“Japan’s plans for deploying a global missile defense system directly affect [the] security interests of Russia,” Lavrov noted on his state visit, reiterating Moscow’s concerns over Tokyo’s intentions “to actively engage” in US plans to deploy missile defense components on its territory.

“With full respect for Japan’s right to choose the way it protects its territory, we proceed from the premise that any action of any country should be based on the rule of security indivisibility. No one must ensure their security by infringing on the security of others,” the top Russian diplomat added.

Moscow has long warned that the American Aegis missile-defense system, which Tokyo has decided to acquire, citing the growing North Korea threat, undermines the global balance of power and can eventually be aimed against Russia, because of the system’s potential dual-purpose capability.

While Tokyo previously stated that the Aegis complex will be managed by Japan, Russia believes that Washington would still have operational control over its ally’s systems.

Last year’s deployment by South Korea of the Terminal High Altitude Area Defense (THAAD) system was met with equal criticism by both Moscow and Beijing. For Moscow, both the THAAD deployment and the Aegis Ashore decisions represent the continued expansion of an American global anti-ballistic missile system.

The Russian Defense ministry earlier noted that some 400 anti-ballistic missiles will soon encircle Russia as part of the US military buildup. “A large-scale effort is ongoing to encircle Russia with an anti-missile shield. Anti-missile defense sites have been already set up on US soil, in California and Alaska,” Alexander Fomin, Russia’s deputy defense minister, told Russia 24 TV channel earlier in March.

In December, Tokyo decided to boost its ballistic missile defense system against the backdrop of North Korean missile tests and approved the purchase and deployment of two Aegis Ashore batteries – expected to become operational by 2023 – at a cost of around $ 2 billion.

Japan’s defense ministry has requested additional funding to scout potential deployment sites for American-made Aegis Ashore launchers against the backdrop of the growing North Korean missile and nuclear threat.

The ministry has requested an additional 730 million yen ($ 6.4 million) from the next fiscal year’s budget to scout two sites in the Akita and Yamaguchi Prefectures as potential locations to deploy two land-based Aegis anti-missile launchers. The Japanese Cabinet plans to endorse the purchase of the Aegis Ashore system on December 19, a government source told Japan Times.

“There is a need to strengthen our capability to regularly and sustainably defend all of the country as soon as possible at a time when North Korea is building up its ballistic missile capability,” Defense Minister Itsunori Onodera said in Sendai Sunday, after he announced the request for additional funding.

Tokyo will also allocate 2.1 billion yen ($ 18 million) from the supplementary budget for the current financial year which ends on March 31, 2018, to speed up the deployment of the US-built hardware.

Japan’s defense ministry requested its largest-ever budget in August in the face of increased threats emanating from North Korea and amid Chinese navy activities in the East China Sea, seeking 5.26 trillion yen ($ 47.6 billion) for the 2018 fiscal year.

It includes 10.7 billion yen ($ 97 million) for upgrading the Japan Aerospace Defense Ground Environment system’s capability to detect and respond to ballistic threats with more unpredictable trajectories. Extra funds were also allocated to consider purchasing additional missile defense “assets,” such as Terminal High Altitude Area Defense (THAAD) systems or Aegis Ashore missile-defense system. The potential purchase of American hardware was discussed during Onodera’s visit to Washington in August.

A decision on which missile-defense system to acquire and how much money will be allocated will be made by year’s end, an official told the Japan Times. It is widely expected that Tokyo will settle on the Aegis Ashore systems.

If Tokyo deploys additional US anti-missile hardware, Japan will acquire a three-stage missile interceptor system. The current two-tier system relies on the ship-based Aegis SM-3 interceptors to target missiles in space and land-based PAC-3 batteries to intercept rockets flying closer to the ground.

On November 28, North Korea launched the Hwasong-15 ballistic missile. The projectile flew some 1,000 kilometers eastward, according to the Pentagon, before falling in the Sea of Japan without causing any damage. This was the first missile launch by North Korea in over two months. On September 15, Pyongyang tested the Hwasong-12 missile which flew over Hokkaido, Japan’s second largest island. Earlier on August 29, a Hwasong-12 ballistic missile also passed over Hokkaido airspace.

The deployment of additional missile defense capabilities would unlikely be welcomed by the big regional players, China and Russia. Beijing and Moscow have previously voiced strong objections to the deployment of US anti-missile systems in South Korea. The US and South Korea assurance, that THAAD’s deployment is not aimed against any third countries – be it China or Russia – has long been challenged by Beijing and Moscow, with both asserting that the placement of missile defense systems close to their borders disrupt the regional strategic power balance in the region.

The United States wants the United Nations Security Council to impose an oil embargo on North Korea, ban its exports of textiles and the hiring of North Korean laborers abroad, and subject leader Kim Jong Un to an asset freeze and travel ban, according to a draft resolution seen by Reuters on Wednesday.

Pressure from Washington has ratcheted up since North Korea conducted its sixth and largest nuclear test on Sunday. That test, along with a series of missile launches, showed Pyongyang was close to achieving its goal of developing a powerful nuclear weapon that could reach the United States.

