Inspectors from the Organisation for the Prohibition of Chemical Weapons (OPCW) are in the country to investigate the circumstances surrounding reports of a gas attack in the Syrian city of Douma, where at least 70 people are reported to have died from chemical exposure. Syria and Russia called for an OPCW inquiry into the claims.

The agency, set up to ensure the destruction of chemical armaments, is due to assess the scene and take samples from alleged attack victims to determine the cause and potentially uncover the perpetrators.

The OPCW, whose members include Syria, Russia, the UK, France, and Russia, issued a statement on Saturday saying the investigation into the alleged use of illegal chemical weapons will continue.

The statement comes after a night of bombing, which saw US, French, and British forces launch missiles at sites including a military facility outside Homs and a suspected research center in the capital, Damascus. Both Russia and Syria have condemned the airstrikes as a breach of international law, and insist that Assad forces did not deploy chemical weapons.

OPCW officials have carried out similar chemical checks in Syria. In 2017, the organization found that sarin or a sarin-like substance was used in the town of Khan Shaykhun, but did not undertake an on-the-ground inspection of the site.

Evidence put forward in the agency’s report revealed the gas was most likely released to the north of the settlement. However, it did not attribute blame to the April 2017 attack, which was carried out in an area not controlled by the government of the Syrian Arab Republic at the time.

The UK and US leaders discussed Syria in a phone call on Thursday evening, a Downing Street spokesman said in a statement. The two have once again pointed the finger at the Syrian government, accusing it of “a pattern of dangerous behavior in relation to the use of chemical weapons.”

Hinting that a retaliation is imminent, May and Trump agreed that it was “vital” that what they claim was a chlorine attack on civilians on April 7 “did not go unchallenged.” A concerted response by the allies would serve “to deter the further use of chemical weapons by the Assad regime,” the statement issued by the prime minister’s office reads.

The US and the UK would continue exploring the options with regards to Syria while “working closely together” it added.

The call took place shortly after an emergency meeting of the British government, where ministers concluded that it was “highly likely” that the Syrian government bears responsibility for the attack, which, according to the Syrian opposition and linked media sources, killed and injured dozens of civilians.

Earlier, French President Emmanuel Macron, who, together with Trump and May, is spearheading the Western response to the alleged chemical attack, claimed that the Syrian government “at least” used chlorine in Douma, without providing any new evidence to back up the claims.

The Pentagon chief, James Mattis, also admitted that the US military is still “looking for the actual evidence,” but said he still believes that the attack did take place.

While the accusatory rhetoric from the US, the UK and France is becoming more vociferous, the Organization for the Prohibition of Chemical Weapons (OPCW) experts are yet to embark on their fact-finding mission to determine if chemical weapons were deployed in Douma, but not assign blame for their use.

The first group of four experts arrived in Syria on Thursday and the second is due to travel there on Friday.

South Korea wants to purchase nuclear-powered submarines from US to deter Pyongyang – reports https://briefnews.eu/south-korea-wants-to-purchase-nuclear-powered-submarines-from-us-to-deter-pyongyang-reports/ https://briefnews.eu/south-korea-wants-to-purchase-nuclear-powered-submarines-from-us-to-deter-pyongyang-reports/#respond Tue, 07 Nov 2017 23:04:47 +0000 http://briefnews.eu/south-korea-wants-to-purchase-nuclear-powered-submarines-from-us-to-deter-pyongyang-reports/ South Korea reportedly seeks to acquire nuclear-powered submarines as part of its plan to purchase billions of dollars worth of American military hardware. Seoul also eyes removing the limit on its ballistic missiles’ payload to deter North Korea.

The US and South Korea reached an agreement on developing a joint deterrence mechanism against Pyongyang during a meeting between visiting US President Donald Trump and his South Korean counterpart Moon Jae-in, South Korea’s Yonhap news agency reported. The agreement particularly envisages the expansion of America’s presence in South Korea as well as dismantling the limits on Seoul’s ballistic missile payloads.

“The heads of South Korea and the United States reached a final agreement on removing the limit on missile payloads,” President Moon said at a news conference following the meeting. “We agreed to immediately begin negotiations on South Korea’s development and acquisition of the most advanced military surveillance assets.”

Yonhap further reported, citing an anonymous government source, that Seoul’s US military hardware wish-list includes nuclear-powered submarines. The unnamed sources explained that the subs are considered to be “an asymmetrical asset” needed to counter and intercept the North’s ballistic missiles.

However, the news agency also noted that Seoul is currently banned from acquiring such assets under a nuclear pact with the US, signaling that this agreement has to be amended first.

