Ottawa paramedics and police have joined the frontline fight to help identify potential tissue donors.
]]>
This is the Year of Color in America, with African-American, Latinx and Asian-American candidates running for office in unprecedented numbers. But financial support from Democratic donors hasn’t always matched the grassroots enthusiasm for a new hue of political representation. That is Ben Jealous’ struggle.
The former NAACP director and Bernie Sanders surrogate has emerged as the winner of an eight-person Democratic primary for Maryland governor, but now has just $ 386,000 cash on hand. That is 24 times less cash than the Republican incumbent Gov. Larry Hogan — and that’s in a state with twice as many registered Democrats as Republicans. Sure, Hogan has had four years to pack his war chest. For his part, Jealous insists he will have enough money on Election Day and that it isn’t race but the challenge of taking on a strong incumbent that is keeping blue wallets from opening up. Surveys show Hogan as the nation’s second most popular governor, and Jealous had to expend money to win that crowded party primary. “This is a challenge no Democrat has faced in Maryland,” Jealous admits.
But Jealous isn’t alone, and the role race plays is becoming harder to ignore for many analysts. The Democratic Party has been criticized for not backing candidates of color in primaries against party incumbents, as bankrollers chose to stay away from candidates like Alexandria Ocasio-Cortez in New York and Ayanna Pressley in Boston before the two women of color led stunning upsets over high-ranking House Democrats. Yet the battle for candidates of color is particularly steep in other gubernatorial races like Jealous’, even as Democratic fundraising has broadly outpaced Republican spending. For every Stacey Abrams, the Georgia woman vying to be the nation’s first African-American female governor who has had no trouble raising cash, there is a David Garcia — the Hispanic college professor in Arizona who raised about $ 1 million and won the nomination despite trailing his primary opponent by a quarter million. He now faces another uphill fundraising battle against incumbent Gov. Doug Ducey, who has raised more than four times as much as him.
We saw at the very beginning the hesitation from the establishment to support candidates of color who were running.
Quentin James, co-founder, the Collective
In Florida, Tallahassee Mayor Andrew Gillum won an upset to become the nominee for governor after raising $ 4 million total and spending just half a million on TV ads — while one of his opponents spent $ 8 million and another spent $ 20 million papering the airwaves. Some saw Gillum as less electable because of his embrace of a fully progressive platform, but lurking behind that doubt was also the question of how on-the-fence Floridians would react to the first Black nominee for governor in state history.
“We saw at the very beginning the hesitation from the establishment to support candidates of color who were running,” says Quentin James, co-founder of the Collective, a left-leaning political action committee funding Black candidates, adding it was stunning to see how those candidates have won nominations despite that financial disadvantage.
For sure, there are instances where Democratic Party funders have supported candidates of color. Emily’s List endorsed Abrams in Georgia and Deidre DeJear in the race for Iowa secretary of state. “It has changed. You see folks recognizing the need to support a diverse array of candidates,” says Adrianne Shropshire, executive director of BlackPAC.
But early in the midterm election cycle, Democrats heaped attention on White women with military backgrounds, such as Mikie Sherrill in New Jersey and Amy McGrath in Kentucky, in ads that went viral. “The problem with that is a ridiculous love fest with Democratic leaders trying to convince moderate and Republican, mostly White, voters to vote for Democrats,” James says. “There’s this misconception that this is 1988, and Jesse Jackson is running. That’s not where we are now. Barack Obama got more White voters than Hillary Clinton.”
Each of those states — Maryland, Florida and Arizona — either lean Democrat or are toss-ups in statewide elections, which may convince donors to rally around those candidates of color now that the primaries are over and Election Day approaches. Then again, their hesitation may be more about concern the races aren’t winnable, despite those states being competitive generally. Only Gillum is a favorite right now, leading by four points in Florida, according to the Real Clear Politics poll average. Garcia is behind in the polls, by about six points on average, while Jealous is behind by more than 20 points in a recent Goucher College poll.
“The party has a bias toward battleground states, I get it,” Jealous says. “But we’ve known for a long time that the day we have a true 50-state strategy is the day we will move ahead, full power, full speed.”
