They have already identified transfer targets and are in talks with Juventus over central defender Daniele Rugani having made a bid of £30m.

The Blues also hope to sign CSKA Moscow midfielder Aleksandr Golovin and Roma goalkeeper Alisson Becker.

Sarri succeeds Antonio Conte, who was sacked on Thursday – but the club now face a tough legal battle with the former Italy boss.

When Conte was axed on Thursday by chairman Bruce Buck, according to sources in Italy, he was told he would receive no lump sum due to “a series of irregular behaviours”.

His controversial dumping of Diego Costa via text last summer is thought to be the key issue, with the club claiming that action reduced the value of the player.

Conte is consulting his lawyers over the issue. Employment lawyer Alexandra Mizzi of Howard Kennedy LLP said: “An interesting detail is that Conte signed his new contract last summer with an increased salary after the row over Costa blew up.

“That fact undermines Chelsea’s case. They will have to show that he is in breach of contract. No doubt he will have clauses in that contract that he will have to promote the best interests of the club. But he will argue that the club were prepared to give him a rise in salary after the Costa incident.”

Chelsea’s first game of pre-season is the July 23 friendly with Perth Glory.

The Blues leave for Western Australia next Wednesday and will hope Sarri is on board.

Sarri has replaced Conte as boss before, with a short-lived spell at Arezzo in 2006-07 before Conte was reappointed.

During three years with Napoli, Sarri’s side finished Serie A runners-up twice. He is yet to win a trophy in professional football.

Gianfranco Zola, the former Chelsea playmaker, could join Sarri’s coaching staff – if his fellow Italian is appointed.

The Blues have also been linked with signing Napoli’s Italy midfielder Jorginho.

Former Paris Staint-Germain coach Emery is set to be handed the job as an experienced man ready to accept the new management set-up – and take a back seat on transfers.

Ex-Gunners midfielder Mikel Arteta was top of the list to take over from Arsene Wenger and believed the job was his, but was wavering due to the lack of power he would have over ins and outs at the club.

However, the Arsenal hierarchy were moving towards Emery anyway over the last 24 hours and he flew into London on Monday.

The 46-year-old was locked in contract talks with Gunners chief executive Ivan Gazidis on Monday night, with an unveiling likely in the next 48 hours.

Gazidis and head of recruitment Sven Mislintat, who along with head of football relations Raul Sanllehi, will be making most of the big transfer decisions at the Emirates in the future, and were instrumental in the switch to Emery.

Arteta, 36, in his two years at Manchester City had worked under a manager in Pep Guardiola who has established total control at his club.

Having little say in transfers was one of the key reasons Massimiliano Allegri of Juventus decided to stay in Turin.

Arsenal were though worried about a backlash from fans about appointing such an inexperienced manager.

The Gunners had been prepared to offer Arteta a three-year deal worth £4m a season with a one-year break clause, and the Spaniard had been keen to take the job – until the club got cold feet.

Emery, who left PSG at the end of the season when his contract ran out after winning the French title and four domestic cups in two seasons in charge, also guided Sevilla to three successive Europa League triumphs.

Arsenal are also understood to be looking to bring in a big-name former player as Emery’s No 2.

Gunners legend Thierry Henry, accompanied by his agent Darren Dein, met the club’s hierarchy on Monday.

Emery certainly appears to have some similarities to Wenger, who treated the Arsenal job as a 24 hours a day, seven days a week pursuit.

“I live football as passion and emotion,” said the Spaniard recently.

“My dad always said you have to value and respect the responsibility you’ve been given.

“When I coach, I take that responsibility seriously because I know people have trusted in me and there are thousands of supporters whose emotions are bound up in what we do.

“For every game I might have spent 12 hours on the video. Videos are very important. We work hard so that they have the best information and it has to be good.

“When I was 16, 18, I would go to school and I would have an hour of Latin, maths, history, philosophy, English, an hour of I don’t-know-what … six hours. Here you come in and you have an hour of football … an hour! And you like football! So a video is not too much to ask.”

Emery was already preparing for management during an unspectacular playing career in Spain’s second tier.

“When I was a player, I took my coaching badges even when I was still playing because I wanted to continue in the game. I had the feeling that coaching was inside me,” he said.