Moon emphasized the importance of what he called “overwhelming strength” over the North. He, however, reaffirmed the South’s commitment to seek a peaceful resolution of the crisis around North Korea’s nuclear and missile program.

“There must never be another war on the Korean Peninsula. In that sense, the United States is being a great help to us,” he said at a joint dinner with Trump. “Our overwhelming superiority of power based on the Korea-US alliance will eventually make North Korea stop its reckless provocations and come to the path of denuclearization.”

Trump said Washington is not yet at the stage to use its military strength against Pyongyang but would not hesitate if necessary. “The US stands prepared to defend itself and its allies using the full range of our unmatched military capabilities if need be,” the US president said.

Earlier, he welcomed Seoul’s plans to purchase billions of dollars worth of American military hardware. Such purchases, Trump said, would help to bring the US trade deficit with South Korea down, adding that “we [the US] appreciate that very much.”

Trump arrived in Seoul Tuesday, the first official visit of a US leader to South Korea in 25 years. The stopover is part of his 12-day Asian tour, which is also the longest for an American president in over two decades.

Trump had already touched down in Japan, where he encouraged the US ally to buy American weapons, also citing the threat posed by the North Korea. Japan would be able to shoot the North’s missiles “out of the sky” when it “completes the purchase of lots of additional military equipment from the United States,” Trump said. China beckons next for Trump, where, if only for a while, he is likely to pause his US weapons marketing campaign, as he would then be able to resume promoting US arms in Vietnam and the Philippines.

Ban trolls from voting to deter abuse of politicians, urges electoral watchdog https://briefnews.eu/ban-trolls-from-voting-to-deter-abuse-of-politicians-urges-electoral-watchdog/ https://briefnews.eu/ban-trolls-from-voting-to-deter-abuse-of-politicians-urges-electoral-watchdog/#respond Tue, 19 Sep 2017 13:22:11 +0000 http://briefnews.eu/ban-trolls-from-voting-to-deter-abuse-of-politicians-urges-electoral-watchdog/ Social media trolls abusing MPs could be banned from voting as part of new proposals set out by the UK’s Electoral Commission.

The watchdog called for an overhaul of voter regulations that could deter online trolling. Existing rules date back two centuries.

The recommendations, submitted to an inquiry on the abuse of MPs by the Committee on Standards in Public Life, include disqualifying trolls from registering to vote, casting their ballot, or standing for office as a candidate.

Although some regulations are already in place, the watchdog said legislation should be reviewed to create “special electoral consequences [which] could act as a deterrent to abusive behavior in relation to candidates and campaigners.”

The investigation was commissioned by Prime Minister Theresa May.

The BBC reported on Monday that a majority (87 percent) of the 113 MPs it surveyed had been abused during the June 2017 general election.

Up to 51 percent said it was the worst campaign they had experienced in terms of abuse.

Tom Hawthorn, head of policy at the Electoral Commission, said in a statement: “Our strong tradition of free elections are an essential part of a healthy democracy, and people should be able to stand for election and campaign without fear of abuse or intimidation.

“However, many offenses in electoral law have not been reviewed or updated since they were first created in the 19th century. We urge the government to implement proposals made last year by the UK’s Law Commissions to make it easier for everyone to understand and comply with these laws, and for the police and prosecutors to enforce them.”

One Labour MP surveyed asked the BBC: “Does a man coming into my office threatening to bomb it count?”

Another MP claimed to have had a “bottle smashed on me.”

Conservative MPs have also blamed Labour leader Jeremy Corbyn’s followers for the abuse they received, with Tory whips reportedly dealing with three “credible threats” of abuse a week ever since the election, including death threats.

On Monday, a Downing Street spokeswoman said the PM views the abuse of any MP as unacceptable.

“She asked the Committee on Standards in Public Life to have a look at that and we’ll see what they come back with,” the spokeswoman said.

“What she would say is that there is a clear difference between legitimate scrutiny and conduct that is fueled by hate and personal abuse.”

Critics have taken to social media to warn such regulations could damage the fundamental right to freedom of speech, and that the UK is turning into an “Orwellian state.”

Home security: Ex-burglar Michael Fraser has revealed his mmust-have item for preventing break-ins

Michael Fraser, co-presenter of Beat the Burglar and mentor in Going Straight, is an ex con-artist and burglar who knows exactly how would-be robbers choose which houses to break in to, and what puts them off bothering.

Speaking to Express.co.uk, he revealed what he would spend his money on to protect his home.

Michael said: “There are quite a few products that are worth buying to protect your home, and first on the list are the apps on your phone that show through to a camera by your front door.

“These allow you to immediately see who is at your front door, and alert you to activity on your property.”

