  • Approximately 800,000 federal government employees have gone without pay since the third government shutdown of the year went into effect just after midnight on December 22.
  • A portion of these workers are employed as contractors, which means their payments come from a third party. If the government is not working with that third party, those workers may not be paid.

Julie Burr, an administrative assistant at the US Department of Transportation in Kansas City, Missouri, was told in an email that she had to return her work computer to her office because the government was shutting down. As a contractor, she can’t work until the shutdown ends.

Burr, a single mother to a 14-year-old boy, panicked.

Grindr—the gay hookup app that has over 3.6 million daily active users globally—has been reportedly transmitting its users’ HIV status (of those who include it) with two mobile app contractors.

On Monday, Bryce Case, the company’s top security official, responded to public outcry over the issue by saying the company would stop the practice.

“I understand the news cycle right now is very focused on these issues,” Case told Axios, which first reported the change on Monday evening. “I think what’s happened to Grindr is, unfairly, we’ve been singled out.”

MOSCOW (Reuters) – A Kremlin spokesman said on Wednesday he could not rule out that there were Russian civilians in Syria, but that they had no connection to the Russian armed forces.

Associates of Russian military contractors fighting alongside government forces in Syria have said there were large-scale casualties among the contractors when U.S.-led coalition forces clashed with pro-government forces in Syria’s Deir al-Zor province on Feb. 7.

9,400 resumes of US military & intel contractors exposed in massive security lapse – reports https://briefnews.eu/9400-resumes-of-us-military-intel-contractors-exposed-in-massive-security-lapse-reports/ https://briefnews.eu/9400-resumes-of-us-military-intel-contractors-exposed-in-massive-security-lapse-reports/#respond Mon, 04 Sep 2017 02:20:12 +0000 http://briefnews.eu/9400-resumes-of-us-military-intel-contractors-exposed-in-massive-security-lapse-reports/ Thousands of files containing personal data on former military, intelligence and government workers have allegedly been exposed to public view for months in a massive security lapse allowed by a US-based recruitment firm.

Some 9,400 sensitive files were found unsecured on a misconfigured public-facing Amazon cloud server. They allegedly contained personal information on former military and intelligence staff, some with classified or Top Secret security clearances, who applied for work at US-based private security firm TigerSwan, according to Gizmodo.

The files, discovered by a researcher at the California-based cybersecurity company UpGuard, were found in a folder called “resumes.” It contained CVs of thousands of US citizens, some granted Top Secret security clearances, indicating they might have worked with the Central Intelligence Agency, the National Security Agency or the US Secret Service, among other government agencies.

“A cursory examination of some of the exposed resumes indicates not merely the varied and elite caliber of many of the applicants as experienced intelligence and military figures, but sensitive, identifying personal details,” UpGuard said in a statement cited by Gizmodo.

According to the Hill, the files also included resumes of a police chief and a UN employee specializing in the Middle East, as well as details about Iraqi and Afghan citizens who have cooperated and worked alongside US military in their countries.

Some of the people affected were apparently involved in a number of high-profile operations during their careers. Gizmodo wrote that at least one of the applicants claimed he was in charge of transportation of nuclear activation codes and weapons components.

One applicant said he worked as a “warden advisor” at the notorious Abu Ghraib detention site near Baghdad, describing his experience as “establishing safe and secure correctional facilities for the humane care, custody, and treatment of persons incarcerated in the Iraqi corrections system.”

The files, lying on an insecure Amazon S3 bucket, included personal contact information, such as addresses, phone numbers and private email accounts.
The data breach has been first attributed to TigerSwan, a North Carolina-based private security firm, but the company pointed to TalentPen, an outsourced vendor hired to process new job applicants.

“At no time was there ever a data breach of any TigerSwan server,” TigerSwan said.“All resume files in TigerSwan’s possession are secure. We take seriously the failure of TalentPen to ensure the security of this information and regret any inconvenience or exposure our former recruiting vendor may have caused these applicants.”

Founded in 2008 by Lt. Col. James Reese, a retired Delta Force operative, TigerSwan has operated as a US military and State Department contractor in Iraq and Afghanistan, as well as within the US on behalf of corporations.

Chris Vickery, an UpGuard analyst who discovered the lapse, said this was the result of misconfigured security settings. “I hope we were the only people to find them,” he told The Hill.

While the files were discovered in July, they were not removed from the cloud server until the end of August, the outlet wrote.

4 Apple contractors accuse Qualcomm of antitrust violations https://briefnews.eu/4-apple-contractors-accuse-qualcomm-of-antitrust-violations/ https://briefnews.eu/4-apple-contractors-accuse-qualcomm-of-antitrust-violations/#respond Wed, 19 Jul 2017 11:22:00 +0000 http://briefnews.eu/4-apple-contractors-accuse-qualcomm-of-antitrust-violations/

(Reuters) — iPhone chip supplier Qualcomm faces a fresh set of antitrust allegations from a group of four companies that assemble the iPhone and other products on behalf of Apple.