Amid the rising tensions, Seoul installed the four remaining launchers of the U.S. anti-missile Terminal High Altitude Area Defense (THAAD) system on a former golf course in the south early on Thursday. Two launchers had already been deployed.

More than 30 people were injured when around 8,000 South Korean police broke up a blockade of about 300 villagers and civic groups opposed to the THAAD system deployment, fire officials said.

The decision to deploy the THAAD system has drawn strong objections from China, which believes its radar could be used to look deeply into its territory and will upset the regional security balance.

‘See what happens’

U.S. President Donald Trump has urged China, North Korea’s biggest ally and trading partner, to do more to rein in its neighbor.

U.S. Treasury Secretary Steve Mnuchin said he has an executive order ready for Trump to sign that would impose sanctions on any country that trades with Pyongyang if the United Nations does not put additional sanctions on North Korea over its nuclear tests.

Trump and Chinese President Xi Jinping committed on a phone call on Wednesday to “take further action with the goal of achieving the denuclearization of the Korean peninsula”, the White House said.

“President Xi would like to do something. We’ll see whether or not he can do it. But we will not be putting up with what’s happening in North Korea,” Trump told reporters, although he offered no specifics.

“I believe that President Xi agrees with me 100 percent,” he said.

Asked whether he was considering a military response to North Korea, Trump said: “Certainly, that’s not our first choice, but we will see what happens.”

Xi told the U.S. president during their 45-minute call that the North Korean issue must be resolved through “dialogue and consultation”.

The United States had set aside for now consideration of terminating a U.S. trade agreement with South Korea, a senior administration official said on Wednesday. The trade issue is unrelated to North Korea but has been a source of tension between the two allies.

Moon, Abe meet

Japanese Prime Minister Shinzo Abe and South Korean President Moon Jae-in spoke at a regional meeting in the eastern Russian city of Vladivostok and agreed to persuade China and Russia to cut off oil to North Korea as much as possible, according to South Korean officials.

Abe also invited Moon to a trilateral meeting between China, Japan and South Korea in Tokyo and Moon said he would be happy to attend if such a summit happened.

Japan’s Kyodo news agency reported that Abe and Moon would seek Russian and Chinese support for new sanctions against the North.

However, sanctions have so far done little to stop North Korea boosting its nuclear and missile capacity as it faces off with Trump.

China and Russia have advocated a “freeze for freeze” plan, where the United States and South Korea would stop major military exercises in exchange for North Korea halting its weapons programs, but neither side is willing to budge.

North Korea says it needs to develop its weapons to defend itself against what it sees as U.S. aggression.

South Korea and the United States are technically still at war with North Korea after the 1950-53 Korean conflict ended with a truce, not a peace treaty.

Missile Defense Agency video of the successful May 30 test of an intercontinental ballistic missile interceptor. (video link)

On May 30, the US Missile Defense Agency (MDA) and the United States Air Force successfully tested the Homeland Missile Defense System, shooting down an intercontinental ballistic missile in the first “live fire” test of the system’s Ground-based Midcourse Defense (GMD) element. The GMD consists of a land-based, fire-control system and interceptor missiles designed to strike ICBMs in flight outside the atmosphere. The interceptor missile was launched from Vandenberg Air Force Base in California, and it destroyed an “ICBM-class target” launched from the Kwajalein Atoll in the Marshall Islands. The ICBM was tracked by multiple radars, including the Sea-Based X-Band Radar, a giant radome mounted aboard a “semi-submersible” platform that resembles a giant self-propelled oil rig.

“The intercept of a complex, threat-representative ICBM target is an incredible accomplishment for the GMD system and a critical milestone for this program,” said MDA Director Vice Adm. Jim Syring in an official statement. “This system is vitally important to the defense of our homeland, and this test demonstrates that we have a capable, credible deterrent against a very real threat.”

South Korea’s new president is already making big moves — including reconsidering the US anti-missile system https://briefnews.eu/south-koreas-new-president-is-already-making-big-moves-including-reconsidering-the-us-anti-missile-system/ https://briefnews.eu/south-koreas-new-president-is-already-making-big-moves-including-reconsidering-the-us-anti-missile-system/#respond Wed, 10 May 2017 04:18:19 +0000 http://briefnews.eu/south-koreas-new-president-is-already-making-big-moves-including-reconsidering-the-us-anti-missile-system/ Moon Jae in

SEOUL, South Korea (AP) — Some of the key policies of Moon Jae-in, who has assumed presidential duties after being declared winner of Tuesday’s election:

Engagement with North Korea

A former aide of late liberal President Roh Moo-hyun, who sought rapprochement with North Korea, Moon has been critical of the hard-line stances that conservative governments in Seoul maintained against North Korea over the past decade.

Moon says the confrontational approach did nothing to prevent North Korea from expanding its arsenal of nuclear weapons and missiles and only reduced Seoul’s voice in international efforts to deal with its rival.

