Congress approved a last-minute spending bill Thursday, avoiding a government shutdown over the holiday season but punting big policy and budget decisions to January, when the House and Senate will once again have to find a deal to avoid shuttering the government. The legislation, called a continuing resolution, keeps the government funded until Jan. 19, 2018. It passed the Senate Thursday night 66 to 32, soon after it passed the House by a vote of 231–188. President Trump is expected to sign it into law well before Friday’s midnight deadline for a shutdown. “I think everybody’s relieved,” Rep. Mark Meadows, chairman of the conservative House Freedom Caucus, told reporters after the House vote. “And so you know, in the lines of one of my favorite movies, It’s a Wonderful Life, ‘Merry Christmas, everybody, God bless you.’” “It’s a relief to be going home, period,” Sen. Bob Corker said after the Senate vote. “It’s been a turbulent quarter.” Republicans — who control both chambers of Congress as well as the White House — will now be able to return home with one major legislative achievement under their belts this year: the tax overhaul bill they passed earlier this week. But they’ve rolled several high-profile issues into 2018, including a legislative solution to Trump’s decision to end Deferred Action for Childhood Arrivals, an Obama-era program that protects young undocumented immigrants from deportation. Senate Majority Leader Mitch McConnell said this week that he would allow a vote on a deal to protect the nearly 800,000 DREAMers, should members strike a bipartisan deal at the end of January. “I think that everybody understands that we’ve got to take care of these kids, and I certainly felt very strongly that we needed to do it before the end of the year,” Sen. Kamala Harris, a California Democrat, said after the Senate voted. The continuing resolution passed Thursday also includes a funding extension for the Children’s Health Insurance Program, which provides health coverage for children in low-income families that don’t qualify for Medicaid. CHIP ran out of funding at the end of September, but the funding deal adds nearly $ 2.9 billion to run the program through March 31, 2018, setting up Congress to address the program again early next year. The legislation also included a short-term extension of section 702 of the Foreign Intelligence Surveillance Act, kicking a discussion over whether to reform or expand the government’s foreign spying powers to January. Just after the CR vote, the House did pass a separate disaster supplemental bill addressing hurricane and wildfire relief. “Well, I guess we better recharge our batteries,” Se. John Cornyn said after the Senate vote when asked how he felt going into 2018. “It seems like Groundhog Day. We get up and do the same thing over, and over, and over again. It just— it’s maddening and frustrating, but unfortunately that’s the way the Senate and Congress operates.” He added that he “can’t imagine a world” where CHIP funding lapses next year. New York Republican Rep. Chris Collins said earlier Thursday that the time to deal with these issues, as well as some longer-term defense and national security measures, is in the new year. “After the first of the year, these are all legitimate discussions. Let’s just, I think we all agree, let’s not shut down over Christmas.” Historically, major legislative initiatives are unlikely to occur in an election year, when controversial votes can be costly to parties. Republicans will be fighting to hang onto their majorities, and they’ll face another hurdle in the Senate: a slimmed-down majority come January after Alabama elected a Democrat earlier this month. “There’ll still be a lot done, there just won’t be any big front-page issue like a major tax bill or major health care,” Texas Rep. Joe Barton told BuzzFeed News Thursday. “And everything that didn’t get done this year that’s in the pipeline we’ll try to do next year.” Even so, some Republican members hope they can ride into 2018 on the momentum created by passing their tax bill. “We’re demonstrating that we’re able to get a lot of things done that have not been able to get done in decades. I’m hoping that that momentum carries us into January, but as you well know, that’s it always the case,” Florida Rep. Mario Diaz-Balart told reporters before Thursday’s vote, ceding, “yeah, January’s going to be a bear.”
The federal government will be funded until January 19, after the House and Senate approved temporary spending bills to stave off a government shutdown.
The Senate’s 66-32 approval and the House’s 231-188 vote to approve the short-term spending through January 19, 2018 saw limited bipartisanship Thursday. Some Democrats withheld their votes in protest of Republican refusal to include an immigration measure to codify DACA, the deferred deportation protection for illegal immigrants who arrived in the US as minors. Trump has given Congress until March to pass immigration reform covering those immigrants known as Dreamers.
This is the second time this month that Congress passed temporary funding. On December 8, a two-week spending bill was approved. The passage of this latest funding means members of Congress can leave Washington for their Christmas break, but pressure is building for full long-term funding to be implemented.
