The newly-released National Sobriety Rating is based on the official data of alcohol sales across the country. The experts looked into total alcohol consumption in various Russian regions as well as its preferences to specific types of booze that were awarded points in accordance with its strength.

Last year’s leader, Chechnya has stayed at the top of the list with 12.78 points, the Sober Russia project’s website said. It was followed by four of southern Russia’s other Muslim republics of Ingushetia (12.82), Dagestan (14.18), Karachay-Cherkessia (20.02) and Kabardino-Balkaria (20,70).

People have been drinking a lot less in Moscow in 2018, as the Russian capital leaped from 32nd to 19th spot on the rankings, with 31.10 points.

As for the most heavily drinking regions, they’re all located in the north where, its believed, people are forced to use alcohol to get warm: Chukotka (48.14), Magadan Region (46.98) and Yamalo-Nenets Autonomous Region (16,85).

Located in Russia’s Far East, Chukotka, has the same climate as the US coldest state, Alaska, from which it’s only separated by the Bering Strait. The weather in neighboring Magadan is just a bit milder. Back in the 1930s, the region has hosted most of the GULAG camps for political prisoners during the Stalin’s purge. Yamalo-Nenets Autonomous Region is inhabited by indigenous Nenets people, who brave winter temperatures, reaching -59 Celsius.

Chechnya attributes its success to the combined effort of the authorities, the clergy and the public, Magomed Daudov, local parliament speaker, said, adding that the republic was eager to share its experience with others.

He reminded that retail sale of alcohol is only allowed in Chechnya between 8 and 10am. “The revival of national culture, combined with spiritual and moral education of the youth” also played its part, Daudov told Tass.

“The personal efforts of the head of the Chechen Republic [Ramzan Kadyrov]” shouldn’t be undermined as well, he said. “Thanks to his example, leading a healthy lifestyle has become prestigious in the region.”

Kadyrov earlier said he has no idea how alcohol tastes as he never even tried a strong drink in his life. During school years, he also forbid his classmates from smoking and they had to hide from him.

The Chechen leader is known as an avid sports lover. He’s a regular at the home games of FC Akhmat Grozny in the Russian Premier League, plays football himself with visiting stars and even stages sparring matches with mixed martial arts fighters.

In summer, he undertook a massive bike trip to inspect the preparations of the Chechen capital, Grozny, for its 200th birthday.

A pilot in the southern Russian republic of Chechnya found out the hard way why a road shouldn’t be used as a runway when his light-engine plane slammed into the back of a van.

The incident was caught on camera and posted on Twitter with a comment: “In Chechnya, even accidents are not the same as in any other corner of the planet.”

The Chechen Republic emergencies services dealt with the accident, they confirmed in a statement, adding that all those injured were taken to the hospital, without specifying their number.

A source in the same agency told TASS that the pilot, who did not have permission for the flight, was receiving treatment for minor injuries.

MOSCOW (Reuters) – Two men from Chechnya have told Reuters they were detained by police and subjected to torture and beatings because they were gay, which is considered a crime by some in their deeply conservative region of Russia.

The two have since fled mainly Muslim Chechnya, but they still fear being hunted down and persecuted. They spoke to Reuters on condition that their real names were not used, and their voices and faces disguised.

One of the men, who gave his name as Anzor, said he had been detained by police as he was driving in the company of other men from a Chechen village to the Caucasus region’s capital Grozny in February.

“They found some medicine on one of the guys,” he told Reuters Television. Seeing his rings and bracelets, the policemen asked if he was “a faggot” and beat him severely, the man said in an interview.

“Then they … forced me to tie a cable to my little toe and to my little finger. I was forced to do it myself, to attach the wires. And then they started using electric shocks,” he said.

The accounts that the two men gave could not be independently verified by Reuters. They fit in, however, with a pattern of persecution described by other sources.

Chechnya’s Moscow-backed president Ramzan Kadyrov denies human rights are routinely flouted in the region. His spokesman has said there could be no attacks on gay men because there were no such people in Chechnya.

