On Friday, the National Marine Fisheries Service (NMFS) approved a plan to make it legal for five companies to conduct seismic testing off the Atlantic coast, in an area stretching from Delaware to Florida.
The seismic testing is an initial step toward leasing federal offshore waters to oil companies that may want to drill there. In January, the Trump Administration opened up more than 90 percent of the federal offshore area to potential lease sales.
Individual states largely oppose offshore drilling, fearing that another Deepwater Horizon disaster could ruin their tourism economies. But because state waters end three miles off the coast and federal waters aren’t subject to state rules, states have found themselves trying to negotiate with a mercurial federal government. Florida received an exemption from lease sales from the Interior Department (at least until 2022, when a federal moratorium on drilling is lifted). But New Jersey hasn’t, and the state has sued the Interior Department to find out why.

This week, New Jersey’s attorney general sued the US Department of the Interior (DOI) for failing to comply with a Freedom of Information Act (FOIA) request seeking more information about why the DOI exempted Florida from offshore oil drilling lease auctions but not any other state.
The drama started earlier this year when Interior Secretary Ryan Zinke moved to open more than 90 percent of federal offshore land to lease by oil and gas companies for oil drilling. State waters extend three miles offshore, at which point federal control over the waters and sea bed underneath it begin. This means that states don’t always have a lot of control over whether there’s an offshore oil drilling rig 3.1 miles offshore and beyond.
But some states contend that they should have more say in whether the federal government leases out its waters to offshore oil drilling because the states bear the economic brunt of any oil spills that happen. (The Deepwater Horizon rig, for example, was 41 miles off the coast of Louisiana.) For that reason, Democratic and Republican governors alike, from 10 of the states near newly opened federal waters, have opposed the Trump administration’s efforts to open up their offshore areas.

Geopolitical risk bearing down on global oil markets is increasingly taking hold and weighing on oil prices as Saudi Arabia and Iran jockey for influence and position in the Middle East. These concerns escalated just over a week ago when Saudi Arabia’s young Prince Mohammed bin Salman ramped up tough rhetoric over Iran, pledging to acquire nuclear weapons if indeed Iran develops them.
His muscular geopolitical approach in the Middle East and recent talks in Washington with President Trump, pledging to buy more U.S. military hardware, shows that Saudi foreign policy under his helm will be more aggressive, albeit with even more military punch – all factors that spook oil markets and tend to drive prices upward.See the rest of the story at Business Insider

After meeting with Florida Governor Rick Scott (R) on Tuesday, US Interior Secretary Ryan Zinke said he agrees with the governor’s position that “Florida is unique and its coasts are heavily reliant on tourism as an economic driver.”
“As a result … I am removing Florida from consideration from any new oil and gas platforms,” Zinke announced on Twitter.
Scott had criticized the Trump administration’s decision to support offshore oil and gas drilling on the outer continental shelf off the coasts of the US. Zinke said Trump had directed him to “take into consideration the local and state voice” in deciding policy.
The Trump administration last week proposed opening up nearly all US offshore water to oil and gas drilling – a move, it said, that would boost the economy and ensure US “energy dominance.” The five-year draft plan sparked protests from coastal states, environmentalists and the tourism industry and was described as a “shameful giveaway” to the oil industry.
Zinke said the department’s draft National Outer Continental Shelf Oil and Gas Leasing Program for 2019 to 2024 would make over 90 percent of the Outer Continental Shelf’s (OCS) total acreage available for leasing to drillers – a national record.
That would reverse the Obama administration order placing 94 percent of the OCS off-limits to drilling. Obama’s 2017-2022 plan would be replaced by the new program once it is finalized.
The administration’s Florida exemption decision removes from consideration a portion of the eastern Gulf of Mexico, but not all of it.
Florida state waters extend 3 nautical miles from the shore on the Atlantic, and 9 nautical miles on the Gulf side, according to the Florida Fish and Wildlife Conservation Commission.
Senator Bill Nelson (D-Florida) called it a “shameless political stunt,” and said the coastline could still be a target and he would file legislation for a permanent ban.
“Floridians should beware and they should make their objections known because if we don’t, then the administration will try to say they never heard objections,” Nelson said from the Senate floor on Wednesday.
Nelson wrote to Zinke raising numerous questions about what exactly was off the table, including seismic testing.
The reversal is likely to trigger further demands from other states. South Carolina’s Governor Henry McMaster, a Republican, has said he will also seek an exemption.
NEW: @henrymcmaster says he plans to ask Trump administration to exempt South Carolina from offshore drilling.

