Germany has pledged €67 billion ($ 66.9 billion) in funding to assist utility companies struggling to deal with surging energy prices, the Financial Times reported Tuesday, underscoring concerns in Europe about insolvencies potentially rippling throughout the region.
Germany's state development bank KfW will be able to deploy billions of euros in loan guarantees and liquidity assistance to energy companies, officials told the FT. The money will be redeployed from a COVID-19 bailout fund that was established in 2020 to help companies stave off insolvencies as lockdown mandates forced them to halt business activities.
European gas importers have been forced to pay higher prices as Russia reduces its natural gas flows into Europe. The Kremlin recently said Russia will not restart flows of gas supplies through the Nord Stream 1 pipeline until the "collective West" lifts sanctions against Moscow for its invasion of Ukraine. The Nord Stream 1 pipeline runs under the Baltic Sea into northeastern Germany.
Germany has already made moves in aiding the energy sector. German utility giant Uniper was granted a government bailout now totaling €19 billion, the FT reported, and gas importer VNG asked for government help last week.
Earlier this month, Sweden and Finland, according to Bloomberg, created €33 billion in emergency liquidity facilities to aid struggling utility companies navigating turbulent power markets.
European Union energy ministers will hold an emergency meeting on September 30 as part of steps to approve proposals designed to drag down surging gas and power prices sweeping throughout the region.

Sandy managed to get the duck out on time and received a mixed reception from the guests.
Her duck was described as cooked “really, really well, but just no ‘boom’, a bit flat” by one of the judges.
After a rather tame start, Sandy needed to pull through with her dessert – and pull through she did by committing a MasterChef first.
On her menu, Sandy decided to serve a Lemon Custard Puff Pastry Lotus with Cream, Gold Foil and Rose Petals served on Bamboo Leaves.

Four young children held hostage by a felon were discovered dead following a 21-hour standoff that began after the suspect shot an Orlando police officer in the face.
Gary Lindsey Jr., 35, a convicted felon, was found dead from a self-inflicted gunshot wound along with four children ages 1, 6, 10 and 11 he had held hostage since Sunday night, Orlando police Chief John Mina said at a press conference just before midnight.
The incident began late Sunday night when police responded to a domestic violence call at a west Orlando apartment complex. When they arrived at the scene, the suspect opened fire, shooting officer Kevin Valencia in the face. The officer was rushed to a hospital in a “serious” condition, while the suspect barricaded himself inside with the hostages.

On Friday, New York Governor Andrew Cuomo announced that his state would commit $ 1.4 billion to 26 renewable projects, including 22 solar farms, three wind farms, and one hydroelectric project. The outlay is a huge sum compared to what most states spend on renewable energy.
At the same time, the governor denounced the Trump administration’s plan to open nearly 90 percent of offshore federal waters to oil drilling. Cuomo asked that Interior Secretary Ryan Zinke exclude two areas off the New York coast from lease sales, citing concerns about oil spills like the BP Deepwater Horizon disaster in 2010 in the Gulf of Mexico. Cuomo noted that Florida has been able to obtain verbal approval that lease sales won’t be held in waters adjacent to the Florida coast (although some officials in the administration have contradicted that exemption).
The renewable projects will be sited throughout the state and were chosen by New York State Energy Research and Development Authority (NYSERDA) based on the proposed cost of each project, the project’s ability to create local jobs, and developer experience in building renewable projects in New York.

Microsoft’s switch to using Git as the version control system for Windows’ development has resulted in many challenges. Git wasn’t really built for a 300GB repository with 3.5 million files, and the engineering effort to make Git scale in this way continues.
But in adopting and developing what the company is calling One Engineering System (1ES), the Windows and Devices Group (WDG) has adopted more than just Git; the group has also adopted Visual Studio Team Services (VSTS), the company’s source control, item tracking, integration and testing system, and with VSTS a more integrated, devops style approach to developing. Git is an important part of this but far from the whole story. Microsoft wrote today about some of its experiences using VSTS, including some of the problems the scale of the operation has caused.
The adoption of VSTS features and devops practices isn’t uniform across WDG. Continuous integration and continuous delivery make sense for some parts of WDG—online services are an obvious example, and even some of the apps in the Microsoft Store could qualify—but they’re less applicable to the core Windows operating system itself. Nonetheless, the company has worked to standardize practices that are common to every component.

