France has initiated a procedure to revoke the Legion of Honor awarded to Syrian President Bashar Assad, an official of the French presidency told BFM TV broadcaster on Monday evening. “The Elysee [palace] confirms that a disciplinary procedure to withdraw the Legion of Honor of [President] Assad has been launched,” the official said.
Assad was made a knight of the Legion of Honor (Legion d’Honneur in French), the country’s highest decoration, back in 2001, when he met former French president Jacques Chirac. At that time, he had just succeeded his father Hafez Assad, who had ruled Syria for several decades.
A resolution was adopted in 2010 to make it easier to strip foreign recipients of the award, if they had committed “acts inconsistent with the honor,” according to BFM TV. Under French laws, the prestigious decoration is automatically withdrawn if the recipient is sentenced to at least one year in prison.
Previously, France revoked the awards given to American cyclist Lance Armstrong, British designer John Galliano and also Harvey Weinstein, after allegations of sexual harassment by the Hollywood producer surfaced.
The news comes on the heels of the latest missile strikes on Syria, conducted by the United States, Britain and France. The US-led attack hit three targets in Syria, a research center and military bases the coalition said were linked to Damascus’ chemical stockpiles, and was launched in response to an alleged chemical attack in Douma on April 7.
French president Emmanuel Macron defended the strike against Syria, conducted without any UN resolution, claiming that Paris was not acting unilaterally and that it was “the international community” that legitimized the military action. “We have complete international legitimacy to act within this framework,” Macron asserted in the interview, broadcast by BFM TV, RMC radio and Mediapart. “Three members of the Security Council have intervened.”
In a follow-up interview, Macron said he urged his US counterpart Donald Trump to limit the size of the strikes, adding, however, that he persuaded him to keep American troops in Syria for the long-term.

Last year, though, he produced more measured statements on Syria. Speaking to eight European newspapers, Macron argued that there is currently no viable alternative to Assad, who is preventing Syria from turning into a failed state. “I have not stated that Bashar al-Assad’s departure is a pre-condition for everything because nobody has shown me a legitimate successor,” he maintained at the time.

U.S.-backed Syrian militias will not let government forces cross the Euphrates River in their bid to recover eastern Syria, setting a red line for President Bashar al-Assad as both sides converge on Islamic State in Deir al-Zor, their commander said.
Militia commander Abu Khawla said a civilian administration would be set up to run areas of Deir al-Zor province being captured from Islamic State by his fighters, including its oil fields. The Syrian government was “not fit to lead and rule the people”, he said.
The Deir al-Zor military council, fighting as part of the U.S.-backed Syrian Democratic Forces (SDF), has advanced toward Deir al-Zor from the eastern side of the Euphrates River since launching an offensive into the province a week ago.
Government forces, supported by the Russian air force and Iran-backed militias, have simultaneously advanced into Deir al-Zor from the west. Last week, they broke an Islamic State siege of the provincial capital, Deir al-Zor city, which sits on the western bank of the river.
Deir al-Zor province is Islamic State’s last major foothold in Syria and Iraq. Rich in oil, it is bisected by the Euphrates River and abuts Iraq.
The Russian- and U.S.-backed campaigns against Islamic State in Syria have mostly stayed out of each other’s way as the sides seek to avoid conflict, with the Euphrates often acting as a dividing line between the sides. Talks have been underway to extend a formal demarcation line that has separated the campaigns, officials have said.
Abu Khawla warned government forces and their militia allies against firing across the river as his fighters close in – something he said had happened in recent days.
“Now we have 3 km between us and the eastern riverbank, once our forces reach the area, any shot fired into that area we will consider an attack on the military council,” he said.

“We have notified the regime and Russia that we are coming to the Euphrates riverbank, and they can see our forces advancing,” he said. “We do not allow the regime or its militias to cross to the eastern riverbank.”
“MOVING FORCEFULLY AND QUICKLY”
“Every village around the eastern riverbank of the Euphrates river until the Iraqi-Syrian border is a goal for our forces,” he said. “We are moving forcefully and quickly. We do not have a timeline, but we hope soon to free the entire eastern bank.”
Reflecting the demarcation line, the U.S.-led coalition said on Thursday the SDF was not planning to enter Deir al-Zor city.
But while Deir al-Zor city was not an SDF target, Abu Khawla did not rule out the possibility that it may become one, saying people in the city wanted to be liberated from “the regime and Daesh at the same time”.
But “right now, we have a schedule that we’re following which is the liberation of the eastern riverbanks of the Euphrates”, he said.
He said Islamic State had “shown fierce resistance” when SDF fighters entered the outskirts of Deir al-Zor on the eastern bank of the Euphrates. “The battles are continuous,” he said.

