There’s near-universal agreement that Google spinoff Waymo is the leading company in the driverless-vehicle business. And Waymo’s strategy for developing fully driverless cars is very expensive. Before launching a commercial driverless car service, Waymo needs to convince itself—and the world—that its cars will be at least as safe as human drivers.

That has meant racking up millions of test miles on public roads, a process that has taken several years and cost Waymo well over $ 1 billion.

Waymo’s more established competitors—including Uber, GM’s Cruise, and the Ford-aligned Argo.ai—are pursuing a similar strategy. But a number of startups is also trying to build fully autonomous cars. And many of these companies simply don’t have the money it takes to follow Waymo’s lead. They need a different strategy—one that allows them to bring a product to market more quickly and at lower cost.

THE race to bring driverless cars to market is fierce and crowded. All the leading carmakers are in the field: on May 31st SoftBank’s Vision Fund said that it would invest $ 2.25bn in the autonomous vehicle (AV) arm of General Motors. The New York Times reported this evening that Apple entered into a partnership with Volkswagen Group to pair a number of electric T6 Transporter vans with Apple’s proprietary autonomous vehicle software. The vans will reportedly be used to shuttle employees around Apple’s company campus, and it’s not clear whether the deal will extend from there.

The Times says that this deal only comes after Apple tried to find a partner in BMW and Mercedes-Benz. The company has shed hundreds of employees on the project, in a department that once boasted about 1,000 workers.

According to the Times‘ sources—”five people familiar with the negotiations who asked not to be identified because they weren’t authorized to discuss the matter publicly”—BMW and Mercedes-Benz rejected a partnership with Apple due to requirements from the Cupertino-based firm to turn over all data and some design aspects of the car.

In early April, California’s new rules that allow automakers, tech giants and just about anybody to test fully driverless cars on its roads finally took effect. But before those companies can realize their ride-hailing robot taxi ambitions, they have to wait for the state to adopt a proposal issued by the California Public Utilities Commission. The public utility regulator’s proposed rules would allow autonomous vehicles to give rides to the public as part of a pilot program – that is, so long as their creators meet a few conditions.

To start with, only cars with backup drivers can initially take passengers. That won’t be a problem, since only one (unnamed) company has applied for permission to test no-driver cars in California, thus far. However, the rules are expected to extend to fully driverless cars in the future. Companies must also provide the service for free – the CPUC plans to develop regulations for paid rides, but that’ll come after this initial set of rules get approved.

Cars participating in pilot programs can’t do pick ups and drop offs at airports, and passengers must be 18 years and older. Any company that chooses to take part must regularly file reports indicating the number of miles their self-driving vehicles travel, the rides they complete and the number of disabled passengers they serve. Finally, they need to wait 90 days after getting an autonomous testing permit from the DMV before their vehicles can start driving passengers around.

In the proposal by Commissioner Liane M. Randolph, she explained that her proposed rules “allow the introduction of AVs into passenger service to the public on a pilot basis, while providing for the safety and consumer protection of the passengers, consistent with the Commission’s regulation of private passenger-carrying transportation entities subject to its jurisdiction.” She also said that they “are designed to work in
tandem with the DMV’s jurisdiction over regulations addressing the safe operation of AVs themselves.”

The commission is slated to discuss and vote on the proposal during its May 10th meeting, so we won’t have to wait to long to find out whether California locals can catch an autonomous car ride to their destination. If the proposed rules get approved, it’ll be another milestone for the autonomous vehicle industry.

Automakers can now start testing fully driverless cars on California’s roads. According to the state DMV’s new regulations that became effective on April 2nd, it can now issue three types of autonomous vehicle testing permits. The first kind is the original one it approved years ago, which needs a driver behind the wheel, while the other two could pave the way for the release of Level 4 to 5 autonomous vehicles. See, the second type of permit it can dole out will allow automakers to test fully driverless vehicles, and the third will give the companies permission to deploy them.

While it may seem like California introduced its new permits at a bad time — Uber and Tesla were recently involved in fatal accidents while their self-driving technologies were engaged — the state approved the new regulations way back in February. The rules also include conditions automakers must be able to meet before they can get their hands on those permits.

To be able to get permission to test driverless cars, for instance, they must have already tested them in a controlled environment. Also, their creation must meet Society of Automotive Engineers’ definition of a Level 4 or 5 autonomous vehicle. That means their cars should be able to drive and stop themselves with no human interaction need; Level 5 vehicles can also have no steering wheels, gas or brake pedals. That said, California requires automakers to monitor their driverless vehicles using remote human operators, who can take over their controls if and when needed.

It may take a while before you see Level 4 or 5 autonomous cars driving around The Golden State, though. A DMV spokesperson told TechCrunch that nobody has applied for deployment yet and only one company has applied for a permit to test fully driverless cars.

Uber was told on Monday evening to suspend its autonomous car-testing program in Arizona. The move follows the death of Elaine Herzberg, a pedestrian who was struck and killed by one of the company’s self-driving vehicles on March 18. According to the Associated Press, Governor Doug Ducey told Uber CEO Dara Khosrowshahi that public safety should be a top priority, and that “[t]he incident that took place… is an unquestionable failure to comply with this expectation.”

In recent months, Arizona has become a hotbed of autonomous-vehicle testing. In contrast to California, the state has very little in the way of oversight, and both Waymo and Uber have been testing extensively, along with other, smaller self-driving programs. Beyond carrying liability insurance, autonomous vehicles are free to drive and aren’t subject to the crash or disengagement reports required by Arizona’s neighbor to the west.

Herzberg’s death has shone a spotlight on a state which was already unfriendly to pedestrians—in the same week as this fatal crash, nine other pedestrians were killed by vehicles. But humans are generally more accepting of the risk from other human drivers than they are machines, and now Uber has the distinction of being responsible for the first self-driving fatality. Even though the company voluntarily suspended its testing program in Arizona and elsewhere, Ducey’s action presumably means it can’t start up again without official permission.

There’s something very wrong with Uber’s driverless car program.

On Wednesday night, police released footage of Sunday night’s deadly car crash in Tempe, Arizona, where an Uber self-driving car crashed into 49-year-old Elaine Herzberg. The details it reveals are damning for Uber.

“The idea that she ‘just stepped out’ or ‘came out in a flash’ into the car path is clearly false,” said Tara Goddard, an urban planning professor at Texas A&M University, after seeing the video. “It seems like the system should have responded.”
