  • Documents found by The New York Times reveal extensive civil systems implemented by the Islamic State.
  • At the peak of their power, the militant group used taxes to fund garbage collectors and a motor vehicle authority.
  • The group collected hundreds of millions of dollars from its taxes from agricultural goods, which it also used to fund its expansion in Iraq and Syria.

Documents found by The New York Times reveal how the Islamic State used taxes to fund its expansion, as well as civil services including garbage collection and a motor vehicle authority.

Over the course of several trips to Iraq, Times reporter Rukmini Callimachi recovered 15,000 pages of internal Islamic State documents from abandoned police stations, courts, and training facilities once used by the militant group.

Mega Man Legacy Collections are coming to Switch https://briefnews.eu/mega-man-legacy-collections-are-coming-to-switch/ https://briefnews.eu/mega-man-legacy-collections-are-coming-to-switch/#respond Mon, 04 Dec 2017 20:44:34 +0000 http://briefnews.eu/mega-man-legacy-collections-are-coming-to-switch/

Capcom revealed during a 30th anniversary event streamed on Twitch today that Mega Man Legacy Collection and Mega Man Legacy Collection 2 are coming to the Nintendo Switch next year.

The first Legacy Collection contains Mega Man through Mega Man 6, while the second includes Mega Man 7 through 10. Together, they represent every numbered entry in the classic Mega Man series Capcom has released so far. The entire series has sold over 30 million games.

Backbone Entertainment worked on the ports for the first Legacy Collection, but Capcom handled Legacy Collection 2 on its own. Each contained faithful ports of the original games with bonuses like art galleries and a Challenge Mode. But the collections did not include any spinoff games like Mega Man Soccer.

Mega Man had his start on Nintendo hardware, so having these games playable on the Switch is fitting. Mega Man 11 will also come out for Nintendo’s latest system next year.

Microsoft today released a new Windows 10 preview for PCs with Cortana Collections and some settings being consolidated. The Fall Creators Update, which ships next week, is now finalized, so all new builds are part of the next update (internally called RS4).

Windows 10 is a service, meaning it was built in a very different way from its predecessors so it can be regularly updated with not just fixes, but new features, too. Microsoft has released four major updates so far: November Update, Anniversary Update, Creators Update, and Fall Creators Update.

The big feature addition in this build is Cortana Collections. In short, Cortana can now notice things you are interested in and gather them together into organized lists from which you can pick the ones you like best. Collections can consist of items you shop for, restaurants, recipes, books, movies, and TV shows.

Separately, Cortana’s proactive content is being migrated to the Action Center. Microsoft argues this gives you one place to go to find out what action to take next and to see the important insights Cortana has for you. It also frees up Cortana’s user interface to provide tips and tools for search so that you can get the information you need as quickly as possible.

Speaking of settings, the list of apps that are configured to run at startup or user log-in is being moved from the Startup tab in Task Manager to the Settings app (Settings => Apps => Startup). The new page shows all startup tasks installed for the current user, lets you enable/disable each of them, and displays the impact they have on your startup time.

This desktop build also includes the following general bug fixes and improvements:

