Most recently, he has likened Crimea’s reunification with Russia to Hitler’s annexation of the Sudetenland.

The trouble with raising the specter of an enemy is that one can very easily take it too far. Johnson has apparently been so gripped by hysterical Russophobia that he has started seeing parallels between Russia and its sworn enemy, the Third Reich.

In his latest outburst to the Foreign Affairs Select Committee, he went as far as to claim that Crimea joining Russia, following an overwhelmingly supportive referendum in March 2014, was similar to the partial occupation of what was then Czechoslovakia by Hitler’s forces back in 1938. Johnson then claimed that it was “wholly apposite” to draw such comparisons between the Nazis then and Russia now.

“Russia annexed a sovereign European territory,” the foreign secretary said of Crimea. He then emphatically pointed out that “we did not do anything about the Sudetenland, you know,” referring to European leaders’ decision to allow the peripheral Czechoslovak territories to be annexed by the Nazis. Later on, using their position behind the Czechoslovak defenses, the Wehrmacht were able to enter Prague unopposed.

Johnson warned that Europe’s failure to stand up to what he called Russia’s “pattern of provocative behavior” would encourage the Kremlin in its “revanchist feeling.” He attempted to scare Europe further by claiming that a lack of action on Moscow’s “assertive” policy would be similar to the appeasement of Adolf Hitler.

As he made his far-reaching conclusions, Johnson completely neglected one fact: It was the West, namely France and the UK itself, which “sold” Czechoslovakia to Hitler by signing the 1938 Munich Agreement. Better known as the ‘Munich Betrayal’, the treaty allowed Nazi Germany to annex parts of Czechoslovakia.

The pact was signed by Hitler and Italian Fascist dictator Benito Mussolini – as well as Britain’s then-Prime Minister Neville Chamberlain and his French counterpart Edouard Daladier. Notable by its absence was the Soviet Union, and even Czechoslovakia’s leadership did not take part in the negotiations on the agreement.

The British media has apparently fallen victim to this selective historical amnesia. The Daily Express, for example, briefly mentioned in its piece that Chamberlain merely “refused to intervene” when Hitler’s forces occupied the territory.

It is not the first time Johnson has allowed himself to make such far-fetched comparisons. On March 21, he likened Russia’s hosting of this year’s World Cup to the 1936 Olympics in Nazi Germany, adding that such a “comparison with 1936 is certainly right.”

This provoked an angry reaction from Moscow. The Kremlin spokesman Dmitry Peskov denounced Johnson’s words as “totally disgusting” and “not appropriate for any foreign minister.”

Johnson is no stranger to statements that encourage a distorted view of Russia. For example, he has publically claimed that getting rid of former spies is just a part of Russian nature. In his opinion piece for the Washington Post, he called the poisoning of double agent Sergei Skripal nothing other than the manifestation of “blatant Russian-ness.”

It almost goes without saying that Johnson never bothered to provide even the slightest proof to substantiate his claims. Instead, he trumpeted the “overwhelming support” that the UK received from other western countries following the poisoning of Skripal. Johnson interpreted this as a clear sign that the whole “Western world” shares his take on Russia’s “provocative behavior.”

On March 4, Skripal, 66, and his 33-year-old daughter were found unconscious on a bench outside a shopping center in the British town of Salisbury. Police later said they had been poisoned with some sort of a Soviet-era nerve agent. London was quick to blame Moscow for the incident and its Western allies were quick to join in, even though no solid evidence of Russian involvement in the incident has been presented so far.

Russia has repeatedly denied having anything to do with the poisoning of Skripal. Moscow has offered cooperation in the probe and demanded the details be shared, as it involves Russian citizens.

The NATO Secretary General delivered the comments at a joint press conference with the UK Foreign Secretary Boris Johnson in Brussels on Monday, where Johnson came to secure European support in the Skripal case.

Stoltenberg branded the Salisbury chemical incident an “attack,” despite the fact that the exact causes of the alleged poisoning of former double-agent Sergei Skripal and his daughter were still undetermined and not even a shade of evidence has surfaced yet. The UK blamed Moscow for the incident, naming the mysterious Novichok nerve agent, presumably of Soviet origin, as the toxin involved.

