The company, still bleeding from the Cambridge Analytica scandal, said it wants to improve privacy.

Among the companies that will be affected by the new measure are: Acxiom, which provides data from the US, the UK, France, Germany and Australia, Epsilon, which monitors the US consumer preferences, as well as Oracle Data Cloud, which collects data in the US and the UK, Experian, TransUnion and others, Facebook Product Marketing Director Graham Mudd indicated in a statement that was circulated by industry news sites.

The companies, all major data aggregators, helped Facebook to provide advertisers with valuable information concerning consumer behavior outside the web. This included the users’ shopping habits, information on their home or car ownership, family make-up and other offline data that is essential for advertisers to make a precise targeting choice.

The aggregators partnered with Facebook so when the advertisers paid to use the option, Facebook would transfer a portion of the money received to the third-party company that harvested the data.

The social media giant plans to gradually phase out the service, known as “Partner Categories,” within half a year.

“We want to let advertisers know that we will be shutting down Partner Categories,” it said in a statement, noting that “while this is common industry practice, we believe this step, winding down over the next six months, will improve people’s privacy on Facebook.”

The decision comes on the heels of a data mining scandal involving the British firm Cambridge Analytica, which is accused of harvesting the data of 50 million Facebook users without their explicit knowledge or consent. Earlier this week, a legal complaint was filed against the firm, with the Federal Election Commission (FEC) and the US Department of Justice alleging it violated the law barring foreign entities from engaging in political campaigning. Several reports and whistleblowers linked the firm to the Donald Trump presidential bid, alleging his campaign forked out $ 5 million to pay for its services.

In the wake of the scandal, the social media giant’s stocks plummeted and its CEO, Mark Zuckerberg offered an extensive apology, in which he described the leak of users’ personal data as a “breach of trust.” The attempt at damage control, however, did not move the EU, which accused Facebook and its CEO of a lackluster response and demanded guarantees that such a scenario would not be repeated.

Faced with an unprecedented public backlash, Zuckerberg has reportedly decided to testify before Congress on the issue. At the same time, he refused to appear before the British Parliament, sparking outrage in the UK, while offering to send one of his senior staffers to give evidence to MPs.

FEW cheer the rising levels of America’s household debt, which reached a record $ 12.7trn at the end of the first quarter. Nearly 5% of the total, or $ 615bn, was in some stage of delinquency. One group, however, can barely hide its glee: third-party debt-collection firms, which try to recover mostly consumer loans on behalf of creditors without the resources to chase down bad borrowers themselves.

Business is expanding “at a robust rate”, says Keith Kettelkamp, the boss of Remex, a debt collector based in New Jersey whose clients include banks, utilities and musical-instrument sellers. Across the country more than 6,000 collection firms contact debtors more than 1bn times a year. One in eight Americans has an account with a third-party collector. The average amount outstanding is just over $ 1,300.

Third-party collectors have, it is fair to say, a dubious reputation: they are the target of more complaints from consumers…

Originals Recap: The Bone Collectors https://briefnews.eu/originals-recap-the-bone-collectors/ https://briefnews.eu/originals-recap-the-bone-collectors/#respond Sat, 06 May 2017 04:13:14 +0000 http://briefnews.eu/originals-recap-the-bone-collectors/ Fact: Only on The Originals could you watch a grown man coerce a seven-year-old girl into bringing him a bag of blood and think, “You know, this scene is actually kind of sweet.”

Then again, there was an undeniable charm about the way Hope interacted with Marcel during her visit to his new abode on Friday’s episode. Powerful as she may be — and she’s happy to remind you, in case you forget — Hope is way too innocent to comprehend the bad blood between her father and the boy he once loved like a son. Truth be told, I could actually see Marcel evolve into more of an uncle figure than Elijah.

Little did Marcel know, Freya and Josh were busy using his likeness to trap Dominic (and maybe also to enjoy #datbody, for which I pass no judgment). But their plan was foiled when Dom — can I call him Dom? — got the upper hand against an overzealous Freya, knocking her out and storming the Mikaelsons’ no-longer-secure compound.

And once the dust had settled from the Originals’ latest melee, Freya stumbled upon the kind of the discovery that crossovers are made of: Dominic had tracked one of the bones needed to summon the Hollow to a line of werewolves that recently ended when its last-known member was mysteriously killed. And who is that member, you ask? Why, none other than everyone’s favorite hybrid dick, Tyler Lockwood! (Alaric’s visit in next week’s episode suddenly makes a lot more sense.)

