T-Mobile won the lion’s share of spectrum licenses in the latest Federal Communications Commission auction, helping it fill rural network gaps that evoked comparisons to Swiss cheese. T-Mobile’s winning bids totaled $ 304.3 million, letting it obtain 7,156 licenses out of 7,872 that were sold, the FCC announced yesterday.
T-Mobile’s licenses are spread across 2,724 counties (out of 3,143 total in the US). The second-highest bidder in dollar terms was PTI Pacifica, which spent $ 17.7 million on nine licenses in five counties. “With most of the available spectrum in the 2.5 GHz band located in rural areas, this auction provides vital spectrum resources to support wireless services in rural communities,” the FCC said.
The auction provided up to three blocks of spectrum, totaling 117.5MHz in each county. In terms of the number of licenses won, the second-place finisher was the North American Catholic Educational Programming Fund. Its winning bids totaled $ 7.8 million and cover 107 licenses in 84 counties.

In the latest TV ratings, CBS’ Monday coverage of two NCAA men’s basketball tourney matchups averaged 5 million total viewers and a 1.2 rating, easily leading the night in the demo.
CBS’ coverage peaked in the 8 o’clock hour, with 6.2 mil and a 1.5.
Opposite hoops….
NBC | The Voice (5.9 mil/0.8, read recap) slipped 26 percent week-to-week to what appears to be franchise lows, yet drew a larger audience than March Madness (at least per fast nationals). Debris (2.8 mil/0.4) dipped to a new audience low while steady in the demo for a second straight week.
ABC | American Idol‘s Monday debut (4.8 mil/0.7, read recap) was down from this season’s Sunday averages (6.1 mil/0.9), to what appears to be franchise lows. The Good Doctor (4.2 mil/0.5) dipped a tenth to a new demo low.
FOX | America’s Most Wanted (2 mil/0.4) matched its revival premiere.
THE CW | Bulletproof (529K/0.1) was steady.
The Live+Same Day numbers reported in our ratings column do not reflect a show’s overall performance, given the increased use of delayed playback via DVR and streaming platforms, plus out-of-home viewing. Phoebe Waller-Bridge‘s global takeover continued in earnest late Saturday, with the Brit auteur’s tragicomic Amazon series Fleabag dominating the 2019 Television Critics Association Awards with three trophies, including best comedy series, best comedic performer (for Waller-Bridge) and the coveted Program of the Year. Waller-Bridge, who in addition to being Fleabag‘s titular star also is the show’s creator/writer/EP, was on hand for the non-televised ceremony, which was hosted by Desus & Mero. (Could a Fleabag Emmy sweep be next?)
Waller-Bridge has previously stated that Fleabag‘s now-TCA award winning second season would serve as the series’ swan song. However, Amazon boss Jennifer Salke last week left the door slightly ajar for a Season 3, telling reporters, “Nothing would make us happier than to have her bring another season of that show [to us], or anything else she wants to do. I mean, I’m forever the optimist, so I remain always hopeful until it’s really over.”
Other noteworthy TCA winners included AMC’s Better Call Saul (best drama series), Michelle Williams (best dramatic performer for FX’s limited series Fosse/Verdon), Netflix’s Russian Doll (best new program), Chernobyl (best limited series or movie), HBO’s Michael Jackson exposé Leaving Neverland (best news/information program) and Netflix’s Queer Eye (best reality show).
On the legacy awards front, HBO’s Deadwood received the annual Heritage Award, in “recognition of the groundbreaking series’ rich characters, authentic landscape, engaging stories, and painstaking attention to detail — blending fact and fiction to craft a unique viewing experience that completely redefined the Western genre for a modern audience.” Deadwood creator David Milch, meanwhile, was honored with the TCA’s Career Achievement Award.
All told, Amazon and HBO were the top winners with three awards apiece, followed by two wins for Netflix.

Olympic figure skating champion Yuzuru Hanyu started his Grand Prix season with a commanding victory by almost 40 points at the Helsinki round on Sunday.
With a 13-point lead from Saturday's short program, the Japanese skater scored 190.43 points in the free skate to win with a total score of 297.12.
Hanyu executed four quadruple jumps including a quad toeloop-triple axel combination, though with some less-than-perfect landings, to an ecstatic reception from the crowd. Flowers and stuffed toys cascaded onto the ice after his skate.
Hanyu's short program, free skate and total scores are the highest in the Grand Prix series so far this year.
Experienced Czech skater Michal Brezina was second with a 257.98-point total for his second Grand Prix silver of 2018.
That will almost certainly be enough for Brezina to qualify for the Grand Prix Final for the first time in seven years, depending on the results of later Grand Prix events.
South Korea's Cha Junhwan earned a second bronze this year with 243.19, continuing a breakout season for the 17-year-old South Korean, who placed 15th on home ice at the Olympics in February, one place ahead of Brezina.
Russia swept the gold medals in the other three events in Helsinki on Saturday when Olympic champion Alina Zagitova lead the way with gold in the women's event. Natalia Zabiiako and Alexander Enbert won in pairs, while Alexandra Stepanova and Ivan Bukin took the ice dance title.

