Moments after the Senate passed a massive fiscal year 2018 budget with only Republican votes, Democrats slammed the resolution and it’s pathway towards passing a GOP tax reform plan.
“This nasty and backwards budget green lights cuts to Medicare and Medicaid in order to give a tax break to big corporations and the wealthiest Americans. It shifts the burden from the wealthy and puts it squarely on the back of the middle class, and blows a hole in the deficit to boot,” said Senate Minority Leader Chuck Schumer.
“I think it will go down in history as one of the worst budgets Congress has ever passed.”
The budget would include cuts to various healthcare and social assistance programs while increasing defense spending. It also opens up a window for tax cuts that add $ 1.5 trillion to the federal budget.
” I strongly oppose this push to jam through tax breaks for the wealthy while also making massive cuts to Medicare and Medicaid,” Sen. Debbie Stabenow of Michigan wrote in a statement. “We need a budget that reflects Michigan’s priorities and this budget falls short.”
Here’s how other Senate Democrats are reacting:

Some 62 per cent of local authorities have reduced their expenditure on services such as road maintenance, street lights and school crossing patrols since 2016/17, according to the AA.
But the motoring organisation found that more than 200 councils are seeking to increase their parking income by raising fees for on and off street parking and residential permit schemes.
AA president Edmund King said: “It is clear that local authority budgets are being squeezed and highways budgets are almost the first in line to be cut.
“Drivers will be frustrated that in many councils the additional income from increased parking charges won’t be reinvested in improving the state of local roads.
“Far too often drivers are viewed by every level of government as wallets on wheels. We think it is time to redress the balance and drivers get the investment needed to bring our roads back up to scratch.”
AA research found that more than half (53 per cent) of councils have cut their spending on roads maintenance, with the average decrease worth £900,000.
The Greater London Authority made the largest reduction at £59.5 million, while North Yorkshire has made the largest cut outside the capital at £6.2 million.
A third (33 per cent) of local authorities have lowered their spending on the installation and running of street lights by an average of £300,000, which could lead to many lights being dimmed or switched off.
Meanwhile, one in four (24 per cent) councils have reduced budgets – typically by £200,000 – for road safety education programmes and school crossing patrols.
Mr King said: “Councils which have cut school crossing patrols may not have thought about the consequences.
“Parents may decide that it is safer to drive their children to school rather than walk, which would increase traffic on the roads. It would also create frustration for residents living next to the school as more parents will park on their street.”
“Dimming and switching off street lights is a subtle change which local authorities have chosen to take, but the consequences can be fatal.
Universal’s Dark Universe feels like gamble. What if audiences don’t embrace The Mummy? What if their burgeoning cinematic universe built around classic monsters like Frankenstein and the Invisible Man dies on the vine? We’ll see which direction the wind blows in the weeks ahead, but with a Bill Condon-directed Bride of Frankenstein waiting in the wings and more movies in the works, Universal seems to be counting on this thing working out.
However, the most interesting thing to note from a new article about the creation of Dark Universe is that not every film will be a giant tentpole release. In fact, a producer who specializes in low-budget horror wants to take a stab at one of the movies.
For those obsessive enough to want every little detail about Dark Universe and Universal’s plans for their iconic monsters, this entire Hollywood Reporter article is worth a read. It touches on some things we already knew: that Universal still wants Angelina Jolie to play the Bride of Frankenstein (Javier Bardem is on board to play Frankenstein’s monster himself), that the studio is considering Dwayne Johnson to play a new version of the Wolf Man (a rumor that first howled across the internet about a year ago), and that the studio is rightfully nervous about The Mummy tracking for a $ 40 million opening at the domestic box office (it’s budged at $ 125 million).
