“Do not believe any statements on an agreement about the south of Syria unless the US forces withdraw from al-Tanf area,” Syria’s Foreign Minister Walid al-Moallem said at a press conference, referring to the Southern de-escalation zone covering parts of the Deraa and Quneitra regions.
The areas are currently held by the units of the so-called Free Syrian Army backed by the US. The southern de-escalation zone borders Jordan and is located not far from the Israeli-occupied Golan Heights. According to some reports, the Syrian government is expected to focus on these territories after it fully liberated the Damascus region from terrorists and various militant groups earlier this year.
The Syrian government has not even started any negotiations with the militants in these areas, al-Moallem said, calling the US troop withdrawal a necessary prerequisite for any such talks. He also reiterated that the presence of the US forces on the Syrian territory is illegal.
The Syrian foreign minister also said that the government seeks to resolve all the existing issues, primarily through negotiations and dialog, adding, however, that, should the diplomatic efforts fail, Damascus would likely be forced to use other means. At the same time, he stressed that the Syrian government would conduct any negotiations about the future of the Syrian territories only with other Syrian forces and not with any foreign powers, be it the US or Turkey.
“Neither Turkey, nor US has a right to negotiate [about] the [fate of the] Syrian cities,” he said, as cited by the Syrian SANA state news agency. “We will liberate every inch of our land,” he added. The minister’s statements came after similar ideas were expressed by the Syrian President Bashar Assad in his interview with RT.
“This is our land, it’s our right, it’s our duty to liberate [these areas], and the Americans should leave,” he told RT earlier this week. “Somehow, they’re going to leave,” he said, adding that the Syrian government will focus on dealing with the US-backed forces, including the Syrian Democratic Forces (SDF), “with the Americans, or without the Americans.”
The Syrian leader’s words already provoked an angry reaction from Washington as the US military officials denounced the plans as “bad policy.” The US troops will still stay in the area, Director of Joint Staff Lieutenant General Kenneth McKenzie said on Friday, arguing that the US forces are involved in an important work of “maintaining” the local de-confliction zone.
Over 2,000 US troops in Syria are embedded with the SDF in the northeast as well as in the enclave of At-Tanf in the south, along the Jordanian border. McKenzie said US troops and their local militia allies were staying in Tanf, quashing rumors of their impending withdrawal.
In the meantime, US activities at the At-Tanf base are becoming increasingly questionable. In late May, Russian Foreign Minister Sergey Lavrov said that the area saw “a rise of presence in the region of militant groups, including those we believe to be connected with Islamic State (IS, formerly ISIS).”
Located on Syria’s border with Jordan, Al-Tanf was captured last year by the US, which declared it under its protection and attacked pro-government forces showing up there. Russia has repeatedly expressed concern about the presence of US troops in the area and their refusal to allow access to it, including for humanitarian convoys to the Rukban camp, which has reportedly also hosted some ISIS-linked militants recently.
The situation in southern Syria is increasingly drawing the attention of all parties involved in the Syrian conflict. In late May, Lavrov said that all non-Syrian forces should be gradually withdrawn from the southern de-escalation zone. “As a result, … only the Syrian Army troops should be stationed at the Syrian border with Israel,” the Russian minister said at a joint press-conference with his counterpart from Mozambique.
On Saturday, Iran said it supports the Russian initiative aimed at imposing Syrian government control over the southern part of the country. “We strongly support Russian efforts to drive terrorists out of the Syria-Jordan border and to bring the area under Syrian army control,” the secretary of Iran’s Supreme National Security Council Ali Shamkhani said, as cited by Reuters.
The official also denied that any Iranian forces were present in the area. “We have said before that Iranian military advisers are not present in southern Syria and have not participated in recent operations,” Shamkhani said.
Earlier, Russian Defense Minister Sergey Shoigu discussed a de-escalation zone in southern Syria with Israeli Defense Minister Avigdor Lieberman. Tel Aviv is concerned by what it calls Iran’s alleged increasing military presence in Syria. The meeting came just days after the Israeli Prime Minister Benjamin Netanyahu vowed to fight Iran “anywhere in Syria.”