“I was always learning when I was a player. I stored up all the information I had so that I could use it.”

Emery’s English is far from fluent, but Arsenal are not expecting that to be a problem. In the end, he was the unanimous choice of the Gunners board after all the applicants were spoken to.

Former Gunners striker Ian Wright was scathing about the late U-turn, saying: “It’s like they’re at the sushi shop. I’ll have that. I’ll leave them. No, I’ll take that one now. What’s going on? You’d have thought that by now they would have known. “

“Good luck to him if he comes in and gets it. I’ll back him. The fact is you just want people upstairs to be decisive with what they’re doing. I think they’ve had the time. This is the problem I’ve got.”

Arsenal are on the hunt for a new boss after Arsene Wenger left his post at the end of the season following 22 years in charge.

Former player and captain Arteta remains one of the favourites to replace the Frenchman and Wenger believes he has the credentials to do the job.

“He has all the qualities to do the job, yes and I think as well he is one of the favourites,” he told beinSPORTS.

“He was a leader, and he has a good passion for the game and he knows the club well, he knows what is important at the club and he was captain of the club. Why Not?”

Much has been made of Arteta’s lack of managerial experience, however Wenger believes Arsenal’s experienced coaching personnel can help guide the Spanish manager.

Arteta has been learning his trade under Pep Guardiola as one of his assistants at Manchester City.

“I left a lot of experience behind me, people who were with me like Steve Bould who has six years experience, and Jens Lehmann too,” Wenger added.

“He has been an assistant of Guardiola as well, so overall I think he has the qualities.”

Despite Wenger heaping praise on Arteta’s suitability he says he doesn’t want to influce the board’s decision.

“I don’t want to influence that publicly because for me I believe it is important that they make their choice in an objective way and after once they make a decision I will support them,” he said.

Arteta is set to meet Gunners chiefs to discuss the possibility of taking charge with the club wanting a man in place before the World Cup.

Express Sport understands that majority shareholder Stan Kroenke and the rest of the board will meet on Monday to discuss giving the job to the Spaniard.

City boss Guardiola has already stated he won’t get in Arteta’s way if he opts to move to the Emirates.

“What we have done this season, Mikel his contribution was outstanding, amazing, we work together so good,” he said.

“If he stays I will be the happiest guy in the world and if he decides to move because he has this offer, this option, I will not say you do not have to go. I want the best for my friends and he’s a friend of mine.

“If he decides to go, I will be so sad but I will understand his decision because it’s his career, his life, his family, and I am not the right guy to say you don’t have to do that.

“But hopefully he can stay and finish what we started together in the upcoming years.”

Gerrard held more talks over replacing Graeme Murty at Ibrox last night and confirmation will come at a 3pm press conference at Ibrox.

Gerrard has agreed a three-year deal at Ibrox and is bringing Gary McAllister in as his No 2, with Tom Culshaw and Anfield fitness coach Jordan Milsom making up the backroom team.

Murty was sacked on Tuesday following another Old Firm embarrassment with Jimmy Nicholl and Jonatan Jonatan Johansson in charge for the remaining three games of the season.

But Rangers have been in talks with Gerrard for nearly two weeks now, with discussions concluding this week after Gerrard completed the season as Liverpool Under-18 manager and working with BT Sport during the Champions League semi-finals.

BT Sport colleague Darren Fletcher tweeted: “Best of luck to Stevie G at Rangers. He’s excited, determined & totally focussed on being a success at Ibrox. Massive opportunity for both parties.

“Been brilliant working with him at @btsportfootball so I know how keen he is to make it as a manager.”

Gerrard is heading to Glasgow for the announcement after holding talks last night and agreeing to take the hot seat at Ibrox.

Rangers play Kilmarnock on Saturday as they continue to battle for second place and Gerrard could even be in the stands to watch on.

Allardyce, 63, will bring in former Leicester manager Craig Shakespeare as his chief coach as he attempts to reverse Everton’s alarming slide – described shambolic by their former striker Gary Lineker – towards the foot of the Premier League.

One set of talks with Allardyce floundered this month because Everton power broker Farhad Moshiri only wanted to offer him a short-term deal.