Such fundraising disadvantages can cripple candidates and deflect from their message to voters. For instance, the Hogan campaign took advantage of their funds and launched three major ads on education issues the day after Labor Day, traditionally a starting block of sorts for election. One of the ads took credit for a plan to ensure casino taxes went to education funding, a plan the ads called the “Hogan lockbox.” However, as fact-checkers have stated, the policy was actually proposed by Jealous and the Democrats more than a year before.
Without money to combat those ads, the Jealous campaign has been forced to watch as Hogan co-opts one of his major campaign issues. But money isn’t everything — Jealous notes that Hogan himself was outraised when he won the governorship in 2014. “We will win this general the same way we won the primary: build a bigger ground army, turn out voters and turn on our ads at the moment the voters need to hear them in order for us to win — and not before,” Jealous says.
He has confidence in his ability to turn things around, considering he started his primary race in fourth place before winning by 10 points. But will Democratic donors have enough confidence to get him across the finish line? That’s the question left for candidates of color in the final weeks leading to the November midterms.

Nova Scotia used to be a provincial leader in organ donation, but in recent years it has fallen behind. Last year, there were only 16 organ donors, and 12 families declined consent. Now there are calls to change the system to identify more organ donors and create a culture where every family talks about donation.
]]>She isn’t alone. Her worries fit in with Missouri’s emergence as the epicenter for dark spending in recent elections, including campaign contributions funneled through political action committees that aren’t legally required to disclose their donors. So far, more than $ 65 million has flooded into the Missouri Senate race, one of the biggest targets for outside spending in the midterms ($ 67 million has been spent in the Florida Senate race). That pile of cash is among a set of triggers galvanizing an unprecedented debate in Missouri on dark money that’s shadowing one of the most competitive Senate races in the nation.
Democrat Sen. Claire McCaskill and Republican Attorney General Josh Hawley are dead even in polls while serving as proxies for the national fight to control the U.S. Senate after November. Their campaign ads play relentlessly on radios and television sets. But just five months ago, Missouri witnessed the resignation of its former governor, Eric Greitens, after a court ordered him to hand over documents related to A New Missouri, a dark-money nonprofit that he was accused of illegally coordinating with. And just last week, Hawley’s campaign was accused of illegally coordinating expenditures with the National Rifle Association, as the same consultant was booking TV ad time on the same day for Hawley and the NRA. (Hawley campaign spokeswoman Kelli Ford calls the Federal Election Commission complaint “frivolous” and politically motivated, coming from a gun control group.)
It’s too much money.
Gail White, Missouri voter
And Missouri residents will consider a ballot this November called Clean Missouri Amendment 1, which would forbid the state legislature from allowing unlimited campaign contributions and prohibit anonymous donors if approved. Already, more than 340,000 Missourians have signed a petition to force the Amendment 1 ballot initiative to a vote on the statewide ballot in November. Talk to White, a moderate Democrat whose son leans conservative, and what you hear is shock at the way her state is being overwhelmed by undisclosed outside spending.
“It’s too much money,” she says.
That perfect storm of focus could make Missouri an important indicator for whether average voters can be convinced to care about campaign finance reform, a rallying issue for progressives and liberals ever since the Supreme Court case Citizens United v. FEC ushered in an unfettered era of concealed campaign cash. More than three-fourths of Americans say there should be limits on campaign spending by individuals and corporations, according to a Pew Research poll from March, while nearly two-thirds believe laws could be crafted to reduce the influence of money in politics.

The Show-Me State isn’t the only one where campaign finance reform is a major talking point these elections. The issue is prominent in Montana, also home to a competitive Senate race that’s seen $ 34 million in outside spending. “Montanans have a long history with outsiders coming in and buying elections,” says Chris Meagher, communications director for Democratic Sen. Jon Tester. In the 19th century, “copper kings” used their fortunes to influence Montana politics, so much so that local lawmakers in the early 20th century banned donations from corporations, a topic covered in a Kimberly Reed documentary released this summer called Dark Money. In North Dakota, South Dakota and New Mexico, voters will consider ballot initiatives to review political spending and ethics complaints.
