New York City Mayor Eric Adams criticized the bussing of migrants as a "humanitarian crisis made by human hands" as the city looks for alternate ways to house the influx of asylum seekers from the southern border.

Republican leaders like Florida Gov. Ron DeSantis and Texas Gov. Greg Abbott,  have flown and bused immigrants from the border to northern states as a political stunt. Since May, some 11,000 asylum seekers have entered New York's shelter system, including about 2,500 that were bused to the state from Texas, CNN reported. 

"We should be clear that this is, as you stated, a humanitarian crisis created by human hands, and it is an all-hands-on-deck moment where we're all supposed to come together and coordinate," Adams told Jake Tapper on CNN's "State of the Union" on Sunday.

Adams has said the city shelter system is "nearing its breaking point" in its capacity and has begun to consider using cruise ships to house migrants. 

"We're examining everything, from the legality of using any type of cruise ship for temporary housing. We're looking at everything to see how do we deal with this," Adams told CBS News last week. 

 

On CNN on Sunday, Adams said it is an "all-hands-on-deck moment" and called on the federal government and Governors DeSantis and Abbott to "come together and coordinate." 

"We should not be really treating other cities and municipalities in the manner that we're witnessing now," Adams said. "It is time for us to coordinate this humanitarian crisis that our country is facing."

Adams added that his office has tried to reach out to Gov. Abbott, but that his office has refused "to do any form of coordination." 

Despite the concerns about capacity, Adams maintained "this is a right-to-shelter city, and we're going to fulfill our obligations." New York's right-to-shelter laws make it the only city in the country where asylum must be given to anyone who asks for it, per The New York Times. Last week, the Times reported that Adams suggested the system's "prior practices…must be reassessed," an idea that was swiftly dismissed by local state lawmakers. 

On CNN, Adams said he is not considering changing the law. 

"We're not considering and we don't believe we should change the right-to-shelter law. What needs to be looked at is the actual practices, because I'm sure, 40 years ago, when this law was put into place, no one thought that we would receive over 11,000 migrants or asylum seekers," Adams said.

On Wednesday, Wyoming’s Land Quality Advisory Board voted to limit so-called “self-bonding” in the state, a practice that allows coal and other mining companies to avoid putting up any collateral to reclaim land when the company is done with the mine. The new proposed rules will go through a public comment period and then need to be signed by the governor of the state to take effect, according to the Casper Star-Tribune.

The board’s passage of the proposed rules is somewhat surprising in a coal-heavy state, because it could potentially raise the cost of coal mining in Wyoming for some companies. However, there is political support for more stringent environmental rules after a number of coal companies filed for bankruptcy in recent years. Although no companies ended up abandoning mine cleanup to the state, the specter of hundreds of millions of dollars of cleanup in the event of another coal downturn has left regulators eager to limit how much damage the state could be on the hook for. The five-person advisory board voted 4-1 in favor of limiting self-bonding. The board member who voted against limits to self-bonding works for Peabody Energy, a major coal producer in the state.

The limits wouldn’t do away with self-bonding in Wyoming. Instead, to qualify for self-bonding, a coal company would have to have a strong credit-rating and would be expected to run the mine for at least five more years. The Star-Tribune notes that credit ratings for coal firms also factor in the health of the market, so the state of Wyoming wouldn’t have to independently evaluate the larger economic risks to a mine going under.

This week, the US Department of Commerce opened an investigation into the nature of uranium imports, ostensibly with an eye to imposing tariffs on ore and other uranium products.

Uranium is used in the production of nuclear energy, and currently only five percent of uranium used in the US nuclear energy industry comes from the US. The remaining 95 percent is imported from a variety of countries, with Canada leading, followed by Australia, Russia, and Kazakhstan.

The investigation announcement invokes Section 232 of the Trade Expansion Act, which allows the federal government to assess imports on the basis of national security. Section 232 has been seldom used since it was signed by President John F. Kennedy in 1962, but it was used most recently this March by the Trump administration to levy tariffs on steel and aluminum.

WASHINGTON — The Trump administration is considering ways to require imported automobiles to meet stricter environmental standards in order to protect U.S. carmakers, according to two sources familiar with the administration’s thinking.

White House spokeswoman Sarah Sanders said President Donald Trump “will promote free, fair and reciprocal trade practices to grow the U.S. economy and continue to (bring) jobs and manufacturers back to the U.S.”

Two U.S. automotive executives said Friday they believed the idea had been floated in White House talks last week by Commerce Secretary Wilbur Ross, but said the auto industry had not asked for the changes or backed them.

A Commerce Department spokesman referred a Reuters request for comment back to the White House, which has not responded.

U.S. automakers have long urged removal of non-tariff barriers in Japan, South Korea and other markets that they believe unfairly hinder U.S. exports. There are also concerns that any new non-tariff U.S. barriers could violate WTO rules.

The story was first reported Friday by the Wall Street Journal.

Citing unnamed senior administration and industry officials, the Journal said Trump had asked several agencies to pursue plans to use existing laws to subject foreign-made cars to stiff emission standards.

It appears such non-tariff barriers could have a greater potential effect proportionately on European automakers, which collectively import a greater percentage of cars from plants outside the United States, according to sales figures from Autodata.

In comparison, Japanese and Korean brands made about 70 percent of the vehicles they sold last year in the United States at North American plants. European brands built only 30 percent in North America.

Foreign automakers operate 17 assembly plants in the United States, 12 of which are owned by Asian manufacturers. Virtually all of those are non-union plants, many of them in southern states.

Imported vehicles accounted for about 21 percent of the 17.2 million sold last year in the United States, according to Autodata.

The White House initiative was still in the planning stage, with officials at the U.S. Environmental Protection Agency working to craft a legal justification for the policy, the paper said.

The EPA and the Commerce Department, which the newspaper said was also involved in the effort, did not immediately respond to requests for comment from Reuters. Neither did representatives for Ford, General Motors or the United Auto Workers union.
