“The United States of America is working really hard not to be dependent on the RD-180 engine,” Jim Bridenstine said on C-Span. “So, do we want to be dependent? No! Do we want to have a partnership? Absolutely.”

For years, the United Launch Alliance (ULA) has been relying on Energomash RD-180 engines to power the Atlas V rocket. However, geopolitical tensions and sanctions introduced by the US against Russia has prompted calls by US politicians to consider replacement of the Russian-supplied technology. Until a viable alternative is produced, the US wants to preserve its cooperation with Russia.

The 2018 US National Defense Authorization Act limits purchases of Russian rocket engines after December 31, 2022. But on Thursday, in response to the latest round of US sanctions, Russian lawmaker Sergey Ryabukhin warned that Moscow could consider cutting off supplies of the RD-180 before that deadline.

When the US introduced its initial set of sanctions against Moscow, American lawmakers made plenty of room for space exploration, Bridenstine pointed out.

“Space was specifically carved out because we wanted to continue to cooperate on space issues,” the administrator said, noting that he is keen to meet the head of the Russian Space Agency (Roscosmos), which is currently blacklisted by the State Department. Earlier Roscosmos said that its Director General Dmitry Rogozin could hold talks with his counterpart in Baikonur, Kazakhstan in October.

“I intend to [meet Rogozin] in the near future,” Bridenstine said. “And we are working on how do we maintain this relationship given those [sanctions] constraints and I’m very confident that we’ll be able to work it out.”

“NASA represents an amazing soft power capability for the United State of America. When other channels of communication break down, nations can still communicate on space exploration and space discovery and science,” the 43-year-old noted.

At the same time, Bridenstine said he is “confident” that Boeing, SpaceX and other US companies will eventually produce viable and safe alternatives to the Russian engines. Earlier, it was reported that ULA, most likely, will continue to use Russian-produced engines until 2024-2025 or even up to 2028.

Meanwhile, to expedite the process of breaking America’s full dependence on Russia in crewed programs, NASA and Congress stepped up funding for commercial efforts, which should allow Boeing and SpaceX to begin launching astronauts into space from US soil. After NASA closed its 30-year Space Shuttle program in 2011, Russia and China remain the only two countries capable of putting a human into space.

A recent survey of public opinion by Pew showed that a vast majority of Americans (72 percent) believe that it is essential for their homeland –which once had put men on the Moon– to maintain its space “dominance” and “continue to be a world leader in space exploration.” An even larger number, 80 percent of Americans, believe that the International Space Station (ISS), which incorporated modules of the Russian space station that Moscow could not afford at the time, has been a “good investment” for their country.

However, while SpaceX and Boeing hurry to produce alternatives to the Russian engines and spacecraft to restore independent US access to space, only a third of Americans believe that private companies on their own “will ensure enough progress in this area even without NASA’s involvement.”

Russian President Vladimir Putin and his Turkish counterpart, Recep Tayyip Erdogan, spoke on the phone following the strikes launched by the US, the UK and France against targets in Syria. Putin reiterated his statement that attacking Syria without a UN Security Council mandate was a violation of international law on the part of the Western powers, a statement on the Russian presidency website says. “The Russian and Turkish sides are assuming that in light of what happened, it is required to boost two-way cooperation, aiming for real advancement of political settlement in Syria,” the Kremlin said.

Facebook says it will cease cooperation with all third-party data collectors https://briefnews.eu/facebook-says-it-will-cease-cooperation-with-all-third-party-data-collectors/ https://briefnews.eu/facebook-says-it-will-cease-cooperation-with-all-third-party-data-collectors/#respond Thu, 29 Mar 2018 04:05:42 +0000 http://briefnews.eu/facebook-says-it-will-cease-cooperation-with-all-third-party-data-collectors/ Facebook has said it will no longer offer an advertising option that exploits personal data provided by third-party aggregators. The company, still bleeding from the Cambridge Analytica scandal, said it wants to improve privacy.

Among the companies that will be affected by the new measure are: Acxiom, which provides data from the US, the UK, France, Germany and Australia, Epsilon, which monitors the US consumer preferences, as well as Oracle Data Cloud, which collects data in the US and the UK, Experian, TransUnion and others, Facebook Product Marketing Director Graham Mudd indicated in a statement that was circulated by industry news sites.

