Sports gambling is popping up on the California ballot not once, but twice, this November. 

Propositions 26 and 27, which have both crowded California's airwaves, have seen donations amounting to $ 357 million from casinos, Native American tribes, Major League Baseball, and other interested parties. They have the potential to turn California into the globe's second-highest sports gambling market, just behind the UK. 

Prop 26 is sponsored by Native American tribes, such as Federated Indians of Graton Rancheria, and would legalize in-person gambling — including roulette and dice games — on tribal lands and racetracks, according to the state's Legislative Analyst Office. The nonpartisan office provides fiscal and policy advice to the state legislature. 

Prop 27 is sponsored by gaming companies including FanDuel and DraftKings, and would legalize online sports betting across the state, according to the office. The MLB is also a proponent of the measure.

If both measures were passed together, it could bring the state up to $ 3.4 billion annually, according to CalMatters. But if both passed, one measure may bring the matter to a court accusing the other of a conflict. 

Funds earned via Prop 26 would initially go to schools and the remainder to California's discretionary fund, mental health research, and gambling rules. Prop 27's revenue would be allocated to provide resources to address homelessness, mental health issues, and addiction.

More than 60 tribes oppose Prop 27, saying it would take away from their business, KFSN reported. But at least three smaller tribes support the measure believing the gaming would actually double their annual income.

Roughly 80 tribal casinos reside in California bringing in more than 8 billion in revenue annually to the state, Calmatters reported. There are about 110 federally recognized tribes, per California Courts. This means that not all tribes benefit from gambling revenue, which proves to be a vital economic resource for some.

The ABC affiliate says that Republicans in the state are against both measures, while the Democrats are against Prop 27 and "neutral on Prop 26." 

"I know initiatives and folks will say anything. Perhaps that initiative will provide a few dollars," Newsom told KFSN. "I'm not supporting or opposing it, I haven't given it a lot of thought, but it is not a homeless initiative. I know Angelenos can read between the lines and they know better."

More than 30 states have legalized online sports betting since a 2018 Supreme Court ruling that reversed a 1992 law prohibiting most states from the act, CBS Sports reported. California is the only state with a similar measure on the ballot this fall.

We’ve had a rough go of it picking games against the spread of late, but in our weekly SuperContest picks, the damage has been fairly mitigated.

Every week, we’re putting together our best five picks against the spread to submit into the WestGate Las Vegas SuperContest with the goal of winning the grand prize of $ 1.4 million.

Right now, that looks like something of a longshot, but a hot streak at the right time could put us in contention, or at the very least, get us back into the black for the season.

Indianapolis Colts (-4) over Jacksonville Jaguars*

The Colts are one of the hottest teams in the NFL right now. Winners of five straight, Indianapolis is now in control of its playoff destiny.

Against them is the Jacksonville Jaguars, a team that they beat just a few weeks ago. The biggest change between now and then is that the Jaguars have decided that Cody Kessler give them a better chance to win than Blake Bortles.

Indianapolis needs this game exponentially more than the Jaguars do, and should be able to do enough to cover the number.

Pittsburgh Steelers* (-3.5) over Los Angeles Chargers

Both of these teams have been solid all season but are coming off losses. I’m backing the Steelers to be better prepared to bounce back as the home team.

James Conner is averaging over 100 rushing yards per game in his past three outings in Pittsburgh. Sunday feels like a fine time for a fourth.

New York Giants* (+5.5) over Chicago Bears

Mitch Trubisky is out again for Chicago, meaning Chase Daniel will be taking snaps for the Bears. While he was perfectly adequate in the team’s Thanksgiving win over the Lions, a backup quarterback going on the road as a favorite of almost a touchdown doesn’t pass the smell test.

Unless the Bears defense can score twice — which, admittedly, is entirely possible — I don’t see Chicago covering this number.

The NHL is getting involved in the sports gambling industry, with commissioner Gary Bettman announcing a multi-year partnership Monday with MGM Resorts International, an American global hospitality and entertainment company.

The NHL, which won't receive a cut of gambling profits, is following the NBA's lead by providing the company with data for use in sports betting.

"The new sports betting landscape presents a unique opportunity for fan engagement utilizing technology and data that are exclusive to our league," Bettman said at Monday's news conference in New York. "Fan engagement, technological advancement and innovation are paramount to our progressive approach and will be at the forefront of everything we do."

Added MGM chair and CEO Jim Murren: "Fan engagement, sports alignment is one of the pillars of this relationship."

The Las Vegas-based casino giant is the league's first official sports betting partner. As part of the agreement, MGM gains access to proprietary NHL data that could eventually include puck and player tracking information.

'Creative and unique things' expected

Earlier this year, bookmaker William Hill reached agreements that allow odds and other promotional efforts at the home arenas of the Las Vegas Golden Knights and the New Jersey Devils.