Everton instead pursued their No1 choice, Silva. But when it became clear Watford would not part with the highly rated Portuguese coach – dubbed the “new Mourinho” when he performed so well in almost keeping Hull in the top flight last season – Everton were forced to act.

Talks were on-going last night, with Allardyce understood to be looking for a three-year commitment.

Everton, however, were still trying to convince him to take a shorter option, although one with big incentives for keeping the club in the Premier League. A compromise deal of two years, with a large bonus for survival, was one option being discussed.

That would enable the Toffees to chase Silva, or any other big-name boss, this summer while offering Allardyce hefty financial compensation should he succeed in keeping them up.

Survival has looked an increasingly tall order since the departure of Ronald Koeman last month and the disastrous caretaker spell of David Unsworth.

A 3-2 win – coincidentally against Silva’s Watford at the start of the month – is Everton’s only victory in their last dozen league and cup games.

Last Thursday the Toffees, who were expected to make an assault on the top four this season, slumped to a new low in a 5-1 home defeat by Atalanta in the Europa League, followed by Sunday’s 4-1 hammering at Southampton.

A return to management for Allardyce would mark a dramatic u-turn after he walked out on Crystal Palace six months ago claiming he had retired.

Palace owner Steve Parish let him out of his contract on the understanding he was quitting the management game and Everton will owe his former club compensation – understood to be around £2million.

Allardyce was in Abu Dhabi over the weekend watching the Grand Prix, but is understood to be poised to step in after tomorrow’s (WED) home game with West Ham.

Everton’s director of football Steve Walsh, under pressure after a poor summer in the transfer market, is understood to be firmly behind Allardyce.

And given Allardyce’s proud Premier League record of never having been relegated with Bolton, Newcastle, Blackburn, West Ham, Sunderland and Palace, Moshiri has now come around to that line of thinking.

Whatever they decide, Everton need to act quickly. Indeed, Lineker believes his old club can ill afford to delay over the appointment of a new manager as he traces the current malaise right-back to the summer and the reaction to the sale of Romelu Lukaku.

“They are in a bit of a mess at the moment,” said the BT Sport presenter [MUST KEEP IN]. They need to get a good manager in and try and sort it out because it’s a bit of a worry, it’s fairly shambolic at present.

“When you sell a big player, you bring in loads of money and loads of new players and spend a fortune. But some of those new players will adapt very well and others won’t adapt at all and it takes a while to find that out. We saw it with Spurs when they spent Gareth Bale’s money.

“By the time Christmas comes around you still don’t know whose your best team. I think that’s kind of what’s gone on with Everton.”

Attorney General Jeff Sessions is considering appointing a second special counsel tasked with investigating several issues related to former Democratic nominee Hillary Clinton and former FBI Director James Comey, The Washington Post reported on Monday. 

Sessions began contemplating the option after House Judiciary Committee chairman Robert Goodlatte asked Sessions in July and September to appoint a special counsel to investigate “matters which may be outside the scope” of special counsel Robert Mueller’s investigation of Russian interference in the 2016 election, including whether members of President Donald Trump’s campaign colluded with Moscow to sway the election in his favor.

Of particular concern to Goodlatte were some actions taken by officials in former President Barack Obama’s administration, including former attorney general Loretta Lynch, Comey, and Clinton.

The September letter came following revelations that during his tenure as FBI director, Comey prepared a statement ending the bureau’s investigation into Clinton’s use of a private email server to conduct government business while she was secretary of state. 

In addition to investigating the FBI’s handling of the Clinton email controversy, Goodlatte also urged that a second special counsel be appointed to look into the Clinton Foundation’s dealings, and the 2010 Uranium One deal, which was approved by the Obama administration. 

The deal, which Republicans have painted as evidence of collusion between Clinton and Russia, made its way back into headlines in October, shortly before it emerged that a federal grand jury approved the first charges filed by special counsel Robert Mueller as he investigates whether the Trump campaign colluded with Moscow.

Soon after The Hill published a story about the deal earlier in October, Trump latched onto it, tweeting that the “Uranium deal to Russia, with Clinton help and Obama Administration knowledge, is the biggest story that Fake Media doesn’t want to follow!”

