Russia may be in the thick of war now — but investing in it may "surprise on the upside" after the conflict with Ukraine ends, a Hong Kong-based fund manager said at the Forbes Global CEO Conference in Singapore on Monday.

"All these vast lands they have in Siberia will be the biggest, most productive farmlands in the world in the next three decades. They will be a food superpower," said Cheah Cheng Hye, co-chief investment officer of Value Partners Group, an asset management firm that manages about $ 7 billion in assets.

Climate change has been negatively impacting crop yields, nutritional quality of major cereals, and livestock productivity. But Siberia is home to some of the world's largest reserves of idle cropland with potential for huge farms, wrote agriculture experts Maarten Elferink and Florian Schierhorn in The Diplomat in 2019.

"Russia could be the key winner of global warming," Cheah said. Over two-thirds of Value Partners' clients are based in China and Hong Kong.

Cheah was speaking about unexpected investing opportunities that could "surprise on the upside."

"Right now, Russia is not good news for investors but look longer-term out," Cheah said.

While Cheah's recommendation may seem like an extreme contrarian trade, Siberia is a huge resource play for investors.

Siberia is a vast region — accounting for about three-quarters of Russia's land area — and home to wide swathes of oil and gas fields and farmlands.

Even before the war, investments from China were pouring into Siberia, with at least 865,000 acres of farmland — or 16% of Siberian land used for farming — sold to or leased as of November 2019 by Chinese citizens, BBC's Russian service reported, using state land register data. 

Moreover, China has not condemned Moscow over the Ukraine war. In February, China approved wheat imports from all regions in Russia, presenting an alternative market for the major exporter of the grain. Trade between China and Russia has surged 31% in the first eight months of 2022.

Japan lagged behind other countries not just in developing vaccines, but also in approving them when it came to COVID-19. As the publication points out, three of Japan's most advanced COVID-19 vaccine candidates are still undergoing clinical trials. To prevent a repeat, the country established the Strategic Center of Biomedical Advanced Vaccine Research and Development for Preparedness and Response (SCARDA) back in March. 

SCARDA's central research center will be based in Tokyo, but it will be supported by four core institutes, namely Osaka University, Nagasaki University, Hokkaido University and Chiba University. The $ 2 billion funding is supposed to keep it running for five years. $ 1.2 billion will go towards the center's vaccine research and development projects, while $ 400 million will be spent on supporting start-ups in drug development. The other $ 400 million will go towards setting up a network of research centers across the nation, as well as towards vaccine testing.

SCARDA will initially focus on developing vaccines for eight infectious diseases, including COVID-19, monkeypox, SARS, dengue and Zika virus. Its researchers will look into various types of vaccine technologies, as well, such as mRNA and viral vectors. The center aims "to find seeds for future vaccines," but its ultimate goal is to be able to conjure up diagnostic tests, vaccines and treatments within 100 days of the identification of a pathogen that has the potential to become a pandemic. 

It was the UK government that first proposed the 100-day response goal, based on what it learned from COVID-19. "The first 100 days when faced with a pandemic or epidemic threat are crucial to changing its course and, ideally, preventing it from becoming a pandemic," the UK wrote in its pandemic preparedness report to the G7. According to the World Health Organization, it recorded over 2.5 million cases and 200,000 deaths 100 days after it declared COVID-19 as a public health emergency of international concern. A swift response from the start could've prevented those numbers from getting any higher.

Queen Elizabeth II made an appearance on May 17 at London's Paddington station, one of the main stops on the railway, to officially open the line. She learned how to add money to an Oyster travel card.

After Queen Elizabeth died, Transport for London (TfL) warned passengers about potential disruption to normal travel routes because of "unprecedented travel demand" on the day of Her Majesty's funeral.

It was so quiet in Paddington station that you could hear a pin drop. I saw two passengers dressed in formal black attire with hats and broaches, who appeared to be heading to an event related to the Queen's funeral.

The TfL commissioner, Andy Byford, wrote one of the notes, which said the team sent their "deepest condolences to King Charles III and the Royal Family on the passing of our Sovereign Lady, Her Majesty Queen Elizabeth II."

It was no surprise that the Elizabeth line was so quiet, given that Monday was a public holiday due to the Queen's funeral. This meant that many businesses and workplaces were closed for the day.

TfL said passengers will be charged off-peak fares for travel on Monday. That means a normal adult pay-as-you-go fare for a journey from London's Zone 1 to Zone 2 dropped from £3.20 to £2.60.

The Elizabeth line is scheduled to run an extra hour on Monday until midnight between Paddington and Abbey Wood as visitors and tourists flock to the city for the funeral, per TfL. Hourly trains are set to operate overnight between Paddington and Reading, it added.

TfL said a two-minute silence will take place on Monday at around 11.55 a.m. on the Elizabeth line and other services. Announcements will alert customers before the silence begins, while buses will pull over and switch engines off if safe to do so, per TfL.