NHL executive vice president and chief revenue officers Keith Wachtel said being able to provide enhanced data and analytics to MGM will allow "some creative and unique things that don't really exist in the sport right now."

"The more data and analytics that a gaming operator can have, the better it will be in enabling them to set odds," Wachtel told The Associated Press. "Whether or not they're using the data for actual purposes of creating prop bets and things like that certainly is something [that's possible]. But more importantly, they're going to use it to be able to set odds and proper odds that they're going to be able to create."

The casino giant has made a series of significant moves, including a multi-year deal announced in July with the NBA and WNBA — the first major U.S. sports leagues to strike an arrangement with a gambling company.

Some leagues, including the Major League Baseball and the NBA, had called for an "integrity fee" — essentially, states would give leagues a cut of the money wagered on their games to pay for expanded monitoring of suspicious betting and to protect their intellectual property. The effort has been largely unsuccessful thus far.

Puck and play tracking data

"We have no concerns about the integrity of our game, of our players, our officials," Wachtel said. "We've never had an issue. Secondly, the integrity of the sports betting landscape is just as important to the bookmakers, which is why the NHL does not have a discussion and we don't talk about this notion of integrity fees."

Scott Butera, MGM Resorts' president of interactive gaming and a former Arena Football League commissioner, outlined how the puck and playing tracking data will help bettors.

"If I know one player is faster than the other, if I know one expends less energy than the other, if I know one has a faster slap shot than the other, it gives me information that I can bet," he said. "If I'm betting on who will score the most goals, I have that tool. Ultimately when enough data is collected on that, we'll be able to actually bet on that data itself. So you could have a bet on which player's going to have the highest average slapshot throughout the game."

Butera said MGM believes expanded sports betting will eventually be available in 25 to 30 states. The 24 U.S.-based NHL teams play in 18 different states, with seven more in Canada. The league is moving toward adding a 32nd team, in Seattle and what would be its 19th state [Washington].

Caps owner eager to embrace sports betting

According to a Nielsen sports study, the NHL would see a financial windfall from legal sports betting of as much as $ 216 million US annually due to widely available, legal and regulated sports betting.

In May, the U.S. Supreme Court struck down a federal law making sports gambling illegal in many states, allowing the NHL to move forward.

At the time, Washington Capitals owner Ted Leonsis called the decision "a great one for sports fans" and added he was eager to embrace the expansion of sports betting in the U.S. He said legalized betting would protect the integrity of sports against potential corruption and pave the way to implement safeguards against fraud.

All four major professional sports leagues in the U.S., the NCAA and the federal government had urged the court to uphold the federal law. In court, the NBA, NFL, NHL and Major League Baseball had argued that New Jersey's gambling expansion would hurt the integrity of their games.

Canadian sports gambling market 'enormous'

It's estimated hundreds of billions of dollars are bet on sports every year by American gamblers — the vast majority of it illegally. Now, with the sports gambling landscape set to change drastically over the next few years, leagues, owners and players all want a slice of this lucrative pie.

"I think everyone who owns a top-four professional sports team just basically saw the value of their team double," Mark Cuban, owner of the NBA's Dallas Mavericks, told CNBC earlier this year.

The sports gambling market in Canada is enormous. Paul Burns, vice president of the Canadian Gaming Association, estimates Canadians wager around $ 10 billion illegally every year on sports, with much of the money flowing to offshore online sports books.

Legalized grey area

"In contrast," he told CBC Sports earlier this year, "they spend about $ 500 million on provincial sports lottery games" such as Ontario's Pro-Line.

In the roughly two decades since the advent of internet gambling sites, Canadians authorities have largely ignored this multi-billion-dollar phenomenon, allowing online sports betting to exist in a kind of legal grey area where both bookmakers and bettors are more or less free to operate.

"There have been no prosecutions that resulted in convictions or guilty pleas, so the offshore sports books look at Canada as a grey zone," says lawyer Michael Lipton, a gaming law expert with Dickinson Wright in Toronto.

Why has the Canadian government chosen to mostly turn a blind eye to internet betting? Gambling has traditionally been the responsibility of the provinces, which have overseen lotteries and brick-and-mortar casinos within their borders. Most of the hundreds of websites offering casino and sports betting to Canadians exist in exotic international locales far beyond the provinces' jurisdictions. And the federal criminal code offers little guidance when it comes to internet gambling.

"The criminal code was written decades ago, and these provisions with respect to gaming were drafted in the 1960s and haven't really been updated since," says lawyer Chad Finkelstein, a gaming law expert who has advised casino operators. "These provisions were not drafted with anything remotely resembling the internet ever contemplated. So we have outdated, antiquated provisions, which makes it difficult to apply to a modern gaming business."

Week 3 of the NFL season is here.

After a brutal 1-4 start to our SuperContest campaign, we bounced back with a rock solid 3-2 on our best bets last weekend.

