Ground-to-air missile defense systems near Damascus have been deployed against targets, Syrian state media says. Reports indicate that the attack came from Israel, which has previously launched missiles at the Syrian capital. DETAILS TO FOLLOW
Syria’s brutal civil war has cost more than half a million lives and sparked the largest refugee crisis since World War II. Checkpoints, terror threats and the shadow of foreign missiles have turned Damascus into an open prison. The mountains, rivers and country homes on the city’s outskirts, once traditional weekend escapes, are now out of bounds. But amid despair, dining out has emerged as a way for city inhabitants to blow off steam. And that’s spawning an explosion of restaurants and cafés — from fast-food joints to high-end brasseries — inside the fortified city limits.
The Syrian government no longer releases data on employment and industry activity on its websites. But experts affiliated with international agencies monitoring the service industry in Damascus say that in the Old City alone, 63 restaurants and bars with a capacity for between 15 and 30 people each have opened in the past five years.

A 20-minute walk west of the Old City, in the Shaalan district, Aref Tabbee has been moved to open not one but two restaurants — such is the demand. Three Tables, a small eatery specializing in high-class Syrian food, opened in 2013, while two streets away, Oxygen, a bar and restaurant for people in search of a more international experience, opened two years later. ”There are a lot of customers,” Tabbee says. “All Syrian people care about their food, and whether they are poor or rich, they will eat outside [of the home] at least once a week.”
For the owners of these enterprises, the risks of the war are balanced to an extent by increasingly lenient regulations from a government preoccupied with survival. Riad, a Damascus businessman who requested his last name not be used because of his fears of retribution from the regime, claims as many as 95 percent of all city restaurants offering liquor sell it without legal permits. That doesn’t matter to most residents, though. For them, the restaurants represent respite.
It’s the only entertainment available in Syria.
Lamis Mohammed, Damascus resident
Lamis Mohammed, Damascus resident
“I go to eat, drink and socialize — it’s the only entertainment available in Syria,” says Lamis Mohammed, 31, an accounts executive for a Damascus advertising agency.
In the past, the city’s best restaurant districts were located almost exclusively outside the city limits — in the snow-covered village of Bloudan, northwest of Damascus, or among a strip of popular family oriented restaurants along the highway that leads to Damascus International Airport. On Fridays — Syria’s official weekend — before the war, residents would crowd eateries, including Damascus Gate, then the world’s largest restaurant, according to Guinness World Records. Today, out of reach for their customer base, many have either closed or sit empty.
The restaurants that are replacing them inside Damascus also face the challenges that blight businesses in any conflict zone. Access to stable electricity and supplies of fresh food are major hurdles. Hyperinflation that’s seen the lira fall to one-tenth of its prewar value against the U.S. dollar means that for the poorest, eating out isn’t possible. Even for those with cash to burn, there are the security threats: In March 2017, a suicide attacker injured 28 people inside a restaurant in the Rabweh district of west Damascus.
Like many other Syrians, Hazim was caught between staying and leaving the country when he launched La Marionnette. He didn’t expect it to succeed, he says. “Strangely,” he says, “within two weeks, business was booming.”

It isn’t that surprising, though, suggests Mohammed. Before the war, going to restaurants on the weekend was a family tradition. Then, though, there were other avenues of entertainment — those who could afford it traveled abroad for vacations. Today, securing visas for overseas travel is next to impossible for Syrians. Even leaving the city is fraught with risk. That’s why the demand for restaurants within Damascus has gone up, she suggests. Mohammed makes it a point to eat out at least three times a week.
It’s not only longtime residents who are turning to eating and drinking to relieve the tensions of war. In 2016, the U.N. infamously ran up a $ 9.5 million bill at the Four Seasons Damascus, a hotel co-owned by the Syrian regime, feeding and accommodating its staff. The hotel is the most exclusive venue in the city. A three-course meal costs 60 percent of the monthly salary of an average Syrian worker.
There are possibly darker drivers of this booming industry, Riad suggests. Militia henchmen and regime lackeys whose wallets have been fattened through illicit war profiteering have got in on the game, he says. “When the war gods had some money but no business experience, their trick was to give it to somebody to convert it to cash,” says Riad.
The “war gods” likely aren’t done. Nor is the war, which shows no signs of ending. The residents of Damascus have no choice but to sit it out. Why not do it over a drink and a pizza?

