The footage was dramatic — Mutassim Gadhafi, son of Libyan dictator Moammar Gadhafi, smoking hours before he was killed in October 2012. But while one part of those images — the Gadhafi family — is now history, another is disturbingly present. Seven years into Libya’s civil war, contraband cigarettes have taken hold of the nation and are fueling the conflict. Even proverbs stand upended. In Libya, where there’s fire, there’s smoke. Lots of it.

Battered by conflict and raided by terrorists, Libya — once one of the world’s large oil producers — has witnessed its exports drop to a fifth of 2010 levels. Its imports declined by 60 percent between 2010 and 2016.

But while Libya can no longer afford to buy some commodities it used to purchase, it has emerged as Africa’s leading importer of rolled tobacco, according to the World Bank. From 2014 to 2016, those imports totaled $ 485 million, 50 percent more than second-place Morocco.

Ordinary Libyans aren’t smoking more. Instead, most of Libya’s cigarette market is illegal, with fakes produced and smuggled by militias to keep their campaigns — and the war — alive.

Libya imports more rolled tobacco than any other African country — and uses 93 percent of it to make contraband cigarettes.

Libya’s own cigarette manufacturing industry collapsed during the war, necessitating massive imports, British firm GlobalData said in a 2017 report. But instead of importing cigarettes, the country’s multiple militant groups and even local communities began purchasing tobacco and producing counterfeit cigarettes. These both serve local demand and are smuggled across North Africa, according to 2017 research by consulting firm KPMG.

“It is beyond argument that many groups … secure their livelihood out of cigarette smuggling, among other things,” says Dalia Ghanem-Yazbeck, a resident scholar at the Carnegie Middle East Center in Beirut.

The scale of the contraband cigarette economy is staggering. In 2016, the highest number of illegal cigarettes in the Maghreb region were consumed in Libya — 6.44 billion, or 93 percent of all cigarettes smoked in the country, according to KPMG. Tunisia was next, with 4.64 billion. GlobalData’s figure is more conservative — it says 80 percent of all cigarettes consumed in Libya in 2016 were copies of global brands. But GlobalData’s research also projects that cigarette consumption in Libya is set to grow by 25 percent between 2015 and 2025, so the cigarette smugglers have clearly hit upon a sunrise industry.

The Libyan groups smuggling contraband cigarettes aren’t just targeting the domestic market, though. “Many of the brands identified [in Tunisia] were similar to those identified in Libya, indicating that once cigarettes arrive in Libya, some are transferred across the border,” the KPMG study says.

When a state is a failed one … what [apart from smuggling] is left for these communities to live from?

Libya’s porous borders make the country attractive as a launch pad for the illegal cigarette smuggling industry in North Africa. Many of the other national borders in the region are sealed and closely monitored — the Algeria-Morocco border, for instance, has been closed since 1994. “Algeria due to its policed borders has succeeded in reducing cigarette smuggling,” says Ghanem-Yazbeck. “The country witnesses a low inflow, so, yes, border security matters.”

Libya’s frontier with Niger, on the other hand, has remained lightly manned since the 2011 uprising that led to the overthrow of the Gadhafi regime, say experts. “The unstable political situation in Libya, post-revolution, has played a significant role in reducing law enforcement in relation to the illicit cigarette trade in the region,” says the KPMG report.

But the economics of desperation are also at play here. Many families in northern Niger and southern Libya have tribal or community relations. With the collapse of Libya’s formal economy because of the civil war, they have taken to smuggling to support themselves, say experts like Yazbeck and research by firms like KPMG. “When a state is a failed one [and] unemployment and socioeconomic conditions are dire, what is left for these communities to live from?” asks Ghanem-Yazbeck.

Still, not all smuggling is solely for sustenance. When there are no well-defended borders, “groups, whatever their nature, can operate freely and with total impunity,” says Ghanem-Yazbeck. Some terror groups, such as al-Qaeda in the Islamic Maghreb, are believed to avoid direct smuggling activities, but they provide shelter and protection to convoys and smugglers for fees. So, the illicit trade helps them fill their coffers.

There’s also a loss of revenue to Libya. According to the KPMG study, in 2016 Libya would have earned $ 198 million in taxes had the cigarettes consumed been bought legally. That, according to World Bank statistics, would have covered the cost of all medicines the war-torn nation imported that year.

Cigarettes are sustaining — if not deepening — cleavages that have bled Libya for seven years. The future? It’s a haze of cigarette smoke.

North Korean leader Kim Jong Un received intense scrutiny during his appearance at the historic inter-Korean summit last week, and his actions during the event reveal that he was keenly aware that the world was watching.

