The review, which the Trump administration plans to roll out after President Donald Trump’s State of the Union address later this month, will mark a break in policy with the development of a new class of low-yield, “usable” nuclear warheads.
The D5 missiles, each costing approximately $ 66 million, will carry warheads more than 30 times the destructive power of the Hiroshima bomb. However, they would only include the primary fission section of the existing thermonuclear warheads with lower explosive yields.
The new tactical weapon would violate the Intermediate Range Nuclear Forces treaty reached between Washington and Moscow in 1987. The Pentagon justifies the break by claiming Russia is already in violation because of its new ground-launched cruise missile, and that it would act as a deterrent should the increasingly tense situation created by NATO’s build-up of military forces on Russia’s western border boil over into an armed conflict.
“While the United States has continued to reduce the number and salience of nuclear weapons, others, including Russian and China, have moved in the opposite direction. They have added new types of nuclear capabilities to their arsenals … and engage in increasingly aggressive behavior, including in outer space and cyberspace,” stated the Pentagon in its draft 64-page NPR, obtained and first reported by the Huffington Post.
“North Korea continues its illicit pursuit of nuclear weapons and missile capabilities in direct violation of the United Nations Security Council resolution. Iran has agreed to constraints … nevertheless, it retains the technological capability and much of the capacity necessary to develop a nuclear weapon within one year of a decision to do so.”
There is no evidence Moscow has a policy of launching a tactical nuclear weapon against US forces. The Pentagon’s plan would allow Washington to initiate a so-called “limited” nuclear war in pursuits of its “national interests.”
In October, NBC reported President Trump had gathered high ranking national security leaders and told them “he wanted … a nearly tenfold increase in the US nuclear arsenal.”
Under the Obama administration, $ 1.3 trillion was spent on a 30-year plan to refurbish all the elements of the US nuclear “triad” – intercontinental ballistic missiles, submarine-launched ballistic missiles and strategic bombers. A stated US policy has been not to build new types of nuclear warhead.
The first NPR in eight years is expected to be published after Trump’s State of the Union speech at the end of January.
Arms control advocates have expressed alarm at the new proposal and the potential for nuclear conflict during the Trump administration. Fears spikes again last week when Trump issued a warning to North Korean president Kim Jong-un over Twitter, saying: “I too have a nuclear button, but it is a much bigger and more powerful one than his, and my button works!”

The draft NPR is more hawkish than the postures adopted by the Obama or Bush administrations. Advocates argue it will make a nuclear war more likely.
“Making the case that we need more low-yield options is making the case that this president needs more nuclear capabilities at his disposal,” Alexandra Bell, senior policy director at the Center for Arms Control and Non-Proliferation, and a former senior adviser at the State Department told the Huffington Post. “[W]e have 4,000 nuclear weapons in our active stockpile, which is more than enough to destroy the world many times over.”
The NPR also expands the circumstances in which the US might use its nuclear arsenal, to include a response to a non-nuclear attack that causes mass casualties, or was aimed at critical infrastructure or nuclear command and control sites.