The House bill contained $ 2.85 billion for the Children’s Health Insurance Program and $ 750 million for community health centers and diabetes programs. The measure also extends the Foreign Intelligence Surveillance Act program known as Section 702. An additional $ 4.7 billion was also appropriated to the US Department of Defense for ship repairs and missile defense programs for a short time period.
Also included is a contentious “pay-go” waiver, a provision to suspend rules that bar the government from enacting expansive new programs – such as the GOP-led tax cuts – unless there is enough money in the current year’s budget to pay for the programs.

“Just this week, the world learned of the passing of a little known, but important figure in the history of the Cold War. His name was Stanislav Petrov and he is sometimes referred to as the man who saved the world,” the US Secretary of State said Thursday at a Security Council meeting on nuclear non-proliferation.
Tillerson then went on to tell the story of the Soviet officer, who one night in 1983 was on duty, in charge of a nuclear early warning center near Moscow, when his computers detected incoming American nuclear missiles.
Despite all systems telling him that the bombs were heading toward the Soviet Union, Stanislav Petrov recognized it was a false alarm and reported the technical malfunction to his superiors, thus preventing a retaliatory attack by the Soviet Union which would most likely have triggered a nuclear Armageddon.
“This episode illustrates just how high the risk factor is with nuclear weapons,” Tillerson said.
Petrov described that fateful night of September 26, 1983, in an interview with RT seven years ago.
“My cozy armchair felt like a red-hot frying pan and my legs went limp. I felt like I couldn’t even stand up. That’s how nervous I was when I was taking this decision,” he said.
“Giant blood-red letters appeared on our main screen, saying START. It said that four more missiles had been launched.”
Taught that in case of a real attack the US would have gone on an all-out offensive, Petrov told his bosses the alarm was caused by a system malfunction.
“I’ll admit it, I was scared. I knew my decision would have a lot of consequences,” he said.
Petrov had only 10 minutes to determine whether the threat was real, before the Kremlin could launch an attack in response.
In 2006, Petrov received an award from the UN Association of World Citizens, which read: “To the man who averted nuclear war.”
“At first when people started telling me that these TV reports had started calling me a hero, I was surprised. I never thought of myself as one – after all, I was literally just doing my job,” Petrov said.
The veteran kept a low profile, however, and died in his home near Moscow, at the age of 77 in May. The public only learned about his passing earlier this month.
Tillerson’s remarks on Petrov at the Security Council came as the council is trying to curb North Korea’s nuclear weapons program, while the US and the North exchange threats of mutual destruction.
This week, Pyongyang threatened to launch a nuclear strike against the US, if it attacks the North, after US President Donald Trump threatened to “totally destroy” North Korea, if it attacks the US or its allies.
The Trump administration is demanding North Korea’s complete denuclearization, and is pressing China, the North’s biggest trade partner, to rein in its neighbor.
“If China truly desires to denuclearize the Korean peninsula to promote stability and to avoid conflict in that sensitive region right on its own border, now’s the time to work with the rest of us … to put the kind of pressure on North Korea that can change its strategic calculations before it’s too late,” Tillerson told the UNSC, of which China is a permanent member.
Meanwhile, Russia, another permanent member, has urged all parties to stick to a diplomatic approach to the Korean Peninsula crisis, with Russian Foreign Minister Sergey on Friday condemning both Pyongyang’s reckless tests and Washington’s belligerent rhetoric.
“We have to calm down the hotheads and understand that we need pauses, we need contacts,” Lavrov said in New York.
The UNSC imposed two rounds of sanctions in the past several months, following the North’s repeated testing of ballistic missiles.

A writers’ strike that could have mirrored the 2007-08 stoppage that had an indelible impact on the TV (as well as film) industry has been averted, as the WGA (Writers Guild of America) and AMPTP (Alliance of Motion Picture and Television Producers) reached a tentative agreement early Tuesday morning, following seven weeks of talks.
Per our sister site Deadline, the three-year TV and film collective bargaining agreement, among other things, will offer better protections to the writers of short-order TV shows — an increasingly common phenomenon that had resulted in decreased paydays for basically working just as many hours.
The WGA’s health plan will also get a boost per the new agreement, which now goes to the WGA West and East’s respective councils for approval, before ratification by guild members.
The AMPTP also agreed to update to a logo not from the 1960s. (Kidding! #4amHumor.)