The companies, all major data aggregators, helped Facebook to provide advertisers with valuable information concerning consumer behavior outside the web. This included the users’ shopping habits, information on their home or car ownership, family make-up and other offline data that is essential for advertisers to make a precise targeting choice.

The aggregators partnered with Facebook so when the advertisers paid to use the option, Facebook would transfer a portion of the money received to the third-party company that harvested the data.

The social media giant plans to gradually phase out the service, known as “Partner Categories,” within half a year.

“We want to let advertisers know that we will be shutting down Partner Categories,” it said in a statement, noting that “while this is common industry practice, we believe this step, winding down over the next six months, will improve people’s privacy on Facebook.”

The decision comes on the heels of a data mining scandal involving the British firm Cambridge Analytica, which is accused of harvesting the data of 50 million Facebook users without their explicit knowledge or consent. Earlier this week, a legal complaint was filed against the firm, with the Federal Election Commission (FEC) and the US Department of Justice alleging it violated the law barring foreign entities from engaging in political campaigning. Several reports and whistleblowers linked the firm to the Donald Trump presidential bid, alleging his campaign forked out $ 5 million to pay for its services.

In the wake of the scandal, the social media giant’s stocks plummeted and its CEO, Mark Zuckerberg offered an extensive apology, in which he described the leak of users’ personal data as a “breach of trust.” The attempt at damage control, however, did not move the EU, which accused Facebook and its CEO of a lackluster response and demanded guarantees that such a scenario would not be repeated.

Faced with an unprecedented public backlash, Zuckerberg has reportedly decided to testify before Congress on the issue. At the same time, he refused to appear before the British Parliament, sparking outrage in the UK, while offering to send one of his senior staffers to give evidence to MPs.

Trump signs bill on Taiwan cooperation, defying China’s warnings https://briefnews.eu/trump-signs-bill-on-taiwan-cooperation-defying-chinas-warnings/ https://briefnews.eu/trump-signs-bill-on-taiwan-cooperation-defying-chinas-warnings/#respond Sat, 17 Mar 2018 03:37:32 +0000 http://briefnews.eu/trump-signs-bill-on-taiwan-cooperation-defying-chinas-warnings/ US President Donald Trump has signed into law a bill which aims to deepen ties between the US and Taiwan. China has issued multiple warnings to both Washington and Taipei over the law.

The Taiwan Travel Act (HR 535), which US lawmakers presented to Trump on March 5, aims to increase travel and visits “at all levels,” including state officials and business leaders, both on the American and the Taiwanese side.

The bill has angered Chinese officials, who see Taiwan as an inalienable provincial territory of China because of the One China Policy that was established in the US-PRC joint communique of 1982. As the deadline for Trump to sign the bill approaches, Beijing has issued a stark response.

“The so-called bill you mention, though not legally binding, severely violates the ‘one China principle’ as well as joint US-China communiques,” Chinese Foreign Ministry Spokesperson Lu Kang mentioned in a press statement.

“[The] one-China principle is the political foundation of the China-US relationship. We urge the US side to adhere to the one-China policy and honor the commitments it made in the three joint communiqués, stop pursuing any official ties with Taiwan or improving its current relations with Taiwan in any substantive way,” he reiterated on March 17. “It must handle Taiwan-related issues properly and cautiously so as to avoid causing any major disruption or damage to the China-US relations.”

Chinese state media speculates that the bill could embolden Taiwanese President Tsai Ing-wen to seek full independence for the island, possibly triggering China’s Anti-Secession Law. Passed in 2005, the legislation allows Beijing to “use force to prevent the island from seceding,” an editorial in the official China Daily warned.

However contentious it is, the bill is non-binding and its practical application remains to be seen.

The bill stems from the Taiwan Relations Act (PL 96-8), which the Carter administration passed into law on April 12, 1979, around the time when China was rising as a superpower. While it lacks binding force, it does require US administrations to report to Congress for approval of measures like weapons sales and visits.