Elsewhere this week…

The Originals Recap* Even though we knew it was coming, how perfect was that long-awaited kiss between Freya and Keelin? Like, putting aside the couple’s Beauty and the (Also Beautiful) Beast-style beginnings, there’s no denying the feelings they have for one another. “You make me feel understood — known,” Keelin told her. “There’s always going to be a spell to do or an enemy to fight, but when all that’s finished, you deserve someone that gets you.” (These two have the potential to de-throne Supergirl‘s Alex and Maggie as The CW’s reigning lesbian queens, I’m just saying.)

* On a less enjoyable note, Elijah and Vincent got up to some really messed up stuff in a graveyard this week. When the ancestors refused to help them in their fight against the Hollow — no shocker there — they turned to Davina, appointing her the official gatekeeper for all of the town’s magic. If that doesn’t sound messed up to you, perhaps you’re overlooking the four young witches who nearly lost their lives in the process. Not to mention all the blood secreted from Elijah and Vincent’s eye sockets. Blech.

* And then there’s Sofya, who was mercifully released from her blade-induced hell at the end of the hour… just in time to be possessed by the Hollow. (Speaking of the Hollow, how does it manage to keep getting creepier? I haven’t been that unsettled by a little girl since I saw The Ring.)

Your thoughts on this week’s episode? Who are you more excited to see next week, Davina or Alaric? Whatever’s on your mind, drop it in a comment below.

The IRS is using private debt collectors again — and it won’t end well https://briefnews.eu/the-irs-is-using-private-debt-collectors-again-and-it-wont-end-well/ https://briefnews.eu/the-irs-is-using-private-debt-collectors-again-and-it-wont-end-well/#respond Sat, 15 Apr 2017 16:25:20 +0000 http://briefnews.eu/the-irs-is-using-private-debt-collectors-again-and-it-wont-end-well/ The Internal Revenue Service building in DCLast year, Congress authorized the Internal Revenue Service to use private debt collectors to go after unpaid tax liabilities—and this month, if you are one of the unfortunate, you may have already had the pleasure first-hand.

The U.S. Treasury hopes to assign up to 1,000 delinquent accounts a month to each of four different companies, which will be able to keep 25 percent of the tax bills they collect.

We’ve been here before—twice, in fact—and the government actually lost money. It is not at all clear why this time should be different.

And even if the program does save the government money, as its proponents promise, turning over delinquent tax accounts to private debt collectors raises a host of issues that should give us pause.

First, there is the philosophical question of whether certain government functions are just too important to turn over to private contractors. Private business is reputed to be more efficient and effective than government. We already outsource garbage collection. Why not tax collection?

Being a tax law professor, I may be biased, but I think tax collection is different. Administering the tax system lies at the heart of the government’s duties, and hiring private collectors is different from hiring private garbage collectors.

Taxes are one of the few ways people interact directly with their government. How they are collected has the potential to shape our view of the government and our obligations as citizens. Just ask the folks at United how even one bad experience can affect public perceptions.

But perhaps we now live in a world in which no government function is so essential that it cannot be outsourced. After all, we rely heavily on private firms to help collect intelligence and fight our wars. It’s hard to imagine a more central government job. Let’s set aside philosophical quibbles and focus on the practical.

Keeping tax collection in-house offers a number of advantages. The IRS has a detailed manual that clearly lays out what agents can and cannot do. The IRS can easily monitor its employees and discipline those who violate the rules. It can also modify the rules as issues arise.

When considering how best to proceed against delinquent taxpayers, agents are instructed to take a variety of considerations into account, including whether pursuing a taxpayer is in the government’s best interests; the potential impact on the taxpayer’s ability to meet basic living needs; and alternatives to simply seizing property, such as compromising on the debt or initiating installment plans. Absent the profit motive, they may make more humane decisions.

Outsourcing proponents argue that private enterprise will be more efficient than government. But it is not clear that this is true. Comparing Medicare to the private insurance market reveals that private firms can be more expensive than government-run programs.

Remember, private entities must build in a profit, which could easily overcome any efficiency cost savings. Indeed, aligning private and public interests is far more difficult than most people think, and private firms often earn more by being less efficient. And that doesn’t even take into account the potential corruption of public policy as private actors, feeding at the public trough, lobby the government to continue policies that serve their interests.

Turning tax collection over to private collectors also increases the likelihood for fraud. Currently, private parties pretending to be the IRS harass innocent taxpayers and pressure them into paying debts they don’t actually owe. The IRS never calls taxpayers, but most people don’t know this. With this new program, fraudsters won’t have to pretend to be the IRS—they can credibly claim to be private firms—and phone calls taxpayers receive might actually be legitimate. How are taxpayers supposed to distinguish between real and bogus calls from purported debt collectors?