Though Trump’s allies have pointed at the deal as damning evidence against Clinton, extensive reporting and fact-checking have found no signs of wrongdoing when the Obama administration allowed Rosatom, a Russian nuclear energy firm, to acquire Canada-based Uranium One, which had significant mining stakes in the US. The deal required approval from several government agencies, including the Nuclear Regulatory Commission, which Clinton had no control over, The New Yorker reported.

Comey takes center stage

Goodlatte, according to The Post and the two letters he sent through the House Judiciary Committee, appears to be focusing particularly on Comey, and has asked that a second special counsel investigate “leaks” about his private conversations with Trump. 

Goodlatte was likely referring to the explosive memo whose contents Comey asked a friend to provide to The New York Times in May, in which Comey documented a February conversation he had with Trump.

The memo was leaked shortly after Trump fired Comey. At first, the White House said he was fired because of his handling of the Clinton email investigation. But Trump later told NBC’s Lester Holt that “this Russia thing” had been a factor in his decision. Comey was spearheading the FBI’s investigation into whether the Trump campaign colluded with Russia when he was fired. 

During the February meeting Comey documented in his memo, the president asked him to drop the ongoing FBI investigation into former national security adviser Michael Flynn.

“He is a good guy,” Trump told Comey, according to the memo. “I hope you can let this go.”

The conversation took place one day after Flynn resigned, when it emerged that he had misled Vice President Mike Pence about his contacts with Russia’s ambassador to the US, Sergey Kislyak.

Trump branded Comey a “leaker” and a liar after Comey told the Senate Intelligence Committee in June that he had asked his friend, Columbia law professor Daniel Richman, to disclose the contents of the memo to The Times. 

Though Trump and other Republican lawmakers have consistently homed in on Comey’s actions, legal experts have determined that the former FBI director did nothing wrong. 

After Goodlatte voiced his concerns about Comey, the Clintons, and Obama administration officials, Assistant Attorney General Stephen E. Boyd wrote that Sessions had “directed senior federal prosecutors to evaluate certain issues raised in your letters,” according to The Post.

Boyd added that the prosecutors would “report directly to the Attorney General and Deputy Attorney General, as appropriate, and will make recommendations as to whether any matters not currently under investigation should be opened, whether any matters currently under investigation require further resources, or whether any matters merit the appointment of a Special Counsel.”

This revelation comes amid Trump’s claims that special counsel Robert Mueller’s investigation into him and his campaign is a politically-motivated “witch hunt.” He has repeatedly called Sessions — who recused himself in March from all matters relating to the 2016 campaigns and the Russia investigation after it emerged that he had not disclosed his conversations with Kislyak — a “weak” attorney general, and urged the DOJ and Republicans to investigate Clinton and the Democrats for their alleged “collusion” with the Russians.

President Donald Trump has already appointed one Supreme Court justice, and is reportedly telling people he believes he will appoint three more.

Multiple sources told Axios’ Jonathan Swan that Trump is openly predicting he’ll be able to fill four Supreme Court seats as president.

One of Trump’s signature victories as president has been the appointment of Justice Neil Gorsuch, who filled a seat left vacant by the death of Justice Antonin Scalia in 2016. The open seat caused controversy, as Scalia died during Barack Obama’s presidency. Senate Majority Leader Mitch McConnell worked to allow the next president to fill the position.

Justice Anthony Kennedy — who is 81 years old — is rumored to be thinking about retirement. Trump, according to Axios, also thinks he’ll be able to replace Justices Ruth Bader Ginsburg and Sonia Sotomayor, citing their health.

Talking about Ginsburg, one source told Axios, Trump said, “What does she weigh? 60 pounds?” Ginsburg is 84 years old.

Trump has talked about Sotomayor’s Type 1 diabetes, according to Axios, telling the source, “Her health … no good. Diabetes.”

Sotomayor was appointed by Obama and is one of the younger justices on the court at 63 years old.

If Trump was able to replace Kennedy, Ginsburg, and Sotomayor, he could radically change the makeup of the Supreme Court.

Kennedy was appointed by Republican President Ronald Reagan and is a moderate conservative, often providing the deciding vote on 5-4 decisions.

Both Ginsburg and Sotomayor were appointed by Democrats — Bill Clinton and Obama, respectively — and are considered liberal justices. Even replacing one would allow Trump to shift the balance of the court to the right.

Justice Stephen Breyer, another liberal, is 79 years old.