Abu Khawla, who is in his early 30s, said 10,000 fighters were taking part in the Deir al-Zor campaign, the bulk of them members of Arab tribes from eastern Syria. The campaign is supported by the Kurdish militia that dominate the SDF.
“All our soldiers’ training (is) in the Coalition training camps, they oversee our training and our armament,” he said.
Abu Khawla was a member of a Free Syrian Army rebel group in Deir al-Zor until Islamic State took over most of the province in 2014 at the height of its expansion in Syria and Iraq. He fled to Turkey before returning to Syria and joining the SDF.
“Now we are setting up a civil council parallel to the military council of Deir al-Zor, and this civilian council will run all areas freed from (Islamic State),” he said.

“We have gone back through and looked at all the evidence we can and it’s very clear who planned this attack, who authorized this attack and who conducted this attack itself,” Defense Secretary James Mattis said Tuesday adding that he has “no doubt” that Assad was responsible.
On April 4, toxic gas, believed to be sarin, killed dozens of civilians in Khan Shaykhun in the Idlib province of Syria. At the time of the attack, the town was under the control of Tahrir al-Sham, formerly known as the al-Qaeda-affiliated al-Nusra Front.
Witness accounts on social media in the immediate aftermath pinned the blame on an airstrike by Syrian government forces. Reports from the scene also captured civilians foaming at the mouth, with witnesses saying a white smoke spread across the town. The chemical attack was immediately used by the US as a pretext to launch its first unilateral retaliatory strike on a Syrian air base.
Both Moscow and Damascus called for a thorough and independent probe to establish the full picture of the tragedy. Russia believes that Syrian planes bombed a terrorist munitions depot which contained, among other arms, toxic agents that remained under jihadist control following the UN-supervised destruction of Damascus’ sarin stockpiles in 2013.
The US, however, continues to insist that it could only be the Syrian air force that used the chemical weapon under the orders of President Bashar Assad, dismissing any alternative scenarios. Mattis refused to share the evidence the Pentagon used to reach its verdict, while the White House noted that it had plenty of social media and open-source material to back its hardcore conclusions.
“The information we have downgraded and declassified includes a wide body of open-source material, both social media accounts. It includes open-source videos, reporting, open-source imagery, et cetera, as well as our own geospatial intelligence, our signals intelligence, and it includes physiological samples of victims of the attack,” a senior White House official said during the briefing Tuesday.

An official “background” document about the attack released by the White House accused Moscow of disseminating “conflicting accounts in order to create confusion and sow doubt within the international community.” Roughly half of the 4-page paper was devoted to “refuting the false narratives” vaguely attributed to “Moscow” or “Russian state media.”
Based on “pro-opposition social media reporting” the White House is “confident” that an SU-22 that took off from a Damascus-controlled airfield dropped “at least one munition” containing chemical weapons. After further investigation of “open source” imagery Washington firmly dismissed the scenario of a conventional munition hitting jihadists’ chemical stockpile as “inconsistent.”
The White House also noted that the symptoms suffered by the victims of the chemical attack were consistent with sarin exposure. According to the US “assessment” neither Islamic State (IS, formerly ISIS/ISIL) or other terrorists in the area has access to sarin.
While Mattis rejected unsubstantiated claims that Russia knew of the Syrian chemical attack in advance, the White House accused Moscow of trying to cover the attack and “sow doubt” over the US narrative.
“I think it’s clear that the Russians are trying to cover up what happened there…To cover up Syrian regime culpability in a chemical weapons attack,” the White House official noted.
Russia however never denied or attempted to hide the incident, but on the contrary and from the very outset, tried to get an international team of UN experts to visit the site of the alleged chemical strike to get an expert conclusion. Moscow also insisted, prior to US retaliatory strikes on Friday, that specialists visit the Shayrat Airfield – the base bombed by the US.
The US-presented evidence and logic were dismissed by Colonel-General Sergey Rudskoy, who questioned the “authenticity” of information concerning the attack circulating in the media. He said that the course of events reconstructed through the means of social media evidence raised “serious doubts” not only among the Russian military but also “among many respected experts and organizations.”
The Syrian Army has no chemical weapons and has “no need” to use any such arms, as it has already been conducting a successful offensive on militant positions, the Russian General Staff official has said. Rudskoy also noted that after the 2013 OPWC mission which supervised the surrender of Damascus’ chemical stockpiles; terrorists are the only actors which have access to Syria’s remaining chemical agents.
“Out of 12 facilities used for storing and producing chemical weapons, ten were destroyed as confirmed by the OPCW experts. The Syrian government has no access to the remaining two facilities as they are located on a territory controlled by the so-called opposition,” Rudskoy said at a briefing, adding that it remains unclear if the chemical weapons stored at these two facilities had been destroyed.
Earlier on Tuesday, Russian President Vladimir Putin called the attack on Khan Shaykhun a “false flag” operation aimed at discrediting the Assad government and warned of similar incidents in the future.
“These actions are aimed at creating a new pretext for accusing the government of Syria of more chemical weapons attacks and provoking more strikes by the US,” added Rudskoy. He said militants were transporting toxic agents into several parts of Syria, including Eastern Ghouta, the site of the 2013 chemical weapons incident.