The governors of New York and Oregon and the attorneys general of Maryland and California – all Democrats – were among those who called on Zinke to ban offshore drilling.
Dear Secretary Zinke, California like Florida, has hundreds of miles of beautiful coastline and a governor who wants to keep it that way. Or is that not enough for blue states? https://t.co/vQ5Qtl8Xik

Oceana, an environmental lobby group, said it is pleased Zinke had removed Florida from areas open to drilling.
“Such a quick reversal begs the question: Will the Trump administration give equal consideration to all the other coastal governors from both parties who overwhelmingly reject this radical offshore drilling plan?” Oceana campaign director Diane Hoskins said in a statement, quoted by Reuters.
The effort to open previously off-limits acreage in the Atlantic, Arctic and Pacific oceans comes less than eight years after BP’s Deepwater Horizon oil spill in the Gulf of Mexico, the largest in American history. The disaster caused billions of dollars in economic damage and led the Obama administration to increase regulation of the industry.
The Defense Department has also raised concerns about drilling off the eastern Gulf of Mexico where military exercises are held, according to the BBC.

GOP Rep. Mark Sanford suggested that a sudden exemption for Florida from President Donald Trump’s new offshore drilling plan may have to do with the president’s own business.
In an interview with CNN, Sanford said the exemption from the Trump administration’s new plan to open 98% of the US’s offshore waters to drilling for Florida smacked of politics since the state is important in presidential elections.
The South Carolina Republican, who represents parts of the state’s coast including Charleston, also said there may have been a personal motive for Trump behind the move.
“I would also say this, it smacks of what we never want to see in politics which is: Is it self-serving?” Sanford said. “I mean you can’t say, ‘I don’t want to see an oil rig from Mar-A-Lago’ as you look out from the waters of Palm Beach, but it’s okay to look at an oil rig out from Hilton Head or Charleston, South Carolina.”
The Trump administration has denied that the change is motivated by politics or Trump’s own properties.
The move to exempt Florida form the new drilling plan came Tuesday. Interior Secretary Ryan Zinke said that Republican Florida Gov. Rick Scott made a compelling case that the new plan would hurt Florida tourism.
Other states along the coasts, many with Republican governors, have pledged to fight the rule and seek the same exemption Florida received.

“We’re embarking on a new path for energy dominance in America, particularly on offshore,” Interior Secretary Ryan Zinke said Thursday as he unveiled the plan, according to the New York Times. “This is a clear difference between energy weakness and energy dominance. We are going to become the strongest energy superpower.”
Zinke’s plan is considered the most ambitious offshore drilling proposal in decades, and is a consequence of President Donald Trump’s executive order in April encouraging more drilling rights in federal waters.
Under the 2019-2024 leasing program, 90 percent of the total US Outer Continental Shelf (OCS) would be made available and more than 98 percent of federal offshore areas would be available for oil and gas development. Currently, 94 percent of the OCS is considered off-limits.
Under the draft proposal, which will be available for public input, the US government is looking to lease 47 parcels, 19 off the coast of Alaska, 12 in the Gulf of Mexico, nine in the Atlantic and seven in the Pacific Region.

In Alaska, the plan would open up areas in the Beaufort Sea, Cook Inlet, Gulf of Alaska, and Kodiak, among others. No sales are proposed in the North Aleutian Basin Planning Area.
In the Pacific, leases are proposed in Northern California, Central and Southern California and Washington/Oregon.
The proposal would lift a ban on drilling imposed by President Barack Obama in his final days in office, protecting more than 100 million offshore acres along the Arctic and Eastern Seaboard. Leases would be offered in the Mid- and South Atlantic, North and the Straits of Florida. There have been no sales since 1983 and there are no existing leases in these areas.
Oil industry leaders praised the proposal, calling it long overdue.
“I think the default should be that all of our offshore areas should be available,” said Thomas Pyle, president of the American Energy Alliance, according to the New York Times. He said seismic testing would be needed to assess potential oil and gas reserves in the Atlantic Ocean, though it could take years before potential testing permits are issued.
“These are our lands,” Pyle said. “They’re taxpayer-owned and they should be made available.”
The expansion is likely to trigger huge political backlash, particularly on the West Coast and in Florida. Offshore drilling has generated sharp opposition from residents, environmental groups and businesses who fear a spills – such as BP’s in the Gulf of Mexico in 2010 – could devastate beaches and destroy the tourist industry that is vital to the regional economies.

