A Florida woman has faced ridicule online after she was recorded calling the police on a black man while he shouted and cheered from the sidelines during his teenage son’s soccer game. The woman, who was dubbed ‘Golfcart Gail’ in a now viral Facebook post (but whose name, we’re guessing, is probably not Gail), is seen sitting behind the wheel in a golf cart, calling the police on the father and accusing him of harassing the referee. According to Ginger Williams, who wrote the viral post, the man had simply been shouting at his son and telling him to obey the referee’s orders. “This man was simply trying to watch his son’s soccer game and cheer for him from the sides,” Williams wrote. But that was all a bit too much for Golfcart Gail, who Williams wrote decided to “spring into action” and approach the man to remind him that his so-called harassment would not be tolerated. Probably a bit confused, the man told the woman that he was simply speaking to his own son. “For whatever reason, Golfcart Gail just would not let this go. She continued to harass and beleaguer this parent,” Williams explained. Eventually, the man even offered to leave to avoid creating a bigger situation, but at that point, as he packed up his things, the woman in the golfcart decided to call the police over his “threatening” behavior. Another woman at the scene also filmed what was going on and told NBC she felt there was “no reason” to get the police involved and said she started to film when the woman in the golfcart “would not leave the father alone”. More recently, a white woman in St. Louis was fired after a video emerged online of her attempting to block a black man from entering his own apartment complex, though she claims she was not being racist and simply suspected he might not actually live there, since she didn’t see him using a key fob to enter the building. Two other women who were at the teen match in Ponte Vedra, Florida, over the weekend took videos and posted about the incident on Facebook — uploading images of the field marshal who called the police, showing her sitting in a blue golfcart with a phone to her ear and nicknaming her “Golfcart Gail.”
“A parent at my son’s soccer game had the police called on him for cheering for his son during the game,” posted Ginger Galore Williams, with the header “Soccer While Black.”
The unnamed dad had yelled “The ref is right!” when he saw his kid was frustrated by a call, but “Golfcart Gail” took offence, Williams said.
“[She] decided to spring into action and rapidly approach this parent and remind him that harassment would not be tolerated. He informed her that he was only speaking to his son,” Williams posted.
The dad offered to leave with his wife to avoid a scene, but “Golfcart Gail” informed him she was calling the cops “because she no longer felt safe with his threatening behaviour,” according to Williams.
“This man was peacefully leaving his own son’s soccer game to avoid exactly this situation,” wrote Williams. “Shame on you Golfcart Gail for what you did to this man and to the children who had to see this. Can you imagine how afraid his child must have been to see this happening?!”
Another woman, Maria Morale-Walther, who also recorded the incident, told First Coast News that “at no point” was the dad aggressive, though she heard the field marshal tell a St. Johns County sheriff’s deputy she “feared for herself and the children because she didn’t know what [the father] was capable of.”
One of the deputies on scene can be heard on video telling Williams that it’s within the marshal’s right to call the police and that he was there to defuse the situation, according to the outlet.
Deputies didn’t detain the dad.
The incident is the latest in a long series of videos posted to social media showing white women — “BBQ Betty,” “Permit Patty,” “Cornerstore Caroline” — calling the cops on black people over seemingly mundane acts.

Jonathan and James from Omaha, Nebraska, are two such cases, and were in St. Petersburg on Tuesday to watch World Cup hosts Russia take on Egypt in their crucial Group A match.
The pair were defying the notion that Russia and the US are foes, and were backing the home team.
“We’re cheering for Russia,” said James, who was wearing a Stars and Stripes vest and bandana.
“Because the USA didn’t make it, we want to support the home team,” Jonathan added.
It’s the pair’s first trip to Russia, and they have been impressed with that they’ve seen.
“The people are very nice, the food’s great, the weather is now amazing, so it’s very good,” Jonathan said – as the skies cleared in St. Petersburg after a sudden downpour had drenched those on the way to Tuesday’s game.
The pair are also planning to visit Moscow on their Russian adventure, and have not been put off by some of the negative reports in the press back home.
“We think that’s propaganda between the governments, the people we like each other,” James said.
Jonathan added: “We have no reason to be afraid, everyone is smiling and welcoming us, there’s no reason to be afraid.”