  • Fixed an issue a small percent of Insiders were experiencing where uninstalled apps might unexpectedly reinstall after a reboot.
  • Fixed an issue where wallpaper changes might not roam to devices on the Windows 10 Creators Update with “Sync your settings” enabled.
  • Fixed an issue from the previous flight where Storage Settings would crash on launch.
  • Fixed an issue where changing time zones would result in the lock screen clock being incorrect until logging out and back in.
  • Fixed an issue where the Action Center wouldn’t scroll with touch if you started the scrolling motion on top of a notification.
  • If a notification doesn’t support being dismissed into the Action Center, the toast will now show an X instead of an arrow.
  • Fixed an issue where the touch keyboard might unexpectedly auto launch after a system restart on non-touch PCs if you’d used the touch keyboard prior to restarting.
  • Updated the language settings icon in the input flyout to be consistent with that used in the touch keyboard.
  • Fixed an issue where the “2” character wasn’t rendering correctly in some apps when using the Courier New font.
  • Fixed an issue where duplicate icons might be displayed in the Volume Mixer when playing certain games or online videos.
  • Fixed an issue causing reduced performance in some DirectX 9 games running at high framerates. If you’re a fan of gaming, please take a moment to try playing your favorite games on this build and share feedback.
  • Fixed an issue where certain graphics drivers might result in night light displaying with unexpected colors when enabled in recent builds.
  • Going forward from this build, the settings to disable hibernate and Fast Startup will be preserved across upgrade.
  • Fixed an issue some Insiders were experiencing where after upgrading to recent flights their optical drive wouldn’t be listed under This PC.
  • Fixed an issue resulting in some Insiders seeing 0x80070005 when trying to upgrade to the last few flights.
  • Fixed an issue from recent flights where you might see code 0x80070002 when trying to update apps from the Store.
  • Fixed an issue where Hyper-V couldn’t create a VM on 3rd party network storage.
  • Fixed an issue where for the first few minutes after clean installing a non-English build many inbox app names might unexpectedly appear with English app names.
  • Fixed an issue where gaming apps using WebView with heavy use of HTML canvas might have unexpectedly had very low FPS in recent flights.

Today’s update bumps the Windows 10 build number for PCs from 17004 (made available to testers on September 27) to build 17017.

Microsoft has started tracking and listing known issues, so here they are for this build:

  • If you are missing some Feature-on-Demand (FOD) packages such as Windows Media Player, please see this Feedback Hub post.
  • Using a swipe gesture with touch to dismiss notifications from the Action Center is currently not working. You’ll need to use the clear all button, or use mouse/keyboard.
  • If you RDP into a PC running this build with certain GPU configurations, when you go to sign in to the PC locally it might appear stuck at a black screen with only the cursor available. If you let it sit for a bit, the PC will eventually recover and you’ll be able to use it normally.

Three issues is not bad, but as always, don’t install this on your production machine.

Capcom’s Mega Man Legacy Collections should have embraced these bizarre gems https://briefnews.eu/capcoms-mega-man-legacy-collections-should-have-embraced-these-bizarre-gems/ https://briefnews.eu/capcoms-mega-man-legacy-collections-should-have-embraced-these-bizarre-gems/#respond Sun, 13 Aug 2017 16:09:19 +0000 http://briefnews.eu/capcoms-mega-man-legacy-collections-should-have-embraced-these-bizarre-gems/

Mega Man Legacy Collection 2 has just come out for the PC, PlayStation 4, and Xbox One. It contains Mega Man 7 through 10. Combined with the first Legacy Collection (which hold the first six Mega Man games), having both should give you a complete collection of the classic series, right?

Not exactly.

And I’m not talking about the spinoff series, like Mega Man X or Mega Man Legends. Those evolved into their own franchises that stand desperate from the original Mega Man line (it’s like the difference between Donkey Kong Country compared to Super Mario Kart). Even in the classic franchise, Capcom has released some great (or, at the very least, interesting) games featuring the original incarnation of the Blue Bomber. Sadly, none of these made it into the recent collections, and they’re probably too obscure to justify their own bundle.

But we’re going to go ahead and give them the love that Capcom won’t. We’re going to talk about the five (well, six, kind of) biggest omissions from the Mega Man Legacy Collections.

Mega Man & Bass

Original release: 1998 (Super Nintendo)

The absence of Mega Man & Bass hurts the most. Although it doesn’t have a fancy number in its title, it’s a full-blown 2D Mega Man that came out shortly after No. 8. Of course, it had a lot going against it. Although Mega Man 8 was a PlayStation game, this entry went back to the aging Super Nintendo. It also didn’t originally see a release outside of Japan. We didn’t get to play it until a Game Boy Advance port in 2003.