Russia and Saudi Arabia see the de-escalation zone plan for Syria as an important step forward for the Syrian peace process. The deal for the fourth zone around Idlib may be finalized during the upcoming Astana talks, the Russian foreign minister said.
The final details for the fourth de-escalation zone in Syria, which would include Idlib Governorate, may be finalized during the upcoming Astana talks on September 14-15, the Russian foreign minister said.
There are currently three zones of de-escalation in effect in Syria. The one in the south of Syria was negotiated with Jordan and the US. Two others were established in eastern Ghouta and Homs.
“The next meeting in Astana will happen next week, and I hope the agreements on the parameters of the fourth zone in Idlib will be formalized there,” Lavrov said.
His Saudi counterpart, Adel al-Jubeir, who was hosting Lavrov in the Saudi city of Jeddah, expressed support for Russia’s peace efforts in Syria, saying the two countries have a common goal in ultimately resolving the conflict through peace talks in Geneva.
The so-called de-escalation zones are part of a plan to curb violence in Syria forwarded by Russia, Turkey, and Iran. They are a temporary measure meant to pave the way for peace talks and a resolution to the six-year armed conflict in Syria.

“This is not a permanent measure and nobody among those who supported the creation of those zones has an intention to keep them forever, and in effect, create some kind of enclaves in the Syrian territory for years to come,” Lavrov said.
“The agreement is for them to be in effect for six months. The result is evident even now. The ceasefire holds overall,” he added. “The goal of the zones is to spread throughout all of Syria the ceasefire regime.”
Lavrov praised Saudi Arabia’s work on forming a unified delegation of Syrian opposition groups, which would represent political opponents of the government in Damascus in peace talks.
“We actively support the effort of our Saudi partners in unifying different groups of the opposition – Riyadh, Moscow, Cairo – and creating a single negotiating team for talks in Geneva,” he said.

The last moderate armed opposition group in East Ghouta has accepted the terms of the de-escalation agreement after successful negotiations with the Russian reconciliation committee, the defense ministry said.
“Representatives of the Defense Ministry of Russia and the Syrian opposition’s large grouping Faylaq Al-Rahman have signed an agreement in the city of Geneva, under which the group will join the ceasefire from 21:00 Moscow time in the de-escalation zone of East Ghouta,” the ministry said in a statement Friday.
Islamic State and Jabhat al-Nusra linked terrorist cells in the Damascus region are still excluded from the ceasefire deal which requires all armed opposition to halt hostilities and allow food and humanitarian aid to be brought in.
“Faylaq Al-Rahman confirmed their readiness to conduct the irreconcilable struggle against terrorists of the ISIS and Jabhat al-Nusra, and also proposed measures for improving the humanitarian situation in the areas of the de-escalation zone controlled by this group,” the Russian defense ministry said.
Besides being previously active in East Ghouta, Faylaq Al-Rahman, affiliated with the Free Syrian Army, is also the main rebel group in Jobar, a municipality of the Syrian capital Damascus. Getting the group onboard was hailed as a major diplomatic coup in the fight to bring peace to that part of Syria.
“Through negotiations, Russia’s defense ministry has managed to involve in the ceasefire in the East Ghouta de-escalation zone all of the moderate opposition groups operating there,” the ministry said.
Eastern Ghouta is in one of four de-escalation zones that have been established in Syria. Other safe zones include Idlib in the north, Homs in the east, and a fourth in southern Syria, that is yet to be demarcated.

The proposal to establish four de-escalation zones was signed by Russia, Iran and Turkey, with the approval of the Syrian government in the Kazakh capital Astana in May. The UN has welcomed the initiative.
All four designated zones are areas controlled by armed rebels who have been under pressure from the government forces’ advance. Under the terms of the ceasefire agreement, they are to be monitored by the Astana signatories, while Russia retains the right to control the airspace above them, without engaging in air raids. Russian military police control the implementation of the agreement on the ground.