But the sheer scale of outside spending in Missouri, coupled with the way dark money has shaped its politics in the past few months and could transform it through the Amendment 1 ballot initiative, makes the state a bellwether for the national debate on the subject.
It’s telling that, at the height of the frenzy over the Brett Kavanaugh confirmation debate, when McCaskill said she wouldn’t vote for the nominee, her reasons weren’t the sexual assault allegations made against him. Instead, she said she was opposed to Kavanaugh based on his support for dark money she believed would “give free reign” to donors and foreign governments to influence elections. One of Kavanaugh’s favorite court decisions to quote is Buckley v. Valeo, which ruled that restricting the speech of some — i.e., the wealthy — in order to raise the voice of others is “wholly foreign” to the First Amendment. It was the same decision that Justice Anthony Kennedy, Kavanaugh’s predecessor and mentor, quoted in his Citizens United majority opinion in 2010.
Dark money groups that do not have to disclose their donors have spent more than $ 7 million on the Missouri race so far, with the attacks flying from both sides. The difference is that Republicans “have no desire to change the system,” argues Chris Hayden, a Democratic operative who worked on Senate races for McCaskill in 2012 and Jason Kander in 2016. “Democrats are willing to come to the table,” he says. Hayden now is spokesman for Senate Majority PAC, a super PAC that discloses its donors — but is considered a “gray money” group because it can take in donations from entities that do not disclose their donors.
It’s true Democrats have proposed fixes federally, including the DISCLOSE Act, which would require groups spending money in federal elections to disclose their donors. And while some Republicans have supported reform efforts — Missouri State Sen. Rob Schaaf, a Republican and Donald Trump supporter, also backs Amendment 1 — many conservative voters have mixed feelings about attempts to end dark money spending. “Both sides get money; it doesn’t really matter,” says Jonathan Hertlein, a tennis instructor in Missouri. “If I want to contribute $ 10 or Bill Gates wants to contribute $ 10 million, it should be allowed either way,” adds Paul Harris, a St. Louis libertarian who views unlimited campaign spending as a constitutional right and plans to vote for Hawley in the Senate race.
It’s an issue that hovered over the Senate debate. On a chilly mid-October day, hundreds of voters huddled under coats and sat on folding chairs to watch the event play out over projectors in downtown St. Louis. When Hawley insisted that donors held no sway over him, the liberal-leaning crowd laughed skeptically, with one shouting, “What about the NRA?” and another adding incredulously, “Doesn’t owe anything?”
Essentially “one family” funded Hawley’s campaign for attorney general, McCaskill said pointedly, noting that a $ 4 million donation from billionaire David Humphreys accounted for nearly three-fourths of his total fundraising in 2016. Meanwhile, Hawley talked about his opponent’s dozen years in the Senate and accused her of no longer voting for Missouri values. “It’s time we had someone in Washington who isn’t part of the old battles, who doesn’t owe anything to anybody,” he said. It’s heated sparring between the candidates. But in many ways, their words don’t matter. After all, the number of people who will see the debate pales in comparison to those who will have seen or heard the ads paid for by outside groups and their concealed donors. Once again, money talks — and in Missouri, it often talks off the record.
Correction: An earlier version of this story stated that Missouri ’s Senate race was the top recipient of outside money in the midterm elections. In the most recent figures from the Center for Responsive Politics, Florida’s Senate race overtook the top spot.

Last week, we asked: Should everyone be required to be organ donors? You answered, and here are your thoughts, edited for clarity.
Jonathan Williams
The answer to this question hinges upon the profound question of whether individual freedom trumps the common good. There is little room for debate about whether organs are needed by many people, and there is even less room for debate about whether the presence of organs for those who need them is intrinsically good. The troublesome issue simply comes down to whether that goodness trumps one’s right to make the rather selfish decision to keep one’s organs after passing away.
Kelly M. Adams
I do not think everyone should be required to be an organ donor. However, I think we should switch from an opt-in system to an opt-out one, like much of Europe. The opportunity to be an organ donor is rare and the need for this life-saving gift is great.