Foxconn parent Hon Hai Precision Industry, Wistron Corp, Compal Electronics, and Pegatron Corp alleged that Qualcomm violated two sections of the Sherman Act, a U.S. antitrust law.

The accusations, made in a filing late Tuesday in U.S. District Court for the Southern District of California, are counterclaims to a Qualcomm lawsuit filed in May seeking to force the contractors to pay Qualcomm license fees that Apple directed them to stop paying.

“Qualcomm has confirmed publicly that this lawsuit against our clients is intended to make a point about Apple and punish our clients for working with Apple,” Theodore J. Boutrous, a lawyer for the four companies, said in a statement. “The companies are bringing their own claims and defenses against Qualcomm.”

The allegations are part of broader dispute between Apple and Qualcomm, which supplies so-called modem chip technology that lets iPhones connect to cellular data networks, over the nature of Qualcomm’s business model of linking the sale of chips and patent licenses, which has come under scrutiny by regulators in South Korea, the United States and several other countries.

In January, Apple sued Qualcomm alleging that the company had withheld nearly $ 1 billion of patent license rebates it owed Apple in retaliation for Apple’s cooperation with South Korean regulators. Apple told its contract manufacturers to withhold license payments from Qualcomm while the dispute played out, which prompted Qualcomm to sue them in May.

“Despite Apple’s claims against Qualcomm, Apple suppliers remain contractually obligated to pay royalties to Qualcomm under their license agreements with us, including for sales of iPhones to Apple,” Qualcomm President Derek Aberle said of the dispute on the company’s conference call in April.

Much of the language in the contractors’ allegations mirror Apple’s objections to Qualcomm’s business model. A senior Apple official confirmed that the company is helping to fund the contractors’ legal defense as part of an indemnification agreement among the firms. Apple has also formally joined the contractor case as a defendant.

The lost license revenue from Apple has been a hit to Qualcomm’s sales. Analysts expect $ 5.2 billion in revenue for the June quarter, down from $ 6 billion a year earlier.

(Reuters) – iPhone chip supplier Qualcomm Inc faces a fresh set of antitrust allegations from a group of four companies that assemble the iPhone and other products on behalf of Apple Inc.

Snack attack: CIA contractors stole $3k worth of vending machine junk food, report says https://briefnews.eu/snack-attack-cia-contractors-stole-3k-worth-of-vending-machine-junk-food-report-says/ https://briefnews.eu/snack-attack-cia-contractors-stole-3k-worth-of-vending-machine-junk-food-report-says/#respond Thu, 22 Jun 2017 17:40:45 +0000 http://briefnews.eu/snack-attack-cia-contractors-stole-3k-worth-of-vending-machine-junk-food-report-says/

Several CIA contractors were forced to stop working for the agency after they were busted for stealing more than $ 3,000 worth of snacks from vending machines through an elaborate scheme, according to documents obtained by BuzzFeed.

The thefts involved unplugging cables which connected each machine to an electronic payment system called FreedomPay, and then using “unfunded FreedomPay cards” to retrieve the snacks at no cost, according to a declassified Office of the Inspector General (OIG) report obtained by BuzzFeed.

The snack stealing began in the fall of 2012 and continued through March 2013, leading to thefts totaling an estimated $ 3,314.40.

Once the OIG was informed of the snack thefts, it installed “surveillance cameras at several key vending locations where a high occurrence of thefts were taking place,” according to the report, which was obtained by BuzzFeed through a Freedom Of Information Act lawsuit filed in 2015.

The footage revealed that “numerous perpetrators” were involved in the scheme, all of whom were identified as CIA contract personnel.

Investigators were able to identify one contractor as being the mastermind behind the elaborate scheme, due to his “knowledge of computer networks.” He admitted to successfully testing the hack before sharing his knowledge with colleagues.

All of the contractors identified by the OIG admitted to the thefts and surrendered their CIA badges before being escorted from the building by security. They were subsequently fired by their contract employers.

The OIG referred the issue to the US Attorney’s Office for Eastern District of Virginia for prosecution. However, the Department of Justice declined to press charges.

The report does not state whether the FreedomPay loophole was fixed following the scheme’s discovery by the OIG.

Trump is allowing ‘blacklisted’ federal contractors a second chance to work https://briefnews.eu/trump-is-allowing-blacklisted-federal-contractors-a-second-chance-to-work/ https://briefnews.eu/trump-is-allowing-blacklisted-federal-contractors-a-second-chance-to-work/#respond Tue, 28 Mar 2017 01:47:44 +0000 http://briefnews.eu/trump-is-allowing-blacklisted-federal-contractors-a-second-chance-to-work/ Donald TrumpAP

President Trump will sign a resolution Monday afternoon undoing a key part of former President Barack Obama’s labor agenda, a rule that effectively blacklisted federal contractors that were convicted of or simply charged with violating federal worker protection laws.