But then there’s this interesting tidbit. Jason Blum of Blumhouse Productions, the company behind Get Out, Split, the Purge movies, the Paranormal Activity series, the Insidious movies, and tons of other horror films (both great and terrible) is interested in playing a role in Dark Universe. Here’s the relevant information from THR:
What makes Dark Universe intriguing is that — unlike with DC and Marvel — the budgets of the films will range dramatically and could even include low-budget forays. For instance, sources say Universal-based microbudget horror producer Jason Blum has expressed interest in tackling a low-budget monsterverse outing. Also, insiders are quick to point out that Universal doesn’t have to buy the IP (as Disney did with Marvel and Lucasfilm) because the studio has the titles in its library, dating to Carl Laemmle Jr.’s reign at Universal when he oversaw a 1931 Dracula and Frankenstein, a 1932 The Mummy, a 1933 The Invisible Man and a 1935 Bride of Frankenstein. Still, despite their long association with the studio, most of the monsters exist in the public domain, so there’s little to stop other studios from pursuing films based on the characters.
Blum has built his career and reputation on delivering low-budget horror movies, often to strong box office. Since the original Universal monster movies were B-movies that nobody saw having any kind of legacy, he’d be an inspired choice to operate within this universe. Because I’ll come right and say it: a Mummy movie doesn’t need to cost $ 125 million. You can make a good, scary movie about an undead Egyptian monster for less than half of that and guarantee a successful return at the box office! It’s a lesson Universal should have learned with The Wolfman back in 2010, which cost $ 150 million and bombed at the box office.
Who says cinematic universes have to be so expensive? Why can’t Dark Universe consist of modestly budgeted gothic horror movies instead of summer tentpoles? We’ll see how things proceed, but the news that Universal is open to making films of all sizes and budgets bodes well for a horror movie universe where some of the entries are actually, you know, horror movies. Honestly, I’d much rather see Jason Blum and some fresh talent tackle a classic monster and try to make it scary again than another giant spectacle.
Another interesting tidbit involves Warner Bros., who aren’t happy with Universal’s chosen name for their cinematic universe. When I initially wrote about the Dark Universe reveal, I joked that WB probably wasn’t going to be happy because that was also the working title of their superhero movie that would have teamed up various supernatural DC Comics characters (a project more commonly known as Justice League Dark around the internet). But this may not turn out to be a laughing matter, as THR claims Warner Bros. is considering legal action:
But the name Dark Universe could prove problematic for Universal. Warner Bros. already has plans for the title with a supernatural-themed Justice League movie and a series of announced comic books branded under the Dark Universe banner. Warners is mulling legal action, according to a studio source.
Interestingly, this would pit two of my favorite things in the world (the Universal monsters and DC’s supernatural characters) against one another. Because the thought of that makes a tiny piece of my soul die, I hope the studios can avoid meeting each other in court.

WASHINGTON (AP) — Attorney General Jeff Sessions is promising his Justice Department will lead the charge in helping cities fight violent crime, and police chiefs are ready with their wish-lists.
More technology to trace guns after shootings. More grant money. More intelligence analysts to help dismantle gangs. More protective gear and equipment. As the head of one police officers’ union put it, “We need more of everything.”
But Sessions, who cut his teeth as a federal prosecutor in Mobile, Alabama, at the height of the drug war in the 1980s, has inherited a federal government that built itself to fight terrorism since 9/11 and, more recently, to combat cybercrime.
Since taking office, Sessions has spoken repeatedly about a spike in murders. He and President Donald Trump ordered the creation of a crime-fighting task force, bringing together the heads of the major law enforcement agencies. And they seem to be counting on tighter border security to stop a flow of drugs and reduce crime.
But they have yet to detail how federal law enforcement should juggle priorities or offer new money for crime-fighting, especially in the face of Trump’s plan to slash nonmilitary budgets. Some clarity could come Thursday when the administration unveils its budget proposal.
“He’ll find out very quickly that you can’t pull people off all these other things just to go do that,” said Robert Anderson, who was the FBI’s most senior criminal investigator until his retirement in 2015. Anderson joined the bureau in the 1990s, when combating violence and drugs was its top challenge. “Now he’s walking into a much different Justice Department and FBI.”
Kerry Sleeper, assistant director of the FBI office that works with local law enforcement, said that after decades of declines in violence, police chiefs are coming to grips with a new uptick and asking for federal help.
REUTERS/Frank Polich— In Milwaukee, Police Chief Edward Flynn said he would like an expansion of the work done in that city by the Justice Department’s Violence Reduction Network. It teams officers with deputy U.S. marshals and agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Drug Enforcement Administration to target high-crime areas. “It’s encouraging to have an incoming administration take an interest in the spikes in violence in central cities,” he told The Associated Press.