“Our strategy in Syria, our priority is first to defeat ISIS,” the US official said in an interview with ABC’s “This Week” host, George Stephanopoulos, which was aired Sunday.
Saying that once the battle with the terrorist group is concluded, which according to the US official is “going quite well,” Washington plans to turn its attention “to achieving ceasefire agreements between the regime and opposition forces.”
Bringing the parties to the table for political discussions “clearly requires the participation of the regime and the support of their allies,” Tillerson said in another Sunday interview to the American media, speaking to John Dickerson on CBS’s “Face the Nation.”
Once a ceasefire becomes a reality in Syria, “we will have the conditions to begin a useful political process,” he said.
“It is through that political process that we believe the Syrian people will ultimately be able to decide the fate of Bashar Assad,” he told ABC.
Tillerson reiterated the same on CBS, saying that Washington hoped to work with its coalition members and with the UN, “in particular through the Geneva process,” to be able to “navigate a political outcome in which the Syrian people will in fact determine Bashar Assad’s fate and his legitimacy.”
The US Secretary of State underlined the Russian role in the process, saying that the US hoped it could work together with Russia “and use their influence,” and that Moscow “will choose to play a constructive role in supporting ceasefire through their own Astana talks, but also through Geneva.”

“I’m hopeful we can have Russia be supportive of a process that will lead to a stable Syria. Clearly they are Bashar Assad’s current ally, they should have the greatest influence on Bashar Assad,” he told Stephanopoulos, but he warned that Russia should be “thinking carefully about its continued alliance with Bashar Assad.”
“Every time one of these horrific attacks occurs, it draws Russia closer into some level of responsibility,” he said in an apparent reference to a recent alleged chemical attack in Syria’s Idlib province. Washington blamed the Syrian government for the incident, while Moscow has said there has been no evidence presented to support such claims.
Speaking of the US missile strike on a Syrian airbase, ordered by President Donald Trump “in response” to the alleged use of chemical weapons, Tillerson told CBS that “clearly the message is that the violation of international norms, the continuing ignoring of UN resolutions and the continuing violation of agreements… will no longer be tolerated.”
The airstrike is only related to the alleged chemical attack, the US official claimed, adding that Washington has learned its lesson of “what it looks like when you undertake a violent regime change,” referring to Libya.
“Obviously the United States’ own founding principle is self-determination, and what the US and our allies want to do is to enable the Syrian people to make that determination… We’ve seen what violent regime change looks like in Libya and the kind of chaos that can be unleashed and indeed the kind of misery that it enacts on its own people,” he said on CBS.
“I think we have to learn the lessons of the past,” he emphasized on ABC, adding, “Any time you go on and have a violent change at the top, it is very difficult to create the conditions for stability [in the] longer term.”
The “message” that any nation can take from the missile strike is that “if you violate international norms, if you violate international agreements, if you fail to live up to commitments, if you become a threat to others, at some point a response is likely to be undertaken,” Tillerson said.
He also disproved reports that Washington has also sent a warning to North Korea with its unilateral attack in Syria, saying that “in terms of North Korea, we’ve been very clear that our objective is a denuclearized Korean peninsula.
“We have no objective to change the regime in North Korea,” he claimed, speaking to the ABC host.
In his CBS interview, the US Secretary of State also suggested that “the military progress both in Syria and in Iraq has been remarkable since president Trump’s inauguration.”
Having called the progress in Mosul “tremendous,” Tillerson said together with its allies the US military “continued to liberate areas” and “are moving to a position to liberate Raqqa and contain ISIS.”