Two weeks into the new season, NBC continued its Monday-night dominance as The Voice stabilized and Manifest held up best among the freshman series.
The Voice delivered 9.9 million total viewers and a 2.0 demo rating, adding a few eyeballs week-to-week while holding in the demo. Manifest (8.5 mil/1.8) slipped 18 percent from its strong launch, yet still dominated its time slot.
Over on CBS, Magnum P.I. (6.3 mil/0.9) in Week 2 dropped 22 and 33 percent with weaker sitcom lead-ins. Opening the Eye’s night, The Neighborhood debuted to 8.1 mil/1.3, down sharply from Big Bang‘s week-ago 12.9 mil/2.5 while improving on Kevin Can Wait‘s year-ago numbers (6.3 mil/1.2). Similarly, Happy Together (5.9 mil/1.0) fell well shy of Young Sheldon‘s placeholder numbers (10.6 mil/1.7) but was up from 9JKL‘s comparable outing. At 10 pm, Bull (6.6 mil/0.8) was down 10 percent and a tenth.
TVLine readers gave both The Neighborhood and Happy Together average grades of “C+”; 61 percent will keep watching the former, 68 percent the latter.
Qatar may dream of being a sports powerhouse, but the country’s athletic abilities don’t quite match that soaring ambition. In fact, the 2.3-million strong country is the only host of an International Boxing Association Championship never to win a medal at the event. And despite sending two boxers to the 2016 Rio Olympics, both lost in the round of 32 by a score of 0-3 — and neither fighter was born in Qatar.
The country’s exceedingly shallow pool of sports talent extends beyond the ring. And yet the Persian Gulf state is finding another way to dominate the fields of play.
Qatar has been a regular stop on the athletic circuit since the Doha Grand Prix in 1997. Since then, it has welcomed the Asian Games, Commercial Bank Qatar Masters (golf), Qatar ExxonMobil Tennis Open and the Qatar Total Open, Tour of Qatar (cycling), Commercial Bank Grand Prix of Qatar (motor sports), F1H2O UIM World Championship (powerboat racing) and the IAAF Diamond League (track and field), as well as equestrian events and horse racing.
Small spuds compared to what’s next: Qatar is preparing to host the FIFA World Cup in 2022 — the first time the most important sporting event besides the Olympic Games will be held in the Middle East.
They’re making sports part of their national identity and part of their soft power policies.
James M. Dorsey, Middle East expert, Nanyang Technological University
Alas, Qatar’s soccer squad, formed in 1970, has never qualified for the quadrennial tournament. The team came close in 1998, but lost its bid at home to neighboring Saudi Arabia. It’s currently ranked just outside FIFA’s top 100. To be fair, Qatar won’t be the first non-qualifying country to host the World Cup. Japan had not yet qualified when it was named in 1996 as a co-host for the 2002 tournament; neither had South Korea, its event partner.
In fact, Qatar is best known for importing sports talent. Although it sent 39 athletes to Rio, 23 of them were born elsewhere and recruited to play for Qatar. Two of its top soccer players are naturalized Qataris — Karim Boudiaf, a Moroccan-Algerian, and Algerian-born Boualem Khoukhi. In fact, six of Qatar’s starting soccer players were not born in Qatar, according to BBC Sport.
And when Qatar hosted the 2015 Men’s World Handball Championships, it came under fire for having too many foreign players on its national team. The country has also welcomed runners from Sudan, boxers from Germany, a beach volleyball player from Brazil and a table tennis player from China, according to The Washington Post.
This practice is not going unnoticed. Qatar is “creating a fake team,” Christer Ahl, a high-level referee, told the London-based Sunday Telegraph. “They are putting together players with no apparent connection to the country and are kicked out if they don’t contribute to a medal or other success. They become some sort of all-star team.”
But finding young citizen-players to develop can be difficult. Families don’t always support their children’s pursuit of careers in sports and would prefer they enroll in college and get steady jobs. Universities in Qatar should lend greater support to aspiring local athletes by issuing those enrolled in school some credits for “national duty,” Sheikh Saoud bin Abdulrahman al-Thani, head of Qatar’s Olympic Committee, told a local sports publication.
A country doesn’t need to excel in a sport to host an event, says James M. Dorsey, a Middle East and North Africa expert at Singapore’s Nanyang Technological University and author of a blog called the Turbulent World of Middle East Soccer. Qatar’s approach to sports is much more structural, he says: “They’re making sports part of their national identity and part of their soft power policies.” Just as Qatar is developing its airlines, arts, museums and real estate acquisitions, it is developing its reputation as a global sports host.
The Qatar government also sees sports as a way to promote tourism along with healthier lifestyles for its citizens, who suffer from some of the highest diabetes and obesity rates in the region. In addition, the athletic competitions convey a message of peace, security and goodwill to the rest of the world, Hazza’a Mubarak al-Hajri, assistant secretary-general for security affairs at the Gulf Cooperation Council, noted at a safety and security conference in Doha last year.
And, while few large sporting events leave a lasting positive legacy for the host nation, Dorsey says awarding the 2022 World Cup to Qatar has effected change. While the country remains autocratic, Dorsey says the international attention has forced leaders to address issues raised by trade unions and human rights groups.
