Snohomish County Judge Linda Krese was “surprised” and “outraged” by the deficiency in Washington’s state law which only allowed her to sentence Brian Varela to 34 months in prison – the maximum judgment for an individual with no prior criminal record.
Varela pleaded guilty to second-degree manslaughter, third-degree rape, and unlawful disposal of remains of Alyssa Noceda last February. According to case documents, the 20-year-old, who was known to use and sell drugs, invited the teenage victim to a house party where he offered her narcotics.
After Noceda snorted a “large line of Percs” [painkillers], he offered her a “dab” of liquid marijuana, at which point the 18-year-old collapsed unconscious. But instead of calling for help or administering aid, Varela raped the high school student.
He then took selfies with his victim and sent them to his friends, and went on playing video games until passing out.
When he woke up the next morning, Noceda was dead. As if nothing had happened, Varela got dressed and went to work, where he bragged about the ordeal to a coworker, who notified the police. When authorities arrived at Varela’s mobile home they discovered the body with her legs broken to fit in a crate. Authorities also discovered that Varela tried to use Noceda’s finger to gain access to her phone to post messages that would give the impression that she had run away from home.
‘I’m going to ruin his life lol’: Teen ‘rapist’ latest victim of police disclosure failings
“It’s a joke,” the victim’s mother Gina Pierson, told a local news outlet after the judgment on Thursday, noting that she intends to fight the verdict and demand a life sentence for the killer. “Usually people who do stuff like this don’t get away with a slap on the wrist.”
“You might as well let him walk free with that kind of time,” Noceda’s aunt, Rachelle Palmer added.

In a reckless attempt to take revenge on his drug dealer for selling him methamphetamine of unsatisfactory quality, a 49-year-old man in Florida contacted the police to have the substance tested and to press formal charges.
Unhappy with the quality of the drugs sold to him by his dealer, and having suffered an allergic reaction to the substance, Douglas Kelly, 49, from Hawthorne, Florida, called the police on Tuesday, asking them to test the batch of crystal meth.
Once Kelly revealed that he actually wants to press charges against the dealer, Putnam County Sheriff’s Office asked the 49-year-old to come to the station so they could “ensure the quality of the drug the suspect purchased.”
Extra spicy: Police seize 25 pounds of meth disguised as burritos
Excited over the promise of a top expert opinion, Kelly drove to the station and handed over the clear, crystallized substance to the officers. Once the test confirmed the substance to be crystal meth, the man was arrested and charged with possession of narcotics. Officers then transported Kelly to Putnam County Jail.
“If you believe you were sold bad drugs, we are offering a free service to test them for you,” the Sheriff’s Office promised on Facebook. “Remember, our detectives are always ready to assist anyone who believes they were misled in their illegal drug purchase.”

This is part of a series breaking down all the terms you need to know if you’re buying a new or used car from a dealership. Check out the rest of the series at our Car Buyer’s Glossary.
Timing is everything so, when it comes to car buying, dealership document fees are like the late party-guest who suddenly arrives while you’re saying final goodbyes and putting leftovers in the fridge. To put it mildly, they’re an annoying but common part of most car transactions. For car buyers who don’t expect them, however, they can seem like a blatant rip-off.
First off, let’s get the wording down, because a document fee can go by many different names. Sometimes they’re called a processing or paperwork fees, or they might simply be referred to as “doc fees.” No matter the label, they all mean the same thing.
This fee covers the back-office work a dealership does with any car purchase. Basically, you’re paying for paperwork. This can include vehicle registration, license plates, checking a trade-in value, making certain a trade-in is free from recalls, and other administrative functions that come with buying or leasing a car.
While they sound legitimate, these charges have bad habit of showing up at the tail-end of the transaction, which is basically the worst possible time. Typically ranging from $ 100 to $ 400, these seemingly out-of-the-blue charges cause many car shoppers to think they’re being scammed at the last moment.
The short answer is, yes. The additional bad news is that the vast majority of states don’t regulate document fees. Several do, and cap these fees, so be sure to ask about this. Otherwise, a dealership is left to determine what’s appropriate, then pass this cost onto the consumer. After all, no one’s forcing you to buy the car from this particular dealership. You could, perhaps, find a dealership that charges a less exorbitant fee. But there’s an end run around the document fee entirely that savvy car buyers, like you, can take advantage of.
For one, now that you’ve read this sage piece of advice and are prepared to see a document fee on the final sales agreement, you won’t be caught off guard. And more importantly, the only thing that really matters is the bottom line: the price of the car inclusive of all fees, taxes, and surcharges. If you’re prepared for the document fee to add a few hundred dollars to the bottom line, you can account for that in your negotiation strategy. It really doesn’t matter if one particular fee seems unreasonable if you’ve negotiated a fair bottom line price.
It’s not that easy to calculate what all these fees and taxes will be from home to the penny, but it’s possible to get a sense of what you might expect. Taxes are calculated as a percentage of the sales price. Registration fees might be calculated by weight. It’s too much to get into in this article, but you can call or speak to the dealer where the car you’re interested in is, and ask about what the fees will probably be using the car’s MSRP as a starting point. There’s no good reason why a dealer would refuse to run those numbers for you.
And remember, you can negotiate about more than just raw dollar figures. If the dealer won’t budge on price, or negotiable fees, try to get an accessory or option thrown in. After all, why expend all your energy researching cars and comparing costs, only to let a few hundred dollars drive you crazy once the deal is at the finish line?