This episode, “Eastwatch,” had an interesting emphasis on royal bastards versus trueborn children. Gendry is the last living child of the dead King Robert Baratheon, whose other bastard children were murdered on Joffrey’s orders on the second season.
Then there was the surprise of Cersei and Jaime’s pregnancy, which will be the fourth bastard born of their incestuous love.
And even if Jon Snow still knows nothing about his parents, we watched as Sam and Gilly learned that Rhaegar Targaryen had his marriage to Elia Martell annulled and married someone else — likely Lyanna Stark, Jon’s mother. That makes Jon Snow a legitimate heir to the Targaryen dynasty, not a bastard as he’s always believed.
Clearly in Westeros, even baseborn children are destined for greatness. Welcome back Gendry — we can’t wait to see you swing that warhammer again.

“Game of Thrones” stunned fans by starting the seventh season with a cold open. This is only the third time in the series’ history HBO skipped straight to the action before running the title sequence, which immediately signaled that viewers were in for a treat.
The scene opened on Walder Frey seated at the head of a great feast in the Twins. Anyone who watched the season six finale knew what this must mean — Arya Stark had taken Walder Frey’s face after murdering him, and was now posing as the the Lord of House Frey. Unsatisfied with killing just Walder, she had come for every man in House Frey.
Walder/Arya explained to the gathered men that she brought “every Frey who means a damn thing” into one room to tell them of her plans for the “great house, now that winter has come.”

But first — a toast.
Servant girls came forward at Walder/Arya’s beckon, and poured glasses of the finest Arbor gold. “Proper wine, for proper heroes,” she said. (When Walder’s new, young wife tried to take a glass, Arya stopped her by using a Walder-esque excuse of not wanting to “waste good wine on a damn woman.”)
Then, in perfect “reverse Red Wedding” fashion, Walder/Arya gave a speech while every male descendant of House Frey drank deeply from their poisoned goblets.
“I’m proud of you lot,” Arya said. “You’re my family, the men who helped me slaughter the Starks at the Red Wedding.”
The men cheered, not yet feeling the effects of their poisoned drinks.

“Yes, yes. Cheer. Brave men, all of you,” Arya said. “Butchered a woman pregnant with her baby. Cut the throat of a mother of five. Slaughtered your guests after inviting them into your home.”
Viewers at home could sense the atmosphere of the room shift, as the men looked slightly confused and uncomfortable.
“But — you didn’t slaughter every one of the Starks,” Arya said. “No, no. That was your mistake. You should have ripped them all out, root and stem. Leave one wolf alive, and the sheep are never safe.”
As she spoke, every man fells to the floor, coughing up foaming blood and clutching their throats. The camera circled around Walder/Arya as she looked down upon the scene, smiling. Then she reached up and pulled off Walder’s face.

“When people ask what happened here, tell them the north remembers,” Arya said to the Frey girl beside her. “Tell them winter came for House Frey.”
Watching the scene unfold, you could almost hear the cheers in living rooms around the world. If you thought Jon and Sansa had avenged the Red Wedding in the Battle of the Bastards, think again. This was the true vengeance fans of House Stark wanted, even if we never could have imagined Arya pulling off a massacre of this scale.

Adding to the deliciousness of the scene was Arya’s restraint. She didn’t harm the young women kept in Walder Frey’s castle and forced to serve the men food, and who likely served them unwillingly in more perverse ways, too. In the books, Walder is infamous for surviving eight different wives — many of them young and visibly disgusted by their situation.

He had hundreds of children, both bastards and trueborn, but not any more. Arya Stark wiped out House Frey’s male line with a single batch of poisoned wine, and smiled as she walked through the room of the dead.
Now Arya is heading to King’s Landing to kill Queen Cersei, the next victim on her kill list. We watched as she made herself comfortable in a camp of Lannister soldiers (a group which included the significant cameo from Ed Sheeran). Will we get an equally satisfying death of Cersei at the hands of Arya?
We’ll have to wait until next week to see what her next move is, but if this opening is any indication, then we’re in for a treat when it comes to Arya’s season seven storyline.