The IRS argues that it will have communicated with taxpayers several times to inform them that they have debts and that they have been turned over to debt collectors. However, chances are that many of these taxpayers, in misguided but perhaps understandable efforts to avoid their problems, toss those letters without reading them. I’m not suggesting that this is a good strategy. It’s just that the move to private tax collectors will facilitate fraud, regardless of the precautions the IRS takes.

Years ago, the Democratic nominee for president, Michael Dukakis, said that he would enhance the IRS’s enforcement capabilities, only to be pilloried by his opponent, George H.W. Bush, who claimed that we would have an army of IRS agents at our doorsteps. Under the current plan, we may have an army of private debt collectors. Raise your hand if you have ever been contacted by a debt collection agency. Was it a good experience? Thought not. My wife’s old cellphone number used to belong to someone who owed some money. It took us years to convince the company that they had the wrong person. The high-pressure tactics employed by many debt collectors became so bad that Congress enacted the Fair Debt Collection Practices Act to regulate the behavior of debt collectors.

The debt collectors assure us they will comply with the law, and the IRS insists that it will monitor the debt collectors, setting up a complaint hotline for citizens who have experienced problems. Color me skeptical. The best way to monitor behavior and enhance accountability is to increase control, not cede it.

We have come to a point where audits have fallen to their lowest levels in over a decade, in large part because we have refused to fund the IRS at levels sufficient for it to carry out its mission. While these cuts have been touted as necessary in an era of tight budgets, the IRS falls into that rare category of government spending that actually raises revenues.

Studies suggest that every $ 1 spent on enforcement yields $ 10 of revenue. And it is hard not to notice the distributional impact of our current policy, which reduces enforcement for larger taxpayers, while unleashing private debt collectors on the little guys.

It is sometimes fashionable to draw parallels between perceived degeneracy in the U.S. and Rome, suggesting that we are walking a Roman path to the end of our American empire. Another key factor in the Roman collapse was the abuses heaped upon the people by private tax collectors.

Let’s take another path—and start by fully funding the IRS.

‘Debt collectors’ beat up 11yo Russian boy with epilepsy for his mother’s non-existent loan https://briefnews.eu/debt-collectors-beat-up-11yo-russian-boy-with-epilepsy-for-his-mothers-non-existent-loan/ https://briefnews.eu/debt-collectors-beat-up-11yo-russian-boy-with-epilepsy-for-his-mothers-non-existent-loan/#respond Mon, 10 Apr 2017 03:03:17 +0000 http://briefnews.eu/debt-collectors-beat-up-11yo-russian-boy-with-epilepsy-for-his-mothers-non-existent-loan/ Three men in Yekaterinburg have allegedly attempted to beat a debt out of an 11-year-old boy with epilepsy, accusing his mother of not paying back a loan at a bank that she did not take. The woman says her son might have been harassed for her sister’s debt.

Moreover, Irina told Russian media that one day before the beating the unidentified perpetrators spilled beer on his head and made him smoke a cigarette. She denies receiving debt recovery letters or taking the loan in the first place.

Yekaterinburg police have confirmed to Life.ru that Irina indeed has no bank loans.

Meanwhile, Irina has revealed that her sister and near-identical twin, Olga, might be the one the debt collectors were seeking. Olga took a car loan from the bank in 2011, Irina said.

“She has the same surname as me, the same date of birth and she is registered at the same place as me,” Irina said. She noted that while her twin reportedly paid back the principal sum of the loan, 300,000 rubles, she also had the same amount due in interest.

Being aware of her looming troubles with the debt collectors, Olga, whose car has been since confiscated and all her credit cards canceled, changed her contact numbers and has for a long time not been living with her sister.

Russia’s Investigative Committee has launched a probe into the suspected extortion of money and is searching for three male suspects in what is being described as a “cynical beating” of a “helpless minor,” Aleksandr Shuryga, the senior aide to the head of the Russia’s prosecutor’s office Yekaterinburg branch, told media.

“All the circumstances will be carefully examined,” Shuryga said, adding that medics are to review the extent of the bodily harm inflicted on a child by the assailants. If caught and convicted, they face up to seven years in prison and a hefty fine.

According to Irina, the battered boy has been severely shaken by the incident and refuses to speak about what had happened to anyone but her.

“Gleb is a special child. He studies at a special school, experiences mental problems, epileptic fits and is a little bit delayed in development,” Irina said. The boy used to have a disabled status, but it was removed last year, she added.