Automotive News, after speaking with Fiat–Chryslerdealers after the one of the carmaker’s meetings last week, found out the coming Jeep Wrangler pickup should hit dealers in April 2019. The dealers said that was the only new bit of information in the hour-long confab. We know Wrangler pickup production begins in the fourth quarter of this year, but we don’t know when we’ll get our first look at the bedded Jeep. With fully-camoed prototypes still roaming the streets less eight weeks ago, a public introduction could wait until this year’s LA Auto Show, one year after the standard Wrangler broke cover and in the same place.
Nor do we know exactly what we’ll be seeing yet, and that goes for the name, too; Jeep has kept an admirably tight lid on leaks. Based on all of the spy shots so far, we’re looking at a four-door Unlimited with a short bed. Previous speculation about a two-door Wrangler pickup appears to have gotten no further than speculation, at least for now.
It’s easy to assume that the Jeep utility vehicle will come with the same three engine choices as the rest of the lineup – the 268-horsepower, 2.0-liter turbo four-cylinder, the 285-hp 3.6-liter Pentastar V6, and the 3.0-liter EcoDiesel V6 with 442 pound-feet of torque. Fiat-Chrysler CEO Sergio Marchionne said he expects to see 100,000 Wrangler pickups sold each year, which is about 56 percent of the Wrangler’s current U.S. and European volume, so it makes sense to put everything on the menu.
Jeep made the Comanche pickup until 1992, but that was based on the Cherokee; the last Wrangler pickup was the 1986 CJ-8 Scrambler. Come April 2019, the cargo-centric Wrangler will enter a growing segment already humming with the Chevrolet Colorado, Toyota Tacoma, Honda Ridgeline, and Nissan Frontier, and awaiting the much anticipated Ford Ranger and brand new Frontier. The Wrangler would be the only member of the club to offer a convertible top, though. People are still keeping an eye on Ram, too. It wasn’t so long ago that Marchionne said “Ram needs to be in that space.”

Titus Welliver is turning to a life of crime on Chicago P.D.
The actor — who currently headlines the Amazon series Bosch — will guest-star on the NBC drama as a big-time meth dealer, TVLine has learned.
A hurried drug dealer carrying around 1,000 cannabis joints mistakenly hopped into a police car in the Danish capital thinking it was a taxi. Unlike the man, police officers were “happy” about the mix-up.
It was “a big surprise” for the cannabis dealer in Copenhagen’s weed-friendly commune of Christiania, when he learned the ‘taxi’ he jumped into was actually a police patrol car. Instead of a quick ride home, he was searched. “The police officers were happy to see him, since he was carrying around 1,000 joints,” Copenhagen law enforcement tweeted Thursday.
There wasn’t much to explain, as the man was carrying all of his possessions in his arms, Police Chief Jesper Bangsgaard told Jyllands Posten.
Although police initially tweeted the careless ‘passenger’ would only face a fine, it later amended its statement, saying the man could get a jail term. A maximum sentence may potentially land the man behind bars for eight years.
While the sale of cannabis is illegal in Denmark, Christiania has become famous for its liberal attitude towards marijuana. In a crackdown on the district’s illegal trade, police conducted a number of raids in recent weeks, clearing more than 40 cannabis stalls on the aptly named Pusher Street.