Case in point: Kim, who is known to be a chain smoker, was seen having only one smoke break during the hourslong summit.

Around 8:00 p.m. local time, Kim quietly left a lighthearted dinner with 30 South Koreans and 24 North Koreans, and was seen smoking for the first time since the summit began.

“Although I heard Chairman Kim was a heavy smoker, it appeared he refrained from public smoking after considering the symbolism of the inter-Korean summit and the many South and North Koreans,” a South Korean official said, according to the South Korean news outlet Donga-Ilbo.

Kim is reportedly a habitual smoker and has been seen many times — including at day care centers and hospitals — pointing at various objects with a cigarette in hand. Kim smoked and drank when he was in his mid-teens, according to Kenji Fujimoto, the personal chef of the late North Korean leader Kim Jong-Il, who also claims to have smoked with Kim.

According to a source familiar with a dinner attended by Kim and a South Korean envoy in March, Kim reportedly received a light-hearted rebuke from his wife, Ri Sol Ju, after the subject of smoking came up: “I always ask that it would be good if he quit, but he does not listen,” Ri said.

South Korean officials had already prepared ashtrays at various points of the summit where Kim and Moon held private discussions, according to The Ilbo. But Kim never appeared to indulge himself a quick smoke during the event

One South Korean presidential staffer also said that Kim did not smoke in rooms with reporters, as a sign of respect, nor did he smoke when he was with Moon, meaning that the “34-year-old Chairman Kim considered [65-year-old] President Moon much more of an elder than himself,” and thus deserving of the courtesy.

However, South and North Korean officials indulged themselves in alcohol — including Kim, who reportedly “did not once refuse a drink.”

Automakers and boat builders don’t often mix, unless we’re talking about Mercedes-AMG and Cigarette Racing, which have been working together since 2007. Indeed, AMG and CR mix it up to bring some form of floating fantasy inspired by an AMG-branded product—real or imagined—to the annual Miami International Boat Show each February. Past efforts include an SLS-inspired 46-foot speedboat in 2010, a G63-inspired Huntress, a Cigarette AMG Electric Drive concept in 2013, and last year’s incredible 3100-hp Mercedes-AMG GT R–inspired 50-foot GT R Marauder that celebrated AMG’s 50th anniversary. How to top that? With this year’s marine masterpiece: the Cigarette Racing 515 Project One.

As its name implies, the 515 Project One was inspired by Mercedes-AMG’s recently revealed $ 2.7 million Project One hypercar, essentially a Formula 1 car with fenders. Like the GT R Marauder, the 515 Project One is not powered by AMG-built engines but by a pair of Mercury Racing V-8s churning out 1550 horsepower apiece, mounted in a staggered arrangement in the engine bay. The speedboat is 51 feet, five inches in length, about the same as last year’s beastly five-seat GT R Marauder, but with its nine-and-a-half-foot beam, it’s nearly two feet wider, allowing it to seat six.

In spite of the additional breadth, the intensive use of Kevlar, carbon fiber, and “E-glass” from stem to stern helped keep weight below 14,000 pounds, according to Mercedes-AMG, compared with 14,200 pounds for last year’s GT R Marauder. The carbon-fiber air intakes are more than seven feet long and 14 inches wide yet weigh just 4.4 pounds each. Carbon fiber is also used for the deck, the inner structural laminate of the hull, the forward bulkheads, the cabin liner, the engine hatch, the consoles, and the storage hatches. With smooth seas and favorable winds, the 515 Project One is said to achieve a top speed of 140 mph. That’s considerably less than the 217-mph top end of the Project One hypercar, but then, CR’s 515 Project One features a large sun cushion over the engine bay for relaxation when the boat is stationary. No chance of that with its four-wheeled counterpart.

If you’re wondering what Cigarette Racing’s 515 Project One actually has in common with the ground-bound Project One, well, they both have a matte black and silver paint job, carbon fiber throughout their respective structures, and lots of Dinamica upholstery. C/D’s Ezra Dyer recently characterized a 41-foot AMG-branded Cigarette boat in which he was cruising the Florida Keys as “strictly a branding exercise” and “an 85-mph AMG billboard,” and called partnerships between Mercedes-Benz/Mercedes-AMG and non-automotive companies like Cigarette Racing an effort of an automaker to stay relevant in the face of automation and electrification, forces that threaten to homogenize the automotive market. That may prove to be the case, but for car geeks who may be in line to purchase one of the 275 Project One hypercars Mercedes-AMG will produce beginning in the latter half of 2019, the token AMG touches may be sufficient to justify springing for the matched pair.

