The FDA has given the ProAir Digihaler, a digital and mobile-connected inhaler that comes with built-in sensors, its sweet approval. Those sensors can detect whenever the device is used and even measure the strength of the user’s inhalation. More importantly, the inhaler can send data on people’s usage to its mobile app companion. By providing them with visual information, users can spot trends and ensure they’re getting the right amount of medication, as well as share it with their doctors if needed.

According to Tonya Winders, chief of non-profit group Allergy and Asthma Network, a lot of people aren’t using their inhalers correctly or are using them too often. She explained that a tool like this can enable doctors to see their patients’ inhaler usage, identify issues with the way they’re using it and help them manage their condition or illness.

The FDA also approved a smart sensor that can be installed onto a patient’s inhaler to track their usage earlier this year. ProAir’s creator says it’s the first inhaler with built-in sensors, though, which is probably why it needs to be tested more. It will first be available in 2019 through a number of early experience programs, with a national launch planned sometime in 2020.

Before the vote, Syria and Iran proposed amendments to the resolution for more balance, which would have included a mention of the Minsk Agreements and Kiev’s responsibility to abide by them. The agreements stipulate that both Kiev and the forces of the self-proclaimed breakaway republics in eastern Ukraine must observe a ceasefire, as well as withdraw troops and military hardware. Kiev also must ensure local elections take place in accordance with the law.

But the UN body rejected the amendments, resulting in what Russia has blasted as a one-sided resolution.

First Deputy Permanent Representative of Russia to the UN Dmitry Polyanskiy pointed out the huge number of abstaining nations, “not wanting to have anything in common with the malignant Ukrainian plot.”

The UNGA vote sent a new, emboldening signal to Kiev, that “anything goes and everything will be pardoned, and Russia will be made a scapegoat.”

Still, the “deceitful” resolution will not change anything about the situation in Crimea or around it, the diplomat said. The real power to resolve the dispute lies with Washington, which has been pulling Kiev’s strings, Polyanskiy believes.

Referring to the incident in the Azov Sea that saw three Ukrainian military ships seized after violating Russian territorial waters, Polyanskiy said that it was a “thoroughly thought-out provocation, which has been ongoing under our eyes.”

“It was made possible thanks to the approval of the US and other countries playing along with the Ukrainian authorities’ narrative.”

Two gunboats and a tug boat were blocked, fired-at and seized by the Russian border guard after their Ukrainian crews ignored numerous warnings and requests to stop.

Moscow says that Ukraine failed to obtain proper clearance to pass the Kerch strait, which connects the Black Sea and the Azov Sea while it was temporarily closed to navigation.

Kiev, claiming it had followed all the right procedures, responded by imposing martial law in regions adjacent to the Russian border. Russian President Vladimir Putin called the standoff a provocation, aimed at suppressing Ukraine leader Petro Poroshenko’s political opponents ahead of the March presidential election, given that he’s facing a slump in approval ratings.

It later emerged that the seized vessels were armed beyond their regular loadouts and were planning a “stealth passage” of the strait, which separates mainland Russia and Crimea.

It's official — Seattle will be home to the NHL's 32nd team.

The NHL confirmed the news Tuesday after the board of governors voted unanimously in favour of the decision in Sea Island, Ga. 

"Today is an exciting and historic day for our league as we expand to one of North America's most innovative, beautiful and fastest-growing cities," league commissioner Gary Bettman said. "And we are thrilled that Seattle, a city with a proud hockey history that includes being the home for the first American team ever to win the Stanley Cup, is finally joining the NHL."

Bettman is referring to the now-defunct Seattle Metropolitans, who won the Stanley Cup in 1917.

The ownership group, led by majority stakeholder David Bonderman, Hollywood producer Jerry Bruckheimer and CEO Tod Leiweke, will pay a $ 650-million US expansion fee. By comparison, the Vegas Golden Knights paid a $ 500-million fee two years ago. 

The team will begin play in the 2021-22 season.

The Seattle ownership group had hopes of being ready for 2020, but with an $ 800-million renovation to KeyArena — the former home of the NBA's Seattle SuperSonics (now Oklahoma City Thunder) — and an unclear completion date, all parties involved decided the later date would be ideal.