SDC, a political wing of the Kurdish-led Syrian Democratic Forces (SDF), has agreed with the Syrian government to form negotiating committees, Reuters reports. The respective committees aim to bring an end to the seven-year civil war and chart a “roadmap to a democratic, decentralized Syria.” The announcement comes after a delegation of the political wing of the US-backed SDF visited Damascus earlier this week to discuss electricity infrastructure.
]]>“Do not believe any statements on an agreement about the south of Syria unless the US forces withdraw from al-Tanf area,” Syria’s Foreign Minister Walid al-Moallem said at a press conference, referring to the Southern de-escalation zone covering parts of the Deraa and Quneitra regions.
The areas are currently held by the units of the so-called Free Syrian Army backed by the US. The southern de-escalation zone borders Jordan and is located not far from the Israeli-occupied Golan Heights. According to some reports, the Syrian government is expected to focus on these territories after it fully liberated the Damascus region from terrorists and various militant groups earlier this year.
The Syrian government has not even started any negotiations with the militants in these areas, al-Moallem said, calling the US troop withdrawal a necessary prerequisite for any such talks. He also reiterated that the presence of the US forces on the Syrian territory is illegal.
The Syrian foreign minister also said that the government seeks to resolve all the existing issues, primarily through negotiations and dialog, adding, however, that, should the diplomatic efforts fail, Damascus would likely be forced to use other means. At the same time, he stressed that the Syrian government would conduct any negotiations about the future of the Syrian territories only with other Syrian forces and not with any foreign powers, be it the US or Turkey.
“Neither Turkey, nor US has a right to negotiate [about] the [fate of the] Syrian cities,” he said, as cited by the Syrian SANA state news agency. “We will liberate every inch of our land,” he added. The minister’s statements came after similar ideas were expressed by the Syrian President Bashar Assad in his interview with RT.
“This is our land, it’s our right, it’s our duty to liberate [these areas], and the Americans should leave,” he told RT earlier this week. “Somehow, they’re going to leave,” he said, adding that the Syrian government will focus on dealing with the US-backed forces, including the Syrian Democratic Forces (SDF), “with the Americans, or without the Americans.”
The Syrian leader’s words already provoked an angry reaction from Washington as the US military officials denounced the plans as “bad policy.” The US troops will still stay in the area, Director of Joint Staff Lieutenant General Kenneth McKenzie said on Friday, arguing that the US forces are involved in an important work of “maintaining” the local de-confliction zone.
Over 2,000 US troops in Syria are embedded with the SDF in the northeast as well as in the enclave of At-Tanf in the south, along the Jordanian border. McKenzie said US troops and their local militia allies were staying in Tanf, quashing rumors of their impending withdrawal.
In the meantime, US activities at the At-Tanf base are becoming increasingly questionable. In late May, Russian Foreign Minister Sergey Lavrov said that the area saw “a rise of presence in the region of militant groups, including those we believe to be connected with Islamic State (IS, formerly ISIS).”
Located on Syria’s border with Jordan, Al-Tanf was captured last year by the US, which declared it under its protection and attacked pro-government forces showing up there. Russia has repeatedly expressed concern about the presence of US troops in the area and their refusal to allow access to it, including for humanitarian convoys to the Rukban camp, which has reportedly also hosted some ISIS-linked militants recently.
The situation in southern Syria is increasingly drawing the attention of all parties involved in the Syrian conflict. In late May, Lavrov said that all non-Syrian forces should be gradually withdrawn from the southern de-escalation zone. “As a result, … only the Syrian Army troops should be stationed at the Syrian border with Israel,” the Russian minister said at a joint press-conference with his counterpart from Mozambique.
On Saturday, Iran said it supports the Russian initiative aimed at imposing Syrian government control over the southern part of the country. “We strongly support Russian efforts to drive terrorists out of the Syria-Jordan border and to bring the area under Syrian army control,” the secretary of Iran’s Supreme National Security Council Ali Shamkhani said, as cited by Reuters.
The official also denied that any Iranian forces were present in the area. “We have said before that Iranian military advisers are not present in southern Syria and have not participated in recent operations,” Shamkhani said.
Earlier, Russian Defense Minister Sergey Shoigu discussed a de-escalation zone in southern Syria with Israeli Defense Minister Avigdor Lieberman. Tel Aviv is concerned by what it calls Iran’s alleged increasing military presence in Syria. The meeting came just days after the Israeli Prime Minister Benjamin Netanyahu vowed to fight Iran “anywhere in Syria.”

