A top aide appointed to work in the Environmental Protection Agency’s (EPA) Office of Public Affairs has been allowed to take outside consulting work for private clients whose names remain redacted.

The aide, John Konkus, was a part of the Trump administration’s transition team after the 2016 election and was appointed as the associate administrator for the EPA’s Office of Public Affairs in early 2017. This summer, the EPA’s ethics lawyer signed off on Konkus’ request to take outside work from private clients, but, according to the Associated Press, the in-house lawyer noted that “Konkus’ outside contracts presented a ‘financial conflict of interest.'” The ethics lawyer barred Konkus “from participating in matters at EPA that would have a ‘direct and predictable’ financial benefit for his clients,” AP noted. However, it’s unclear what those matters are and when Konkus would encounter them in his daily work.

The memo from the EPA’s ethics lawyer approving Konkus’ work was sent to the House Committee on Energy and Commerce, six months after the committee requested information on conflicts of interest within the agency. According to a letter published by Democrats on that committee (PDF), the memo that the EPA sent to Congress had the names redacted of the two clients for whom Konkus wanted to work.

While the EPA is often portrayed as a massive bureaucracy, about half of its budget goes directly to other organizations through grants. While many of these are focused on cleanups and reducing environmental risks, the agency also funds scientific research into various health and environmental risks. The money for these research grants has historically been allocated based on a combination of scientific merit and environmental concerns.

All that started to change in August. That’s when the EPA issued a new policy dictating that all grant programs must be run past a political appointee from the EPA’s public affairs office. Now, a new report indicates that this PR specialist is cancelling individual grants.

The appointee is named John Konkus. He occupies the position of Deputy Associate Administrator for Public Affairs, which is a public relations position. Konkus has a bachelor’s degree in government and politics, and he appears to have no scientific background—the closest is having worked for former Congressman Sherwood Boehlert (R-N.Y.) back when Boehlert chaired the House Science Committee. Since then, Konkus worked for then-Lieutenant Governor Rick Scott in Florida, spent time at a political consulting firm, and then got involved with the Trump campaign.

WASHINGTON (AP) — A senior Trump administration official was fired following criticism in a private speech of President Donald Trump’s policies and his inner circle of advisers.

Craig Deare, whom Trump appointed a month ago to head the National Security Council’s Western Hemisphere division, was on Friday escorted out of the Executive Office Building, where he worked in Washington.

A senior White House official confirmed that Deare is no longer working at the NSC and has returned to the position he previously held at the National Defense University. The official spoke on condition of anonymity to discuss an incident not otherwise made public, and provided no further details.

But current and former administration officials say Deare’s termination was linked to remarks he made Thursday at a private talk at the Wilson Center, a Washington think tank. The officials spoke on condition of anonymity because they were not authorized to discuss the matter.

According to one person who attended the discussion, Deare slammed the Trump administration for its policies on Latin America, specifically its rocky start to relations with Mexico. That person spoke on condition of anonymity to discuss a private event.

Trump signed an order in the first week of his presidency to build a border wall with Mexico, jumpstarting a campaign promise. The move prompted Mexico’s President Enrique Pena Nieto to cancel his trip to Washington in late January.

The person who attended the Wilson Center discussion also said that Deare openly expressed frustration over being cut out of most of the policy discussions about Mexico, saying that members of Trump’s inner circle, including chief strategist Steve Bannon and Trump’s son-in-law and adviser, Jared Kushner, have not consulted with NSC directorates as the White House formulates policy.

Deare has been on the faculty of National Defense University in Washington since 2001. He joined the university’s College of International Security Affairs in 2010 and most recently served as dean of administration.

The person who attended the Wilson Center talk also noted that Deare made several remarks about how attractive Trump’s daughter, Ivanka Trump, appeared, remarks that person described as “awkward.”

Deare did not immediately respond to a request for comment. Officials with the Wilson Center also declined a request for information, saying the discussion was off the record.

Deare is the second senior NSC official to leave in under a week. On Monday, Trump’s national security adviser, retired Gen. Michael Flynn, resigned after revelations that he discussed sanctions with a Russian diplomat before Trump was sworn in, then misled Vice President Mike Pence about the nature of those conversations.