Arsene Wenger signed a two-year deal in the summer to stop rumours of him leaving the Emirates.

But it didn’t take long for pressure to return on Wenger to step down as Arsenal boss after a disastrous 4-0 defeat to Liverpool.

The Gunners haven’t lost since then but that hasn’t stopped talk of who could succeed Wenger when he does eventually leave.

Burnley have enjoyed an excellent start to the new season with a win over Chelsea on the opening day of the season and draws away at Tottenham and Liverpool.

Dyche is into his sixth season at the helm of Burnley and while Arsenal legend Wright believes he has all the right attributes to manage at the top level, he doesn’t see the Clarets boss given a chance.

Asked whether he would take Dyche at Arsenal, Wright told BBC Radio 5Live: “Yeah. The fact is would they give Sean Dyche that job?”

“If he carries on like he’s doing they’ll probably start touting him for the England job.

“I believe he’s someone who needs to go, at some stage, to the next level in respects of a club who can play in Europe on a regular basis to learn that side of the game.”

He added: “Because we’re so bereft of any manager that’s good enough, that can take on the England job. 

“If he carries on like he is he’ll probably be pushed into that role.

“Hopefully he won’t be, but would they [Arsenal] give Sean Dyche that job?

“In respect to how his team sets up when they’re defending, he’s obviously got acumen – but will he get a job like that? I don’t think he will.”

Ireland’s likely next prime minister Leo Varadkar will be the nation’s youngest, and one of the world’s only openly gay leaders. Commentators say that his blend of fiscal conservatism and social liberalism is what will make him stand out in modern Ireland, however.

Varadkar beat his rival Simon Coveney in the race for leadership of the Fine Gael party in a close race, with the vast majority of party members voting for Coveney but the overall majority of councilors and Fine Gael MPs voting for Varadkar. The soon-to-be prime minister dismissed speculation of a split within the party.

“It’s not something that defines me. I’m not a half-Indian politician, or a doctor politician or a gay politician for that matter. It’s just part of who I am, it doesn’t define me, it is part of my character I suppose,” Varadkar told Irish state broadcaster RTE when asked about his unique background, as cited by Quartz.

Varadkar still has to meet with independents and opposition leaders with a view to forming a coalition government – which may prove difficult, given Ireland’s ongoing austerity measures.

While Fine Gael claims that austerity policies are easing off and the economy is improving, Varadkar will still have to grapple with an ongoing homeless crisis, mass youth emigration and, most notably, the fallout from the UK’s Brexit vote.

Some in the media have made comparisons between Varadkar and other youthful political leaders, such as Canada’s Justin Trudeau and France’s Emmanuel Macron.

In April, Varadkar met then-French presidential candidate Emmanuel Macron at a rally in Paris, saying it was “a privilege to attend” and that Macron is “a man whose character and values I admire.” Varadkar made specific references to Macron’s pro-EU stance and his “socially and economically liberal campaign.”

Varadkar has decried the current state of global politics and the rise of populism.

“The political division in the world is no longer one of left versus right. It’s increasingly been progressivism and open on one side versus regressivism and closed on the other,” Varakar has said, the Irish Times reported.

While known as somewhat charismatic and personable, Varadkar is known to wield a sharp tongue when necessary. “The gutter is Bertie Ahern’s natural habitat,” he said of one of Ireland’s former prime ministers, as cited by the Irish Independent.

Varadkar, 38, came out publicly as gay in 2015, almost two decades after homosexuality and divorce were both legalized in Ireland – but before the gay marriage referendum was successfully passed by popular vote.

However, his recent campaign to clamp down on alleged abuse of Ireland’s welfare system, through a telephone hotline, led to widespread criticism from left-wing parties. 

He also famously described his Fine Gael party as representing the “people who get up early in the morning,” which drew the ire of a popular satirical news website in the country. 

However, despite the initial backlash to the campaign, a recent poll showed that the vast majority of Irish people surveyed support the controversial program, privately at least.

Barring any unlikely political hiccups along the way, Varadkar is expected to take office in the next two weeks, taking over from outgoing Prime Minister Enda Kenny, who stepped down in May.

Varadkar also added that he expected to announce a referendum on the extremely sensitive issue of abortion in 2018.