The ceasefire within the third de-escalation zone comes into force at 12:00pm local time (9:00am GMT) Thursday. Russian military police, who already patrol two safe zones in the southwest of Syria and in Eastern Ghouta, will begin securing the perimeter outside the city of Homs Friday.
“Starting from August 4, the Russian military police is setting up two checkpoints… as well as three look-out posts… along the contact line between the sides at the Homs de-escalation zone,” Russian defense ministry spokesman Igor Konashenkov said in a statement.
The third de-escalation zone in Homs includes 84 towns and villages with a total population of over 147,000 people.
Russian servicemen will be tasked with separating the warring factions and overseeing the implementation of the ceasefire. The military police will also ensure that much needed humanitarian aid deliveries reach the designated areas and will facilitate the evacuation of those needing medical treatment.
“All those sick and wounded would have the opportunity of undergoing treatment at a Russian military hospital or at the Syrian medical institutions,” Konashenkov added.

The creation of the third ceasefire zone, which doesn’t apply to Islamic State (IS, formerly ISIS/ISIL) and Jabhat al-Nusra terrorists, was made possible following the latest round of negotiations in Cairo between the Russian defense ministry and the Syrian opposition.
Before Russian officers assume their duties, a comprehensive ceasefire between the Syrian army and the moderate opposition will come into effect on noon Thursday.
“The units of the moderate opposition and the detachments of the government forces are fully ceasing fire from all types of weaponry,” Konashenkov said.
The opposition made a commitment to “expel all the units affiliated with IS and Jabhat al-Nusra from the areas of Homs under its control,” Konashenkov added. They also pledged to remove the blockade of the road snaking through the de-escalation zone from Homs to Hama.
“The settlement of daily issues of peaceful life inside the de-escalation zone will be performed by the local councils, formed by the population of the designated areas,” Konashenkov said.
“In order to ensure the effective functioning of the Homs de-escalation zone, a Committee on National Justice will be also formed, which will include opposition representatives from all of the main ethnic, political and religious groups living in this area.”
The proposal to establish four de-escalation zones was signed by Russia, Iran and Turkey, with the approval of the Syrian government just over two months ago in the Kazakh capital, Astana.
The ceasefire was further consolidated during the first meeting between Russian president Vladimir Putin and US leader Donald Trump on July 7 in Hamburg, Germany.
However, as the de-escalation zones initiative begins to take hold, the US-led coalition has repeatedly attacked Syrian government forces and their allies within the American declared so-called “de-confliction zone,” where forces not allied with Washington are not allowed to enter. Russia and Damascus do not recognize such ‘zones’ as they lack consent from the Syrian government or the approval of the UN.

MOSCOW (AP) — Russia’s representative at the Syria talks says the “de-escalation zones” will be closed to military aircraft from the U.S.-led coalition.
Alexander Lavrentyev’s comments Friday come a day after talks in Kazakhstan where Russia, Iran and Turkey agreed to establish the zones in Syria. Under the Russian plan, President Bashar Assad’s air force would halt flights over the designated areas across the war-torn country.
Lavrentyev, whose remarks were carried by Russian news agencies, said U.S.-led coalition aircraft would be able to operate against the Islamic State group in specific areas, but the “de-escalation zones” were now closed to their flights.
The agreement is the latest attempt to reduce violence in the Arab country. But the full details of the proposal were not made available and prospects for its success appeared bleak.

At the new round of Syria peace talks in Astana, Russia has proposed the establishment of four de-escalation zones in the war-ravaged country. The plan aims to break the years-long deadlock over separating extremist groups from the moderate opposition.