Following a series of increasingly concrete 5G rollout announcements from AT&T, Verizon, and T-Mobile, Sprint today committed to launching mobile 5G service nationally in the first half of 2019 — at somewhat higher prices. The commitment suggests that the fourth-place U.S. carrier may lag behind larger rivals AT&T and Verizon, which will begin 5G deployments later in 2018, but may beat T-Mobile, which is targeting 2020 for full nationwide 5G coverage.
Unlike Verizon, which thus far has announced only “fixed 5G” plans for wireless residential and commercial broadband service, Sprint is focusing on “mobile 5G” — portable wireless devices. Sprint says that it is working with Qualcomm on 5G technology, and at least one Korean manufacturer to ready 5G handsets for its network.
Interestingly, Sprint CEO Marcelo Claure also provided the first concrete details as to how premium 5G service pricing will work; competitors have only hinted at future price increases. Claure expects that Sprint will jump from its recent $ 50 to $ 60 monthly unlimited pricing to higher 5G pricing similar to its rivals’ current unlimited prices of $ 70 to $ 80. “It’s going to be very difficult for our competitors to increase the price of unlimited,” Claure said, “but we’re going to have a lot of room to increase our price of unlimited to get to similar prices as Verizon and AT&T in the future.”
Unlike rivals that have emphasized plans to utilize low-frequency and ultra-high-frequency spectrum in building 5G infrastructure, Sprint will start with “super wide channels” of 160MHz of 2.5 GHz spectrum, which is already serviced by half of Sprint’s towers in the top 100 U.S. markets. Higher speeds will be achieved using Massive MIMO antennas that can communicate with devices on multiple frequencies at once; the antennas can be used now for faster 4G LTE service and then software-switched to 5G in 2019.
Sprint also plans to expand the 2.5 GHz spectrum to all of its existing towers and increase its tower count by around 20 percent to help build out the 5G network. It will also deploy a large collection of small 5G transceivers, including 40,000 outdoor small cells, 15,000 cable strand small cells, and up to 1 million consumer cellular boxes.
Though it seems unlikely, Claure claimed that Sprint will have the first mobile 5G network in the U.S. and “potentially in the world,” though he conceded that a Korean carrier could beat Sprint to the latter achievement. Bragging rights will probably be shared: AT&T’s 2018 rollout of mobile 5G in 12 cities will surely be followed by additional cities in 2019, leaving the scope of “nationwide” coverage somewhat ambiguous.