— In Baltimore, which recorded 318 homicides last year, Police Commissioner Kevin Davis has said he would like federal agencies to double the number of agents assigned to cities experiencing spikes in violence.
— In Chicago, singled out by the White House for its surge in shootings, Police Superintendent Eddie Johnson has said he would welcome more agents and money for mentorship and after-school programs to help kids in violent neighborhoods and, in turn, reduce crime.
Other cities want help processing evidence, tracing guns and prosecuting drug traffickers and dealers as they combat heroin and opioid addiction.
More chiefs are asking the FBI for its help with intelligence-gathering to thwart crime, said Stephen Richardson, assistant director for the FBI’s criminal division.
Making violent crime a priority is a departure for a Justice Department that has viewed as more urgent the prevention of cyberattacks from foreign criminals, counterterrorism and the threat of homegrown violent extremism. And while local police say they want more help fighting violence, such a plan could put new pressure on Justice Department agencies already strapped for resources.
“Our budget’s been eroding,” Thomas Brandon, acting ATF director, told a congressional committee last week. The ranks of the agency’s special agents hit an eight-year low in fiscal year 2013 and have not grown dramatically since then.
Sessions’ focus fits his background. His career as a prosecutor began when there was bipartisan agreement in Washington that the best way to fight crime was with long, mandatory prison sentences. And he views today’s relatively low crime rates as a sign that those policies worked. Just last week, he underscored his priority in a memo to the nation’s federal prosecutors that they should use all available resources to take down the worst offenders.

In contrast, the Obama administration’s Justice Department focused its aid to local police on improving community relations.
The federal government has long played a role in fighting crime through grants and partnerships. Agents assigned to field offices work with local police to share intelligence on gangs and shootings, hunt fugitives and probe bank robberies, among other things. Constance Hester-Davis, special agent in charge of the ATF’s field division in New Orleans, said her agents routinely work alongside local counterparts, even attending community meetings.
“At the end of the day, crime is a state and local concern,” said Chuck Wexler, executive director of the Police Executive Research Forum, a law enforcement think tank. “However, what police chiefs say is the federal government does have a responsibility, particularly when they prosecute.”
Such cooperation can work. Oakland, California, police saw killings fall from 126 in 2012 to 85 in 2016, two years after FBI agents were embedded in the homicide unit. Ten agents now share an office with Oakland detectives, offering help gathering evidence, collecting DNA, chasing leads and bringing federal prosecutions that carry longer sentences in far-away prisons. Detectives solved at least 60 percent of their cases last year, compared to about 30 percent in 2010, said Russell Nimmo, FBI supervisory special agent on the Oakland Safe Streets Task Force.
“It’s very complementary to what our mission is,” Nimmo said. “We’re a big organization. The challenge for our leadership is determining how many resources to allocate to each of those competing priorities.”
Richardson, who formed the first FBI task force in Louisiana to combat violent criminals, said the new focus will mean shifting resources in ways that are yet to be seen. The FBI is finalizing a strategy to “surge” resources, including agents, in certain cities this summer.
“We won’t be able to do all the cities we’d like to at once,” Richardson said. “I firmly believe it will make a difference.”

A good investment
LIKE many rich-country governments, Britain’s prides itself on pursuing policies that promote sexual equality. However, it fails to live up to its word, argues the Women’s Budget Group, a feminist think-tank that has been scrutinising Britain’s economic policy since 1989. A report in 2016 from the House of Commons Library, an impartial research service, suggests that in 2010-15 women bore the cost of 85% of savings to the Treasury worth £23bn ($ 29bn) from austerity measures, specifically cuts in welfare benefits and in direct taxes. Because women earn less, rely more on benefits, and are much more likely than men to be single parents, the cuts affected them disproportionately.
The government does not set out to discriminate, says Diane Elson, the budget group’s former chair. Rather, it overlooks its own bias because it does not take the trouble to assess how policies affect women. Government budgets are supposed to be “gender-neutral”; in fact they are gender-ignorant. Ms Elson is one of the originators of a technique called “gender budgeting”—in which governments analyse fiscal policy in terms of its…
