Ecommerce giant Shopee is bracing for financial trouble, and it's preparing for layoffs and employee spending caps.
Forrest Li, the company's billionaire founder, chairman, and CEO, told employees a tightened expense policy would be instituted from October 1 onwards.
In a 1,000-word internal memo sent to staffers on September 15 and seen by Insider, Li said reimbursements for business travel will be capped at economy class flight fares. Hotel stays will be capped at $ 150 a night. The company will be capping international business travel meal expenses to $ 30 a day and will no longer reimburse internal or external meals or entertainment, the memo states.
"For local car transportation, we will use the most economical service option provided by local ride booking or taxi services," Li wrote in the memo.
"These new rules will apply to every Sailor, including myself and the entire leadership team," Li wrote, addressing the employees as "sailors."
Li acknowledged in the memo that news like this can be "difficult to accept," but that the company needed to go through a transition that might be "painful and stressful."
Shopee parent Sea Limited, a darling of the investment community, raised $ 6 billion through the sale of equity and convertible bonds in September 2021. At the time, the deal was the biggest fundraising seen in Southeast Asia. The company is now facing bleak fundraising prospects in the current volatile market, the Li memo outlines.
Li's memo came a few days before conversations began to lay off a low single-digit percentage of Shopee employees.
A company spokesperson told Insider the changes are "part of our ongoing efforts to optimize operating efficiency with the goal of achieving self-sufficiency across our business."
Singapore-based Shopee was launched in seven Southeast Asia markets in 2015 and now operates in 13 countries across Southeast Asia, Latin America and Europe, including Brazil, Poland, and China. Among its main competitors are Alibaba-backed ecommerce company Lazada group, Akulaku, and Bukalapak, per CB Insights. The company employed 67,000 people as of the end of 2021, Bloomberg reported.

Verizon Wireless today said it has temporarily stopped throttling the data of firefighters and other first responders on the West Coast and in Hawaii and will soon introduce a new unlimited plan “with no caps” and with priority access for first responders.
“As of yesterday, we removed all speed cap restrictions for first responders on the West Coast and in Hawaii to support current firefighting and Hurricane Lane efforts,” Verizon’s announcement today said. “Further, in the event of another disaster, Verizon will lift restrictions on public safety customers, providing full network access.”
Next week, Verizon said it will provide full details on “a new plan that will feature unlimited data, with no caps on mobile solutions and automatically includes priority access.”

Jan Vertonghen started Belgium's comeback with a crazy, looping header and Nacer Chaldi capped it by finishing off a 10-second, end-to-end attack in the final moments.
It added up to a 3-2 victory over Japan on Monday that gave the Belgians a spot in the World Cup quarter-finals for the second straight tournament.
Trailing 2-0, Vertonghen scored with a header in the 69th minute that appeared to be a cross but somehow dropped in under the bar. Substitute Marouane Fellaini headed in another from Eden Hazard's cross in the 74th.
Chaldi, who came on as a substitute in the 65th, decided it with virtually the last kick of the game in the fourth minute of injury time.
Belgium goalkeeper Thibault Courtois grabbed a corner kick and rolled the ball to Kevin De Bruyne, who dribbled to the top of the centre circle and passed to Thomas Meunier on the right. Meunier one-timed the ball across the area and Romelu Lukaku let it roll by for Chaldi to tap in with his left foot from seven yards.
Belgium is the first team to overturn a two-goal deficit in a World Cup knockout match since West Germany beat England in extra time at the 1970 tournament. The last team do it in regulation was when Portugal beat North Korea in the 1966 quarter-finals.
"It's a test of character. It's a test of the team," Belgium coach Roberto Martinez said. "You have to see how the substitutes react, how the whole team reacts."
Belgium will next face five-time champion Brazil in the quarter-finals on Friday in Kazan.
Japan led through early second-half goals by Genki Haraguchi and Takashi Inui, but they couldn't hold on.
"When we were up 2-0, I really wanted to score another goal and we did have opportunities," Japan coach Akira Nishino said. "We were to some extent controlling the game, but Belgium upped their game when they had to."
What was expected to be a mismatch ended up being a classic, partly because of Martinez's decisions to send on Fellaini and Chadli as substitutes in the 65th minute.
"In football, sometimes you want to be perfect," Martinez said. "In the World Cup and especially in the knockout stage, it's about getting through."
Belgium, which narrowly avoided joining Germany, Argentina, Spain and Portugal as big-name eliminations, won all three of its group matches and scored a tournament-leading nine goals at that stage.
Japan narrowly scraped through, advancing ahead of Senegal because it had fewer yellow cards.
The Japanese have now lost in the round of 16 three times without ever reaching the quarter-finals.
Four Japanese players fell on their knees in despair after the final whistle. Hiroki Sakai and Gen Shoji were in tears.