Frank Knapp, president of the Business Alliance for Protecting the Coast, told the Times that hundreds of small East Coast businesses, from restaurants to hotels to commercial fishing operations, have mobilized against allowing drilling off their state waters.
“It’s not consistent with our vibrant tourism, fishing and recreation. That’s what the East Coast is,” Knapp said. “Their concern is their livelihood, the local economies. We all saw what happened to the Gulf Coast with Deepwater Horizon.”
Finalizing the plan may take as long as 18 months, with public meetings slated to begin around the country on January 16. Venues and times will be posted on the Bureau of Ocean Energy Management’s website.

A paper describing the reasons for an uptick in earthquakes occurring in states like Texas was published on Friday in Science Advances, and was spearheaded by lead author Beatrice Magnani, a seismologist at Southern Methodist University in Dallas, Texas.
The paper analyzes fault displacements on high-resolution seismic reflection profiles in two regions of the central US, including the Fort Worth Basin (FWB) of Texas and the northern Mississippi embayment (NME). They used these areas to assess whether seismicity is induced by human activity (drilling), or if it happens naturally.
Since 2008, Texas, Oklahoma, Kansas and three other states have experienced many more earthquakes than they had previously. Strikingly, Oklahoma’s earthquake rate increased from one or two each year to more than 800. In the same time period, Texas has seen a sixfold surge in quakes.
Even though most of the tremors in Oklahoma have been small, the state has seen many damaging earthquakes that exceed a magnitude 5 level.
A majority of scientists agree that the uptick in earthquakes has been directly triggered by injections of wastewater from oil and gas production into deep wells. But some scientists have suggested the quakes are natural, and arise from faults in the earth’s crust that sometimes move on their own, according to Scientific American.
However, researchers working on the paper looked back at 450 million years of fault history in the Dallas-Fort Worth area and found that these specific faults almost never move. Magnani and her colleagues concluded that these faults would not have created the uptick in earthquakes were it not for wastewater injection. The paper states that pressure from these injections spreads underground and can disrupt already-weak faults.
Although the work Magnani accomplished with her colleagues provides considerable evidence implicating drilling as the cause of the quakes, the Texas government has not officially acknowledged the link quakes have to drilling.
Magnani and her fellow researchers studied the the faults in Texas using images of the subsurface, which are similar to ultrasound scans. The images the researchers generated are called seismic reflection data, created by equipment that generates sound waves and records how fast waves bounce off faults and different layers of rock deep within the ground.
The study says faults that create earthquakes look similar to vertical cracks in a brick wall, in which one side of the wall has sunk down a few inches so the rows no longer appear to line up.
The researchers compared images of faults in the Dallas Forth Worth area, or north Texas, with images of other faults that have been active throughout geologic history. The other faults they looked at are in the New Madrid Seismic Zone, which encompasses parts of Arkansas, Kentucky, Missouri, and Tennessee along the Mississippi River. Faults in the New Madrid area produced earthquakes with a magnitude of seven or eight in the early 1800s, and have set off smaller quakes since then.
When Magnani and her colleagues examined the faults in New Madrid, they came across evidence showing the horizontal rows of bricks were offset at the fault line– from the distant past up until the present time. However, the north Texas faults showed no disturbances in the last 300 million years.