“As you know, the Russian Federation is making intensive efforts to promote the Syrian peace settlement and is developing various schemes to strengthen the ceasefire agreement and make this agreement more effective,” Russia’s special presidential envoy for Syria, Aleksandr Lavrentiev, said at a press briefing summarizing the first day of the peace talks in Astana.
“We believe that [the creation of de-escalation zones in Syria] can really help to move along the long-standing problem of separating the moderate Syrian opposition from terrorist organizations, primarily the Islamic State [IS, formerly ISIS/ISIL] and Jabhat al-Nusra [the al-Nusra Front], and will help significantly reduce the level of armed confrontation between the Syrian armed opposition and government forces,” Lavrentiev said.
He lamented that the efforts undertaken by the former US administration for the last one and a half years to separate the so-called moderate opposition from Al-Nusra terrorists have brought no fruit.
The Russian plan, according to Lavrentiev, is to single out four hotspots in which the most intense fighting between government forces, the moderate opposition and extremist groups are taking place.
“We decided to go this way to create such zones in which the fight against terrorist organizations will be directly taken up by the moderate opposition themselves with the support of the guarantor countries,” he said.
Details of the four proposed de-escalation zones are still being ironed out, but the documents are due to be ready for signing by Thursday.
On Wednesday, Russian President Vladimir Putin said that he had also discussed de-escalation zones with Turkish President Recep Tayyip Erdogan and US President Donald Trump, along with the Syrian and Iranian leadership.
Wednesday also marked the first time the US had a presence at the Syrian peace talks in Astana, having previously only been represented by their ambassador to Kazakhstan, George Krol.
This time, the Russian delegation, led by Lavrentiev, met with Acting Assistant Secretary of State for the Bureau of Near Eastern Affairs Stuart Jones.
Russia, Turkey, Iran, Jordan and members of the Syrian government and opposition are also taking part.

Dutch police treated a Turkish delegation in a “harsh and rude way” despite the members’ diplomatic immunity, Turkey’s expelled family minister said upon her return in Istanbul.
Quoted by Anadolu news agency, Fatma Betul Sayan Kaya told reporters at Istanbul Ataturk airport that Dutch police had detained the entire Turkish delegation, including the chargé d’affaires and the minister’s advisor, as well as five people from her security detail.
“We were taken to the police headquarters and stayed there for 1.5 hours, and we were given very harsh and rude treatment,” Kaya said, noting “the European attitude towards a female minister three days after the International Women’s Day is a tragicomedy.”

The minister also pointed out that she had diplomatic immunity and that the Turkish consulate where she was expected to speak was “part of our homeland and we do not need to get permission for [entering it].”
She said “democratic and humanitarian values were trampled underfoot” as the Turkish delegation was being forcibly escorted to the German border near the town of Nijmegen.
The family minister was visiting Rotterdam to speak at an event organized to drum up support among emigre Turks for a referendum on expanding the powers of Turkey’s president, which is scheduled for April of this year.
The rally was subsequently derailed and the pro-Turkish demonstrators dispersed, with the Dutch authorities citing concerns that such events could affect security days before the Netherlands’ parliamentary elections.
The Netherlands’ actions have understandably infuriated Ankara, with top-tier officials promising retaliatory measures.
Shortly after President Recep Tayip Erdogan branded the Dutch “Nazi remnants,” Turkish authorities sealed off the Dutch embassy and consulate. Meanwhile, the Dutch ambassador to Turkey, who is currently home on leave, was told not to return to his post “for some time.”
Later on Sunday, Turkish Foreign Minister Mevlut Cavusoglu said that Ankara demands a formal apology from the Netherlands.
“We have begun to give a response and said the [Dutch] ambassador should not come to [Turkey] and he cannot. We will take steps and then the Netherlands will apologize. Otherwise, we will continue to take these steps,” Cavusoglu was quoted by Hurriyet as saying.
Meanwhile, the Dutch Foreign Ministry said that Ankara bears responsibility for the safety of its diplomats in Turkey, according to Reuters.
“The situation is unclear. The Turkish authorities are responsible for the safety of the Dutch diplomatic mission in Turkey. We have filed a complaint with the Turkish authorities,” the Dutch Foreign Ministry said shortly after Turkish protesters pulled down the Dutch flag outside the consulate general of the Netherlands in Istanbul and replaced it with Turkey’s.
Amid the tit-for-tat row, Dutch Prime Minister Mark Rutte said he is determined to alleviate the mounting tensions between the two NATO allies.
“I’ve never experienced this before, but we want to be the more prudent party,” Rutte said, as cited by Reuters.