Michael had other practical advice for deterring would-be burglars, and said: “Make sure any letters posted in to the letterbox drop to the floor, have at least two locks on your front door, and don’t leave tools laying around that a burglar could use to break in to your house.

“Also, don’t put a calendar facing the back window in your kitchen, as a burglar will use it to see when you are away.”

Of course, a calendar on the wall isn’t the only way a burglar can monitor potential activity – and many now snoop online to see if a homeowner has left their property vacant.

Sharing location details online is a massive error, Michael explained, as it is an open invitation for thieves to break in.

Home security: A camera linked to apps on a phone is a good way to keep your home secure

Revealing how to avoid this, Michael said: “Don’t post anything online – save it until you come back.

“Also avoid posting the destination you are in and how long you’re away. Avoid tagging other people or letting them tag you, and never, ever share the location of your home.”

For those who can’t resist bragging about their holiday, Michael advised: “Wait until you are home, and make it clear you are back.

“So many people do share online; Recent research by Together Mutual Insurance found 760,000 people posted they were at the airport and that was only in a 30 day period.”

No home is safe – terraced, flat, detached. The burglar is waiting for the confidence to know when you are on holiday

Another mistake people make is sharing a picture of their passport – a big no-no as far as Michael is concerned.

He cautioned: “Don’t take a picture of any part of the passport as it could be cloned very easily. It’s not worth sharing online.”

And for those thinking their home won’t be a target because it is surrounded by neighbours or in a busy area, Michael had a warning: “No home is safe – terraced, flat, detached. The burglar is waiting for the confidence to know when you are on holiday and isn’t worried about anything else.”

Jon Craven, CEO of Together Mutual Insurance said: “We know from our social media research that there is a significant level of risk posed online when people travel abroad that could be affecting the security of households across the UK.

Home security: Michael advised to never share your location or holiday plans online

“While people may be quick to post their holiday excitement in an instant, don’t forget it’s not just the usual holiday spam that could leave you vulnerable. For example, making online customer service enquires or complaints can be a risk you may not realise.

“First and foremost, you should make yourself familiar with your social media security settings, and those of your friends who may be likely to tag you.

“Why not wait until you get back before you share your snaps, that way you can pick the best bits and reduce your risk?”

The advice on keeping your home safe while you are away comes as it was revealed homes of a particular value are most likely to be burgled – is your home at risk?

Phone driving laws – Fine increases not enough to deter drivers https://briefnews.eu/phone-driving-laws-fine-increases-not-enough-to-deter-drivers/ https://briefnews.eu/phone-driving-laws-fine-increases-not-enough-to-deter-drivers/#respond Tue, 25 Apr 2017 01:47:06 +0000 http://briefnews.eu/phone-driving-laws-fine-increases-not-enough-to-deter-drivers/

From March 1st 2017, t and three to six penalty points.

Under the new rules drivers who have held their licence for less than two years will face an immediate ban from driving.

The higher punishments were introduced in a bid to deter drivers from using their phones illegally behind the wheel.

However, it has emerged that almost a fifth of motorists are still illegally using their phone while driving.

A poll of 1,500 of UK drivers commissioned by Co-op Insurance found that 16 per cent of Britons used their mobile while driving.

Of those polled 18 per cent of offenders said they were responding to emails while 23 per cent were browsing Facebook.

James Hillon, head of products at Co-op Insurance, said: “We’ve welcomed the penalty change as we believe that anything that may lead to safer roads and thus communities in the UK can only be a good thing.

“However, it’s still concerning that since the law change on 1st March, a sixth of drivers have used their phones whilst driving.

“Using a mobile phone whilst driving can seriously impact a motorist’s ability to drive safely, so we’d strongly advise drivers to lock their phones away in glove compartments when driving.”

Twenty-two people were killed and 99 seriously injured in accidents on Britain’s roads in 2015 where a motorist using a mobile was a contributory factor, latest figures show.

Mike Bristow, spokesman for road safety charity Brake, said: “We’ve seen first-hand the devastation caused by people who kill and seriously injure because they couldn’t wait a few more moments to make a phone call or respond to a text.

“For that reason, we would urge all drivers to ignore their phones when driving.”

If your case goes to court, you could face disqualification and an up to a £1,000 fine.

HGV and bus drivers could get an up to £2,500 fine.

Drivers may still use a hands free system but the police can still pull you over if they believe it is distracting you.

The same goes for .

The Russian government has prepared a bill introducing probation for criminals convicted of extremist and terrorist offenses even after they have finished serving their prison sentences in a bid to prevent them from returning to dangerous activities.