While 3-2 doesn’t get us all the way back to a winning record, it went a long way to bringing us back into the heart of the standings. Last week was a particularly brutal week for many SuperContest bettors, with the five most commonly picked teams in the contest going 0-5.

It feels good to have fought our way out of the depths and into the pack, but the goal of the SuperContest isn’t to out-pick 60% of the field. We’re trying to out-pick everyone and win a million dollars.

So we’re back at it again this week.

Below are our picks for Week 3 of the Westgate SuperContest, along with some of our other favorite bets on the slate.

SuperContest Pick 1: Carolina Panthers (-3) over Cincinnati Bengals

There’s plenty of reasons to be skeptical of the Panthers in this spot. Most notably, the team has a Greg Olsen shaped hole in the offense, immediately upping the pressure on Christian McCaffrey, Devin Funchess, and other Carolina skill position players.

But the Panthers usually find a way to win at home, having gone in 19-6 over the past three seasons at Bank of America Stadium. And while the Bengals have looked impressive so far this season, this feels like a letdown spot for them after dismantling the Ravens on national television last Thursday.

With the NFC South so packed with contenders, the Panthers can’t afford to slip up at home. They need it more, and I expect Cam Newton and company to figure it out.

SuperContest Pick 2: New Orleans Saints (+3) over Atlanta Falcons

New Orleans has failed to cover a spread this season, but this is a perfect spot to bet they find a way to bounce back. Atlanta is coming off a hard-fought win against the Panthers and back-to-back division games is always a tough stretch.

The Saints need a win to keep pace with the NFC South. Drew Brees and the New Orleans’ offense has been operating just fine and will be facing a Falcons defensive front that is missing a few key pieces. Trust that the Saints’ defense can wake up from whatever spell they’ve been under and get enough stops to help New Orleans win in a shootout.

SuperContest Pick 3: San Francisco 49ers (+6.5) over Kansas City Chiefs

We got burned by the Chiefs last week after they took the Steelers to task in Pittsburgh, but we’re running it back against them again, this time backing Jimmy Garoppolo and the 49ers.

The Kansas City offense is one of the most intimidating forces in football right now, with Patrick Mahomes taking the world by storm and possibly the most talented collection of skill position players in the NFL between Tyreek Hill, Kareem Hunt, and Travis Kelce. But Mahomes can’t sustain the pace he’s on — unless he plans on throwing for 80 touchdowns.

The Chiefs’ offensive explosion has also covered up for what has been a questionable-at-best defense so far. While Kansas City was able to hold on for the win in Pittsburgh, they did give up a 21-point first quarter lead before halftime. Jimmy Garoppolo will likely have his favorite target, Marquise Goodwin, back in the lineup on Sunday, and I think he keeps pace with the Chiefs.

  • Heineken’s new brew, from California beer brand Lagunitas, is made with marijuana instead of alcohol.
  • Hi-Fi Hops is currently only available in a select number of dispensaries in California, where cannabis is legal.
  • It’s part of a growing trend of established companies diving into the marijuana industry.

Lagunitas, Heineken’s fast-growing California beer label, bills its new brew as “hoppy sparkling water.”

That’s because these cans of brew contain zero alcohol. Instead of booze, the beer is made with THC, the main psychoactive ingredient in marijuana.

Called Hi-Fi Hops, Lagunitas’ new cannabis drink is the latest wave of a larger move by established companies diving into the marijuana industry. In addition to a brew made with THC, the ingredient in marijuana that causes a high, Lagunitas’ new beer is also available with CBD, the non-psychoactive cannabis component that’s thought to be responsible for many of its therapeutic effects.

Having only launched on July 30, the brew is currently available in a handful of marijuana dispensaries in California, where the drug is legal. So we visited Oakland’s Harborside dispensary, located on the East Bay peninsula between the neighborhoods of Fruitvale and Downtown Oakland, to check out the new $ 8 drink.

On a Friday afternoon, Oakland cannabis dispensary Harborside was packed. After waiting in line for roughly 30 minutes, we got a look at a display case where Hi-Fi Hops was featured beside some other edible cannabis treats.

At $ 8 a can, the drink wasn’t cheap — but the price point brought it roughly in line with other canned beers. We snagged the last cans that were available. An employee at Harborside said they were selling like hotcakes.

There’s one big drawback compared with other beers: You can’t drink it at a bar.

The drink is made in special cans that require a little finagling to get right — you pop the tab at the top, then slide to open.

  • Index partner Martin Mignot said taking scooters and other light electronic vehicles for short trips could be as common as taking public transport.
  • Bird registered a UK company in May, showing it’s preparing for a European launch.

Top European investors Atomico and Index Ventures have separately made bets on two US electric scooter startups, hoping to win big on the buzzy trend before it takes off globally.

Atomico has invested an undisclosed amount in Lime, while Index Ventures led Bird’s $ 100 million Series B round earlier this year.
