President Donald Trump, who pledged to work with Democrats to protect “Dreamers” — young people brought illegally to the United States as children — called on Sunday for money to fund a border wall and thousands more immigration officers to be part of any deal.
Trump’s list of immigration “principles,” laid out in a document seen by Reuters, is likely to be a non-starter for Democrats, who are seeking a legislative fix for the Deferred Action for Childhood Arrivals (DACA) program that Trump ended last month.
The proposal includes a crackdown on unaccompanied minors who enter the United States, many of them from Central America. The plan was delivered to leaders in Congress on Sunday evening.
The White House wants the wish list to guide immigration reform in Congress and accompany a bill to replace DACA, an Obama-era program that protected nearly 800,000 “Dreamers” from deportation and also allowed them to secure work permits.
The inclusion of border wall funding in the list could prompt Democrats to accuse Trump of rowing back earlier suggestions that he would keep the wall issue separate from an initiative to help DACA recipients. The White House priorities, if enacted, could result in the deportation of Dreamers’ parents.
On Sunday, Chuck Schumer and Nancy Pelosi, the minority leaders from the Senate and House, respectively, issued a joint statement rejecting the White House’s proposals.
“The Administration can’t be serious about compromise or helping the Dreamers if they begin with a list that is anathema to the Dreamers, to the immigrant community and to the vast majority of Americans,” the two leaders said in the statement.
“We told the President at our meeting that we were open to reasonable border security measures alongside the DREAM Act, but this list goes so far beyond what is reasonable. This proposal fails to represent any attempt at compromise. The list includes the wall, which was explicitly ruled out of the negotiations,” they added.
“If the President was serious about protecting the Dreamers, his staff has not made a good faith effort to do so.”
The proposals also include a request for funds to hire 370 more immigration judges; 1,000 attorneys for the Immigration and Customs Enforcement agency; 300 federal prosecutors and 10,000 additional ICE agents to enforce immigration laws.
“The president has made clear he wants Congress to act and pass responsible immigration reform in conjunction with any legislation related to DACA,” said White House spokeswoman Lindsay Walters.
Trump told Congress it had six months to come up with legislation to help Dreamers, who are a fraction of the 11 million illegal immigrants in the United States, most of whom are Hispanic.
The document calls for tighter standards for those seeking U.S. asylum, denial of federal grants to “sanctuary cities” that serve as refuges for illegal immigrants, and a requirement that employers use an electronic verification system known as “E-Verify” to keep illegal immigrants from securing jobs.

Trump’s suggestion after a meeting with Democratic leaders Chuck Schumer in the Senate and Nancy Pelosi in the House of Representatives that wall funding would not have to be part of a DACA fix alarmed some of his supporters.
A White House official told Reuters on Sunday the principles were a guide for the legislative process it hopes Republicans and Democrats will take up.
“Funding for the wall is a priority for the administration. Whether it is part of DACA or there is a different pathway to get it done, it will remain a priority,” he said, adding it would be up to Trump to determine what was negotiable and what was not in a future deal.
The official said the White House would be pushing for “legal status” for the Dreamer population but would not be advocating for citizenship.
Republicans in Congress have introduced several bills that would include aspects of Trump’s priorities, but many Democrats and immigration groups see the proposals as too harsh.
The White House’s wish list targets the flow of unaccompanied minors into the United States. It would require such children to be treated the same, regardless of their countries of origin “so long as they are not victims of human trafficking and can be safely returned home or removed to safe third countries,” the White House document said.
It would also expand the list of “inadmissible aliens” to include members of gangs, those who have been convicted of an aggravated felony, and former spouses and children of drug and human traffickers if they receive benefits from such behavior.
Trump’s White House so far has not been able to achieve a major legislative victory, casting doubt on the potential for a breakthrough on immigration reform, which Republican and Democratic presidents have tried before without success.
Trump’s Republicans have failed so far to repeal and replace President Barack Obama’s Affordable Care Act, known as Obamacare, and a White House plan for tax reform still needs more support.

The National Immigration Law Center (NILC) issued a press release Friday, announcing that attorneys representing Juan Manuel Montes, who they claim is the first and only known immigrant with protections under Deferred Action for Childhood Arrivals (DACA) to be illegally deported under President Donald Trump, has filed new declarations from people on both sides of the border that refute the government’s account of what happened.

