But she forbade her daughter from wearing the puffy skirt called a pollera, the embroidered tasseled shawl or the bowler hat that combine with long braids to form the chola ensemble.

“I think she did it to protect me from discrimination,” Paco says. “I wore sweatpants or jeans instead.”

Originally imposed by the Spanish crown at the end of the 18th century as a way to identify women of indigenous blood and deny them their traditional clothing, the Chola Paceña attire has long served as grounds for discrimination against indigenous women. The term “chola” itself was derogatory. But lately there has been a resurgent pride in chola clothing, much of it because of the election of the nation’s first Aymara president, Evo Morales, in 2005, but some of it because of designers like Paco.

In Bolivia, people always try to imitate other countries and sometimes fail to recognize the riches we have within our own country.

Eliana Paco

After leaving her mother’s home when she married after high school, Paco not only began wearing traditional chola clothing, she started making it. Today, Paco’s elegant designs combine bright colors, modern textures, flashy details and elegant cuts with price tags as high as $ 2,000. Her designs have become a favorite among discerning cholas, and have graced runways as far away as New York.

“Eliana Paco is a leader in what has been the revalorization of this attire. She has strengthened a sense of identity within the culture that uses it and generated appreciation for it outside of the culture and outside of the country,” says Micol Balderrama, who works for the office of cultural affairs in the municipality of La Paz, which has named Paco a cultural ambassador.

She was a featured designer when La Paz launched its first annual chola fashion show in 2005 in an attempt to shore up pride in a waning slice of national culture, but Paco’s career really took off during Bolivia Fashion Week in 2016 in the city of Cochabamba. The event’s organizers were intent on including a chola in the mix of Bolivian and international designers; Paco was the only one who accepted. “I think there was a lot of fear among the designers of presenting chola fashion on an international runway,” says Pamela Alarcón, the event’s director. “Eliana took a big risk to get up on that runway, which was outside of her social context.”

It paid off. Later that year, Alarcón arranged for her to show her designs at New York Fashion Week. “In Bolivia, people always try to imitate other countries and sometimes fail to recognize the riches we have within our own country,” Paco says. But when Bolivians saw chola attire in a foreign fashion week, “they felt pride in it and dignified it.”

Now, two years after that first international show, she moves seamlessly between her culture and the fashion world. In the La Paz neighborhood where there are dozens of modest shops selling polleras and shawls, where women sell food out of carts on the streets and men drink beer on the corner, Paco tends her well-appointed store. Inside, a long row of pastel-colored petticoats, which give the pollera its distinctive lift, form a lacey canopy over a long, black couch. On a recent evening, she stood behind her desk, wearing a subdued black pollera and a long, open black and gray sweater. She was holding an impromptu meeting with a handful of women who belong to a 120-member-strong pollera makers’ association that she presides over as president.

Three evenings later, she was wearing a sequined shawl that featured a floral design and macramé, a black bowler hat, dangling earrings and a pollera at a fashion show in La Paz. After the show, she embraced the lanky models who had strutted her elegant designs down the runway to the beat of electronic music. She kissed fellow designers on the cheek and graciously received praise from other guests, as people milled about posing for pictures and pressing business cards into each other’s hands.

But Paco’s crossover into this world has also drawn criticism. After Bolivia Fashion Week, Paco says she got flak for dressing a model in a pollera and high heels, instead of the flats favored by cholas. She also shows models in corsets using transparent fabrics and low or open necklines, as opposed to the traditional, high-necked blouse. The municipality of La Paz recently outlawed these modifications for official festivities where cholas perform dances, in an attempt to preserve the authentic attire that the government has declared intangible cultural patrimony.

According to Valeria Salinas, who teaches at the Private University of Bolivia and researches the chola fashion movement, “it is one thing to make the attire more fashionable and another to distort it.” Now, non-chola women are sparking complaints of cultural appropriation and talk of original versus “transformed cholas,” Salinas says.

For Paco, who declined to reveal her age, fashion is not static, and modernizing chola style without breaking its traditional form and elements is a way to lure a reluctant generation of cholas back to the attire. When she dresses non-chola women in her designs — whether it is foreign diplomats stationed in La Paz or runway models — she sees it as a cultural exchange. And even the cultural purists at the municipality accept that Paco has more leeway on international runways to bend the limits of tradition.

As Paco looks to the future, her eye is both on Bolivia and abroad. Domestically, she wants to promote shawls made of alpaca fiber and work with contacts in the local textile industry so that one day, she can design clothes from 100 percent Bolivian products.

Her other goal is to rekindle the acquaintance she made at the fashion weeks in Bolivia and New York with designer Ágatha Ruiz de la Prada, a member of Spanish royalty, who Paco says was very supportive. Paco says her goal is to show her work in Europe and hopefully leave something of hers behind in the window of one of de la Prada’s boutiques in Spain. If she does, she will be taking attire forced by the Spanish on Bolivian women hundreds of years ago and giving it a triumphant return.

