Britain's Parliament anticipated its use of TikTok could be "controversial" because of the app's links to China and prepared a plan to defend itself against any blowback, internal documents have revealed.

The legislative body abandoned a pilot using the video app after only a few days, following a letter from a group of lawmakers saying TikTok had been "unable to reassure MPs that the company could prevent data transfer to ByteDance, should the parent company make a request for it."

An internal document, obtained by Insider under the UK's Freedom of Information Act, reveals Parliament anticipated TikTok's links to China could result in a hostile reaction.

The document specifically suggested asking the Parliamentary Security Department, or the PSD, whether the app was safe for parliamentary staffers' phones. "Once confirmed, this should be part of any media line," the document said.

But when Insider asked whether the PSD had concluded it was safe, Parliament declined to answer, saying: "We cannot go into any further detail about security measures taken."

The document Insider obtained — an "OASIS Communications and Evaluation Plan" — proposes other potential lines spokespeople can give to journalists.

These include: "That we use social media to reach audiences where they are; that a notably different demographic uses TikTok compared to our followers on other platforms; we are using TikTok as part of a limited pilot project, with a discrete project plan and evaluation."

The document notes that TikTok's parent company, ByteDance, has links to China and adds that "Chinese tech companies have been the subject of recent controversy," specifically citing Huawei, the telecommunications company whose hardware the UK banned from its 5G network over security fears.

ByteDance has its headquarters in Beijing, but is domiciled in the Cayman Islands.

It has repeatedly denied it would hand user data to Chinese authorities.

A TikTok spokesperson told Insider: "The TikTok platform does not operate in China and we have never provided user data to the Chinese government. 

"UK politicians and government departments use TikTok to reach millions of people in an engaging and creative way."

They added that TikTok would "welcome the opportunity to talk directly" to the politicians who signed the letter "to clarify the factual inaccuracies."

The documents Insider obtained show Parliament first considered launching a TikTok account in April 2021, more than a year before it established the account.

In August 2021, Parliament staff met TikTok staff and subsequently asked if the @UKParliament handle, which had been obtained by another user but had not been used, could be given to them, which it was.

A 13-page PowerPoint document was presented to staff on February 21, 2022, showing examples of other institutions that use TikTok for public outreach.

Internal discussions within Parliament continued until March 2022, when the project picked up the pace. One staff member emailed asking "to make sure it is a development that you would be happy with from a security perspective."

The emails appear to show security advice was offered, but redacted before being released to Insider. On March 30, one staff member wrote: "TikTok is GO!!! (nearly)."

Parliament launched the account on July 28.

In their letter, the lawmakers wrote they were "surprised and disappointed" and that the account should be closed "until credible assurances can be given that no data whatsoever can be transferred to China."

It sparked a flurry of emails within Parliament and by August 1, parliamentary authorities had decided to close the account.

On August 3, the speakers of both houses of Parliament wrote a joint letter to one of the lawmakers who protested, saying this was "in light of your feedback and concerns expressed."

But the app isn't for everyone, and you might be looking for a WhatsApp alternative that mimics many of the best aspects of the app. Here are seven of the best alternatives to WhatsApp. 

Telegram

Telegram is a popular messaging app that offers voice, video, and text chat along with a mix of security options. Voice calls are automatically encrypted end-to-end, for example, and the app offers a secret chat mode in which your texts are also end-to-end encrypted, plus have a self-destruct timer. Routine texts aren't as secure, though. It's also one of the few apps that lets you lock the app itself, so if someone gets physical access to your phone, they still can't read your messages in Telegram. It's free for iPhone, Android, and even runs in a browser.

And the company behind Signal is a US-based non-profit organization that has no profit incentive to sell your data. You can set messages to self-destruct as well. On the other hand, the app is missing a sense of fun you might be looking for; there are no stickers or built-in GIFs, for example. It's available for free for both iPhone and Android.

Threema

While most messaging apps are free, Threema is not — it costs $ 5 on both iPhone and Android (and you can use it in a web browser as well). In return, you get complete end-to-end encryption for voice, video, and text messages, as well as file exchanges. It's also one of the very few apps which does not require you to sign up or confirm your account using your phone number, making it highly anonymous. You might also appreciate some of the extra features, like the ability to create polls and surveys, as well as search for images using natural language.  

Facebook Messenger

Facebook Messenger is an incredibly popular messaging app thanks to its connection to Facebook, and it's available for free for both iPhone and Android (plus you can use it in a browser). It includes all the basics, such as voice, video, and text messaging, as well as stickers and GIFs, if you are interested in that sort of thing. If you're concerned about privacy and security, though, it's worth noting that while Facebook is rolling out end-to-end encryption to Messenger, that feature is coming slowly and may not be fully available until 2023.

Kik

Kik is a little more than just a messaging app; it has a social component that makes it easy to meet new people to chat with, if you're looking for more than just a way to stay in touch with friends and family. Sort of like TikTok, you can join live broadcasts and watch and chat with a large number of other users. And when it comes to getting friends and family online, you can let people scan a QR code found in your profile to get them into a chat instantly. It's free for iPhone and Android, though there are a fair number of ads to contend with. If you value your privacy though, you can sign up with an email address without revealing your phone number. 

Skype

Part of Microsoft's office productivity suite, Skype has always had something of a business focus, so it might not spring to mind for casual users. It's a full-featured communication app, though, and suitable for both work and recreation. As you'd expect, it can easily do voice, video, and text chats, as well as exchange files. Thanks to a variety of plug-ins, you can record video and voice calls when using Skype on the desktop, though it's also available for iPhone and Android. Perhaps the best reason to use Skype is for its more advanced features, though, like the ability to get real-time language translation, and the fact that you can use Skype to make calls to landline phones (with low international rates). 

Viber

Viber doesn't have the same name recognition as many other communication apps, but like Skype, it is a solid option if you want an app that can also place calls to mobile phones and landlines in addition to chatting with other app users. Free for iPhone and Android, it has voice, video, and text chat features, and it does this with end-to-end encryption for secure communication.

Tinder and Grindr are about to face close scrutiny over their age policies. The UK’s Secretary of State for Digital, Culture, Media and Sport, Jeremy Wright, plans to ask the dating app giants about their age verification and safety systems after a Sunday Times report revealed dozens of incidents of sexual assault and exploitation against children who managed to sign up for the app, including over 30 instances of rape. He wanted to know what tools Tinder and Grindr had in place to “keep children safe from harm,” and vowed “further action” if the dating services didn’t provide adequate answers.

The two companies said they already use a mix of automated and human oversight to keep underage people off their apps. Grindr in particular was “constantly working to improve” its screening process, according to a spokesperson.

It’s not certain how the UK would crack down if it found negligence, but there is a template already in place. The country is rolling out a mandatory age verification system for porn, and it wouldn’t be surprising if it pressed for a similar requirement for dating apps. There could be stiff opposition to strict age checks, though. The porn age check has already encountered numerous delays and setbacks, and dating app operators might not be eager to adopt a similar system and risk dealing with similar issues.
