The corrupt schemes “have been run smoothly [by employees] in the visa centers of many German diplomatic missions abroad,” and the Middle East in particular, German Der Spiegel weekly said in its reports, calling the consulates an “Achilles heel” in the fight against people smuggling. The paper also calls the local employees a “weak spot” of German visa departments, as it is they who usually work with people smugglers.

A German consulate in Iraq’s northern city of Erbil was particularly involved in one such fraudulent scheme, according to the paper’s investigation. Local human traffickers offered to get their clients visas through corrupt consulate officials without the need for an approval by the visa and registration department in Germany. A false document, which could allow a would-be asylum seeker to legally enter Germany as part of a refugee reception program, cost between $ 3,000 and $ 13,000.

The shady scheme reportedly ran smoothly between August and December 2017 until finally came to the attention of Foreign Ministry officials. The forgers managed to sell some two dozen visas over this period, Der Spiegel says, adding that the real number of such cases might be much greater.

A similar scheme was run by an employee at a German consulate in Beirut, Lebanon, identified as Mohamad J. The man is reported to have been handling a lucrative visa trade in the consulate between December 2014 and May 2015. He is now facing charges in Germany over 11 instances of selling visas. However, the real number may be much larger, as the investigators have identified as many as 201 suspicious visa applications processed in the consulate over that period.

The German authorities, however, seem to be surprisingly reluctant to investigate such cases. According to Der Spiegel, such probes are usually set in motion only after such incidents hit the media headlines. The authorities started actively investigating the Beirut consulate fraud only after German WDR broadcaster reported on it in its ‘Monitor’ show.

In the case of Erbil, the Foreign Ministry allegedly informed law enforcement agencies about the problem back in December 2017. However, this case apparently remained buried in police bureaucracy for almost a year until the Public Prosecutor’s Office finally launched criminal proceedings against the suspected forgers in October 2018.

The local employees suspected of corruption and visa forgery are still working in Erbil consulate, according to Der Spiegel. The infamous Mohamad J. from the Beirut consulate and his accomplice are now living in Germany, and are allowed to roam free as they await a court hearing on their case.

Frosty relations between Washington and Moscow enjoyed a slight thaw after it was announced that three US consulates, following months of diplomatic tit-for-tat reciprocal measures, would soon resume “limited” visa services in Russia.

The American consulates in St. Petersburg, Ekaterinburg and Vladivostok will resume non-immigrant visa interviews on December 11, the US Embassy in Moscow said Monday. The processing of non-immigrant visas that do not require interviews resumed last month.

“Our services, however, will not return to the level we maintained prior to the Russian Federation’s unwarranted demand that we dramatically reduce the number of personnel at the US Embassy and our three consulates,” it added in a statement.

The current diplomatic feud between Moscow and Washington began with the expulsion of 35 Russian embassy staff by the outgoing US president, Barack Obama, in late December 2016, as well as the closure of two Russian diplomatic compounds in Washington DC and Maryland.

Although initially hoping to resolve the matter without escalation, Moscow’s patience soon ran out after the Trump administration slapped Russian with a fresh round of sanctions in the summer. The move prompted Moscow to order Washington to reduce the number of US diplomatic personnel in Russia to 455 – the same number of diplomatic staff Russia has in the United States.

Apparently considering Russia’s tit-for-tat response “unwarranted,” Washington announced the suspension of issuing non-immigrant visas across Russia. On September 1, limited visa operations resumed, but only in Moscow. Escalating tension further, the US also forcibly closed the Russian Consulate-General in San Francisco as well as trade missions in Washington and New York.

In a rare reversal of his usually rabid anti-Kremlin rhetoric, former US Ambassador to Russia Michael McFaul said Friday that US owes Russia an explanation over the unprecedented property seizures. Meanwhile, the new US Ambassador to Russia, Jon Huntsman, stated that “the term reset needs to be taken out” of the diplomatic dictionary, and Moscow and Washington need to focus on the “core issues” and “realpolitik.”

Tensions between the two countries amid concerns of a looming crackdown on illegal immigration under President Trump’s administration has prompted Mexican officials to take legal steps to protect citizens “against an eventual deportation.”

“What changes today is that we are prioritizing legal matters over everything. Previously, we didn’t have the need to seek so much legal support for our people,” Mexican Consul General in Miami, Jose Antonio Zabalgoitia said Friday.

Mexico’s President Enrique Peña Nieto allocated some $ 50 million to 50 Mexican consulates in the US to provide better legal support. The initiative is not aimed at “promoting illegality,” but rather “a moral imperative,” Mexican FM Luis Videgaray said as he visited the country’s New York City consulate.

“Today we are facing a situation that can paradoxically represent an opportunity, when suddenly a government wants to apply the law more severely,” Reuters quoted Videgaray as saying. “It is becoming more than evident that to apply the law, which is the obligation of any state, would also imply a real economic damage to this country which highlights the need for immigration reform.”

Videgaray urged the US to start paving a way to legality for undocumented migrants, instead of undertaking only harsh deportation measures.

US President Donald Trump has issued orders to impose strict deportation procedures during his first month in office. Such policies, alongside the border wall project, are aimed to a great extent against Mexico, as some 6 million illegal Mexicans reside in the US, according to estimates from the Pew Research Center.

During his presidential campaign, Trump promised to keep the “bad hombres” out of the US and to make Mexico pay for the wall. The Mexican President, however, has consistently dismissed any such notion.

The 2,000-mile border wall could be built within the next two years, according to US Department of Homeland Security estimates. A site accepting federal contractor applications from companies interested in constructing the wall will be launched by the US Customs and Border Protection on March 6.