The Circus is coming back to town, now that Showtime has renewed its political documentary series for a third season, it was announced on Wednesday.
The new season, premiering Sunday, April 15 at 8/7c, has Alex Wagner (of CBS News and The Atlantic) joining NBC/MSNBC’s John Heilemann and Mark McKinnon as a permanent host. As previously reported, NBC News’ Mark Halperin is out as host, having been fired by Showtime in the wake of sexual harassment allegations.
Chronicling the year ahead, The Circus will continue to explore the stories behind the headlines and pull back the curtain on the behind-the-scenes drama in Washington and across the country, especially as the nation prepares for November’s unarguably consequential midterm elections.
EAR INFECTION symptoms include pain, itchiness and some degree of hearing loss. A build-up of earwax could be causing the redness and swelling.![]()
Ear infection symptoms include a severe pain inside the ear, a fever, and an itchiness inside and around the ear.
It could also cause a sensation of pressure inside the ear, difficulty hearing, and scaly skin around the ear.
Discharge could run from the affected ear. It may be thin and watery, or thick and pus-like.
Symptoms can last for for several months untreated, but usually only last a few days with treatment, according to the NHS.
“In some cases, the symptoms of [outer ear infection] can persist for several months, or sometimes years,” said the NHS. “This is known as chronic otitis externa.”
The long-term condition can lead to a build-up of thick, dry skin in the ear canal. This can narrow the canal, and eventually lead to hearing loss.
Ear infections could be caused by earwax being pushed down the ear canal.
NHS Choices said: “Don’t try to remove a build-up of earwax yourself with a cotton bud. This can damage your ear and push the wax further down.”
Using eardrops, bought from a pharmacy, could soften the wax so it falls out naturally.
The condition could also be caused by an allergic reaction, or irritation to something that’s come into contact with the ear. That could include earphones, shampoo, or even sweat.
Fungal and bacterial infections may be causing the ear infections.
The same fungus that causes thrush could be to blame, while common bacterias Staphylococcus aureus or Pseudomonas aeruginosa are usually the causes of bacterial infections.
Avoid ear infections by wearing ear plugs or a swimming hat over ears while swimming, or avoiding shampoo getting into ears while showering, the NHS advised.
Ear infections can usually be treated with ear drops, prescribed by a GP.
Symptoms could be eased by taking painkillers, and by gently swabbing the outer ear to remove any discharge.
If the infection is caused by a boil in the ear, placing a warm cloth over the ear could help it to heal faster.
If symptoms don’t improve, the doctor may send the patient to a specialist. Irrigation or syringing ears could treat the condition – where water is injected into the ear canal to dislodge any earwax.
“The military and political situation at our western borders remains tense and shows a tendency to escalation,” Shoigu said Friday at a session of Russia’s Defense Ministry Board.
The defense minister pointed out that NATO has been steadily gathering additional forces on Russia’s borders, namely beefing up anti-missile defenses and forming new multi-national brigades in Poland and the Baltic countries. NATO troops are not only getting closer to Russia, but constantly participate in various exercises.
“The intensity and scale of the operational and combat training of the bloc member-countries’ military forces near our borders are growing. Only in the past three months there have been over 30 drills in East European and Baltic states,” Shoigu stated, reiterating the notion that it is NATO which is ratcheting up tensions in Eastern Europe.
The hostile actions of the bloc’s countries force Moscow to strengthen its western border defenses, namely through improving the “combat strength of the Western Military District troops” as well as modernizing the system of bases, Shoigu said.
“We’re implementing a set of measures to neutralize the emerging challenges and threats,” he added. The Western Military District will receive more than 1,800 pieces of various new and modernized hardware by the end of this year, according to Shoigu. Delivery of the new hardware goes hand in hand with building the infrastructure to service and store it, the minister added.
Particular attention is being paid to soldiers and commanding officers honing their skills in practice, Shoigu pointed out, adding that the strategic joint Russia-Belarus ‘Zapad-2017’ drills played a major role in improving such training.
The war games, which took place in September, caused widespread hysteria in the Western media, fueled by a number of officials who leveled accusations ranging from the exercise being a smokescreen for a Russian “invasion” into neighboring countries, to it being a trick to leave behind and hide troops in Belarus.
As the military exercise concluded, the fears of an “invasion” appeared to pass. NATO has also failed to find any Russian troops left behind in Belarus, according to the alliance’s secretary-general, Jens Stoltenberg. The official, however, accused Russia of exceeding the announced numbers of troops during the exercise, without providing any proof or figures to back up the claim.
Despite Moscow and Minsk stressing its defensive nature and transparency, Zapad-2017 was nevertheless held up by a number of Western countries as proof of a “Russian threat.” The drills were “countered” by NATO’s parallel exercises in Sweden, which hosted roughly twice the number of troops that took part in the Russian drills, and became the biggest military event in the country in 23 years.
The ex-chief of Russian Airborne Troops and current head of the country’s parliamentary committee for defense, Vladimir Shamanov, cautioned Western partners against “saber-rattling.”
“That would bring nothing positive,” he said, noting that the NATO buildup is simply increasing the risks of an armed conflict and “inflating of tensions” at Russia’s western borders. The official stressed, though, that despite the “bad” tendency a potential military conflict with NATO is still “unlikely.”