Amy Fletcher, Hillsborough, North Carolina
If we are speaking of healthy individuals who are not potentially compromising the receiver’s life or if it does not infringe on one’s religious beliefs, then yes, I believe everyone should be a donor. Perhaps having the default of “organ donor” and then leaving the box to be unchecked by the individual citing why they are opting out might be a better solution.
Susan Rixham, West Fenwick, Delaware
I don’t think organ donation should be mandatory. What is needed is more education re: organ donation, not regulation. Sounds Trumponian to me.
Brittany Harrington, Moscow, Idaho
Absolutely not. There is already too much commodification of our bodies within this society.
Dorothy Leighty
I think the answer to the question if everyone should be required to be an organ donor is rather simple. Organ donation should be the default decision. Opting out should be the active decision that has to be made and properly recorded.
Carol Rothwell, Lee’s Summit, Missouri
Even though donation is important and badly needed, this must remain a personal decision. Forcing donations removes the satisfaction of making an altruistic decision because one chooses to give (not have things taken). I would recommend greater emphasis on signing voluntary pledges and perhaps even rewarding donors’ families in some way. Use the “carrot,” not the “stick.”
Don Osborne
Requiring everyone to be an organ donor would be a violation of one’s constitutional right to body integrity. It may also violate the religious beliefs of some.
Lynne Solte, Hollywood, Florida
I’ll start by saying I am an organ donor, a Jewish organ donor. As such, I am “breaking” a tenet of religious law that holds a deceased body sacrosanct and forbids autopsy, cremation, organ removal or any procedure that prevents the body from being buried as whole as possible. While I feel the benefits of organ donation supersede religious tradition and wish everyone would volunteer to do it, many Jews believe it to be a sin and I don’t think it fair to force them to do it. Taken to another level, I do not condone the government telling anyone what they can or cannot do with their own body.
Anita Aguiniga
Should everyone be required to be an organ donor? No. I think when one is pronounced dead by a physician, then it is that person’s time to be laid to rest. I don’t believe our life is to be extended, and I don’t think any of my brothers or sisters would appreciate prolonging my death. It is meant to be. Leave well enough alone.

Great news for the NRA and other non-profits looking to hide their influence on US democracy: Dark money political organizations will no longer have to disclose where their money is coming from, the Treasury Department announced.
The Treasury Department and Internal Revenue Service (IRS) announced Monday that politically active nonprofit groups like the NRA and Planned Parenthood will no longer need to file “personally-identifiable information” about their donors in their annual returns. It described the process as an “unnecessary reporting requirement.”
While nonprofit organizations that are tax-exempt due to to their charitable, educational or religious status under section 501(c)(3) of the Internal Revenue Code still have to provide information about their donors, other 501(c) tax exempt organizations like social-welfare focused groups and trade associations no longer need to do so.
They call Trump’s Supreme Court pick ‘anti-healthcare’, ‘anti-abortion’, & ‘Trump’s rubber stamp’.

The Treasury Department said the policy will reduce the risk of “inadvertent disclosure” or misuse of confidential information, which it said is an “especially important safeguard for organizations engaged in free speech and free association protected by the First Amendment.” It also said “conservative tax-exempt groups were disproportionately impacted by improper screening” under the Obama administration.
The move is likely to be cheered by wealthy donors and conservatives who have long accused the policy of subjecting conservative groups to more scrutiny.
One influential group to gain from the new rule is the NRA, which is classed as a social welfare organization and spent $ 35 million on elections in 2016 through its NRA Institute for Legislative Action arm, and $ 54.4 million in total. Others include groups created by the billionaire Charles and David Koch brothers, and the liberal America Votes and Patriot Majority USA.

These politically active nonprofit groups can participate in political campaigns so long as it isn’t their primary activity. The groups can accept unlimited contributions from individuals and corporations and can also give funds to other nonprofits, which doesn’t count as political spending. This money is often funneled into campaign super PACs, allowing wealthy donors to circumvent individual campaign contribution limits. These groups are also a handy way for corporations and individuals to donate to causes they may not wish to be publicly associated with.
Such groups have risen since the 2010 Supreme Court Citizens United ruling that opened the doors for unlimited spending on political activities.