Seattle submitted its application for expansion in February, and said they have already secured more than 30,000 deposits for season tickets.

Conferences evened up

What the Seattle franchise will do is add a 16th team to the Western Conference, matching the number in the East.

It seems as though the NHL has been itching for expansion since its major division realignment before the 2013-14 season.

That year, the league moved to four total divisions, with 16 teams in the East and 14 in the West.

With Vegas joining before the 2017-18 season, and Seattle now primed for an inauguration in two to three years, the NHL will match the NFL with the most teams in any of the four major sports leagues in North America. 

It will also cause another slight division realignment. The Arizona Coyotes will move from the Pacific to the Central Division, and Seattle will be in the Pacific.

Same expansion rules as Vegas

In March, NHL deputy commissioner Bill Daly confirmed that any potential Seattle expansion franchise would be subject to the exact same expansion draft rules as the Golden Knights, and will take place in June 2021.

Teams will have two options when protecting players who may be added to the new Seattle team — either seven forwards, three defencemen and one goalie, or eight total skaters and one goalie. 

Players with no-movement clauses will be protected automatically, while any first- or second-year pros and all unsigned draft choices will not be eligible to be drafted by Seattle.

In October, Bettman confirmed Vegas will be exempt for the draft, meaning Seattle will have to choose one player from the NHL's other 30 teams.

On Friday, the National Marine Fisheries Service (NMFS) approved a plan to make it legal for five companies to conduct seismic testing off the Atlantic coast, in an area stretching from Delaware to Florida.

The seismic testing is an initial step toward leasing federal offshore waters to oil companies that may want to drill there. In January, the Trump Administration opened up more than 90 percent of the federal offshore area to potential lease sales.

Individual states largely oppose offshore drilling, fearing that another Deepwater Horizon disaster could ruin their tourism economies. But because state waters end three miles off the coast and federal waters aren’t subject to state rules, states have found themselves trying to negotiate with a mercurial federal government. Florida received an exemption from lease sales from the Interior Department (at least until 2022, when a federal moratorium on drilling is lifted). But New Jersey hasn’t, and the state has sued the Interior Department to find out why.

US President Donald Trump has signed off on a new cyber strategy – the first such document in 15 years – outlining defensive priorities and threatening offensive action against foreign hackers.

“Today the president signed a national cyber strategy, the first fully articulated cyber strategy in 15 years,” National Security Adviser John Bolton told reporters on Thursday. “The strategy takes effect today.”

The 35-page document, made public by the White House, is the first time the US has articulated an offensive cyber strategy. It rolls back many of the restrictions placed on Washington’s digital warriors under Trump’s predecessor, according to Bolton.

“Our hands are not tied, as they were in the Obama administration,” Bolton said. “Our presidential directive effectively reversed those restraints, enabling offensive cyber operations through the relevant departments.”

Any country that takes cyber activity against the US can expect Washington to “respond offensively as well as defensively,” Bolton added. “Beyond that, I’m just not going to go at this point.”

The primary goal of the strategy, according to Bolton, is to secure critical government and infrastructure systems, improve incident reporting, and fight cyber crime. There will also be a focus on attributing cyber attacks, in order to create “norms of responsible state behavior.” The strategy also seeks to promote open, reliable and interoperable internet worldwide, Bolton said.

Among the listed goals was also the development of a “superior cybersecurity workforce” and promotion of US innovation in cybersecurity.

On Thursday, the Bay Area Rapid Transit (BART) Board of Directors voted to approve a new policy that requires that it be notified if the local police department wishes to acquire new surveillance equipment.

BART is one of the largest mass transit agencies in northern California, with a system that stretches from the San Francisco International Airport, through San Francisco itself, across to Oakland, north to Antioch and south to Fremont—adjacent to Silicon Valley. This new policy puts it in line with a number of other regional cities that impose community oversight on the acquisition and use of surveillance technology. It is believed to be one of the first, if not the first, such policies for a transportation agency in the nation.

Santa Clara County, in addition to the cities of Oakland, Berkeley, Davis, and most recently, Palo Alto, have also passed similar measures.