Bolivian leader digs up Pompeo comment about ‘transition’ in Venezuela after attack on Maduro https://briefnews.eu/bolivian-leader-digs-up-pompeo-comment-about-transition-in-venezuela-after-attack-on-maduro/ https://briefnews.eu/bolivian-leader-digs-up-pompeo-comment-about-transition-in-venezuela-after-attack-on-maduro/#respond Mon, 06 Aug 2018 19:11:46 +0000 http://briefnews.eu/bolivian-leader-digs-up-pompeo-comment-about-transition-in-venezuela-after-attack-on-maduro/

Evo Morales has lashed out at “Yankee interventionism” after an assassination attempt on the president of Venezuela, pointing to comments made by Mike Pompeo that the US is hoping for “transition” in the South American state.

Morales, Bolivia’s staunchly anti-American president, took to Twitter to accuse the US of having “plans” for Venezuela, a day after Venezuelan president Nicolas Maduro was targeted by armed drones during a military parade in Caracas. Shortly after, Maduro blamed the “Venezuelan ultra-right in alliance with the Colombian extreme right” for the attack.

Morales pointed out the fact that then-CIA director and current Secretary of State Mike Pompeo had openly boasted about the CIA’s dealings with Mexico and Colombia, in hopes of fostering a “transition” in Venezuela.

“On 07/20/17, then chief of the CIA, Mike Pompeo admitted efforts with Mexico and Colombia to foster a ‘transition’ in Venezuela. Then, on 8/10/17, in the White House, Trump pressed his aides to invade Venezuela. The world is well aware of the plans of the US against Venezuela,” Morales tweeted on Sunday. In follow-up tweets, Boliva’s leader cited reports that US President Donald Trump had explored a “military option” against Caracas, describing such actions as “Yankee Interventionism.”

At the Aspen Security Forum in Colorado last year, Pompeo, apparently speaking on behalf of the CIA, said that “we are very hopeful that there can be a transition in Venezuela,” adding that the “CIA is doing its best to understand the dynamic there, so that we can communicate to our State Department and to others.”

He also revealed that he had met with officials in Colombia and Mexico to discuss regime change in Venezuela.

“I was just down in Mexico City and in Bogota a week before last, talking about this very issue, trying to help them understand the things they might do, so that they can get a better outcome for their part of the world and our part of the world.”

The video of Pompeo’s fortuitous comments – now more than a year old – has resurfaced on Twitter, with even Maduro retweeting Morales’ observations.

National Security Advisor John Bolton dismissed claims that Washington was somehow involved in the bizarre attack that appeared to target Maduro.

“I can say unequivocally that there was no US government involvement in this at all,” Bolton told Fox News.

Tens of thousands of Bolivians unfurled a “flag of maritime revindication,” which stretched for 200km (124 miles) along a highway in the Andes Saturday, to express support for the nation’s claim for access to the Pacific coast. Bolivia is set to present legal arguments in the International Court of Justice in The Hague over its bid for a sea corridor, lost in a war with Chile in the 19th century.

Will Daniel Radcliffe’s ‘Jungle’ film help save Bolivian eco-tourism? https://briefnews.eu/will-daniel-radcliffes-jungle-film-help-save-bolivian-eco-tourism/ https://briefnews.eu/will-daniel-radcliffes-jungle-film-help-save-bolivian-eco-tourism/#respond Thu, 19 Oct 2017 03:06:59 +0000 http://briefnews.eu/will-daniel-radcliffes-jungle-film-help-save-bolivian-eco-tourism/

Tourism, currently already on a downward slope, would also be hit. Some 20 years ago, Rurrenabaque was a small jungle town of hostels, backpacker bars, and unpaved streets. Adventurous travelers came for the chance to swim with pink river dolphins, fish for piranhas, and catch a glimpse of capybara [world’s largest living rodent], monkeys, and the elusive jaguar. And most had heard of Ghinsberg’s gripping yarn (originally published as Back from Tuichi.)

Today, the now-tarmacked streets of Rurrenabaque feel emptier, and whisper with a different set of stories. Tourism is quiet, Mariaca says, citing the falling value of the euro, cost of getting to Bolivia, new entry rules, and increased visa charges.

Mariaca feels ecotourism and protecting protected areas doesn’t factor into in the government’s vision. But perhaps Daniel Radcliffe and the silverscreen treatment will inspire intrepid travelers to not only explore the jungle, but to follow in Ghinsberg’s footsteps and invest in protecting it, too.

For Chalalán, the communities who live around it, and the wildlife that calls Madidi home, it is too soon to tell what the future holds. The campaign to preserve one of the world’s richest ecosystems is loud, but it remains to be seen whose voice is louder.

‘US hegemony has come to an end’: Bolivian FM rejects idea of intervention in Venezuela https://briefnews.eu/us-hegemony-has-come-to-an-end-bolivian-fm-rejects-idea-of-intervention-in-venezuela/ https://briefnews.eu/us-hegemony-has-come-to-an-end-bolivian-fm-rejects-idea-of-intervention-in-venezuela/#respond Thu, 17 Aug 2017 06:36:33 +0000 http://briefnews.eu/us-hegemony-has-come-to-an-end-bolivian-fm-rejects-idea-of-intervention-in-venezuela/ The Bolivian foreign minister has firmly rejected Washington’s hegemonic ambitions as manifested in Donald Trump’s latest threat of a military intervention in Venezuela, while underlining Caracas’ right to self-determination without outside meddling.