Many fans consider this the franchise’s ninth installment long before Mega Man 9’s release in 2008. It’s a great platformer that introduces Mega Man’s rival Bass as a playable character, who differs from Mega Man by being able to double-jump and shooting in multiple directions. Bass first showed up in Mega Man 7 as a seeming ally, but the game later revealed him as another creation of Dr. Wily, the series’ iconic villain (although he will rebel against Wily).

I can understand why some of the following games on this list aren’t in the Legacy Collections, but Mega Man & Bass’s omission is a big disappointment.

Mega Man: The Wily Wars

Original release: 1994 (Sega Genesis)

That’s right, the Sega Genesis has its own Mega Man game! The Wily Wars contained 16-bit remakes of the first three titles in the series. But after beating all three, you unlock a new campaign that features bosses based on the famous Journey to the West story.

Sadly, this is another game that’s almost impossible for U.S. Mega Man fans to play legally. It was never available at retail. Instead, you can only play it if you subscribed to Sega’s expensive and cumbersome Sega Channel service, a very early form of digital game delivery.

The Legacy Collections would have been a great opportunity to finally make Wily Wars available to those outside the emulation scene.

Mega Man Soccer

Original release: 1994 (Super Nintendo)

OK, yes. Mega Man Soccer is as silly as it sounds. It’s a soccer video game, but with Mega Man characters replacing traditional athletes. And it’s great.

Along with your traditional soccer skills, each character has a special skill. Bubble Man, for example, would surround the ball with a bubble, which would then transfer to any opposing player it, sending them flying into the air. Bomb Man, meanwhile, would turn the ball into an explosive that would knock out another player on contact.

It’s a bunch of goofy fun, and I would have loved to have it on a modern system.

Mega Man Battle & Chase

Original release: PlayStation (1997)

I’m still bitter about this one. It never saw a release in the U.S., but Capcom was planning to bring it here at some point. I vividly remember seeing ads for the racer in the back of my gaming magazines, filling me with excitement. But it never came.

Battle & Chase eventually made it over to the U.S. as an unlockable in the Mega Man X Anniversary Collection that came out for PlayStation 2 and GameCube in 2006. Hey, making an obscure title in the series a bonus for a collection? What a novel idea! I wish that the Legacy Collections would have thought of that.

Mega Man: The Power Battle

Original release: Arcade (1995)

The Power Battle, along with its sequel (1996’s The Power Fighters), are action-packed. They’re like playing a traditional Mega Man game but only with the bosses, and it featured cooperative action. So you and a friend could go up against waves of robot masters together, choosing to take control of characters like Mega Man, Proto Man, and Bass.

The games are simple, but the arcade-like action is fun, and it’s a rare cooperative experience for the series. Both were included in the 2004 Mega Man Anniversary Collection, once again showing how those older bundles were willing to pack in more value.

Instagram goes after Pinterest with saved post collections https://briefnews.eu/instagram-goes-after-pinterest-with-saved-post-collections/ https://briefnews.eu/instagram-goes-after-pinterest-with-saved-post-collections/#respond Mon, 17 Apr 2017 15:57:00 +0000 http://briefnews.eu/instagram-goes-after-pinterest-with-saved-post-collections/

Now that Instagram has overtaken Snapchat by emulating its features, the service is taking aim at another social networking heavyweight: Pinterest. Instagram is rolling out an update to its Android and iOS apps that introduces saved post collections. If you want ideas for your next vacation, you don’t have to sift through your entire save history to find memorable travel shots. The feature lets you both add posts directly to new collections and organize those you’ve already preserved.

The addition isn’t going to sway hardcore Pinterest fans, since that service is clearly focused around collecting — it’s really an incidental bonus with Instagram. However, it might scoop up casual users who only visit Pinterest for the occasional inspiration. Why bother if you can get enough ideas from your Instagram feed? And of course, this could be crucial to Instagram’s plans for ads and shopping. If you can create your ideal outfit by saving posts into collections, you might be more likely to buy that outfit.
