New data has revealed that councils raked in a whopping £338 million on penalty charges alone in 2016. 

The total UK parking income exceeded £1.5billion in 2015-16 an increase of four per cent, according to the data by RAC. 

In the report titled ‘Local Authority Parking Finances in England 2015-16’ it was revealed that income from on-street tickets and permits totalled £483million. 

Off-street penalties totalled £682million whilst on-street fines produced £338 million in revenue. 

London accounted for almost £600 million of the income collected over that period with outside the capital collecting £906million. 

Outside the capital penalty charges are typically lower with £70 being the usual fee for motorists. In London, however, serious parking offence can run up to £110 or £130. 

The total parking income is equivalent to approximately £58 per year per person.

In response to this latests data, Click4reg.co.uk decided to analyse exactly which areas of the UK are receiving the highest income from parking charges. 

Brighton and Hove council landed the top spot for the highest parking income at £28.7million, the 9th largest income in England outside London. 

Nottingham Council took the 2nd place spot with £20.9million. 

The largest increase in income collected by a council went to Bristol who saw an increase of 22 per cent, followed by Milton Keynes (16 per cent).

Some 62 per cent of local authorities have reduced their expenditure on services such as road maintenance, street lights and school crossing patrols since 2016/17, according to the AA.

But the motoring organisation found that more than 200 councils are seeking to increase their parking income by raising fees for on and off street parking and residential permit schemes.

AA president Edmund King said: “It is clear that local authority budgets are being squeezed and highways budgets are almost the first in line to be cut.

“Drivers will be frustrated that in many councils the additional income from increased parking charges won’t be reinvested in improving the state of local roads.

“Far too often drivers are viewed by every level of government as wallets on wheels. We think it is time to redress the balance and drivers get the investment needed to bring our roads back up to scratch.”

AA research found that more than half (53 per cent) of councils have cut their spending on roads maintenance, with the average decrease worth £900,000.

The Greater London Authority made the largest reduction at £59.5 million, while North Yorkshire has made the largest cut outside the capital at £6.2 million.

A third (33 per cent) of local authorities have lowered their spending on the installation and running of street lights by an average of £300,000, which could lead to many lights being dimmed or switched off.

Meanwhile, one in four (24 per cent) councils have reduced budgets – typically by £200,000 – for road safety education programmes and school crossing patrols.

Mr King said: “Councils which have cut school crossing patrols may not have thought about the consequences.

“Parents may decide that it is safer to drive their children to school rather than walk, which would increase traffic on the roads. It would also create frustration for residents living next to the school as more parents will park on their street.”

“Dimming and switching off street lights is a subtle change which local authorities have chosen to take, but the consequences can be fatal.

Abedi’s body is currently being kept in a morgue outside the city, the Manchester Evening News (MEN)  reports, and has not been kept in proximity with the remains of his 22 victims.

The case mirrors that of ‘Moors Murderer’ Ian Brady, who wanted his ashes to be scattered in his home city of Glasgow, but councils across the UK refused to take in the body.

“Just like Ian Brady, every effort is going into making sure that there is not a chance Abedi can be buried or cremated in Greater Manchester,” a source told the MEN.

The body of the terrorist belongs to the coroner as Abedi’s family is in Libya.

Abedi’s father and his younger brother have been arrested by counterterrorist forces, while his elder brother Ismail, 23, was arrested in Manchester following the attack.

“The body is the property of the coroner and the coronial process must take place,” the source told the MEN.

Police say they now believe Abedi carried out the attack alone.

It was previously thought he had been part of a wider terrorist “network,” but a seven-day investigation involving 1,000 police officers and “hundreds” of witnesses concluded that Abedi largely acted alone in the run-up to the attack on the concert venue.

Abedi reportedly shopped for the bomb components as he returned to Manchester on May 18 from Libya, where he is understood to have been prior to the attack.

“Our inquiries show Abedi himself made most of the purchases of the core components and what is becoming apparent is that many of his movements and actions have been carried out alone during the four days from him landing in the country and committing this awful attack,” said Detective Chief Superintendent Russ Jackson, head of the northwest counterterrorism unit, according to the Guardian.

The detective stressed, however, that it is still too early to exclude other lines of inquiry, as 11 of the 16 people arrested in connection with the attack remain in custody.

“It is vital that we make sure that he is not part of a wider network and we cannot rule this out yet. There remain a number of things that concern us about his behavior prior to the attack and those of his associates which we need to get to the bottom of,” said Jackson.

Meanwhile, Britain’s domestic intelligence service MI5 announced it will carry out an internal review of its handling of the Manchester attack, after it emerged Abedi had been known to have extremist views and to be a potential threat.