The Trump administration’s proposal to effectively eliminate the Office of National Drug Control Policy, the main agency coordinating federal drug policy, has earned some unlikely backup from drug-policy advocates who view it as part of the problem.
The plan, which leaked in a 2018 budget memo last week, called for a 96% cut to the agency’s budget in 2018.
It was quickly slammed by Democrats and Republicans, who questioned why Trump would cut funding to anti-drug efforts at the height of the opioid crisis.
A statement from the Democratic National Committee called the plan a “cruel betrayal.” Senate Minority Leader Chuck Schumer called it Trump’s “most destructive proposal yet.” Sen. Rob Portman, a Republican from Ohio, a state hit hard by the opioid crisis, called the ONDCP “critical” to efforts to combat drug abuse.
Derision for the plan became the dominant mainstream narrative. But one unlikely group has come out cautiously optimistic: drug-policy advocates.
“Good riddance,” Kathleen Frydl, a historian of US drug policy, told Business Insider.
Frydl was hardly alone. Major policy nonprofits, including the Drug Policy Alliance, Marijuana Majority, and Law Enforcement Action Partnership all came out in favor of the ONDCP cuts. They are skeptical of Trump’s overall drug agenda, but the sense was that the elimination of the ONDCP was the right decision — made for the wrong reasons.
It all ties back to decades of US drug policy.
REUTERS/Neil HallThe ONDCP has been the nexus of drug policy in the federal government, ever since its creation in 1988 by the Anti-Drug Abuse Act, though a previous iteration of the office existed under President Richard Nixon.
President Ronald Reagan created the office at the height of the crack cocaine epidemic to create and coordinate a national anti-drug strategy. While the agency doesn’t implement policy on its own, its recommendations, and those of its director, colloquially called the “drug czar,” set the tone.
As such, many see the agency as the driving force behind the so-called War on Drugs, decades of US policy that emphasize prohibition, enforcement, and incarceration to eliminate drug use.
“The ONDCP is one of the primary government agencies carrying out destructive and wasteful drug war policies, ” Maj. Neill Franklin, a retired 34-year Maryland police veteran and the executive director of LEAP, said in a statement on the ONDCP cuts. Franklin has called for reinvesting the slashed funds into harm-reduction policies and treatment programs.
Over the nearly 30 years that ONDCP has existed, the budget for US anti-drug policies has ballooned from $ 4.7 billion to nearly $ 31 billion. In that same time, illicit drug use has risen consistently, according to the 2014 National Drug Use Survey — to say nothing of the opioid crisis that has erupted in recent years.
The vast majority of those dollars, up until very recently, were centered on “supply reduction” — law enforcement operations, efforts to cut down drug smuggling, and international operations to eliminate drugs at their source. That’s billions of dollars for the Drug Enforcement Administration, Customs and Border Protection, and Immigration and Customs Enforcement.
Both independent research and government-sponsored research have found that supply reduction efforts have had little success. Drugs are more available, purer, and cheaper than ever. And more people use them.

Despite the prevailing evidence, ONDCP “generally does not admit failure to meet any of its goals readily,” Matthew Robinson and Dr. Renee G. Scherlen, two Appalachian State University professors, wrote in the 2013 book, “Lies, Damned Lies and Drug War Statistics.” Instead, they wrote, the agency uses “its own failures to call for stepped up efforts in the drug war.”
The ONDCP’s continued advocacy for heavy enforcement is why the Drug Policy Alliance has called for Trump to “dismantle” the office.
“The ONDCP has long been a means to advance the drug war,” Grant Smith, deputy director of national affairs at DPA, told Business Insider. “The drug czar is an advocate for pushing a drug war agenda.”

During the Obama administration, ONDCP Directors Gil Kerlikowske, and later Michael Botticelli, both spoke often of ending the War on Drugs and re-centering anti-drug efforts on public health, rather than enforcement and criminal justice.
This shift led to “incremental changes” in policy, Frydl said, like legislation to end disparities in crack and powder cocaine sentencing and an unprecedented use of clemency. But for the most part, the Obama administration’s softer approach stopped at rhetoric.
Federal anti-drug spending was heavily weighted toward enforcement over treatment and prevention under Obama until 2013, when it began to shift. But even at their closest funding levels in 2016, enforcement was funded over treatment and prevention by slightly more than $ 1 billion. And in terms of actual dollars, enforcement funding totaled nearly $ 16 billion in 2016 compared to $ 13.3 billion in 2008, the last year of the Bush administration.
“They spent a lot of time talking about a health-focused approach to drugs but the reality of the budget and policies didn’t come close to matching rhetoric,” Tom Angell, the founder of pro-marijuana legalization group Marijuana Majority, told Business Insider.
Still, according to Smith of the Drug Policy Alliance, the Obama-era ONDCP did help advance harm reduction strategies. Those included “reducing the red-tape” around accessing medication-assisted treatment, which experts call the gold standard for opioid treatment. And the administration touted state-level reforms such as drug courts, programs that provide the anti-overdose drug naloxone to police and first responders, and Good Samaritan laws, which provide legal protection to those who assist someone whose life is in danger, such as during an overdose.
“The ONDCP has worked as an effective partner on those reform efforts in some instances, but it was always embedded within the larger policy of drug prohibition,” Frydl said.
The Obama administration showed that the agency can be “a force for good,” said Smith, who added that even the small pivots towards a public health-centered approach seen under Obama would likely be reversed under a Trump-era ONDCP.

