “Now if they had a problem with something Julian had tweeted, apparently they do have a such a problem, then they should punish him, I suppose, in a way commensurate with what it was that he did. He issued one tweet. I think this is going a bit overboard in response.”

To remedy the situation, the loyal supporters of Assange have staged internet #ReconnectJulian ‘vigils’ trying to muster enough support to have the whistleblower’s rights restored. They have also launched an online petition, which gathered nearly 50,000 signatures, urging the Latin American government to end “Assange’s isolation.”

Kiriakou, however, believes Quito had no choice and was forced to cut off Assange from the rest of the world due to a massive pressure by the United States and its allies. “It tells you really how powerful the United States is, I think, and how seriously they are taking this issue,” the former CIA officer said. “I’m sure the Ecuadorian government is under great pressure from the United States, from the United Kingdom, perhaps from Sweden, maybe even Australia.”

“I have no doubt that the US has strongly pressured the British government to make sure that Julian is not going to be able to walk out of that embassy unfettered. And I believe that, at the same time, Julian has probably been indicted in the United States,” he added, wondering if Ecuador’s financial interests might outweigh the country’s interests to protect Assange and the freedom of the press.

“I believe that if he does leave the embassy, the British authorities will grab him and extradite him to the United States.”

Ecuador declares state of emergency after car bomb attack on police (PHOTOS, VIDEO) https://briefnews.eu/ecuador-declares-state-of-emergency-after-car-bomb-attack-on-police-photos-video/ https://briefnews.eu/ecuador-declares-state-of-emergency-after-car-bomb-attack-on-police-photos-video/#respond Sun, 28 Jan 2018 04:44:22 +0000 http://briefnews.eu/ecuador-declares-state-of-emergency-after-car-bomb-attack-on-police-photos-video/

Ecuador’s president has declared a state of emergency and tightened security in two cities after a car bomb attack on a police station in San Lorenzo injured at least 28 people and damaged dozens of buildings.

“I’ve declared the state of emergency in San Lorenzo and Eloy Alfaro to strengthen the security of the citizens and the border, as well as to strengthen the attention of the Health, Inclusion, Risks and Housing Ministries for an integrated solution,” the country’s president Lenin Moreno said on Twitter on Saturday afternoon in the aftermath of the morning blast.

There were no fatalities in what the president described as a “terrorist act linked to drug trafficking and criminal groups,” but at least 28 people were injured in the powerful blast – including 14 officers, according to local media.

In addition, some 37 buildings were damaged, including the police headquarters, which suffered significant structural damage, according to Ecuador’s General Prosecutor’s Office.

“We won’t allow them intimidate us,” Moreno added, as he ordered an intensification of the ongoing crackdown on local drug cartels. The large-scale operation has so far resulted in the arrest of at least seven suspects and confiscation of seven tons of chemicals and drug precursors, according to El Comercio.

Meanwhile in neighboring Colombia, a similar bomb attack targeting a police headquarters resulted in at least 5 deaths and dozens of injuries on Saturday. Authorities suspect the “act of barbarity” was perpetrated by one of the country’s numerous criminal gangs in retaliation against a similar police crackdown. Colombian authorities offered a reward of 50 million pesos (some $ 18,000) for any useful information about the perpetrators.

Ecuador seeks mediator to resolve ‘unsustainable’ Assange ordeal https://briefnews.eu/ecuador-seeks-mediator-to-resolve-unsustainable-assange-ordeal/ https://briefnews.eu/ecuador-seeks-mediator-to-resolve-unsustainable-assange-ordeal/#respond Wed, 10 Jan 2018 02:02:30 +0000 http://briefnews.eu/ecuador-seeks-mediator-to-resolve-unsustainable-assange-ordeal/

Ecuador is exploring options to secure safe passage for WikiLeaks co-founder Julian Assange from its London embassy, the country’s FM said. The situation has become “unsustainable” and a person cannot live in such conditions.

“We are considering and exploring the possibility of mediation. It may be a third country or a personality,” Ecuador’s Foreign Minister Maria Fernanda Espinosa said at a news conference on Tuesday.

Espinosa emphasized that besides possible international assistance, cooperation will also be required from UK authorities, which are looking to arrest Assange for violating the terms of his 2012 bail.

“A person cannot live in those conditions forever,” she added, reiterating that Ecuador will continue to provide the whistleblower with all necessary assistance.

Assange has not tweeted or liked anything on Twitter since his strange New Year’s Day message, which triggered rumors it could have been a “dead man’s switch” operating on his behalf. However, speaking to RT last week, a spokesman for the Ecuadorian embassy, where Assange has resided since 2012, confirmed that the Australian was still in the building and his health status remains unchanged.

The WikiLeaks co-founder has been holed up in the Ecuadorian embassy fighting sexual assault allegations in Sweden. He maintains the charges are politically motivated and a way to extradite him to the United States for his whistleblowing activity. Although the Swedish investigation was dropped last year, he is still facing arrest by British authorities if he leaves the diplomatic compound.

No intervention: Venezuela has right to pursue own path, Ecuador president tells RT https://briefnews.eu/no-intervention-venezuela-has-right-to-pursue-own-path-ecuador-president-tells-rt/ https://briefnews.eu/no-intervention-venezuela-has-right-to-pursue-own-path-ecuador-president-tells-rt/#respond Mon, 25 Sep 2017 01:40:03 +0000 http://briefnews.eu/no-intervention-venezuela-has-right-to-pursue-own-path-ecuador-president-tells-rt/ RT Exclusive

Each nation is free to pursue its own path and has the right of self-determination, the leader of Ecuador, Lenin Moreno, told RT Spanish in an interview regarding the turbulent situation in Venezuela. The president believes there should be no meddling in Venezuelan affairs.

“Ecuador has stated there should be no meddling, each country has right to its own path, its own way, the right to self-determination, there should not be even the slightest possibility of other countries’ intervention on its territory,” Moreno told RT’s Eva Golinger on the sidelines of the ongoing General Assembly annual session at the UN headquarters in New York.

The remarks came in response to a question on the US president’s debut speech at the UN, where Donald Trump chided “the socialist dictatorship of Nicolas Maduro,” which “inflicted terrible pain and suffering on the good people of [Venezuela].” Trump called on the Venezuelans to “regain their country and restore their democracy,” warning that the US was “prepared to take further action” should Caracas keep on imposing “authoritarian rule” on its people.

Moreno said that talks over the crisis in Venezuela are being launched in the Dominican Republic. Moreno believes that dialogue is “always the best option to resolve acute problems, such as those that Venezuela is currently going through.”

Venezuelan President Nicolas Maduro was quick to hit back at Trump’s UN General Assembly speech from Caracas, describing the US leader as “the new Hitler of international politics.”

“Nobody threatens Venezuela and nobody owns Venezuela. Donald Trump today threatened the president of the Bolivarian Republican of Venezuela with death,” Maduro said.

In August, the US leader warned that Washington wouldn’t exclude a military intervention in Venezuela.

“We have many options for Venezuela, including a possible military option if necessary,” he said. The comment came amid Washington’s discontent with the election of a new government body, the Constituent Assembly, which the US decried as “undemocratic.”

Trump’s harsh stance on Venezuela, however, met with criticism from regional leaders, with Mexico, Colombia, Brazil, Chile, Argentina and Peru speaking out against Washington’s possible use of force.