Speaking to RT in Moscow following his meeting with Russian foreign minister Sergey Lavrov, Fernando Huanacuni Mamani emphasized that any foreign meddling in Venezuela’s domestic affairs is unacceptable.

“Our countries, Russia and Bolivia, also agree that we firmly reject any kind of meddling with or encroachment on the sovereignty of Venezuela. If we want to help, we should respect the democratic process launched in Venezuela, it’s very important to preserve harmony in the region,” Mamani said.

Venezuela has been gripped by violent street protests since April which has already led to over 100 deaths. Amid the ongoing crisis in the South American country, the Trump administration blacklisted a number of senior Venezuelan officials, including president Nicolas Maduro, freezing their assets in the US and banning American citizens from doing business with them.

The sanctions were imposed following last month’s Constituent Assembly elections which the US branded “illegitimate.” According to Caracas, approximately 8 million people voted for the 545 candidates who will now draft a new constitution for the country.

On Friday, Trump called Maduro a “dictator” and blamed him for the worsening humanitarian situation in the country, further escalating the tensions between the two nations. To put an end to the crisis, a “military operation, a military option, is certainly something we could pursue,” Trump added.

“Dialogue is the only way, allowing to resolve the crucial domestic issues. Venezuela elected the National Constituent Assembly, it is an excellent opportunity to reach a consensus and discuss the perspectives of the further development for Venezuela,” Mamani said, adding that Bolivia has vast experience in solving problems through dialogue.

The Constituent Assembly, the diplomat noted, is the “best format” to have a nationwide dialogue which encompasses all levels of society. “It’s a format created democratically as a tool for decision-making, conducting debates within the framework of the constitution and for devising constitutional solutions,” Mamani said.

Pointing to the disastrous history of US-led and supported interventions across the globe, including in Libya, Iraq and Afghanistan, Mamani noted that intervention only leads to the “collapse of these countries.”

Emphasizing that foreign intervention is an “inefficient way” to achieve stability in any state, Mamani called on Washington to abandon their hegemonic ambitions and recognize the existence of a multipolar world where nations can determine their own future.

“The hegemony of the Western world and the [US] empire has come to an end,” Mamani told RT.

“Today, a new multipolar world order emerges, in which all peoples can choose their own way, establish their own democracy in a completely different format, trying to build a balanced relationship with other countries, instead of the hegemony sought by the United States.”

Bolivian president calls US ‘threat to international law, UN’ over ‘unilateral’ Russia sanctions https://briefnews.eu/bolivian-president-calls-us-threat-to-international-law-un-over-unilateral-russia-sanctions/ https://briefnews.eu/bolivian-president-calls-us-threat-to-international-law-un-over-unilateral-russia-sanctions/#respond Sun, 30 Jul 2017 08:53:08 +0000 http://briefnews.eu/bolivian-president-calls-us-threat-to-international-law-un-over-unilateral-russia-sanctions/

Bolivian President Evo Morales slammed the US as a “threat to multilateralism, international law, the UN,” and condemned the latest round of sanctions against Russia.

“The United States again seeks to impose unilateral sanctions against Russia. They contradict international law. Bolivia rejects them,” Morales tweeted.

“With these types of sanctions, the USA can be described as a threat to multilateralism, international law, and the United Nations,” another tweet said.

It comes a couple of days after the US Senate adopted yet another round of sanctions, aimed at Russia, North Korea, and Iran. Now only the signature by US President Donald Trump remains before the sanctions are finally greenlighted.

The White House has stated that President Trump is satisfied with the document and “intends to sign it” shortly.

However, not everyone is siding with Washington on the matter. A recent poll conducted at the beginning of July and commissioned by Der Spiegel showed that the overwhelming majority of Germans – 83 percent of people over 18 years old – are against the new US sanctions on Russia.

The German government has also opposed the sanctions, fearing they will target the EU by extension. European companies working with Russia on various energy initiatives, such as the Nordstream II pipeline, will be targeted as well.

“It remains the case that we will not accept an extraterritorial application of these US sanctions against European companies,” German Foreign Minister Sigmar Gabriel told Der Spiegel on Friday.

German Economy Minister Briggette Zypries hinted at potential counter-sanctions and a “trade war” with Washington should the document be signed by Trump.

Austria echoed Berlin in its concerns, with the president of the Austrian Federal Economic Chamber, Christoph Leitl, saying, “Europe must not let this happen,” adding that if the restrictions against Moscow are passed by Washington, “there is no doubt that Europe will be firmly united [against them].”

German Chancellor Angela Merkel’s spokesman and Austrian Chancellor Christian Kern also condemned the bill.

On Saturday, Moscow urged Washington to revise its policy and break “the vicious circle of retaliation,” Russian Deputy Foreign Minister Sergey Ryabkov said in an interview with ABC, after Moscow decided to reduce the number of US diplomatic staff in Russia and suspend the use of several of the embassy’s facilities in Moscow.