The researchers proceeded to take another step to refine the results of their findings, but their seismic reflection data is not capable of picking up vertical offsets smaller than 15 meters, which is roughly 49 feet. However, the Texas quakes were so small that they caused offsets of only a fraction of a centimeter.
So the seismologists wanted to be positive the north Texas faults had not just been producing this type of tiny quake the entire time.
They were ultimately able to come to a conclusion because the offsets representing rock that are moved by earthquakes, are cumulative. This means that each new quake adds more distance.
The researchers took the 300 million-year time span, and calculated the maximum amount of small to medium sized earthquakes it would take to produce a cumulative offset just short of 15 meters. The answer the researchers got fell into the range of 3,800 to 6,000 earthquakes, or roughly, an earthquake every 50,000 to 79,000 years.
The paper states that even if earthquakes occurred that frequently, the likelihood of a natural earthquake sequence occurring in north Texas in the previous 10 years was only one in 60 million. North Texas has experienced five earthquake sequences during that same 10-year period, so the researchers wrote that it is “exceedingly unlikely” that the recent temblors were natural.

ABOARD USS RONALD REAGAN, Sea of Japan (Reuters) – The USS Ronald Reagan, a 100,000-ton nuclear powered aircraft carrier, patrolled in waters east of the Korean peninsula on Thursday, in a show of sea and air power designed to warn off North Korea from any military action.
The U.S. Navy’s biggest warship in Asia, with a crew of 5,000 sailors, sailed around 100 miles (160.93 km), launching almost 90 F-18 Super Hornet sorties from its deck, in sight of South Korean islands.
It is conducting drills with the South Korean navy involving 40 warships deployed in a line stretching from the Yellow Sea west of the peninsula into the Sea of Japan.
“The dangerous and aggressive behavior by North Korea concerns everybody in the world,” Rear Admiral Marc Dalton, commander of the Reagan’s strike group, said in the carrier’s hangar as war planes taxied on the flight deck above.
“We have made it clear with this exercise, and many others, that we are ready to defend the Republic of Korea.”

The Reagan’s presence in the region, coupled with recent military pressure by Washington on Pyongyang, including B1-B strategic bomber flights over the Korean peninsula, comes ahead of President Donald Trump’s first official visit to Asia, set to start in Japan on Nov. 5, with South Korea to follow.
North Korea has slammed the warship gathering as a “rehearsal for war”. It comes as senior Japanese, South Korean and U.S. diplomats meet in Seoul to discuss a diplomatic way forward backed up by U.N. sanctions.
The U.N. Security Council has unanimously ratcheted up sanctions on North Korea over its nuclear and ballistic missile programmes since 2006. The most stringent include a ban on coal, iron ore and seafood exports that aim at halting a third of North Korea’s $ 3 billion of annual exports.
On Monday, Kim In Ryong, North Korea’s deputy U.N. envoy, told a U.N. General Assembly committee the Korean peninsula situation had reached a touch-and-go point and a nuclear war could break out at any moment.

A series of weapons tests by Pyongyang, including its sixth and most powerful nuclear test on Sept. 3 and two missile launches over Japan, has stoked tension in East Asia.
A Russian who returned from a visit to Pyongyang has said the regime is preparing to test a missile it believes can reach the U.S. west coast.
On Sunday, Secretary of State Rex Tillerson said President Donald Trump had instructed him to continue diplomatic efforts to defuse tension with North Korea.
Washington has not ruled out the eventual possibility of direct talks with the North to resolve the stand-off, U.S. Deputy Secretary of State John J. Sullivan said on Tuesday.

The US Department of the Interior (DOI) is moving to open up the Arctic National Wildlife Refuge to oil exploration, which could reverse 30 years of conservation efforts in the far north of the 49th state. According to a document obtained by The Washington Post that was written in mid-August, the DOI requested that the US Fish and Wildlife Service update a 1980s provision to allow new seismic exploration in the Alaska refuge.
The efforts to conduct new studies of the oil and gas under the refuge’s coastal plain are still in preliminary stages—the DOI’s draft rule allowing seismic imaging study would be subject to a public comment period and would certainly face lawsuits from environmental groups if approved. Even then, exploration efforts wouldn’t automatically trigger well-drilling in the area—extraction in the Arctic National Wildlife Refuge requires the approval of Congress as well as a market environment favorable to drilling in the remote and challenging tundra region.
Currently, oil is trading for around $ 50 a barrel, and the price isn’t expected to rebound quickly with a glut of supply in the world oil market. Without a clear way to profit off that oil, expensive tundra drilling operations are less economically attractive compared to easier-to-tap oil fields around the world.