Despite several warnings from Beijing, Taiwan has welcomed the US legislation. Premier William Lai has called Washington a “solid ally” and said that he “wholeheartedly” anticipates that the law will “further raise the substantive relationship between Taiwan and the United States.”

While the US and Taiwan officially ended diplomatic ties back in 1979, several US administrations have inked precarious agreements that have provoked the ire of Beijing. The Obama administration even sold more weapons to Taiwan than all previous administrations combined, invoking a strong rebuttal from Beijing.

Tensions have skyrocketed between Beijing and Washington after Trump commented that China’s one-child policy was “negotiable.” He later signed a proclamation March 8 that would impose blanket tariffs of 25 percent on all foreign steel and 10 percent on aluminum imports to the US. Unconfirmed reports have also stated that he planned to set additional tariffs of $ 60 billion for Chinese high-level electronic goods.

The South China Sea requires ‘peaceful cooperation’ says Southeast Asian nations https://briefnews.eu/the-south-china-sea-requires-peaceful-cooperation-says-southeast-asian-nations/ https://briefnews.eu/the-south-china-sea-requires-peaceful-cooperation-says-southeast-asian-nations/#respond Mon, 13 Nov 2017 07:28:29 +0000 http://briefnews.eu/the-south-china-sea-requires-peaceful-cooperation-says-southeast-asian-nations/ ASEAN summit leadersAlmost all of the South China Sea is claimed by China. Taiwan and four ASEAN nations – Malaysia, Vietnam, the Philippines and Brunei – have competing claims.
There is a current thaw in relations over the South China Sea, but ASEAN intends to release a statement anyway.
The statement addresses the importance of the countries cooperation “to maintain peace, stability, freedom of navigation” of the disputed South China Sea “in accordance with international law.”
The statement will be issued after a meeting between China and the 10-member Association of Southeast Asian Nations (ASEAN) in the Philippines.

MANILA – Southeast Asian nations will not take a relative calm in the dispute over the South China Sea for granted, according to a draft of a statement to be issued during a summit meeting in Manila on Monday.

“While the situation is calmer now, we cannot take the current progress for granted,” said the draft, a copy of which was seen by Reuters.

The statement will be issued after a meeting later between China and the 10-member Association of Southeast Asian Nations (ASEAN) in the Philippines capital, a diplomatic source said.

“It is important that we cooperate to maintain peace, stability, freedom of navigation in and over-flight above the SCS (South China Sea), in accordance with international law,” it said.

“It is in our collective interest to avoid miscalculations that could lead to escalation of tensions.”

Almost all of the South China Sea, one of the world’s busiest waterways, is claimed by China. Taiwan and four ASEAN nations – Malaysia, Vietnam, the Philippines and Brunei – have competing claims.

Leaders from China, the United States and seven other nations are joining ASEAN at their annual summit.

On Sunday, Philippine President Rodrigo Duterte suggested that, despite their differences, the leaders should not discuss the South China Sea.

“We have to be friends, the other hotheads would like us to confront China and the rest of the world on so many issues,” Duterte said at a business conference.

“The South China Sea is better left untouched, nobody can afford to go to war. It can ill-afford a violent confrontation.”

At the meeting’s formal opening on Monday, Duterte made no mention of the South China Sea and pointed to other triggers for a threat of violence in the region.

“Terrorism and violent extremism endanger the peace, stability, and security of our region because these threats know no boundary,” he said.

“Piracy and armed robbery in the seas put a dent on our growth and disrupt the stability of both regional and global commerce. The menace of illegal drug trade continues  to endanger the very fabric of our society.

“These and other issues are high on the agenda of our meeting.”

Duterte has grown closer to China since he took office last year and Vietnam has emerged as Beijing’s main challenger in the area. China’s move to pressure Vietnam to stop oil drilling in a disputed area in July brought relations between the Communist neighbors to a low.

But on Sunday, Vietnam’s state television said Chinese President Xi Jinping had told Vietnam’s General Secretary Nguyen Phu Trong he wanted to work with Southeast Asian nations on a code of conduct in the sea. China’s Xinhua news agency said China and Vietnam had agreed to properly handle maritime issues and strive to maintain peace and stability.

