Civil rights activists say the order targets black population.

Dozens of activists led by Portland’s chapter of the National Association for the Advancement of Colored People (NAACP) took to the streets on Saturday to protest the city policy that has come into effect this week. The policy, adopted in October, orders owners of old brickstone buildings to put up a sign that read: “This is an unreinforced masonry building. Unreinforced masonry buildings may be unsafe in the event of a major earthquake.”

The city officials say the policy is aimed at raising awareness about the structures’ vulnerability to earthquakes, with experts pointing out that Portland is a high-risk area and may see a potent earthquake in the next 50 years. Some 1,600 aging buildings are estimated to fall under the new policy.

However, Portland’s black rights activists argue that the policy would drive the remnants of the city’s black population, concentrated in the north and northeast of the city, out. Since the investors and banks would likely be discouraged by “black marks,” the current owners of the buildings would be ultimately force to sell them to developers, who then would remodel the buildings, hiking up the cost of living in the neighborhoods, NAACP believes.

The new policy “exacerbates a long history of systemic and structural betrayals of trust and policies of displacement, demolition, and dispossession predicated on classism, racism, and white supremacy,” NAACP said in a statement Thursday.

The requirement also drew anger from renters and Portland’s music industry, with the group representing the owners of music parlors saying that some 30 venues might have to be shut down due to the policy.

The city authorities have brushed off the concerns, with Alex Cousins, a spokesman for the city’s Bureau of Development Services, saying that there is nothing in the policy that “attaches an encumbrance or lien.”

Speaking at the rally, The Rev. E.D. Mondainé, president of Portland NAACP, pointed to the city’s ignominious record of discriminating against its black population, arguing that the policy championed by the city’s authorities is essentially history repeating itself.

“We will no longer allow the same tactics. We will no longer allow these things to remove us from our community. We want action,” Mondainé said.

The policy will be implemented in stages. Most of the buildings are supposed to post quake warnings by March 1, while churches and other non-profit organizations are due to comply by 2020. In addition to that, the warnings have to be distributed to the residents of the buildings.

“It speaks to our houses of worship and everything about the black presence in the North-Northeast area,” Mondainé said.

Gentrification displaced some 10,000, mainly people of color with low income, from historically black neighborhoods between 1990 and 2000, with the “urban renewals” continuing into the first decade of the 21st century.

Before that, decades of redlining policies by banks discouraged home ownership in North and Northeast Portland.

Portland has been often described as the “whitest city of America,” with African-American populating accounting for only 6.3 percent of the total, according to the 2010 census numbers.

To rectify the ills of the past, Portland Community Reinvestment Initiatives, Inc. (PCRI) and the Portland Housing Bureau have been implementing a specifically designed N/NE Preference Policy, informally known as the “right of return” policy, that gives preferences to housing applications from displaced former residents of the area or to their descendants.

The French authorities plan to re-introduce mandatory service by 2019, thus fulfilling one of the President Emmanuel Macron’s election promises. The measure is expected to affect 750,000 males and females aged 16 each year, according to the French media. The service would involve mandatory one-month training focused on “civic culture.” Apart from traditional military training with the army, police or fire service, it could also involve volunteering activities or work with charities. The teenager can then voluntarily continue their service for another three months or a year. Military conscription was gradually phased out in France between 1996 and 2001.

Uber continues to fight against an upcoming rule change that would force London drivers to pass an English language exam. Today, the ride-hailing company has won the right to appeal the requirement, originally proposed by Transport for London in March 2016, that all “gig economy” workers hold an English GCSE or, if they’re from a predominantly non-English speaking country, B1-level qualification. Uber broadly supports the rule change, but thinks the written exam component is unfair. “Writing an essay has nothing to do with communicating with passengers or getting them safely from A to B,” Tom Elvidge, Uber’s General Manager for London said.

The appeal follows a long legal tussle between the two organisations. The original rule changes announced in 2016 were light in comparison to other European cities (some of which have outright banned Uber), but expansive. Uber took legal action in August, which led to a partial review by the courts. Some of the rules came into effect in October but the English exam requirement — arguably the most critical change — was delayed until March 2017. In February this year, that date was postponed once again until September to accommodate a High Court ruling in March.

Keeping up? The courts struck down two of Transport for London’s proposals in March which would have required Uber to set up a 24-hour call centre and ensure drivers have permanent private hire insurance. It sided with the transport regulator, however, on the matter of the English language qualification, much to Uber’s displeasure. The company announced immediately that it would be filing an appeal, which has now been approved by the legal system. “We’re pleased to have secured this appeal to defend tens of thousands of drivers who risk losing their livelihoods because they can’t pass an essay writing test,” Elvidge added.

The hearing isn’t until February next year, however. Given the date, Uber is pushing TfL to delay its intended implementation in September. “We urge TfL and the Mayor not to introduce these disproportionate and discriminatory rules before the appeal is heard,” Elvidge said. TfL did not immediately comment when contacted by Engadget.

Uber’s goal is to retain, where possible, the relatively open rules that existed when it first launched in London. That legal ambiguity was, in part, what allowed the company to grow at such a tremendous pace, much to the annoyance of the traditional taxi industry. Any additional regulations post a threat to that growth. Uber’s business, after all, ultimately improves if more trips are handled each day. A difficult English language qualification would, most likely, shrink its pool of drivers, which in turn would cap the number of passengers it can ferry around the city. Fewer cars means lower revenue — a business trend it would rather avoid.