The reports about an alleged chlorine gas attack that, supposedly, affected more than 20 civilians on January 22, were dismissed by the medical specialists of the Red Crescent, who worked in the Damascus suburb of Eastern Ghouta for many years. The doctors said they found no traces of the use of any chemical agent at that time.
“At some point, our [hospital] received six people, who were allegedly suffering from respiratory problems. Following a medical examination, we did not find any problems at all, any traces of chemical agents,” Seif Aldin Hobia, a member of the Red Crescent, who worked for the last seven years at the central hospital of Douma in Eastern Ghouta, told journalists. Recalling the events that took place in January, he said “we had no evidence of chemical agents being used [in the area].”
His words were echoed by another medical specialist of the Red Crescent, Muhammad Adnan Tabazhu, who said that the medics obtained no evidence of chemical weapons being used in Eastern Ghouta between 2012 and 2018, when he was working in the area.
Back in January, former Secretary of State Rex Tillerson famously claimed that “more than 20 civilians, mostly children, were victims of an apparent chlorine gas attack,” adding that the incident raised “serious concerns that Bashar al-Assad may be continuing to use chemical weapons against his own people.”
‘Syria gases own people just as Trump mulls withdrawal?’ Journalists question Douma ‘chem attack’
He then immediately said that “whoever conducted the attacks, Russia ultimately bears responsibility for the victims in eastern Ghouta and countless other Syrians targeted with chemical weapons since Russia became involved in Syria.”
The timing of the incident, that has now been exposed as fake, conspicuously coincided with a 29-nation conference in Paris, organized to create the ‘International Partnership against Impunity for the Use of Chemical Weapons.’ The reports about the ‘attack’ came just a day ahead of the meeting. The reports were produced by controversial pro-militant sources, namely the White Helmets and the UK-based Syrian Observatory for Human Rights (SOHR).
Moscow at the time slammed the US accusations as a “massive propaganda attack conducted with the purpose of slandering Russia on the world stage and undermining efforts for a peaceful settlement in Syria.” Back then Russia also called an emergency UN Security Council meeting, to discuss those allegations of the use of chemical weapons Syria.
In early February, Pentagon chief James Mattis admitted that the US has no evidence of such a chemical agent as sarin ever being used by the Syrian government at all. He also openly said that the only information the US had been able to obtain, so far, came from “other groups on the ground, NGOs, fighters on the ground” and just “people who claim it’s been used.”
Mattis, however, claimed that it was “clear” that Damascus had used chlorine gas in the Syrian conflict but, as before, failed to provide any evidence substantiating his claims. Reports of chemical attacks, blamed on Damascus, had repeatedly surfaced earlier, with Western media and officials immediately jumping at the opportunity to put all the blame for such incidents on the Syrian government and Moscow, often only to admit later that they actually have no evidence the attacks in question had even taken place.
The latest revelations come amid another wave of hysteria that followed yet another claim made by the same controversial pro-militant sources that, once again, have accused Damascus of carrying out a chemical attack in the town of Douma on Saturday. Syria and Russia dismissed all the accusations and called the reports fake news and propaganda, which were aimed at helping the extremists and justifying potential strikes against Syrian forces.

“We have received information that militants plan to stage an attack between the districts of Mesraba and Beit Sawa. Tahrir al-Sham terrorists plan to sacrifice several women for this purpose and launch a disinformation campaign. The performance is thought to be scheduled for March 11,” Deputy Foreign Minister, Faisal Mekdad, told journalists in Damascus.
Earlier this week, the White Helmets, a self-proclaimed civil defense group, accused the Syrian government of staging a chlorine attack that affected 30 residents of Eastern Ghouta, a militant-held suburb of Damascus wrecked by intense fighting in the past month. The government, which regards the White Helmets as a foreign-funded terrorist propaganda organization, has rejected these claims.
Mekdad also railed against a report by the UN Syria Commission, made public on Tuesday, which accused government forces of using chemical weapons in Eastern Ghouta in the six months prior to January 15.
“Organisation for the Prohibition of Chemical Weapons (OPCW) specialists are appointed by the West and don’t want to know the truth,” said Mekdad. “Western countries were only interested in one thing – proving that the government used chemical weapons. This is despite us finding plenty of chemical weapon labs in formerly rebel-held areas. We have mentioned this plenty of times, but the West only wants to believe terrorists.”
Mekdad complained that, even when faced with hard evidence, experts refuse to attribute ownership of the weapons stocks to anti-government fighters and will often refuse to travel to areas where such evidence could be obtained, claiming it is “too dangerous.”
With Russian air support, Syrian forces have, in recent days, made major advances into Eastern Ghouta, held by anti-government forces since 2012. The government has called on the competing Islamist groups to surrender, release civilians, and stop the shelling of the rest of Damascus, which, according to Russian observers, has resulted in the death of one civilian and nine casualties in the past 24 hours.

Actions by the Jaysh al-Islam terrorist group, which refused to let civilians leave eastern Ghouta, a Damascus suburb, raise doubts about the sincerity of its intention to comply with UN Security Council Resolution 2401, Russian Foreign Minister Sergey Lavrov said following talks in Moscow with his French counterpart Jean-Yves Le Drian on Tuesday. Moscow says opposition forces continuing to shell the Syrian capital should recognize the need to comply with the resolution. It calls on all parties of the Syrian conflict to cease hostilities at least for 30 days to provide humanitarian assistance to the population. Lavrov also said that humanitarian aid would be delivered to Syria’s eastern Ghouta using a “humanitarian corridor” that Moscow had helped open. France supports Russia’s initiative on a humanitarian pause in eastern Ghouta, TASS quoted Le Drian as saying.

At least nine civilians have been injured after residential districts of the Syrian capital Damascus came under “massive shelling” conducted by illegal armed groups from the Eastern Ghouta, the Russian Center for Reconciliation in Syria said in a statement. The center itself was also shelled by the militants, the statement says, adding that no Russian military staff members have been injured.