Alexa Fund, Amazon’s venture capital fund for investment in companies that adopt the intelligent assistant into their products, is getting an additional $ 100 million to support international expansion. Amazon launched the Alexa Fund in June 2015 with an initial investment of up to $ 100 million.
Amazon will bring Alexa to Australia and New Zealand in early 2018, an Amazon spokesperson told VentureBeat. Amazon expanded Alexa services to India in October and Japan earlier this month. Echo devices will be available in Canada next month, after debuting in the United States in 2015 and expanding to the U.K. and Germany in late 2016.
The $ 100 million investment furthers Amazon’s efforts to expand Alexa beyond the United States, and beyond the home to places like hotels, stores, and the workplace.
Over the past two years, the Alexa Fund has invested in more than 30 companies, including seven companies from outside the United States. Alexa Fund participated in a $ 120 million round in Canadian wearables company Thalmic Labs, a $ 35 million funding round in smart home startup Ecobee in Canada, and an undisclosed amount of financial support for French smart speaker maker Invoxia.
Others supported by the Alexa Fund include smart home security company Ring, home intercom startup Nucleus, microphone maker Vesper, and TrackR, maker of an Alexa skill for locating lost items at home.
The conversational AI community and businesses interested in using Alexa Voice Services to incorporate Alexa into their products should expect criteria for Alexa Fund investments to remain the same for companies in and outside the U.S., fund director Paul Bernard told VentureBeat.
“Companies that use voice to improve daily life across a wide range of domains — smart home, taking Alexa on the go, peace of mind, productivity and connected play — are some examples,” Bernard said. “We also continue to have interest in companies working on enabling technology, from speech and NLU to developer tools. With the Alexa Fund, we are focusing on empowering companies of all sizes, from startups to established companies, that have ideas for how voice technology can improve everyday life.”
Portions of the Alexa Fund already support international activity.
In addition to funding startups and research activity like the Alexa Fund Fellowship, the Alexa Fund also paid for the Alexa Accelerator, a 13-week startup accelerator facilitated by TechStars and held in Seattle.
The inaugural Alexa Accelerator class received applications from international applicants from more than 50 countries, and the accelerator was promoted in places like Berlin, London, and Tel Aviv. The inaugural class included companies like Sensible Objects, a gaming startup based in London that will next year release half a dozen board games that incorporate Alexa as part of the experience.
A decision has not yet been made on whether the Alexa Fund will support a second year of the Alexa Accelerator, Bernard told VentureBeat.
Two companies that received Alexa Fund monies have been acquired. Manufacturing planning shop Dragon Innovation was acquired by Avnet. Kitt.ai, a natural language understanding company with offices in Beijing and Seattle, was acquired this summer by Baidu, a company whose DuerOS conversational AI wants to become China’s Alexa.
Not all Alexa Fund-backed startups have had such happy endings.
In May, Amazon released the Echo Show, a device with a seven-inch screen and Alexa interaction that looks and acts rather similar to the Nucleus home intercom and video calling device.
“They must realize that by trying to trample over us — a premiere partner in the Alexa Fund ecosystem — that they are going to really cripple that ecosystem and put a warning out for others,” Nucleus CEO Johnathan Frankel told Recode following the release of the Echo Show in May.
In response, Amazon said in a statement it did not get the idea for a home intercom from Nucleus and had already began bringing Alexa to visual surfaces like Alexa Fire TV and Fire tablets.
This fall, CNBC spoke with half a dozen Alexa Fund-backed companies who said Amazon assured them of a firewall between Alexa Fund and product teams, though the teams said they were encouraged to work with teams at Amazon like Amazon Web Services and Lab126. Some referred to working with Alexa Fund as a double-edged sword, both an opportunity to work with the people making Alexa but also a fair deal of information sharing with those teams. Others said the benefits far outweigh the risks.
(Reuters) — Billionaire Microsoft co-founder Bill Gates is to invest $ 50 million in the Dementia Discovery Fund, a venture capital fund that brings together industry and government to seek treatments for the brain-wasting disease.
The investment is not part of Gates’ philanthropic Bill & Melinda Gates Foundation and will be followed with another $ 50 million in a number of start-up ventures working in Alzheimer’s research, Gates said.
With rapidly rising numbers of people suffering from Alzheimer’s and other forms of dementia, the disease is taking a growing emotional and financial toll as people live longer, Gates told Reuters in an interview.
“It’s a huge problem, a growing problem, and the scale of the tragedy – even for the people who stay alive – is very high,” he said.
Despite decades of scientific research, there is no treatment that can slow the progression of Alzheimer‘s. Current drugs can do no more than ease some of the symptoms.
Gates said, however, that with focused and well-funded innovation, he’s “optimistic” treatments can be found, even if they might be more than a decade away.
”It’ll take probably 10 years before new theories are tried enough times to give them a high chance of success. So it’s very hard to hazard a guess (when an effective drug might be developed).
“I hope that in the next 10 years that we have some powerful drugs, but it’s possible that won’t be achieved.”
Dementia, of which Alzheimer’s is the most common form, affects close to 50 million people worldwide and is expected to affect more than 131 million by 2050, according to the non-profit campaign group Alzheimer’s Disease International.
The DDF, which was launched in 2015 and involves drugmakers GlaxoSmithKline, Johnson & Johnson, Eli Lilly, Pfizer and Biogen Idec as well as the UK government, has already invested in at least nine start-up companies investigating potential ways to stop or reverse the biological processes that lead to dementia.
Gates told Reuters the additional $ 50 million would be put into start-ups working on some “less mainstream” approaches to the disease, but said he had not yet identified these companies.
The philanthropist, whose usual focus is on infectious diseases in poorer countries, said Alzheimer’s disease caught his interest partly for personal reasons, and partly because it has so far proved such a tough nut to crack.
“I know how awful it is to watch people you love struggle as the disease robs them of their mental capacity… It feels a lot like you’re experiencing a gradual death of the person that you knew,” he said in a blog post about the dementia investments.
He added: “Some of the men in my family have suffered from Alzheimer‘s, but I wouldn’t say that’s the sole reason” (for this investment).
Through talking to experts in the field over the past year, Gates said he had identified five areas of need: Understanding better how Alzheimer’s unfolds, detecting and diagnosing it earlier, pursuing multiple approaches to trying to halt the disease, making it easier for people to take part in clinical trials of potential new medicines, and using data better.
“My background at Microsoft and my (Gates) Foundation background say to me that a data-driven contribution might be an area where I can help add some value,” he said.
Alongside the $ 50 million investment in DDF and the additional $ 50 million planned for start-ups, Gates said he would like to award a grant to build a global dementia data platform. This would make it easier for researchers to look for patterns and identify new pathways for treatment, he said.

A Russian contract soldier has shot himself dead after accidentally killing a fellow serviceman at the Alagyaz training range in Armenia on Monday, according to a statement from Russia’s Southern Military District. The soldier apparently “feared the consequences of the incident and the responsibility for the death of a colleague” after he had violated safety requirements and accidentally fired at him with an assault rifle at the shooting range. An investigation has been launched into the exact cause and details of the incident.
