Jonathan Drake/Reuters
(Reuters) – As communities across the United States redouble efforts to remove Confederate monuments from public spaces after a far-right rally in Virginia turned deadly, city leaders now face another conundrum: what to do with the statues.
President Donald Trump described them on Thursday as “beautiful statues and monuments,” part of the history and culture of the country that will be “greatly missed.”
But they are seen by many Americans as symbols of racism and glorifications of the Confederate defense of slavery in the Civil War, fueling the debate over race and politics in America.
Cities are speeding up their removal since Saturday’s rally in Charlottesville, Virginia, where a suspected white supremacist crashed a car into a crowd, killing one woman, during protests against the removal of a statue of Robert E. Lee, who headed the Confederate army in the American Civil War.
Since Monday, officials in Baltimore and Gainesville, Florida, have taken down statues while another was torn from its plinth by protesters in Durham, North Carolina. Calls for more to be removed have grown louder.
This has created an additional headache for cities and spurred another debate: how to dispose of the statues once they are taken down.
Some have suggested museums, others putting them in Confederate cemeteries and one city councilman proposed using their metal to make likenesses of civil rights leaders.
“Melting them down and using the materials to make monuments for Frederick Douglass, Thurgood Marshall, Harriet Tubman would be powerful!” Baltimore city councilman Brandon Scott wrote on Twitter this week. The mayor’s office said that was unlikely.
http://en.wikipedia.org/wiki/File:Karl_Marx_001.jpg
The debate contrasts sharply with how Eastern Europe handled thousands of statues following the collapse of Communism in the late 1980s and early 1990s. Often pulled down by angry mobs, some of the statues ended up in dumpsters and others in museums to teach people the evils of totalitarian regimes. In Budapest, a for-profit park hosts about 40 statues of communist heroes such as Karl Marx.
In the US South, the debate still rages between those nostalgic for the past and those who view the monuments as painful reminders of slavery.
There are more than 700 Confederate statues in the United States according to the Southern Poverty Law Center, most of them created in the 1910s and 1920s, decades after the Civil War ended. They were intended to reassert the power of white people, said Jonathan Leib, Chair of Political Science and Geography at Old Dominion University in Virginia.
“They’re visible, tangible expressions of power,” he said on Thursday.
In Birmingham, Alabama, Mayor William Bell ordered workers to hide a Confederate statue behind plywood boards, while the city challenges a state law banning the removal of such monuments.
“They represent acts of sedition against the United States of America and treason against the United State of America,” he told Reuters on Wednesday.
But sympathies persist, as both lawmakers and citizens resist plans to remove them.
“I absolutely disagree with this sanitization of history,” Kentucky Governor Matt Bevin, a Republican, told WVHU radio on Tuesday.

For now, many of the removed statues gather dust in warehouses or, as in the case of New Orleans, sit disassembled in a city scrap yard, where two were found by local reporters.
In Baltimore, statues are now in storage, according to the mayor’s spokesman Anthony McCarthy, who said they will likely end up in a Confederate cemetery or a museum.
Many city legislators have expressed interest in relocating statues to museums, where they might be viewed as historical artifacts and not rallying points for racism.
Anna Lopez Brosche, city council president in Jacksonville, Florida, encouraged the removal of Confederate statues from public property on Monday and proposed placing them where they will be “historically contextualized.”
In Lexington, Kentucky, Mayor Jim Gray has proposed removing statues from one city park, formerly the site of a slave auction block and whipping post.
Meanwhile, a statue removed in Gainesville, Florida, on Monday is being returned to a local chapter of the United Daughters of the Confederacy, which erected it in 1904.
The group, founded in 1894 by women descended from Confederate soldiers, put up many of the statues as part of their goal to display what they call “a truthful history” of the Civil War and mark places “made historic by Confederate valor.”
Some historians argue that, as in Eastern Europe, the Confederate monuments should be preserved, but in the proper context.
“A slave whipping post isn’t something we want up, just out in public without interpretation,” said W. Fitzhugh Brundage, American History professor at the University of North Carolina.