The Russian newspaper Novaya Gazeta reported in April that authorities in Chechnya had rounded up over 100 gay men or men believed to be gay and tortured them. At least three of the men had been killed, the newspaper reported.

Kremlin critics regarded the report as further evidence that Moscow allows authorities in Chechnya to run the region – which has been consumed by two wars since the 1991 disintegration of the Soviet Union – as a feudal fiefdom in exchange for keeping separatist and radical Islamist sentiment suppressed.

The second Chechen man, who gave his name as Ramzan, said he had been detained by police in April and told to give the names, addresses and work places of his gay contacts. He was beaten when he declined to obey, he said.

He was saved from more serious torture by saying that one of his uncles was a law enforcement officer, he said. But that put his life in danger after police handed him over to relatives who handcuffed him to a radiator in a village house.

“There was only one thing left to do: to get rid of me. Because it was such a shame for a military family, for a rather big family. We (in Chechnya) have only one way to resolve this.”

He said he managed to escape with the help of his sister.

Nikita Safronov, a Moscow-based LGBT activist, said almost 100 people from Chechnya had already got in touch via an LGBT-network hotline, and that more than 40 of them had been “evacuated”. Some had already left Russia, he added.

“The educational policies of educational organizations in the Chechen Republic must be conducted without any infringement to national traditions and religious beliefs of the students,” the head of the Chechen parliament’s Committee for Education, Science and Culture, Bekhan Khazbulatov, said in comments on the motion.

Russia does not have a single school uniform, but standard school clothing can be introduced by local authorities at regional and municipal levels.

In Chechnya school uniforms were introduced in the capital city Grozny from September 1, 2016. The current model of the Grozny uniforms includes a red headscarf for girls.

In 2015 however, Russia’s Supreme Court ruled to uphold the ban on Muslim headgear in schools introduced by the authorities of the central Russian Republic of Mordovia. The court rejected a complaint lodged by the Mordovian Muslim community, which claimed that the ban on religious headwear in schools violated the constitutional principle of freedom of conscience. The judge ruled that the ban on wearing headscarves in schools did not prevent Muslims from believing in God and did not infringe on constitutional rights.

Back then, the head of the Chechen Republic, Ramzan Kadyrov, spoke out against the ban, saying that the Russian constitution guaranteed freedom of conscience to every citizen, including schoolchildren. He also called the ban on hijabs in schools “deadly for society” in press comments.

In early February this year, the Presidential Council for Human Rights released a statement in which it urged the federal and regional authorities to develop a common approach to values and to jointly find an unambiguous solution to the problem.

Members of the council agreed that future rulings must not violate the constitutional principle that describes the Russian Federation as a secular state, but at the same time allowed for special exemptions for regions where the majority of the population were religious.

On Friday, presidential press secretary Dmitry Peskov told reporters that the Kremlin did not have a particular position on the issue, adding that the constitution described Russia as a secular state, but that it was necessary to understand if federal and regional authorities could introduce their own regulations concerning school uniforms.

Russian President Vladimir Putin expressed his own position on the issue of hijabs in 2012, when he opposed them being worn in schools. He said that although people’s religious feelings must be respected, Russia is a secular state.

“We should see how our neighbors, European states deal with [wearing hijabs]. And everything will become clear,” Putin said.

Six Russian servicemen have been killed and several more injured in a militant attack on a Russian National Guard base in the Chechen Republic.

The incident took place near the Chechen village of Naurskaya, north-west of Grozny.

According to a statement posted on the Russian National Guard website, “around 2:30am on March 24 a group of armed militants attempted to enter the territory of one of the military camps of the Russian National Guard.”

The militant group was spotted by an army detachment, which confronted it. Six attackers were killed. At the same time, six servicemen died in the shootout too while several more were wounded.

The National Guard says the militants took advantage of the thick morning fog for the attack.