The WGA strike of 2007-08… well, it was a thing, kids. With no new scripts being churned out for three full months, numerous series saw their seasons trimmed or slashed, some shows (24, Chuck e.g.) had their premieres postponed, and a handful of already low-rated programs (The 4400, NBC’s Bionic Woman reboot… Cavemen) died on the vine. Meanwhile, a few shows (namely daytime soaps) brought in “scab” writers to keep the scripts flowing.
Are you relieved to hear we wont have to endure that again?

If this sad story sounds familiar — or at least plausible — chances are the first thought racing through your head, as an onslaught cars race over your phone, is of all the contacts, photos, text messages, and notes stored on your device. What’s an Android aficionado to do in a case like this? Like your mother once said, “Plan ahead.”
More: Everything you need to know about using a MicroSD card in Android
Planning ahead is the easiest way to make sure your data isn’t lost to the ether, even if your phone is destroyed. Luckily, Google automatically syncs your contacts, calendar appointments, docs, and even app purchases — as long as you give it permission to do so. While Google will preserve a lot of your data, there are other methods and backup programs that will allow you to save the same data. Read on to find out how to back up your Android phone’s content to your PC.
Giving Google permission to back up your stuff will vary slightly from phone to phone. In general, you’ll want to go to Settings > Backup & reset then tap Backup my data and Automatic restore. That will cover the following:
You’re not done yet. While in Settings go to Accounts and click on your Google account. You’ll see a long list of sync icons covering App data, Calendar, Contacts, Docs, Gmail, Photos, and any other service you can virtually back up. Make sure there’s a check in the box next to everything you want backed up. That’s it.
But that’s not the only backup trick Google has up its sleeve. If you use Google’s Music service, all of your tunes will be preserved on Google’s servers, even if both your phone and your computer die at the same time. If you have a large music collection, like we do, the initial upload process will take a long time — we’re talking days. But once the first upload is done, subsequent albums will upload as they are added to your collection. Your music can then be streamed on up to ten Android devices or to other computers.
Photos, videos, and music from your Android phone may also be transferred directly to your PC or Mac by plugging your phone into your computer and manually copying the files over to your hard drive. It’s not a perfect solution, but it’s quick and easy, especially on a PC where Windows will mount it as an external drive and use Media Transfer Protocol.
Do you have the correct USB cable? Many users often try to connect their smartphones to their computers with any MicroUSB cable they have lying around, but this may be the reason why your smartphone isn’t showing up in Windows. In the picture above, for example, the third-party cable on the left is only able to charge an Android smartphone. The official LG MicroUSB cable on the right, however, is able to get the USB connection notification to appear in the notification area.
Once done, your smartphone will be listed in the Windows File Explorer as one of your drives. If you’re using a Mac, download Android File Transfer, install the software, and run it upon connecting your phone. It’ll start up automatically after that.
If we were to design a straightforward backup system for Android, it would probably work just like My Backup Pro. Available in the Google Play Store ($ 5), this app backs up everything that’s possible to back up without having your phone rooted — photos, app data, browser bookmarks, contacts, system settings, home screen shortcuts, alarms, calendars, MMS messages, SMS messages, music, and more. The app allows you to schedule backups at convenient times, like when you’re sleeping, and saves the backup files either to the MicroSD card in your phone or to the cloud, making your data instantly accessible at the My Backup Pro site. If your phone dies or if you move to a new phone, use My Backup Pro’s software to restore all of your settings, data, and apps in a single session.

Want to preserve every last drunken text message for posterity? SMS Backup & Restore is a free app that integrates with your email account, Google Drive, or Dropbox to back up your SMS messages in XML format. You can store backups on your computer and send them via email. It’s possible to view and restore your messages selectively, or all at once. You can also use the app to schedule regular backups.
Near enough every smartphone manufacturer out there offers some kind of backup solution for your device. Most of them are shifting away from computer-based backups to easy switching apps that let you port across your contacts, photos, messages, and the rest. Here’s a list of some of the options:
If you have rooted your Android device, then you should have a look at Titanium Backup. It’s a powerful backup tool that’s packed with power-user features.
As G.I. Joe would saying, “Knowing is half the battle.” The other half of the battle is backing up your data in case your phone accidentally meets the wheels of a truck. Google is definitely an ally in the backup battle, but you’ll want to enlist the assistance of the apps above to ensure all of your photos, notes, and messages are protected.
What are you waiting for? Go. It’s time to start backing up your phone!