In addition to 16 years in prison, a Cincinnati, Ohio drug dealer has been sentenced to pay for the funeral of a 17-year-old who died of an overdose after buying fentanyl from the man.
The teen, who is only identified as J.H. in the court documents, was found dead in his home in Campbell County, Kentucky. A medical examiner’s report found that the cause of death was a fentanyl overdose.
Fentanyl is a synthetic version of heroin and is often mixed with the class A drug. It is notoriously dangerous because it is several times more potent than heroin, so users can inadvertently take a fatal dose of the substance.
The coroner’s finding sparked an investigation by the Kentucky Drug Task Force, which learned that the teen had bought heroin from a dealer named “Goldie,”according to WCPO.
Investigators enlisted a friend of J.H., identified as C.S.I. in the court documents. He wore a wire to make a controlled purchase from Goldie, whose real name is Michael Chandler.
An analysis of the substance revealed it was fentanyl. In a subsequent search of Chandler’s home, police found 644 grams of the drug, along with 28 grams of cocaine, drug paraphernalia, a handgun and ammunition.
Chandler subsequently pleaded guilty to federal drug distribution charges. Judge Michael R. Barrett ordered Chandler to pay J.H.’s family $ 9,000 to cover the funeral costs. The 29-year-old was also sentenced to 200 months in prison.
Chandler was also caught on video selling drugs from the seat of his car. In a video published by the Cincinnati Enquirer, Chandler can be heard saying it’s “like McDonald’s” while selling drugs on a street in Cincinnati’s Avondale neighborhood.

Consumer advocates loathe the add-ons that auto dealers often try to shoehorn into vehicle purchases. They see most of the extra fees as pointless ways of gouging customers. Indeed, if the dealer talks you into fabric protection, you could be shelling out something like $ 200 just to have the dealership spray down the interior with a $ 5 bottle of Scotchgard. While many dealer add-ons are pointless and should be tossed off the final purchase agreement, one of them, known as gap insurance, is a bit more complicated.
–
A new car or truck loses as much as 20 percent of its value the moment it’s driven off a dealer lot. But most auto insurers only cover the replacement cost of the vehicle based on its current market value. Gap insurance, often considered an acronym for Guaranteed Asset Protection, is insurance to protect from depreciation, or fill in the “gap,” in the event of a total loss to the vehicle. So, if the brand-new car that you financed at $ 30,000 is totaled or stolen, but its market value is only $ 26,000, you’re not out $ 4000.
–
Steve Lehto, a Michigan attorney and lemon-law specialist, insists that if you decide you want gap coverage, you should almost always get it through your auto insurer, not from the auto dealer, even though Lehto readily admits he’s “predisposed to disliking insurance companies.” Gap policies are often rolled into a dealer’s total vehicle financing, sometimes with little explanation. Lehto estimates you can buy the same insurance at half or even a quarter of the price from your own insurance carrier rather than through the dealer, which uses gap insurance as another tool to pad profits.
–
Dealers, of course, would disagree. Ron Reahard, president of Tennessee-based Reahard & Associates, a consultant to dealership finance and insurance (F&I) departments, said that while gap insurance may seem cheaper through your insurance company, that coverage typically includes a deductible that you have to pay. Also, once you file a claim with your insurer, your rates are likely to go up. But the biggest reason coverage through a dealer could be beneficial, according to Reahard, is that your insurer is less likely to declare your car totaled. After all, it would rather repair a $ 26,000 car for $ 20,000 than make the lender whole if they’re on the hook for $ 30,000 with gap insurance. “They have every reason not to total your car if you have gap insurance through them,” Reahard said.
–
One area where Lehto has concurred that gap coverage may be useful from a dealer is if it covers negative equity on a traded-in vehicle. That means if you still owed money on your trade-in but then totaled your brand-new car, the gap coverage would cover the former car’s negative equity, too.
–
For its part, the Insurance Information Institute (III), an industry-backed nonprofit, recommends gap insurance if you make a down payment of less than 20 percent, are financing a new vehicle for 60 months or more, are leasing or buying a car that tends to depreciate quickly, or are rolling over negative equity from a previous loan. When purchased through traditional auto insurers, gap coverage with collision and comprehensive insurance adds as little as $ 20 a year to annual premiums, according to the III. This will vary by location, driving record, and the kind of vehicle you’re insuring.
–
Rates and terms vary from state to state and carrier to carrier, too, so it’s important to have the issuer of the gap coverage give you a thorough explanation of what’s covered and what is not. Most agreements will call for consumers to be refunded any gap premium that has not been used if they pay off their loan early, and in nine states—Alabama, Colorado, Indiana, Iowa, Maryland, Massachusetts, Oklahoma, Oregon, and South Carolina—such a refund is required by law. (At least one bank, Wells Fargo, has had some trouble with this).

–
So should you consider gap coverage? That depends on your level of aversion to risk. Lehto said he has seen situations in which people with brand-new cars have been in vehicle-totaling wrecks only to find out the insurance company would by no means pay all of what was still owed on the loan. “So it depends,” Lehto said. “I can’t say it’s not a good product. But if you’re going to buy it, you should shop it around and shop for a better price.”