The rule will be undone through the Congressional Review Act, a rarely used procedure to declare presidential actions unconstitutional.

White House spokesman Sean Spicer called the Obama administration’s rule “job killing” and said that manufacturers consulted by the president had identified it as “one of the most significant threats” to expanding American businesses and hiring American workers.

“The [Obama administration] rule simply made it too easy for trial lawyers to go after American companies and American workers who contract with the American government,” Spicer said.

The Obama rule was issued by the Labor Department in 2015. It required bidders on federal projects in excess of $ 500,000 to report any violations within the last three years of 14 federal labor and safety laws, as well as violations of any equivalent state laws. Contractors also had to report any pending complaints made against them, regardless of whether of a court had reviewed them. If the company won the contract, it had to make follow-up reports every six months until the contract was completed.

Business groups applauded the news. “The rule violated the due process rights of contractors by forcing them to report mere allegations of misconduct — which are often frivolous and filed with nefarious intentions by special interest groups — the same as fully adjudicated violations,” said Ben Brubeck, vice president of regulatory, labor and state affairs for the Associated Builders and Contractors trade group.

Liberals said rolling back the rule would make it easier for bad actors to get away with breaking the law. “Congressional Republicans and President Trump have guaranteed that there will not be any system in place to ensure that taxpayer dollars support contractors with good health and safety records,” said Heidi Shierholz, former chief economist at the Labor Department under Obama. Shierholz is now senior economist for the Economic Policy Institute.

A federal judge blocked the rule last year, saying the Labor Department exceeded its authority and the rule needed congressional approval.

‘They are cancer contractors’ – Steve Miller’s words for Brits who are ‘coming out as fat’ https://briefnews.eu/they-are-cancer-contractors-steve-millers-words-for-brits-who-are-coming-out-as-fat/ https://briefnews.eu/they-are-cancer-contractors-steve-millers-words-for-brits-who-are-coming-out-as-fat/#respond Sun, 19 Mar 2017 09:27:03 +0000 http://briefnews.eu/they-are-cancer-contractors-steve-millers-words-for-brits-who-are-coming-out-as-fat/

The fat acceptance movement aims to encourage overweight people to be happy with their bodies, even if they are a large size, but Steve Miller – a weight loss guru – has slammed this way of thinking.

The health expert says that those who embrace the new trend of “coming out” as fat are simply making themselves vulnerable to cancer at the tax payer’s expense.

“It’s like you’re being a cancer contractor, because you are saying to people I acknowledge I’m fat but I’m proud of it,” Steve explained.

“We know there are a number of cancers that can be triggered when you are fat, we know the health consequences, arguably you are promoting bad health.”

An academic paper titled “Coming Out as Fat, Rethinking Stigma”, examined  “the surprising case of women who ‘come out as fat’ to test and refine theories about social change, social mobilization, stigma, and stigma resistance.”

The idea of “coming out” as fat has been promoted in other places too, including on the website Everyday Feminism, which published an article titled “4 Ways to Come Out as Fat”.

The piece encouraged people to embrace the word ‘fat’ and the author wrote: “The more you say it, the more comfortable you will get with it (…) If you want to get really adventurous, purchase a “Fat” necklace.”

Steve believes this is a very damaging mentality and an inappropriate use of the phrase.

He said: “It’s not like coming out saying I’m gay – there’s nothing you can do about it if you are gay.”

He claims that those who “come out” as fat are burdening society – as well as encouraging others to do the same.

“They are sharing that message and giving permission to people to be proud and die early – but also saying this to the tax payer who fronts the bill for the NHS.”

Steve refuses to accept that people who are overweight a “big boned” or just cannot lose the weight.

The NHS suggests using your body mass index (BMI) calculator to work out if you’re a healthy weight.

BMI is a measure of whether you’re a healthy weight for your height.

The NHS writes on its website: “BMI isn’t used to definitively diagnose obesity, because people who are very muscular sometimes have a high BMI without excess fat. But for most people, BMI is a useful indication of whether they’re a healthy weight, overweight or obese.

“A better measure of excess fat is waist circumference, which can be used as an additional measure in people who are overweight (with a BMI of 25 to 29.9) or moderately obese (with a BMI of 30 to 34.9).

“Generally, men with a waist circumference of 94cm (37in) or more and women with a waist circumference of 80cm (about 31.5in) or more are more likely to develop obesity-related health problems.”

If you or someone else has developed an eating disorder you can talk in confidence to an adviser from the eating disorders charity Beat by calling their helpline on 0346 634 7650 or find your local eating disorder support service on the NHS website.