The draft, prepared jointly by the Interior and Justice Ministries, would require ex-convicts to check-in with police several times a month. The new proposal would not restrict their travel, however, as they can register at police stations in any part of the country. If the draft is passed into law, the rules would apply to people convicted of terrorist and extremist crimes, as well as those that have done time for the murder or attempted murder of a cop, state official, judge, or politician.

The amendment would require ex-cons to register at police stations close to where they are physically located, as many don’t have an official permanent residence after being released.

“Our analysis has shown that a lot of people who get convicted for extremist crimes never get on the path of correction and don’t stop their extremist activities after they get out of prison. About 70 percent of the supporters of radical groups engage in extremist acts after being released from penal institutions,” reads an explanatory note attached to the bill, whose sponsors also note that extremist crimes are on the rise, increasing from about 1,000 in 2009 to over 1,500 in 2013.

The bill is expected to be submitted to the Lower House before the end of April.

In mid-2016, President Vladimir Putin signed a package of bills into law designed to deter terrorism. The new laws impose harsher sentences on those convicted of terrorism-related crimes, while requiring communications companies to record and store information on their clients’ data traffic, as well as actual records of their phone calls, messages, and transferred files. Another amendment metes out large fines or long prison terms for publically calling for or justifying terrorist acts, including via the internet.

The new law also lowered the age at which suspects can be charged with terrorist crimes from 16 to 14.

Many aspects of the new legislation sparked fierce public debate, and some of its initial provisions were removed during State Duma hearings. Russia’s four biggest cellular providers addressed lawmakers in an open letter, complaining that it would cost them tens of billions of US dollars to comply with the new demands, with no compensation from the state.

As a result, along with the anti-terrorist amendments, the president signed a decree ordering the government to carefully monitor the implementation of these new laws and, if necessary, take measures to minimize the financial burden they impose on the business community.

“The situation on the border is difficult and to prevent provocations from Turkey, our volunteers began erecting a four-meter fence. We have set up around 11 km from the town of Malko Tarnovo, construction is in progress,” Nikolay Ivanov, leader of the self-described activist group, told the news agency.

The activists say Turkey may attempt to bring ethnic Turks holding Bulgarian passports into the country on buses to vote in Sunday’s parliamentary elections, influencing the political landscape in the country, giving an advantage to pro-Turkey parties.

Some 400 people were said to take have part in the work. While officials have not approved the building of the fence, they did not block the initiative, RIA reports. The fence, made of metal bars and razor wire, is fully funded by the volunteers, Ivanov said.

Turks are the largest ethnic minority living in Bulgaria with the DOST party representing their interests. Current polls suggest that the party won’t reach the 4 percent threshold needed to enter parliament, however.

Meanwhile, some 100 followers of the Bulgarian nationalist coalition United Patriots (UP) blocked the checkpoint at the Kapitan Andreevo-Kapikule border crossing, carrying slogans that said: “Hands off Bulgaria” and “No to electoral tourism,” Reuters reported.

The UP says that more than 1,000 buses may attempt to take voters from Turkey to Bulgaria.

“It is not normal for a foreign country to interfere in the election of another sovereign state,” Krasimir Karakachanov, co-leader of the United Patriots, said, according to the news agency. “Turkey is now trying to provide voters for DOST, a pro-Turkish party, because it knows that the support for this party in Bulgaria is very low.”

Over 700,000 Muslims are currently based in Bulgaria, while at least 200,000 ethnic Turks living in Turkey are holders of Bulgarian passports, according to AFP.

On Friday, the DOST party released a statement to the international media, “sounding the alarm against the danger of the elections being compromised.” According to a report on Bulgaria’s BNR public radio, Turks willing to cast a vote in Sunday’s elections were promised free transport by Ankara.

On Thursday, Turkish President Erdogan blamed Bulgaria for clamping down on ethnic Turks living there and violating democratic principles.

In response, Bulgarian President Rumen Radev said that “Bulgaria neither gives nor accepts lessons in democracy, especially from countries that do not respect the rule of law.”

The row is escalating while the relations between Turkey and a number of European countries have suffered a setback. Recently, Germany, Austria, Switzerland and the Netherlands banned Turkish officials from holding rallies in their cities ahead of the April constitutional referendum in Turkey.

Should Erdogan receive the required majority, the changes would significantly increase the powers of the Turkish president, with the leader significantly relying on expatriate voters.

Apart from that, Bulgarian security forces have recently deported two Turkish nationals and banned a third one from entering the country, saying they posed a threat to national security.

The UP is likely to come third in Sunday elections, with significantly increased support triggered by the inflow of Muslim migrants. The party is expected to play a major role in forming a new government.