Russia will “most certainly” respond to the ongoing military buildup at its western borders, Vladimir Shamanov, the head of the Russian State Duma’s Defense Committee and a former airborne troops commander, said.
“That may result in not only an increase of the number of military personnel, but could also involve strengthening our Iskander-M group, in [Russia’s western exclave of] Kaliningrad in particular,” he added, as cited by TASS.
The MP once again slammed US actions in Eastern Europe by saying that Washington is building up its troops in the region without consulting with Russia, in violation of international agreements.
Such an angry reaction by the head of the Duma’s Defense Committee was provoked by reports that the US recently “covertly” sent a new mechanized brigade to Poland, effectively increasing the overall strength of its military group in the Eastern European state to the level of a mechanized division.
Against the background of Western concerns around the joint Russian-Belarusian ‘Zapad-2017’ drills, “the US 2nd Armored Brigade arrived and took up positions in Poland, [bringing in] its own military hardware,” Russia’s Defense Ministry spokesman, Major General Igor Konashenkov, said Thursday.
He claimed the equipment of the 3rd US Armored Brigade, which was previously stationed in the region, “remained in place.” The ministry’s spokesman drew attention to the fact that the US could easily redeploy its trained military personnel from the German Rammstein base to Poland within just two hours.
“In contrast to the claims of NATO and the US on the insignificance of the troops approaching the Russian border, in fact now it is not a brigade there but a US mechanized military division,” he said.
The major general added that, under NATO’s Operation Atlantic Resolve rotation scheme, the 3rd Armored Brigade should not have brought its own military equipment to Poland but should instead use that left by the 2nd Armored Brigade. Amassing such military power on Russian borders violates the 1997 NATO-Russia Founding Act, he stressed.
Both NATO and Poland dismissed the Russian ministry’s claims, saying the bloc’s activities are “proportionate and fully consistent with its international commitments,” as cited by the Polish PAP news agency.
The Pentagon neither openly confirmed nor denied the reports concerning the numbers involved in the buildup. “We are in those places as a defensive posture and we are very clear about that,” Dana White, a Pentagon spokesperson, said on Friday.
In the meantime, several videos recently posted on YouTube show what are assumed to be US military convoys moving to Poland through Germany. The videos apparently show dozens of US Stryker interim armored vehicles driving through the streets of German towns located in the state of Saxony as well as dozens of Bradley Fighting Vehicles.
NATO and its partners have repeatedly staged drills and amassed forces close to Russian borders, with a perceived “threat” from Moscow often cited as justification.
Russia has stressed that such accusations lack any basis, pointing out that the military buildup by the West is leading to increased tensions. Moscow also, however, said that it is nevertheless open for dialogue with NATO and its partners.
The most recent wave of hysteria in the West was provoked by the joint Russian-Belarusian Zapad-2017 drills held in mid-September.
Notably, the war games were smaller in scale than military drills held in Poland and Sweden around the same time, while the Russian and Belarusian leadership tried their best to make the Zapad drills transparent by inviting some 90 foreign observers from 60 countries.

Rian Johnson said: “We had a stunning teaser poster that we revealed at Celebration a while back, and so this takes some of the visual elements of that.
“This is the final payoff poster and so it has a lot more of the cast on it, a lot more elements to it, but the tricky thing is to try and fit this many folks on it!
“How do you do that in a way that’s elegeant.. and I think the folks at Disney found a beautiful shape to it and dramatically it gives you a sense of what you’re in for with Eight.”