After the Capitals scored early, the Penguins scored often to stun their rivals with yet another comeback.
Patric Hornqvist, Sidney Crosby and Jake Guentzel scored in a 4:49 span to help Pittsburgh erase a two-goal deficit in the third period and the Penguins beat Washington 3-2 on Thursday night in Game 1 of the second-round series.
Showing no panic from allowing a goal to Evgeny Kuznetsov 17 seconds into the game and another to Alex Ovechkin 28 seconds into the third period, the back-to-back defending Stanley Cup champions took another series lead in typical Penguins fashion.
Playing without injured forwards Evgeni Malkin and Carl Hagelin, Pittsburgh naturally fed off Crosby, who had a goal and an assist.
“Right from Sid, he led the way for us and it’s right down the lineup,” said Guentzel, who had a goal and two assists and leads the playoffs with 16 points. “You can’t get down. There’s going to be highs and lows throughout the whole series. You’ve got to stick with it to the end and we were happy to get three and end up winning the game.”
Matt Murray stopped 32 of 34 shots, keeping the Penguins in the game and maintaining the lead late with a sprawling stick save on Brett Connolly with 2:30 left. Unsure of what would happen at the other end of the rink with Braden Holtby dialed in, Murray could only keep the puck out as much as possible after allowing the early-period goals to Kuznetsov and Ovechkin.
Murray denied Michal Kempny from point-blank range and kept the puck out from a hard-charging Devante Smith-Pelly early and missed no opportunity to give the Penguins the impressive stop when they needed it.
“I thought he was locked in all night long,” coach Mike Sullivan said. “He made some big saves for us, especially when they were pressing down the stretch there. … When you get those types of saves, it’s easy to play with some confidence in front of him.”
Murray couldn’t predict a furious comeback, but he wasn’t shocked, either. Not after Pittsburgh has won nine consecutive playoff series dating to 2016, including two against these Capitals.
“There’s going to be good things that happen out there and there’s going to be bad things that happen out there,” Murray said. “It’s about how you respond. We did a good job of that.”
The Capitals gave the Penguins a couple of solid punches in the series opener but didn’t respond well when some bounces went against them early in the third. A deflection goal by Hornqvist, a puck that went off Ovechkin’s stick to Crosby and then a redirection by Guentzel took the air out of the building and ruined a strong start by Holtby.
“Obviously, some things we’d like to work on,” said Holtby, who stopped all 17 shots through two periods before allowing three on eight in the third. “Same time, their goals they scored, they were kind of strange plays, especially the last one. It was one of those that’s just a weird bounce.”
Washington blew a two-goal lead for the fourth time in seven games in these playoffs, but players felt they handled this better than situations in the first round against Columbus.
“Those three shifts, they score,” said Kuznetsov, whose goal was the second-fastest in Capitals playoff history. “I feel like they got momentum, and then they score again and again.”
As even as the play was, a handful of mistakes were enough to put the Penguins up going into Game 2 Sunday afternoon. Sullivan already sees opportunities to cut down on chances against, and his players think they can be better as the series goes on.
“It’s one game, we did some good things,” Crosby said. “I think in any playoff series, it’s just about getting better with every game.”

Max Parrot finished his World Cup season in style with a win in his home province.
The native of Bromont, Que., took home gold in the snowboarding big air event in Quebec City on Saturday.
The 23-year-old topped the podium with a score of 195.25, while Swiss rider Jonas Boesiger came in second (182.25) and fellow Canadian Antoine Truchon captured bronze (168.00). Parrot landed a frontside triple cork 1440 and a backside triple cork 1620 en route to the first-place finish.
“That’s always the best feeling,” he said, reflecting on the win in Quebec.
“The goal here was to put on a show for them. It’s super great to finish well at the last FIS World Cup of the season and it’s been a really good season so far,” Parrot said in a press release.
Parrot is coming off a silver medal in slopestyle at the Winter Games in Pyeongchang, South Korea last month.
On the women’s side, Laurie Blouin, of Stoneham, Que., captured silver in the big air event with a score of 148.
American Julia Marino won gold (168.50), while Canadian teen Marguerite Sweeney finished just off the podium in fifth (120.25).
Blouin also won silver in slopestyle at the Pyeongchang Games.