NILC claims that Montes was visiting his girlfriend in the border town of Calexico, California, on February 18, when he was stopped by immigration officers who asked for his identification. They say Montes was not carrying his wallet, which contained his state identification card and federal work permit, and US Border Patrol agents took him to a local station.
At the station, the agents asked him to sign papers and made him wait for several hours. Then, without any legal counsel, they forced him over the border to Mexico in the middle of the night, the NILC claims.
“Juan Manuel was ripped from his family and community in the dead of night without a chance to even say goodbye, collect his belongings, or find a safe place to stay,” said Nora Preciado, an attorney with the National Immigration Law Center. “He and his mother have suffered enormous emotional trauma, as has the rest of his family. The court can and should bring him back home.”
On the other side of the border, Montes, who had been in the US since he was nine years old, wandered the streets of Mexicali until he was robbed at knifepoint and beaten by two men, his lawyers said. He eventually attempted to jump the border fence, but he was caught by US Customs and Border Protection (CBP) agents, who deported him again.
After being deported, Montes asked for the paperwork related to his incident. The Department of Homeland Security (DHS) claimed there were not any records of Montes being deported that night. However, CBP did have records of apprehending him as he attempted to cross back over the border.
In March, Montes filed a Freedom of Information Act (FOIA) request with CBP, the US Citizenship and Immigration Services, and the Calexico Port of Entry, asking for all records of his interactions with the agencies.
When they didn’t respond, Montes sued the federal government in April.
At first, DHS claimed that Motes’ DACA status had expired in 2015. They later revised their statement, saying that his status was active, but it had been revoked when he voluntarily crossed the border. However, Montes’ attorneys say he only left the country because he was deported.
“The government initially denied that Juan Manuel had DACA, but that was false. The government then proclaimed that Juan Manuel left the country of his own volition, but that too defies the facts,” said Monica Almadani, an attorney representing Montes with Covington and Burling, according to the press release from NILC. “As demonstrated by our filing today, Juan Manuel was unlawfully expelled from the United States, and the government must bring him back.”
In several declarations filed Friday, the last people to see Montes before he was deported gave statements of what happened that night, which corroborate Montes’ statements that immigration agents forced him across the border against his will.
Danielle Jimenez, a friend of Montes, said that he left her house after having dinner at around 10:00pm, adding that they never spoke about going to Mexico.
“Juan said he was going home when he left my house,” Jimenez said in a statement. “I told him to text me when he got home, because I wanted to make sure he was safe. I texted him a few times that night, but got no response.”
Leslie Ramirez, an acquaintance of Montes’ from Mexicali, said that she received several calls from Montes that night. When she finally picked up the phone, Montes told her he was in Mexico. When Ramirez met him, she said he was “holding back tears.”
“Juan Manuel told me that he didn’t understand why he had been kicked out and didn’t know what to do,” Ramirez said in a statement.
She was shocked that Montes was in Mexico since he told her he was a DACA recipient and always described Mexicali as a “crime-ridden, dangerous place” adding that “he had no interest in visiting.”
In his own statement, Montes said he was approached by a federal officer after he left Jimenez’s house. When the officer asked him for his identification, Montes said he left it in his friend’s car.
Montes said he was handcuffed and taken to the border station and questioned with other undocumented immigrants before being driven across the border at approximately 1:00am.
“I could tell that was the way to Mexicali,” Montes said. “I didn’t think I had a choice. I knew he was kicking me out of the country, but I didn’t know why.”
Gil Kerlikowske, who served as the commissioner of Customs and Border Protection under Obama, provided a statement that refuted the DHS claim that Montes could not have been deported in the middle of the night, because there is an agreement between US and Mexico, where immigrants can only be deported between 6:00am and 10:00pm.
Kerlikowske said that he “would not be surprised that repatriation in violation of the arrangements continued to exist.” He also added that CBP agents “would have been trained on how to identify a DACA recipient in their custody.”
Montes’ mother also provided a statement under a redacted name. She described how she waited up all night, trying to call her son. When he finally reached her and told her he had been deported, she said it “felt like someone had thrown a bucket of cold water on me.”
“I was in shock,” she said. “I did not understand how my son, who has permission to be here through DACA, could be deported so easily. It did not make any sense, and I felt it was very unfair. This is not part of the America I knew and believed in.”
Since he was deported, Montes has been living with relatives in Mexico.

A 22-year-old woman in Mississippi is in Immigration and Customs Enforcement (ICE) custody after she spoke during an immigration news conference. The woman had entered the country illegally at the age of seven.
Daniela Vargas was arrested Wednesday morning shortly after she gave a speech at a conference about immigration where she expressed living in fear of deportation.
Vargas explained that her Deferred Action for Childhood Arrivals (DACA) status had expired several months ago but that she was in the process of renewing it. She had been in hiding after her father and brother were detained by ICE agents in February, but briefly came out to speak at a news conference in downtown Jackson, Mississippi, the Clarion Ledger reported.
She left the press conference in a friend’s car, but the two were detained on a nearby freeway, the Associated Press reported. Agents allegedly told Vargas, “You know who we are, you know what we’re here for.“
DACA recipients, often called ‘dreamers,’ have to reapply every two years as per the program’s requirements. Vargas’ status in the DACA program had expired in November, but the $ 495 cost of application prevented her from reapplying until mid-February, according to the AP.
Her attorney, Abby Peterson, claims that it is unusual for someone with a pending immigration status to be detained. Nevertheless, she was taken into custody and her friend was released.
“Why they would move forward the way they have is, honestly, mind-boggling,” she said.
What happens next remains to be seen. While she had received protection in the visa-waiver program in 2012 and 2014, her participation in the program may result in her being processed for deportation without a hearing, according to Peterson.
Vargas had spoken at a press conference along with a coalition of immigrants rights groups and religious figures.
“Today, my father and brother await deportation while I continue to fight this battle as a dreamer to help contribute to this country, which I feel is very much my country,” she said.
“A path for citizenship is necessary for DACA recipients but also for the other 11 million undocumented people with dreams,” she said.
Vargas was brought to the US from Argentina when she was 7 years old. She went on to graduate from high school in Mississippi and attended community college before starting at the University of Southern Mississippi with aspirations of being a math professor.