While the incident is still being investigated, the Life.ru report has alleged to have uncovered the collector agency in question, which it says bought the debt from the bank in 2015 and was one of the biggest in the industry. However, it was allegedly excluded from the national association of the collector agencies after it failed to pay the membership fee in March last year. Reporters say the agency cannot be reached for inquiry.

‘Final Fantasy XIV: Stormblood’ Pre-Order Bonuses Detailed And Collector’s Edition Unboxed https://briefnews.eu/final-fantasy-xiv-stormblood-pre-order-bonuses-detailed-and-collectors-edition-unboxed/ https://briefnews.eu/final-fantasy-xiv-stormblood-pre-order-bonuses-detailed-and-collectors-edition-unboxed/#respond Mon, 30 Jan 2017 04:09:37 +0000 http://briefnews.eu/final-fantasy-xiv-stormblood-pre-order-bonuses-detailed-and-collectors-edition-unboxed/ Final Fantasy 14 Stormblood

Final Fantasy XIV: Stormblood is the second expansion for the popular Final Fantasy MMORPG set to launch worldwide on the expected release date of June 20, and players can now pre-order Stormblood to get early access to the adventure beginning June 16. In addition to the standard physical disc and digital download versions, fans also have the option to pre-order the digital Stormblood Collector’s Edition for Mac, PC, and PlayStation 4.

The physical version of the Final Fantasy XIV: Stormblood Collector’s Edition is housed in a gold box with detailed artwork imprinted on it in red ink. Inside is a Stormblood art book, a cloth map of the game world of Eorzea, a sticker featuring the expansion’s logo, and an “expertly crafted” figure of the villainous tyrant Zenos yae Galvus. This special edition is currently only available on the Square Enix Online Store for PC and PS4,and is being sold for about $ 199 USD. The standard edition is $ 39.99 USD.

Both the physical and digital Collector’s Editions come with digital goodies inspired by Final Fantasy V. The exclusive in-game items include a Chicken Knife, Bartz riding on a Chocobo as a wind-up minion, and a Syldra mount. Players can enjoy flying in the air or diving into the water when mounted on the Syldra, which may come in handy as underwater exploration is expected to be a notable new gameplay element in Stormblood. Those who start out with the standard edition also have the option to upgrade to the digital Collector’s Edition at a later date to get these digital items added to their account.

PC players should also take note that the Collector’s Editions sold on the Square Enix Store do not work for the Steam version of the game. Steam pre-orders are expected to become available sometime in May.

All players who pre-order any version of Stormblood net the early access, but they need to have completed the key elements of the Heavensward storyline from the recent Patch 3.5 update to enjoy the new storyline. The other pre-order bonuses include a wind-up Red Mage minion and Ala Mhigan earrings. Those pre-ordering on the PlayStation Network get an exclusive theme and avatar as an added bonus.

For new players who want to step into the land of Eorzea for the first time, as noted on the official Final Fantasy XIV forums, the Final Fantasy XIV Online Complete Edition is set to include the base game — Final Fantasy: A Realm Reborn — plus both expansions — Heavensward and Stormblood. This new “all-in-one” bundle comes in a Collector’s Edition as well as a standard edition. Square Enix has also confirmed this bundle does not include the Stormblood pre-order bonuses in the following statement.

“For newcomers, a complete edition bundle including Final Fantasy XIV: A Realm Reborn, Final Fantasy XIV: Heavensward and Final Fantasy XIV: Stormblood will also be available in June 2017 upon release of Stormblood. Pre-order bonuses are not available with this edition.”

More information about Stormblood is expected to be revealed at the Final Fantasy XIV Fan Festival in Frankfurt, Germany on the weekend of February 18. Although tickets to attend the event in person have sold out, fans across the globe can purchase a digital ticket to view the event livestream all weekend long. Producer Naoki Yoshida kicks off the event with a Keynote Presentation at 9:30 a.m. GMT on Saturday, followed by an “Art of Eorzea” presentation by lead character concept artist Yusuke Mogi. The complete schedule is available on the official event page.

Fan Festival attendees, whether they attend in person or watch the livestream, also get some special in-game items with their tickets. The digital swag includes an event-exclusive Yuna minion, plus a choice of the Abes attire (inspired by Tidus’ outfit in Final Fantasy X) or the High Summoner attire (inspired by Yuna’s outfit in Final Fantasy X). Those at the show are also among the first to get their hands on the latest merchandise, including a Behemoth plush that comes with an additional in-game decoration item code.