“The attack in Salisbury was the first use of a nerve agent on Alliance territory. It showed total disrespect for human lives. And the attack was an unacceptable breach of international norms and rules,” Stoltenberg stated, adding that the incident followed a pattern of “reckless behavior” on Russia’s part.

The official provided examples of such “behavior,” which consisted of a usual set of anti-Russian allegations raised over the past few years. The only fact Stoltenberg mentioned was the reunification of Crimea with Russia, following the 2014 referendum. As usual, the NATO chief described the reunification as an act of “illegal annexation” and a violation of the “sovereignty and territorial integrity of Ukraine.” The other “examples” he mentioned did not hold water and were mere speculations, namely alleging that Russian was involved in the civil conflict in eastern Ukraine and “different types of hybrid tactics including cyber-attacks” of some sort.

“We have seen that Russia continues to interfere in our democratic political processes and undermine our democratic institutions,” Stoltenberg stated, without giving any concrete examples.

Johnson provided a similar list of “samples” of Russia’s allegedly “reckless behavior,” also adding the ongoing anti-terrorism campaign in Syria to the list. It was unclear how the Foreign Secretary considered fighting internationally recognized terrorist groups under the invitation of a country’s democratically elected government would be considered “reckless.”

Stoltenberg insisted that NATO’s approach to Russia was “firm, defensive and proportionate,” but with “openness to a meaningful dialogue.”

“We continue to call on Russia to provide complete disclosure of the Novichok program to the Organization for the Prohibition of Chemical Weapons,” Stoltenberg said, while he accused Russia of “disregard for international peace and security,” which was apparently shown through Moscow’s reaction to the UK’s accusations over the Skripal case.

Russia has firmly dismissed all the allegations and urged the UK to provide samples of the nerve agent or some other evidence, instead of simply producing hysterical accusations.

“The fact, that they [UK officials] categorically reject to file an official request and deliberately and arrogantly fan anti-Russian rhetoric in the public sphere bordering on hysteria, indicates that they clearly understand they have no formal pretext to go down a legal road,” Russian Foreign Minister Sergey Lavrov said on Friday.

Boris Johnson may visit Moscow in three weeks’ time, which would be the first such occasion for a UK Foreign Secretary in 5 years. Johnson’s previous plan to come to Russia in March was ultimately cancelled amid a crisis in Syria.

Johnson may come to the Russian capital and hold meetings with his counterpart Sergey Lavrov on December 22, Reuters reports citing sources. Alan Duncan, a junior foreign minister, will arrive in Russia next week to lay the ground for the Johnson’s visit, when he and Lavrov will discuss international security issues, the report said.

Earlier, Russian diplomatic officials confirmed that preparations for a Johnson visit were underway, but would not provide any detail. The previous visit by Britain’s top diplomat to Russia was in 2012, when the position was held by William Hague.

Johnson had intended to come to Moscow earlier this year, but his scheduled visit was first postponed by London and later cancelled altogether. The cancelation was reportedly due to a US missile strike at a Syrian military base, which was ordered by US President Donald Trump after reports of a chemical weapon attack in the country. The Russian Embassy in London mocked the decision, implying that Johnson would not personally face questions from his Russian counterpart over the controversial attack on Syria and preferred to have US Secretary of State Rex Tillerson do the talking instead.

Relations between Russia and Britain have been strained for over a decade. The two nations have fallen out  over issues like the 2006 poisoning of former Russian security officer Aleksandr Litvinenko in London, the mutual expulsion of diplomats, the 2014 political crisis in Ukraine and the Syrian war.

The expected visit would come at a low point in already sour diplomatic environment. British Prime Minister Theresa May, whose position as the head of the government is undermined by her cabinet’s poor handling of Brexit negotiations with the EU and other domestic problems, apparently decided last month to play the Russia threat card to rally Britons’ support. However, both May and her cabinet members were forced to admit that they had no evidence of Russian interference in either the Brexit vote or the snap general election in June that proved disastrous for the Tories.