Apart from the Waterloo and City line, which was closed, a good service was expected on all tube lines on Monday. Green Park station, located next to Buckingham Palace, was only allowing people to exit.

Germany has pledged €67 billion ($ 66.9 billion) in funding to assist utility companies struggling to deal with surging energy prices, the Financial Times reported Tuesday, underscoring concerns in Europe about insolvencies potentially rippling throughout the region. 

Germany's state development bank KfW will be able to deploy billions of euros in loan guarantees and liquidity assistance to energy companies, officials told the FT. The money will be redeployed from a COVID-19 bailout fund that was established in 2020 to help companies stave off insolvencies as lockdown mandates forced them to halt business activities. 

European gas importers have been forced to pay higher prices as Russia reduces its natural gas flows into Europe. The Kremlin recently said Russia will not restart flows of gas supplies through the Nord Stream 1 pipeline until the "collective West" lifts sanctions against Moscow for its invasion of Ukraine. The Nord Stream 1 pipeline runs under the Baltic Sea into northeastern Germany. 

Germany has already made moves in aiding the energy sector. German utility giant Uniper was granted a government bailout now totaling €19 billion, the FT reported, and gas importer VNG asked for government help last week. 

Earlier this month, Sweden and Finland, according to Bloomberg, created €33 billion in emergency liquidity facilities to aid struggling utility companies navigating turbulent power markets. 

European Union energy ministers will hold an emergency meeting on September 30 as part of steps to approve proposals designed to drag down surging gas and power prices sweeping throughout the region.

Elon Musk found a new reason to walk away from buying Twitter. This time it's a huge severance package the company paid to a former executive who recently accused it of serious security flaws.

In a letter sent Friday afternoon by Musk's legal counsel to Twitter's chief legal officer Vijaya Gadde, the billionaire took issue with a $ 7.75 million payment in late June to Peiter Zatko, better known as "Mudge," after he was let go from the company.

Lawyers for Musk argued the payment is a breach of the $ 44 billion merger agreement signed back in April. Twitter promised in the deal not to "provide any severance or termination payments or benefits to any Company Service Provider," the attorneys wrote in the letter, while noting that the definition of a "Company Service Provider" includes former Twitter employees.

This marks the third "notice of termination" of the merger agreement sent by Musk to Twitter. The first was sent in early July, claiming that Musk had the right to cancel the deal because Twitter's allegedly withheld requested data and information regarding the number of "bots" or spam accounts on the platform. The second was in August, pointing to Zatko's whistleblower disclosure as a new basis for Musk to call off the acquisition. Broadly speaking, Musk is accusing Twitter of "fraud" by misleading him on its business and monetization capabilities, as well as public investors and the SEC.

"Although the Musk parties believe this termination notice is not legally necessary to terminate the merger agreement because they have already validly terminated it… the Musk parties are delivering this additional termination notice in the event that [earlier notices are] determined to be invalid for any reason," the letter adds. 

Representatives for Twitter could not be immediately reached for comment. The company has repeatedly stood by its existing disclosures about bots on its service. 

Musk has leapt on Zatko's whistleblower disclosure, made public in August, as he fights in Delaware Chancery Court to walk away from his agreement to buy Twitter at no cost. Twitter sued Musk in July, saying he is legally bound to purchase the company for $ 44 billion and Musk's true reason for backing out was worry over his personal fortune being affected by a downward turn in financial markets. The company also recently claimed that Musk's personal texts show he was thinking about getting out of the deal in early May, just a few weeks after he agreed to buy it.

As for Zatko, a hacker turned security expert, he spent only a year working at Twitter. The company claims he was fired earlier this year for performance issues and that all of the concerns he raised about security were investigated when he was still with the company. Zatko's lengthy disclosure to Congress claimed Twitter suffers from unchecked and "egregious" security flaws that he was told to withhold or temper the seriousness of in presentations to the company's board. He also claimed Twitter "lied" to Musk about its measuring of "bot" accounts. Twitter called Zatko's disclosure "opportunistic" and an obvious attempt to harm the company. 

While Twitter employees told Insider they are suspicious of Zatko's motivations, some of his claims struck a chord with current Twitter workers.

Twitter's lawsuit against Musk is headed to a five-day trial in early October.

The Commerce Department says the funding will "revitalize the domestic semiconductor industry and spur innovation while creating good-paying jobs in communities across the country."

Over half (roughly $ 28 billion) of the CHIPS for America Fund has been earmarked for boosting production of logic and memory chips in the US using the most advanced processes available. The agency plans to disburse the funds through grants and loans, which will be used to build and expand facilities for making, testing, assembling and packaging chips.

The government is looking to ramp up production of older chips as well. Approximately $ 10 billion will go toward building semiconductors for cars, communications tech, medical devices and defense, as well as other critical commercial sectors. On top of that, the Commerce Department says $ 11 billion of the funding will go into research and development.

The agency plans to start accepting applications by early February. It says loans and grants will be provided on a rolling basis, as soon as it can "responsibly" process, evaluate and negotiate applications. Commerce Secretary Gina Raimondo told The New York Times that the department could start releasing the funds as soon as next spring.