“But on the other hand, if you have it in the Smithsonian where people can see it and it can be properly interpreted, it’s a valuable teaching tool.”

In May, Minnesota reached an unfortunate milestone: The state had seen more measles cases in the first five months of 2017 than the entire country had experienced in all of 2016.
The number of cases was, at recent count, 79. Most of those diagnosed with measles have been children, and more than a quarter of them have required hospitalization.
While no one has died during the outbreak, some children may face long-term complications that include neurological damage and a greater susceptibility to future diseases.
The outbreak can be traced to parents who don’t wish to vaccinate their children—perhaps from religious beliefs or the idea, based on now-disproven science, that vaccines may give their child autism. When a parent does not want to vaccinate a child, a pediatrician has few good options.
The physician can educate or cajole the parents or refuse to take on the child’s care. But as frustration with “anti-vax” parenting grows, some pediatricians want to go one step further if all other attempts to induce compliance fail: calling child protective services to report the maltreatment of a child.
These physicians consider a refusal to vaccinate to be a case of clear-cut medical neglect—an offense in which a parent refuses proper medical care to the point of putting a child in serious danger. “Parents have a responsibility to get their child vaccinated,” says Frank A. Chervenak, an obstetrician and gynecologist at Weill Cornell Medicine and New York-Presbyterian. “It’s very straightforward.” In an article in The Journal of Pediatrics in February 2016, Chervenak wrote that “informed refusal becomes child neglect, because [parents] are refusing to authorize evidence-based, effective and safe preventive care.”
Whether refusing a vaccine qualifies as neglect, however, is a topic of debate. “If the risk doesn’t look immediate, it’s probably not neglect,” says Dorit Reiss, a professor at University of California Hastings College of Law in San Francisco, who studies legal issues related to vaccines.
The diseases for which kids receive vaccines are now so uncommon, she says, that refusing usually doesn’t put the child in immediate danger. “And most states have exemption laws, allowing parents to sidestep vaccination on grounds of personal belief,” Reiss adds. “That complicates the argument further.”
Doug Opel, a pediatrician and associate professor at the University of Washington School of Medicine, collaborated with attorney Efthimios Parasidis, associate professor of Law and Public Health at the Moritz College of Law at the Ohio State University in Columbus, to consider the legal precedents. They found only nine cases in which a parent was brought before a judge on grounds of medical neglect because of vaccine refusal.
In seven of the nine cases, vaccine refusal was considered medical neglect by the court—but five of those cases were in states that did not allow religious or philosophical exemptions to vaccination at the time. In states that did allow those exceptions, the legal arguments focused primarily on whether a religious claim was valid, rather than on the medical risk to a child, says Parasidis. Opel and Parasidis publishedthese findings last December in the American Journal of Public Health.
Mohammad Ismail/ReutersBeyond the question of whether vaccine refusal constitutes neglect is another issue: What should happen if child protective services is called in? Weill Cornell Medicine’s Chervenak doesn’t want CPS to remove the child from the home, though he does think parents who refuse to vaccinate should be flagged by the agency. “The purpose of contacting CPS is to help persuade the parents to authorize vaccination,” he says. “It’s a way to communicate the importance of fulfilling their parental responsibility.”
Current policy recommendations from the American Academy of Pediatrics, meanwhile, direct pediatricians to call protective services only when vaccine refusal represents an immediate danger—refusing a tetanus shot after a deep, contaminated wound, for instance.
In line with the AAP recommendations, Opel says that he prefers communication over punishment when approaching parents about vaccination. “We need to be very cautious with involving CPS for vaccine refusal,” he says. “It will likely be perceived as coercive and undermine the doctor-parent relationship. My preference is to work with parents, build rapport and trust, and keep communication lines open.”
Representatives from child welfare agencies in Texas, California and Michigan have said that they would not have the authority to investigate a family for medical neglect purely on the grounds of vaccine refusal. But policies in most states are not formalized, and Opel says that CPS needs to provide more guidance for pediatricians.