‘No cooperation with US on N. Moscow and Washington do not cooperate on the North Korean problem, but engage in “periodic exchanges of views,” Kremlin spokesman Dmitry Peskov told reporters on Saturday. It can be assumed “with a great deal of certainty,” he added, that Russian President Vladimir Putin and his US counterpart, Donald Trump would discuss the issue if they met. Earlier this week, both Moscow and Washington mulled the probability of a such a meeting taking place on the sidelines of the upcoming Asia-Pacific Economic Cooperation (APEC) summit in Vietnam, scheduled for November 10-11.

Russia wants closer cooperation with Singapore in civil aviation https://briefnews.eu/russia-wants-closer-cooperation-with-singapore-in-civil-aviation/ https://briefnews.eu/russia-wants-closer-cooperation-with-singapore-in-civil-aviation/#respond Thu, 26 Oct 2017 10:40:33 +0000 http://briefnews.eu/russia-wants-closer-cooperation-with-singapore-in-civil-aviation/

Moscow is interested in closer aviation ties with Singapore, including the promotion of the Sukhoi Superjet 100 and MC-21 civil aircraft, said the Russian Ministry of Industry and Trade.

“There’s a need to diversify the range of trade between Russia and Singapore, including through the active development of cooperation in the industrial and technology areas,” Deputy Minister Victor Evtukhov told the Russian-Singapore intergovernmental conference being held at the Skolkovo tech center.

He outlined civil aviation as one of the promising areas of cooperation between the countries, saying Moscow intends to deliver its newest aircraft to Singapore and further to the South East Asian market.

In the long term, cooperation is planned with ST Aerospace to provide after-sales service for the SSJ 100 and MC-21 directly in the target markets. They could possibly establish a joint venture for customizing cabins of VIP versions of the aircraft.

According to Evtukhov, Moscow and Singapore are starting a service center for Russian aircraft operated by STAerospace, Changi International, and Singapore Airlines.

“We believe the development of these competencies and logistics’ infrastructure will contribute to the expansion of trans-regional transport routes and increase the purchases of Russian aircraft,” he said.

Evtukhov also talked about the e-commerce B2B platform, developed by the Russian-Singapore Business Council.

The platform was designed to promote civilian Russian industrial goods in Southeast Asia, India, and Australia, as well as to increase efficiency and improve services of importing goods from Asian countries to Russia and the EEU. The platform provides customers with information about products and services as well as the process of export-import operations.

“We believe the active development will contribute to the creation of favorable conditions for the participants of foreign trade,” he said.

Russia, US will continue space co-operation despite earthly tensions – Roscosmos head https://briefnews.eu/russia-us-will-continue-space-co-operation-despite-earthly-tensions-roscosmos-head/ https://briefnews.eu/russia-us-will-continue-space-co-operation-despite-earthly-tensions-roscosmos-head/#respond Sat, 29 Jul 2017 20:57:28 +0000 http://briefnews.eu/russia-us-will-continue-space-co-operation-despite-earthly-tensions-roscosmos-head/

Roscosmos, NASA and the European Space Agency (ESA) all understand that if co-operation breaks down, it will seriously affect each other’s work, the head of Russia’s Federal Space Agency has said.

“It’s very easy to make hasty decisions which would interrupt our co-operation. In many respects, we and our partners understand that it will put us back, and so from the space agencies there’s an understanding that this cooperation needs to be maintained and continued,” Roscosmos director Igor Komarov, said Saturday in an interview with Russia-24.

The space agencies understand the need to work together in the cosmos despite political tensions back on Earth, Komarov said.

“Since we rely so much on each other, both in scientific research and the activities of the ISS [International Space Station], our outer space activity is one of the spheres in which we hold an advantage, and this in many ways enable us to move forward together and work together effectively.”

On Tuesday, Russian Deputy Prime Minister Dmitry Rogozin confirmed that Russia would not stop its supply of RD-180 rocket engines to the US as doing so would harm the national interest.

“We could now, for example, cut off the delivery of RD-180 jet engines for US missiles,” Rogozin said as quoted by RIA Novosti. “We discussed this issue, I will not hide it. I summoned our specialists several times. [But then] we thought – why?”

