HOWEVER long a storm lasts, clearing up takes longer. On December 7th Mario Draghi, president of the European Central Bank and head of the committee that approves global bank-capital standards, declared that revisions to Basel 3, the version drawn up after the financial crisis of 2007-08, were complete. The overhaul of the previous rules, which were blown away in the tempest, began eight years ago. The revised set, informally called Basel 4, will not take full effect until 2027.

That lengthy period of adjustment is one way in which Basel 4 is less demanding than banks, notably in Europe, had feared. Several other tweaks mean that the standards banks must eventually meet will be less exacting than first proposed. Already forced to bolster their balance-sheets with lots more equity—of which the crisis showed them to be woefully short—banks may deny that they have got off lightly. But they probably have.

United were denied a place in the Champions League knockout phase as Michael Lang’s late strike secured Basel a memorable, and deserved, 1-0 victory.

As Jose Mourinho’s men pushed for an equaliser, their Twitter account wrote: “90+1′ – Darmian’s cross finds Ibrahimovic, but his header is over the bar. #MUFC #UCL.”

But the tweet went down badly as supporters slammed the Italy international – despite Daley Blind coming out and admitting the defeat was his fault.

One fan wrote: “why is Darmian still at United?!????!!!!!!!”

Another said: “Still trust the players you brought in mourinho, none of them deserve to play, blind has an a**ehole the size of a hippos yawn now, Damian is woeful, Herrera Fellaini too slow and predictable.”

A fellow disgusted supporter said: “Even the thought of Darmian trying to cross the ball is leaving me in splits and boiling my blood simultaneously. That Italian is of no use.”

Others called for Damian to be flogged immediately.

“Darmian needs sold along with blind both shockingly bad” wrote one, while another fumed: “Sell Darmian, useless f**ker.*

Jose Mourinho’s men started Group A with four successive victories and could have qualified without even kicking a ball had CSKA Moscow failed to beat Benfica in the early kick-off.

It still appears a case of when rather if United reach the last-16, but Basel’s late 1-0 win means progress is not yet completely certain ahead of the Russians’ visit to Old Trafford next month.

Mourinho’s men still boast a three-point cushion but things could have been so different had his side showed cutting edge in the first half.

Marouane Fellaini saw a header cleared off the line and Anthony Martial’s cross hit the post, with Marcos Rojo seeing an outrageous long-range effort deflected onto the bar on his return from a cruciate ligament injury after 216 days out.

The visitors dominated the opening period but tailed off markedly after the break as Basel repeated their memorable win on United’s last visit to St Jakob-Park in 2011.

Lang hit the woodwork as Sergio Romero’s goal was met by wave after wave of attacks, with United’s defence eventually buckling in the 89th minute as Raoul Petretta’s cross was turned home by Lang.

United paid the price for missing numerous chances when Michael Lang poached a last-minute winner for Basel – who repeated their 2011 victory over them.

It denied United the point they needed to win the group and, bizarrely, leaves an unlikely chance of them not even qualifying for the last 16. 

If they were to lose their final group game at home to CSKA Moscow by five goals and Basel beat Benfica, all three teams would finish on 12 points but Untied would go out on goal difference.

And Mourinho refused to blame Daley Blind for the last-gasp goal, saying: “It is not fair for Blind to blame himself.

“He had a very positive game. We have to blame everyone on the pitch because we had so many chances.”

Mourinho could not believe his team had lost a game he said looked “impossible” to lose in the first half.

He said: “We lost because in the first half we should be 5-0 up but we could not score one goal after being so dominant.

“It looked for many periods in the first half it was impossible not to win. I think the majority of the second half the feeling of everyone was OK, it will be 0-0 but they got the late goal.”

As for qualification, he said: “Can someone help me with the maths?

“We don’t need to win the final match, we don’t even need to draw, it will come down to goals. But obviously we will try to win.”

The big frustration for Mourinho is that he will now not be able to rest key players ahead of the Manchester derby which comes five days after the CSKA game on December 10.

Blind admitted that he was at fault for the goal.

“The second half was up and down,” the Dutchman told BT Sport.

“It was a good cross and he came round the back and I was a little too late.

“We have enough confidence in the group, we will be well.”

United will only fail to reach the last 16 of the Champions League if they lose by more than six goals in their final group game against CSKA Moscow.

Should Basel match or better CSKA’s result, then they will be through.

United resume Premier League duties at home to Brighton on Saturday (3pm).

Rashford put the gloss on yesterday’s 3-0 win by stepping off the bench to add the final goal in a comfortable display, thereby extending his outrageous run of debut goals.

The and England forward has scored on all but one of his competition debuts for club and country, adding a Champions League strike to his impressive collection.

The 19-year-old found the back of the net on his first-team debut in the Europa League, plus his Premier League, England senior team, England U21s, League Cup and now Champions League debut.

Lindelof signed for in a £30million deal earlier this summer and made his competitive debut in the 2-1 Super Cup defeat to Real Madrid.

But the Sweden international failed to impress, with Mourinho admitting he made a mistake starting him too soon.

He’s yet to feature for United since and failed to even make the bench for two of their three Premier League games so far.

Mourinho has favoured Eric Bailly and Phil Jones in the heart of defence – with United yet to concede in the league – but the duo are suspended for the Champions League visit of Basel on September 12.

And the Red Devils boss says Lindelof, alongside Chris Smalling who has fallen down the pecking order this season, will start for their Group A opener at Old Trafford.

“Eric is playing really well,” Mourinho said. “I have to say Smalling is in very good conditions and I have also to say Victor is improving every day.

“So, as you know, against Basel Jones and Eric are both suspended.

“So against Basel we will play Victor and Smalling and no problem at all. The squad is good and the mentality of the players is very good too.”

Mourinho says he’s expecting Benfica, Basel and CSKA Moscow to pose a big challenge for his side to progress from Group A.

“I think it’s a dangerous group,” Mourinho said.

“If you go to the recent history of United, United lost against Basel, United couldn’t beat Benfica in two matches, I think also against CSKA Moscow the last time was 0-0 or 1-0 or something. 

“I know the three places, I never played against Benfica in the Champions League but of course, I know the dimension and the quality. 

“I played a few times against CSKA, I played against Basel too, I know the places. It’s not going to be easy.”
