LONDON — Markets around the world are bouncing on Thursday as fears of a full scale global trade war were once again allayed by a more conciliatory approach from the USA after an initially hostile stance.

Assets had dived on Wednesday after China announced plans for a series of retaliatory tariffs against the USA following the release on Tuesday of a list of goods the USA planned to levy tariffs on.

Regulators in China have allowed global asset managers including JPMorgan Chase to raise funds from Chinese onshore clients for investment in offshore hedge funds.

The move comes after a two-year tightening on cross-border capital flows. It is explained by the strengthening Chinese economy and persistent US dollar weakness.

People familiar with the situation told the Financial Times that JPMorgan Asset Management has received a new quota for the program, while several other asset managers are expecting similar allotments.

JPMorgan received a $ 50 million quota in January, according to the sources. They added that BNP Paribas Asset Management is also expecting approval for a quota from the State Administration of Foreign Exchange.

China’s outbound investment program was launched in 2013 but was informally halted three years later as the country’s foreign exchange regulators became concerned about capital flight and the renminbi depreciation.

Chinese nationals have been moving their money offshore over fears of a weakening economy and with confidence that investments were safer outside the country.

The controls on capital flight remained tight throughout 2017. Global asset managers such as Alliance, Aberdeen Standard Investments, BNP Paribas Asset Management and Och-Ziff have been waiting for news on the restart of the program.

By the end of June last year, $ 90 billion in quotas had been awarded to the 132 institutions that participate in a separate offshore investment program. It allows Chinese and locally incorporated foreign asset managers to sell overseas invested mutual funds to local investors. The program was considered an important step in the opening of China’s capital account because it allowed wealthier Chinese investors to invest in foreign-focused hedge funds and private equity funds.

With Google pre-loading Google Photos on a range ofAndroid devices, it’s no wonder the app has racked up 500 million users. The search giant is already capitalizing on its success using AI-assisted tools that pester you to share more visuals. Now, it’s hellbent on eradicating any mobile signal barriers that could hinder your sharing pleasure. The app’s latest update builds on a feature unveiled earlier this year. Back in March, Photos began backing up images in a lower resolution when it detected weak connectivity, later giving the pics a high-res bump via Wi-Fi. That way you could upload and share lightweight preview pics on the go, without worrying about a signal dropout ruining your progress. Video fans will be happy to hear that same functionality is now available for recorded clips.

Download version 3.6 of Google Photos for Android and you should notice the change immediately. “We’ve reduced the wait time for sharing videos in Google Photos by uploading low-res copies for sharing, and later replacing them with the high-res versions,” reads the description on the Play Store. For now, the fun is limited to Android users.

There’s no mention of the exact resolution of the low-res copy the app generates. But, it should still prove a boon for sharing video files (which tend to be large) while traveling, or when your bandwidth isn’t up to scratch. As with images, your friends and family won’t be stranded with a pixelated clip, as Google will replace the copy with the high-res video.

Now he comes up against Basilashvili, whom he has never played in the senior ranks before and who has just achieved his highest ever world ranking of No44.

If Nadal does win, he will either take on Roberto Bautista-Agut or Jiri Vesely, who knocked out Britain’s Aljaz Bedene.

*Nadal 6-0, 4-0 Basilashvili: Well he had game point but a brilliant forehead down the line from Nadal forces his opponent to go to deuce.

A fine service return brings up break point and Basilashvili whacks one into the net. That’s 10 games in a row.

Nadal 6-0, 3-0 Basilashvili*: Nadal has just been warned for time-wasting, which is not unusual, but it seems ironic at 40-15 when Basilashvili takes an age to change his racket. It seems to work as he hits a fine forehand winner but a big Nadal kick serve is too much to handle and the Spaniard wins his ninth straight game.

*Nadal 6-0, 2-0 Basilashvili: It’s maginificent to watch Nadal at his best but you have to feel a bit sorry for his opponents on days like these. Even Marcus Willis managed a hold against Roger Federer eventually.

I want Basilashvili to get on the board. Maybe even Rafa does. But not yet.

Nadal 6-0, 1-0 Basilashvili*: Nothing changing with a new set and freshly swept court. Rafa looks extremely keen to get this done very, very quickly.

*Nadal 6-0 Basilashvili: The Georgian gets himself to 30-15 but then a big, curving forehand switches the momentum and two points later, Nadal has the set, punching his 10th winner of the match past the helpless Basilashvili. That took just 23 minutes. Woof.

Nadal 5-0 Basilashvili*: Less than 20 minutes gone and Basilashvili is serving to stay in the match and is yet to hit a winner.

Nadal has won 20 points to his opponent six and this is a bit ugly.

*Nadal 4-0 Basilashvili: A forehand wide brings up two more break point opportunities and Nadal gobbles up the chance to pick up a double break.

Chatrier is hardly full and those present might not get much value for money on present pace.

Nadal 3-0 Basilashvili*: A speedy Nadal hold consolidates the break and all the pressure is back on the world No44.

*Nadal 2-0 Basilashvili: Classic Nadal hitting brings up two break points at 15-40 and the Georgian can’t cope with the power of his Spanish opponent, whacking a defensive backhand into the net to find himself 2-0 down inside 10 minutes.

There is rain forecast for later this afternoon and Nadal would much rather be done before any of that.

Nadal 1-0 Basilashvili*: A relatively comfortable hold for Nadal in a couple of minutes. Already had a couple of big baseline trade-offs but the nine-time champion is always going to win them at Roland Garros.

12.10pm: The players are out now and it will be Rafael Nadal to serve first…

11.55am: Defending women’s champion Garbine Muguruza has dispatched her third round opponent Yulia Putintseva in straight sets.

That means Court Philippe Chatrier is clear for Nadal and Basilashvili, who will be out on the clay to knock up in a matter of minutes.

A respective  has been published on the website of the US Department of Treasury. The agency states it “authorizes certain transactions” with the FSB “that are necessary and ordinarily incident to requesting certain licenses and authorizations for the importation, distribution, or use of certain information technology products in the Russian Federation.”

The ruling also allows transactions required for certain “actions or investigations involving the FSB,” the document states. The paper, however, did not elaborate further or offer concrete fields of cooperation where the ruling will be applicable.

Spokesperson for the White House, Sean Spicer, said the move represents a common practice by the Treasury Department of reviewing restrictions regarding certain issues.

“From what I understand it is a regular course of action,” Spicer said.

He noted that this is not a U-turn and does not “represent shift in policy.” The official did not comment further, referring all questions to the Treasury Department.

Dmitry Peskov, spokesperson for the Russian President Vladimir Putin, said “one should first understand what it [easing of sanctions] is about,” before giving a detailed response to the steps. He noted that the US never adopts sanctions when it infringes on its needs.

The  on the FSB were put in place under the previous Obama administration in December 2016. It alleged that Russian intelligence, along with other security services – with the Kremlin’s backing – allegedly meddled in the US Presidential elections in November. Washington has so far offered no solid proof for the allegations.

Moscow has repeatedly denied any such involvement. 

Russia is currently also subjected to a US sanction regime over the Ukrainian crisis. President Donald Trump said earlier this year that he would consider lifting parts of it in return for Moscow’s cooperation on combatting terrorists in Syria and nuclear weapons reduction. He stressed though that “it is very early” to decide on such moves just yet.