Congress banned the Pentagon from using RD-180 engines at one point following tensions with Russia over Crimea and Ukraine. The ban, was however, eased in 2015, after fears that it could drive United Launch Alliance (ULA) – a joint venture between Lockheed Martin Corp and Boeing Co – out of business, leaving only the privately-owned SpaceX with the capability to launch satellites.

The ULA immediately placed an order for 20 RD-180 engines.

And although Russia and the United States may have their problems on the ground, their space agencies, astronauts and cosmonauts have historically worked together on a number of projects including the International Space Station, which also involves Canada, Japan and the European Space Agency.

Iran & Iraq sign defense deal to step up military cooperation https://briefnews.eu/iran-iraq-sign-defense-deal-to-step-up-military-cooperation/ https://briefnews.eu/iran-iraq-sign-defense-deal-to-step-up-military-cooperation/#respond Sun, 23 Jul 2017 20:43:20 +0000 http://briefnews.eu/iran-iraq-sign-defense-deal-to-step-up-military-cooperation/ Iran and Iraq have sealed an agreement to boost military cooperation and to battle against “terrorism and extremism”, Iranian media has reported.

The memorandum of understanding on defense and cooperation was signed Sunday during a meeting between Iraqi Defense minister Major General Erfan al-Hiyali and his Iranian counterpart Brigadier General Hossein Dehqan.

A delegation of high-ranking Iraqi military officials had arrived in Tehran Saturday.

“The expansion of cooperation and sharing experiences in the fields of fight against terrorism and extremism, border security, training, logistics, technical and military supports were included” in the memorandum, the IRNA news agency reported.

The two ministers further expressed hope that the agreement will lead to more serious and deep collaboration between Tehran and Baghdad.

The Iraqi defense minister also thanked Iran for its help in fighting Islamic State (IS, formerly ISIS/ISIL) adding, that the Iraqi Army will respond “to any aggression and occupation of its territory and will not permit formation of new seditions and breach of law aimed at partitioning of the country.”

Al-Hiyali also stressed the crucial role of the Iraqi Popular Mobilization Forces (PMF) militia in the liberation of Mosul, stressing that “nobody is permitted to dismiss popular forces because they act based on law,” according to IRNA.

His remarks mirror those of Iraq’s Vice President Nouri al-Maliki in an interview given to Russia’s RIA Novosti news agency earlier this week.

“The main credit [in the Mosul victory] goes to the Iraqi soldiers, people’s militia, Iraqi air force,” al-Maliki underlined.

He added that he “regrets and denies [Americans] claiming the victory [in Mosul] is their achievement” which Washington now plans to use as a way to establish military bases on Iraqi territory in order to maintain influence in the region.

“The Iraqi society is against foreign military bases on the country’s territory,” al-Maliki said, adding that he has already warned the US against “coming back to Iraq and setting up bases here.”

Following the recapture of Mosul from IS earlier this month, American military officials voiced the idea of stationing the troops in Iraq, even after the defeat of the terrorist group.

“The Iraqi government has expressed an interest in having the US forces and coalition forces remain after the defeat of ISIS. Our government is equally interested in that,” senior US military commander in Iraq General Stephen Townsend said. However, he said, other US-led coalition members may join the mission as it is “still in the decision-making stages.”

The defense agreement between Iraq and Iran might not be well received in Washington, as Iran-US tensions escalates.

The strained relations between Tehran and Washington had a relatively warmer spell during the term of president Barack Obama after years of sanctions and mutual distrust, culminating in the landmark Iranian nuclear deal. Iran agreed to limit its nuclear-material processing activities in return for an easing of sanctions.

New US President Donald Trump, however, described the deal as a “wort ever” one and vowed to cancel it, branding Iran a “state sponsor of terrorism” and slapping new sanctions on Tehran.

The US has acknowledged that there were no violations of the deal on the Iranian side, as US Secretary of State Rex Tillerson officially informed Congress in April that Iran was in complying with the agreement.

Iran has in turn accused the US of jeopardizing its part in the deal with the new sanctions, calling the US “the world’s leading state sponsor of terrorism.”

A new batch of sanctions, aimed at Iran, Russia and North Korea is expected to be voted on next week.