Salesforce CEO Marc Benioff may have made his billions selling software, but that doesn’t mean he’s giving the tech industry a free pass. 

Speaking with CNBC correspondent Andrew Ross Sorkin from the World Economic Forum in Davos, Switzerland on Tuesday, Benioff said that it’s about time for Washington to start regulating Silicon Valley.

With discussions about Russian interference in US elections and the addictiveness of consumer tech currently at the forefront of the national conversation, Benioff said, Facebook should be regulated “exactly the same way you regulated the cigarette industry,” with the safety of consumers coming before the financial health of the companies.

It’s a sharp criticism from within an industry that has historically evaded government regulation. But Benioff isn’t the first CEO to suggest that all is not well in paradise.

Apple CEO Tim Cook spoke up last week to say that he didn’t want his nephew to use social networking sites. Even Sean Parker, former president of Facebook, recently suggested that social networks are a net-negative, saying, “God only knows what it’s doing to our children’s brains.”

Here’s a transcript of the conversation:

Sorkin: How would you regulate a company like Facebook?

Benioff: You’d do it exactly the same way you regulated the cigarette industry. Here’s a product, cigarettes. They’re addictive. You know, they’re not good for you. Maybe there is all kinds of different forces trying to get you to do certain things. There’s a lot of parallels.

Sorkins: Is that how you feel about social media?

Benioff: For the most part, yeah.

Sorkin: Meaning, thinking about it as like a cigarette, in that kind of addictive way?

Benioff: I think that for sure technology has addictive qualities that we have to address and that product designers are working to make those products more addictive. We need to reign that back as much as possible.

Scientists pooled data from previous studies involving more than 215,000 people from across the world to show an estimated 70 per cent progressed to daily smoking after taking their first puff.

Professor Peter Hajek, of Queen Mary University, London, said: “This is the first time the remarkable hold cigarettes can establish after a single experience has been documented from such a large set of data.

“In the development of any addictive behaviour, the move from experimentation to daily practice is an important landmark, as it implies a recreational activity is turning into a compulsive need.

“We have found the conversion rate from ‘first time smoker’ to ‘daily smoker’ is surprisingly high, which helps confirm the importance of preventing cigarette experimentation in the first place.”

Latest figures from the Office of National Statistics show one in every five 18 to 24-year-olds in Britain is a smoker. 

About 70 per cent of this age group has never started smoking – up from 46 per cent in 1974 when records began.

Among 24 to 35-year-olds, the age group most likely to smoke, about 60 per cent have never taken up the habit – up from 35 per cent in 1974. 

Last year a study of 44,000 Canadian 14 to 18-year-olds found those who use e-cigarettes are nearly twice as likely to go on to become regular tobacco smokers fuelling fears that so-called ‘vaping’ may lead to regular smoking.

Scientists warned that e-cigs may help to ‘re-normalise’ smoking after years of a growing taboo about the habit.

Health experts in Britain view them as a crucial tool in the fight against tobacco and Public Health England has endorsed the devices despite concerns about safety.

In 2016, 15.8 per cent of British adults smoked, around 7.6million people. Across the UK more men are smokers than women.

Prof Hajek said: “It is striking that very few non-smokers who try e-cigarettes become daily vapers, while such a large proportion of non-smokers who try conventional cigarettes become daily smokers. The presence of nicotine is clearly not the whole story.”

A viral video shows the young man filling up his car at the petrol station.

Another man looks on, unsure of what is happening.

However, what the camera can’t see is that the young man has a cigarette in his hand.

It emerges that he refuses to put it out despite being warned by staff at the station.

The video then shows the petrol station worker storm over to the man.

He then grabs a fire extinguisher, attempting to take to the top off as the man with the cigarette calmly looks on.

The fire extinguisher then explodes with smoke, putting out the cigarette no doubt as the young man still stands there calmly.

The video has since had over 170,000 views on Imgur with most people coming in on the side of the petrol station worker.

One wrote: “That’s actually pretty much the best thing to do.”

Another agreed, relaying his own story: “When I worked at a gas station had some a** light up a cigarette and started pumping gas. I told him over the intercom to put it out.

“He refused so I shut down all 12 pumps and told everyone else that they couldn’t get gas because the guy on pump X was smoking and it was a safety hazard.”

Others didn’t agree, citing the dangers from a fire extinguisher.

One user remarked: “Please do not get any ideas, kids. You can kill someone by spraying them with a fire extinguisher.”

It’s not the only near miss when it comes to danger at a petrol station.

One man was filling up his car whilst at a station in Russia before the incident.

However, from out of nowhere, an out of control truck flies towards him as he quickly slides out of the way.

He appears to emerge without any injury at all.
