It’s no secret that bots flooded the FCC with comments supporting its plans to kill net neutrality. But just how many comments were fraudulent? All too many, according to data scientist Jeff Kao. He recently conducted a study that used natural language processing to conclude that “at least” 1.3 million of the anti-net neutrality comments were fakes originating from a central source. They appear to have come from a giant mail merge that made the messages appear superficially unique, but was really just swapping in synonyms for what was clearly the same core statement. The language sounds familiar, too, mimicking that of a giant telecom or lobbying group than everyday people.

The actual number of fake grassroots (aka astroturfing) comments is likely to be considerably higher, Kao added. Out of 22 million total comments, only 800,000 appear to be genuinely original — and 99 percent of them support net neutrality. There were form letter campaigns on both sides, but anti-neutrality comments were more likely to be duplicates and submitted in large blocks that suggested targeted spamming efforts instead of real submissions from concerned Americans.

The ratio isn’t completely surprising, but it does make the FCC’s refusal to cooperate with fraud investigations that much more disconcerting. There’s now stronger evidence that a pro-telecom entity was trying to manipulate the comments in a deceptive manner, but it seems likely that the FCC will do nothing to address this or prevent it from happening again. The FCC’s spokesperson has even tried to flip the argument, claiming that 7.5 million pro-neutrality comments came from a “fake email generator website.” Even if that’s true, real public input appears to be meaningless at the FCC — for now, the spam bots are winning.

It’s highly unlikely that the FCC’s latest plan to gut net neutrality won’t go through, thanks to chairman Ajit Pai’s record of consumer-unfriendly viewpoints and a Republican majority on the Federal Communications Commission. Still, advocacy groups and various websites have been pushing to preserve net neutrality for months now. The latest protest is looking to have people head to Verizon stores (Pai was a top lawyer for the telecommunications company) on December 7th to make their voices heard.

The FCC is expected to vote on the new non-neutrality rules December 14th, which is why this particular protest, a collaboration between Demand Progress, Fight for the Future and the Freepress Action Fund, is taking place the week before. “By protesting at Verizon stores,” Demand Progress said in its blog post, “we’re shining light on the corruption and demanding that our local do something about it. Only Congress has the power to stop Verizon’s puppet FCC, so at the protests we’ll be calling and tweeting at legislators, and in cities where it’s possible we’ll march from Verizon stores to lawmakers offices.”

While preventing ISPs from charging extra fees based on your data usage is an admirable goal, it’s hard to see the FCC’s plan failing in the current political climate. If you’re looking to stand up for it, however, you can see a map with a list of Verizon store locations at the protest website.

The US Senate today gave Federal Communications Commission Chairman Ajit Pai another term on the FCC.

Pai would have had to leave the FCC at the end of 2017 if the Senate hadn’t approved President Donald Trump’s request to give Pai a new term. Pai, who has proposed deregulating broadband providers and eliminating net neutrality rules, received a new five-year term retroactive to July 1, 2016.

The vote split mostly along party lines, with Republicans supporting Pai’s re-nomination and most Democrats in opposition. The tally was 52-41, as not all 100 senators voted. You can see how each senator voted at this Senate webpage.

The Federal Communications Commission proposal to repeal net neutrality rules ignores the public interest by favoring Internet service providers over other businesses and individuals, Democratic lawmakers told the FCC today.

FCC Chairman Ajit Pai’s proposal to undo the rules “impermissibly ignores the Commission’s core mandate to fully consider the public interest before taking action,” violating the commission’s obligations under the Communications Act, the Democrats wrote in an FCC filing opposing Pai’s plan. The lawmakers also questioned Pai’s independence from President Donald Trump.

The FCC has prioritized one metric above all—the amount of money Internet providers have spent on upgrading networks since the rules were passed in 2015, Democrats wrote. The argument that investment has decreased is based on “scant evidence and questionable assumptions,” and in any case, network investment should not be the FCC’s only consideration, they wrote.

This week, the head of the Federal Communications Commission and a Republican US senator each called net neutrality a “slogan” that solves no real problems, with the senator also arguing that the Internet should have paid fast lanes.

“It’s a great slogan,” FCC Chairman Ajit Pai said, when asked by a radio host what net neutrality is. “But in reality what it involves is Internet regulation, and the basic question is, ‘Do you want the government deciding how the Internet is run?'”

Fourteen people who say their names and addresses were attached to anti-net neutrality comments without their permission have asked the Federal Communications Commission to notify other victims of the impersonation and remove fraudulent comments from the net neutrality docket.

As we’ve previously reported, there have been hundreds of thousands of identical comments that were ostensibly submitted to the FCC by ordinary people who hate the current net neutrality rules. But the comments appear to have been submitted by spam bots and attached to names drawn from data breaches.

People who say they were impersonated sent a letter to FCC Chairman Ajit Pai. In it, they wrote the following:

The FCC this week has received hundreds of thousands of new comments on its proposal to dismantle net neutrality rules, and more than 128,000 of them are identical comments calling for the reversal of the Obama administration’s “power grab.” It seems likely that the influx of anti-net neutrality identical comments is coming from a bot, but the FCC hasn’t addressed the matter publicly yet.