Star Wars: The Last Jedi is out on December 14 in the UK.
Triple GGG has knocked out 33 of his 37 opponents and is known as the most powerful puncher in middleweight boxing and already holds the WBC, WBA and IBF titles.
But Canelo is one of the best counter-punchers in world boxing and many rate him as one of the very best pound-for-pound fighters on the planet.
The 27-year-old has just one defeat, to the legendary Floyd Mayweather, in his 51-fight professional career but is a slight underdog tonight and could add a second.
12.40am: Saunders and Monroe Jr are heading into a last round but it looks like the champ will hang onto his WBO middleweight belt.
12.15am: Nicola Adams may not have been in action tonight but her girlfriend Marlen Esparza has been fighting.
The 28-year-old has secured her third professional win, from three fights, taking a unanimous decision after a polished display against Aracely Palacios.
Back in London meanwhile, Billy Joe Saunders and Willie Monroe Jr are at the halfway stage of their WBO middleweight title fight. Saunders looks to be ahead on points but is not dominating yet. Tight fight so far.
11.40pm: Let’s have another predicition shall we? This time it’s Amir Khan, who was knocked out by Canelo last time out.
“I can tell you Canelo is a class act,” Khan said.
“He is a good boxer, he moves very well and he hits very hard.
“People say that Golovkin is the power puncher in this fight but I think they may be wrong.
“I think Canelo is one of the biggest punchers in that division.
“What I found out about Canelo is that he hits and moves, his footwork is very good and he has brilliant upper body movement which Golovkin is lacking.”
11.10pm: Bad news for Nicola Adams as her fight on the undercard of Canelo vs GGG has been called off at the last minute after Alexandra Vlajk had an issue with a blood test.
Adams had been due to get in the ring at 3pm in Las Vegas – or 11pm in the UK – a few hours before the middleweight title clash between Alvarez and Golovkin at the T-Mobile Arena but was told less than an hour before that her fight had been cancelled.
Gutted for her.
10.45pm: Honestly, I’m like a kid at Christmas today. Except it’s a Christmas where we get presents the day before as well. Because there is LOADS of boxing this evening on both sides of the Atlantic and we’ve got coverage of it across the site.
For example, you have a look at Daniel Dubois’s 48-second knockout of AJ Carter or read about how Anthony Yarde had to deal with a hospitalised grandmother just hours before he weighed in for his fight. Both of those fights came on the undercard of Billy Joe Saunders vs Willie Monroe – they should get in the ring in about an hour’s time.
Tyson Fury is also in the house in London – talking up a comeback and an “easy” fight against Anthony Joshua too!
“I’ve got to get some weight off,” Fury said.
“I’ve lost nearly two stone in two weeks so everything is going really well for me at the moment.
“I’ve turned my life around. I’ve done a U-turn on everything and I’m feeling a lot better than I did before.”

I don’t think this is the last time we will see this fight and to be honest, I’d be happy with that.
We’ve got a few hours to wait before the fight gets underway in earnest – so we’ll keep you entertained. I spoke to Tony Bellew about the fight earlier this week and here’s what he told me.
“It’s an amazing fight and an unbelievable spectacle. If Canelo can take Triple G’s power, he wins,” Bellew told Express Sport.
“That’s all it’s about for me. I just don’t see how Triple G can outbox him.
“Canelo is probably the best counter-puncher in the whole game right now. He is defensively very good and his counter-punching skills are off the charts. He’s got power in both hands.
“The thing with Gennady Golovkin is whether he make Canelo fold under the pressure, whether he can make power the deciding factor.”

Ex-Fulham keeper Mark Schwarzer thinks Hodgson will keep Palace tight today after their nightmare start to the season under Frank de Boer.
“It’s going to be really structured,” he told BBC Football Focus. “He’ll bring in discipline and a system that everyone will know how to play.
“Crystal Palace need to stop conceding goals and be more organised. Frank de Boer tried to play too much football and those players weren’t quite up for it.
“With the players that he has he will be fine. He has a core group of players that has experience. I think the players will respond really quickly.
“Once they have discipline and shape, they will be allowed to show that individual flair.”

“Roy Hodgson has the pragmatic approach to football and try not to take too many risks. Frank de Boer tried different things, he tried to go long, tried to play the ball but Christian Benteke does not do enough for Palace. He did De Boer no favours,” he told BBC Sport.
“Players miss chances, but he does not have the passion and desire to get on the end of crosses. I do not see him have a go at anybody demanding they create chances. He needs to change his attitude, he is their main player. He has not been at his best.
“Palace were far the better side against Burnley and I did not feel I was looking at a group of players who downed tools or did not believe in their manager.
“Now they have chosen the right man. Are the players’ brains going to be scrambled? Hodgson will simplify the game. Do this, don’t do that. That is how he manages his club sides. All I see from Palace now is how Fulham were under Hodgson.”

11:25: Classic, Roy Hodgson has been handed a huge £40million war chest to keep Crystal Palace in the Premier League.
Our London reporter Tony Banks revealed the story earlier this week – writing that Hodgson has also been warned that there will also have to be a clear-out of fringe players during the January transfer window with as many as half a dozen players being shipped out if buyers can be found.
Brondby’s £3m Danish international goalkeeper Frederick Ronnow, is expected to be a top target.
11:15: Bit of news to get out of the way first, Palace have announced the departure of assistant manager Sammy Lee along with coaches Orlando Trustfull and Ryland Morgans.
A statement on the club’s website confirmed the news just hours ahead of this game against Southampton – which kicks off at 12.30pm