The problem is that when pediatricians face a parent who consistently refuses vaccines, “they don’t have many communication tools in their toolbox,” says Opel. “This is a frustrating scenario.” With more clarity about CPS guidelines, medical agencies and practitioners will be better able to reach the shared goal of protecting children.

Fox News executives may be talking about giving Bill O’Reilly the boot.
O’Reilly announced on his show Tuesday that he was taking a vacation, but New York Magazine cited four network sources who said Tuesday night’s program could be O’Reilly’s last on the network.
“The assumption is that he’ll exit in a non-embarrassing way,” one senior Fox News staffer told the magazine.
O’Reilly insisted his vacation had nothing to do with a sexual harassment scandal currently disrupting his brand. The matter has led dozens of advertisers to pull their commercials from the time slot in which his show, “The O’Reilly Factor” airs.
Fox News representatives also told BuzzFeed News that O’Reilly was expected to return on April 24.
“[Around] this time of year, I grab some vacation because it’s spring and Easter time,” O’Reilly said on Tuesday’s show. “Last fall I booked a trip that should be terrific.”
Although New York Magazine’s sources say network co-president Bill Shine was attempting to save O’Reilly, the matter rests solely on the shoulders of the Murdoch family, which includes Rupert Murdoch, the chairman of Fox News, and James Murdoch, 21st Century Fox CEO.
“It’s up to the family,” one senior Fox News official said.
The Murdochs, however, seem to be divided on O’Reilly’s future, according to New York Magazine. Two officials from Fox News said that James Murdoch was opting to cut O’Reilly’s show, however, Rupert and his older brother Lachlan were fighting to keep the controversial commentator on.
The program is one of the network’s top-rated shows and a consistent top-performer among other cable news programs.
The network has been in this situation before, amid a similar harassment ordeal surrounding former Fox News chairman and CEO Roger Ailes, who resigned in July 2016.
Despite an advertiser exodus, “The O’Reilly Factor” has seen a surge in viewership. O’Reilly’s April 4 show alone managed to draw 3.76 million viewers.
But according to New York Magazine, legal pressures are also mounting. Attorneys from Paul, Weiss — a prestigious law firm known for taking on high-profile clients — was hired to do a “deep dive” investigation into O’Reilly’s history, honing in on the claims made by Wendy Walsh, a frequent guest of the show who accused O’Reilly of sexual harassment.

Republicans voted to silence Sen. Elizabeth Warren of Massachusetts on Tuesday night, during a Senate floor debate over Sen. Jeff Sessions’ nomination as President Donald Trump’s attorney general.
Warren, who is among Democratic senators opposing Sessions’ appointment, attempted to read from a 1986 letter written by Coretta Scott King, the wife of civil-rights icon Martin Luther King, Jr.
Senate Majority Leader Mitch McConnell stopped Warren, alleging her recitation of the letter violated Senate rule 19, which forbids conduct “unbecoming” of a senator.
The letter Warren read was written by Coretta Scott King in opposition to Sessions, who in 1986 was nominated as a federal judge in Alabama. At the time, King wrote that Sessions was unfit for the position, alleging he sought “politically-motivated voting fraud prosecutions” and describing Sessions as lacking the “temperament, judgment, and fairness” to be a federal judge.
After McConnell called for Warren to stop reading from the letter, Warren challenged the motion.
“I am surprised that the words of Coretta Scott King are not suitable for debate in the United States Senate,” Warren said. She asked to be given space to continue her remarks, but was ultimately voted down.
The proceedings follow what has been a contentious confirmation process for a number of Trump’s Cabinet nominees. His newly confirmed education secretary, Betsy DeVos, was the subject of a similar all-night Senate session Monday, during which Democratic lawmakers held the floor to oppose her confirmation.
The move was unsuccessful. Vice President Mike Pence cast a tiebreaking vote Tuesday, officially confirming DeVos. She was sworn in later Tuesday.
Lawmakers have expressed concern about Sessions’ vocal support of Trump, prompting questions about whether he would remain neutral if he were confirmed as attorney general.