Shortly before he walked outside Friday at Navy’s Memorial Stadium, Mike Babcock said: “Hang on to your hat.”
Babcock’s Toronto Maple Leafs and the Washington Capitals might want to hang on to everything with high wind in the forecast for Saturday night’s outdoors Stadium Series game at the U.S. Naval Academy. The storm is knocking out power and disrupting travel up and down the East Coast, forcing both teams to practice indoors Friday, where they were left to contemplate what sustained winds of 25-30 km/h and gusts as high as 50 km/h might have on their game.
“I have no idea,” Maple Leafs centre Tyler Bozak said. “Hopefully we’re skating with the wind more than we are against it.”
The wind is enough of a factor that the game could be postponed to Sunday. The glass had to be removed from the on-field rink because of safety concerns.
The NHL has played 24 previous regular-season outdoor games and this one could easily see the worst conditions when it comes to wind. Temperatures just above freezing would not rank it among the coldest, but there are concerns how the wind could make a real difference.
“I haven’t played in anywhere it’s been super windy,” said Maple Leafs winger James van Riemsdyk, who will be taking part in his fifth outdoor game. “It’ll definitely make a unique dynamic, I know. It seems like in today’s game there’s lots of high flips and stuff like that, so it’ll be interesting to see how the puck reacts getting flipped in the air and a gust of wind comes up.”
Capitals goaltender Braden Holtby thinks strong wind would only possibly affect dump-ins or high flips of the puck and that it could make it difficult for players to keep their eyes open when it’s head on. Maple Leafs goaltender Frederik Andersen is more concerned for the skaters — and that’s a shared concern.
“If you have a turnover and you’ve got to backcheck, that’s probably when it’s going to be a little tough,” Capitals centre Nicklas Backstrom said.
NHL players are more accustomed to climate-controlled arenas — a long way from their younger days when playing on frozen ponds or lakes meant dealing with the conditions.
“It won’t feel good on your body, that’s for sure,” Toronto forward Mitch Marner said. “It probably won’t help with the puck or anything like that.”
Capitals coach Barry Trotz was more worried when the wind rumbled around trees outside his house Thursday night and joked about a coin toss to pick directions like a football game.
Previous outdoor games have included teams changing ends at the 10-minute mark of the third period to negate an unfair wind advantage. At the least, that’s likely, and players are prepared for the wind even though they don’t know exactly what it’ll do.
“The wind wouldn’t be ideal, but part of playing these games is you have to deal with the weather,” Maple Leafs defenceman Morgan Rielly said. “She was a little windy out there [Friday], but hopefully she clears up a little bit for us.”
Rielly, who played outdoors on New Year’s Day in Ann Arbor, Mich., in 2014 and again in Toronto in 2017, figures wind would be more difficult to deal with than snow. But the 23-year-old has a sunny disposition about wacky weather.
“It definitely has an impact on the game,” Rielly said. “But that’s all part of the experience. Players, two teams have to deal with it. It’s not going to change the game plan or anything. It’s just going to make it a little bit more difficult and it might be kind of fun.”

Sam Edney led Canada’s luge relay team to a sixth-place finish on Sunday in Sigulda, Latvia, in the final World Cup race of his career.
The 33-year-old Edney, who is the only Canadian man with three World Cup medals, had a solid run on the tricky 1,260-metre Latvian track to help the Canadians finish in two minutes 14.414 seconds.
Despite the sixth-place result, Canada was able to finish third in the overall standings to come away with the bronze Crystal Globe.
The Russian team finished first with a time of 2:13.428. Germany was second at 2:13.579, while Latvia thrilled the hometown crowd with the bronze medal at 2:13.607.
“This is a very active track that demands a lot,” Edney said. “You have to be in the right place at the right time and even being millimetres off can cost you. The moment it falls apart it snowballs all the way down until it finally eats you and you crash.”
Edney was joined by Alex Gough, Tristan Walker and Justin Snith in the relay, a one-run race for each of the three sleds. Athletes hit a paddle that hangs over the finish line to open the gate for the next sled to go.
“Our team was not pleased because there were small things in each run that we wanted back,” said Edney. “We met as a group and we do have some positives. I had a good reaction time, and we were able to finish third in the overall team relay this year.
“Things may not look so good on the results today, but there were some real highs on the season and we know what we need to do heading to the big show.”
All four sliders are part of the Canadian team heading to the Olympics in Pyeongchang, South Korea.
Earlier in the day, Edney finished a disappointing 31st in the men’s singles race.
“It was a tough day. I was happy with the first run and I really wanted to end my World Cup career with a top-15 finish in one of these last three races,” Edney said. “I knew it was possible today, but I think I got a bit too eager on that second run, had a lapse, which you can’t do here in Sigulda and I paid for it.
“It’s not the end to my World Cup career that I was looking for, but it does show it is there, and I can carry myself into the Games knowing I have a couple of things to work on. Consistency is usually the best part of my sliding. If I can take anything from the last 17 years, it is that, heading into the Olympics.”
Canadian teenager Reid Watts of Whistler, B.C., placed 30th at 1:38.195.
Russia’s Semen Pavlichenko won the men’s race with a time of 1:36.758.