It will likely take a few years before domestic production of chips meaningfully increases, as it will take some time to build or expand semiconductor fabs. The impact of the CHIPS and Science Act, which passed with bipartisan support, could help mitigate any fallout from tensions between the US and China over Taiwan, where more than two thirds of the most advanced semiconductors are built. The Commerce Department notes that the US currently makes "zero percent" of the planet's supply of state-of-the-art semiconductors, even though many are designed in the country.

Drugstore giant CVS said on Monday that it is buying Dallas, Texas-based home-healthcare company Signify Health in a deal worth $ 8 billion, a move that underlines fierce competition among technology and healthcare giants alike to push more aggressively into medical services.

Signify Health works with a network of some 10,000 doctors across the US and enables house calls to patients. The company expects to make nearly 2.5 million in-person and virtual patient home visits in 2022, according to a presentation to investors on CVS's website. 

Amazon and UnitedHealthcare were also both circling Signify Health, The Wall Street Journal reported last month. In July, Amazon said it would buy primary care startup One Medical for $ 3.9 billion. 

Rhode Island-headquartered CVS has told investors that it wants to push further into healthcare for customers.

Chief Executive Officer Karen Lynch told analysts on the second-quarter earnings call last month that she expected to improve the company's health services in primary care, provider enablement, and home health. 

"We can't be in the primary care without M&A. We've been very clear about that," Lynch said, referring to mergers and acquisitions, adding that "we are very encouraged and confident that we'll take the next step on this journey by the end of this year." 

The company was "very active in evaluating a wide range of assets in and around the care delivery space," CVS Chief Financial Officer Shawn Guertin added, according to a transcript from research provider Sentieo. 

CVS said on Monday that the deal is expected to close in the first half of 2023 and that Signify Health CEO Kyle Armbrester will continue to lead the company under the CVS Health banner. Signify Health went public in February 2021 at $ 24 per share, and by the end of 2021 its stock price had fallen to about $ 14.

Several US government agencies are having a busy week for doling out broadband deployment funding to ISPs and state governments. Today, the FCC announced $ 791.6 million for six broadband providers, covering network expansions to over 350,000 homes and businesses in 19 states. The ISPs will receive the money over 10 years.

“This round of funding supports projects using a range of network technologies, including gigabit service hybrid fiber/fixed wireless deployments that will provide end-user locations with either fiber or fixed wireless network service using licensed spectrum,” the FCC said. Funded ISPs include Nextlink Internet and Starry.

Separately, the Treasury Department and National Telecommunications and Information Administration (NTIA) this week announced new grants for states and Tribal entities (more on that later in this article).

Back when Star Wars The Force Awakens smashed its way to $ 2.068 billion worldwide, it looked set to be the king of the modern cinema era. Infinity War squeaked up very close last year with a $ 2.048 billion haul, and now Endgame looks set to blast past that and Star Wars 9 looks unlikely to match it. Avengers 4 is also on track for the biggest opening weekend of all time. All these facts and the eclipse of Star Wars all have one massive factor in common.

China. The country, not the tableware, obviously.

A new Avengers Endgame analysis is predicting the movie will take around $ 820million on its opening weekend, compared to Infinity War’s $ 630 million. 

The fact that Avengers 4 is the climax to over ten years and 21 movies so far in the Marvel Cinematic Universe should guarantee a strong opening. As should the fact that Infinity War ended on one of the biggest movie cliffhangers of all time.

But it is the emerging importance of China, reinforced by Aquaman’s spectacularly effective strategy there, which changes everything.

Traditionally, Hollywood blockbusters have opened in China long after the rest of the world. Aquaman flipped the game, opening there first. This clever gamble paid off and gave the movie a massive opening which ignited a slightly hesitant box office still bruised from the previous uneven DC offerings.

Marvel and the Avengers movies are already secure in their appeal and anticipation and guaranteed an enormous opening anyway. However, Avengers 3 took $ 190 million when it opened in China, weeks after the rest of the world.

Add that to the main opening weekend’s $ 630million and even if Endgame performs only as well as Infinity War it will take a combined $ 820 million. However, it is very likely it will actually surpass the previous movie. Could it pass $ 1 billion?

AVENGERS ENDGAME TICKETS “ON SALE ON TUESDAY”

A billion dollar opening weekend is not impossible, but there have been no industry tracking figures released yet. When tickets start going on sale next week, the official predictions will begin.

The huge importance of China is also the main contributing factor why Star Wars 9 is unlikely to match Endgame.

The Star Wars franchise has yet to find any real traction in China, while Marvel, DC, Pixar and franchises like Fast and Furious do increasingly well.

The Force Awakens only took £124million total in China and The Last Jedi plummetted to $ 42million. With a Star Wars franchise still beset with fan divisions and a Marvel powerhouse still going from strength to strength, it looks like the Avengers will End the Game in triumph, once and for all.