All have questionable records of success.
Funding for the media campaign was severely reduced years ago, while Trump called for the complete elimination of the HIDTA and DFC programs in the budget memo.
Anti-drug media campaigns administered by the ONDCP like “Above the Influence,” and its 1980s-precursor “Just Say No,” among others were declared “not effective in reducing youth drug abuse” by the Government Accountability Office in 2006. A 2008 study found similar results, while a 2015 study found mixed results.
“The ads had the opposite effect of what was intended because they were so ridiculous and misleading,” Smith said. “The media campaign was an abysmal failure.”
HIDTA was an initiative created in 1990 to combat drug trafficking in critical areas of the country by providing assistance, funding, and coordination with local and state enforcement efforts. The idea behind the program was to funnel resources to areas of the country like the Southwest border, Los Angeles, and New York hardest hit by trafficking. Over time, the program has expanded in jurisdiction and funding, expanding from $ 25 million and five regions in 1990 to $ 254 million and 28 regions in 2017.
Many politicians have championed HIDTA, including Democrats like Maryland Rep. Elijah Cummings and Schumer and Republicans like Portman and Senate Majority leader Mitch McConnell. Law enforcement agencies have said that HIDTA funds have been vital to local efforts to combat drug trafficking.
Angell called HIDTA a “drug war dinosaur,” while Smith said that HIDTA’s “purpose has been lost” as it expanded.
ONDCP
The Drug-Free Communities Support Program, which also enjoys widespread bipartisan support in Washington, funds drug prevention programs all over the country. But critics say the grants fund scientifically-questionable anti-drug programs rife with misinformation, as well as anti-marijuana legalization groups.
Meanwhile, studies have found the most high-profile such program, DARE, to be a failure.

There is little doubt that the Obama-era director Botticelli, a recovering alcoholic, played a considerable role in pushing the federal budget needle toward prevention and treatment.
And landmark 2016 laws like the 21st Century Cures Act and the Comprehensive Addiction and Recovery Act, which both included millions of dollars in funding for opioid initiatives, were steered by the agency.
But there is little confidence among drug policy advocates that an ONDCP under Trump would do much good, given its long checkered history and its continued advocacy for an enforcement-heavy strategy under Obama.
“If you believe in a robust federal government that has well-funded agencies to tackle serious issues like drug abuse, there should be an agency focused on this,” Angell said. “However, ONDCP has been an abysmal failure.”
“Having an official in the federal government that is focused squarely on coordinating resources can be good when the agenda is good,” Smith added. “Unfortunately the ONDCP has a history of advancing predominantly counter-productive policies.”
That’s not to say that advocates are optimistic about drug policy under Trump in light of the ONDCP cuts. Frydl said, given the proclivities of officials including Attorney General Jeff Sessions, a notorious anti-drug hardliner, it is likely that the administration leans heavily on enforcement.
“It’s hard for me to regard this as a step forward in terms of drug policy, but it is in terms of transparency,” said Frydl, who added getting rid of the ONDCP would “unmask drug prohibition for the punitive reality it is.”

The way drug policy advocates see it, the push back toward enforcement was likely to happen with or without the ONDCP. In their eyes, better to have poorly executed bad policy than well-executed bad policy.
As far as the opioid crisis is concerned, it is yet to be seen what Trump’s approach will be. The opioid commission headed by New Jersey Gov. Chris Christie will take months before it proposes its recommendations.
A White House spokeswoman, Sarah Huckabee Sanders, told reporters after reports of the cuts that the opioid crisis is still “a top priority” for Trump.
Meanwhile, the Republican-proposed American Health Care Act, if enacted, would do considerable damage to efforts to fix the crisis, advocates say, thanks to huge cuts to Medicaid and the possibility that substance-abuse treatment could become no longer covered under some health plans.
Millions of Americans suffering substance-use disorders could lose access to treatment as a result.