He calls for sanctions and pressure against Pyongyang to be balanced with engagement efforts, and says he’s open to the idea of holding talks with North Korean leader Kim Jong Un over the nuclear issue, which would mark a sharp departure from recent South Korean policy.

He also vows to reopen an industrial park in the North Korean border town of Kaesong that was jointly run by the two Koreas before the government of impeached South Korean President Park Geun-hye, who is in jail awaiting a corruption trial, closed it last year following a nuclear test and long-range rocket launch by the North.

Reconsidering US anti-missile system

Moon has also shown a willingness to challenge the United States, a key ally of South Korea, saying that Seoul should reconsider its deployment of an advanced US missile defense system to better cope with North Korean threats.

Moon says that the security benefits of THAAD, or Terminal High Altitude Area Defense, would be curtailed by worsened relations with China, whose help Washington and Seoul are trying to enlist to pressure Pyongyang into giving up its nuclear ambitions.

China, South Korea’s largest trade partner, has raised concerns that THAAD’s powerful radar could be used to peer deep into its territory and monitor its flights and missile launches. Seoul has raised suspicions that Beijing is retaliating against plans for THAAD by limited Chinese tour group visits to South Korea.

Curbing excesses of Chaebol

Succeeding Park, the country’s first female president, Moon has vowed to end a decades-long culture that brewed murky ties between politicians and businesses.

Moon promises to launch a powerful new anti-corruption body and also curb the excesses of “chaebol,” a privileged group of family-owned conglomerates such as Samsung and Hyundai, which have been criticized for bribing politicians for business favors and unfairly crushing smaller companies in competition.

Moon wants to strengthen the influence of minority shareholders in electing board members. He says this would prevent conglomerates from excessively transferring corporate wealth and management power to their founding families, who often enjoy imperious control over group businesses despite holding only small stakes in publicly listed companies. Moon also calls for stronger punishment for white-collar crimes committed by chaebol owners and government officials who take bribes from them.

The scandal involving Park has also led to the arrest of Lee Jae-yong, the billionaire scion of Samsung, who is suspected of bribing Park and one of her close confidantes in an effort to win government support for a 2015 merger between two Samsung affiliates. The deal allowed Lee to further promote a father-to-son transfer of wealth and management power at the group.

Creating jobs and strengthening welfare

To address a bleak job market for young people, Moon has pledged to spend 4.2 trillion won ($ 3.7 billion) annually to create 810,000 public sector jobs over the next five years, including bureaucrats, social workers, teachers, police officers and firefighters. He promises stronger government support for small companies and startups, and to reduce South Korea’s notoriously long work hours to help boost job creation.

Moon has also vowed to raise the minimum wage to 10,000 won ($ 8.80) an hour from the current 6,470 won ($ 5.70) by 2020. He calls for stronger measures to prevent companies from discriminating against part-time or contract workers, who are becoming a larger part of the country’s workforce but often have to put up with lower wages and harsher work conditions.

His campaign pledges on welfare include strengthening payment for working parents during maternity and paternity leaves, establishing more state-run childcare facilities, and increasing pension payments for the elderly and health insurance coverage for Alzheimer’s and related disorders.

US THAAD anti-missile deployment in S. Korea sparks clashes between locals & police https://briefnews.eu/us-thaad-anti-missile-deployment-in-s-korea-sparks-clashes-between-locals-police/ https://briefnews.eu/us-thaad-anti-missile-deployment-in-s-korea-sparks-clashes-between-locals-police/#respond Tue, 25 Apr 2017 23:02:17 +0000 http://briefnews.eu/us-thaad-anti-missile-deployment-in-s-korea-sparks-clashes-between-locals-police/

The US military has moved elements of the THAAD anti-missile complex to its deployment site in South Korea, causing anger and discontent among the locals, some of whom reportedly clashed with police guarding the convoy.

Residents of Seongju county in South Korea clashed with police after US personnel moved the Terminal High Altitude Area Defense (THAAD) system onto a golf course in Seongju, North Gyeongsang Province.

Clashes with local villagers, who have been protesting against THAAD deployment for months, erupted when six trailers carrying the radar and other hardware equipment for the American missile defense system entered the installation site at the golf course in South Korea early Wednesday, Yonhap reports.

Scuffles erupted when police tried to stop some 200 residents at the entrance to the golf course. Police had to mobilize additional forces to control some 8,000 people in the area and the traffic on the 905 provincial roads leading to the Seongju Golf Course.

Local activists have been very vocal about the deployment of the US system, saying the presence of THAAD would make them a prime target for Pyongyang. The protesters also said the system poses health and environmental problems.

As police tried to control the crowd, the US military moved all of the car-mounted mobile launchers, radars, interceptor missiles, and combat control stations that have arrived in South Korea in March.

In March, the US military announced that the “first elements” of the THAAD system had arrived in South Korea.

“We know that the two launchers kept in the US Army unit of Wakgok-gun, Chilgok-gun are surely deployed,” a South Korean official told Yonhap on Wednesday morning. “We know that radar, interceptors, generators, coolers, etc., other than mobile launchers, are moved from Pusan to trailers.”

Last July, Seoul and Washington agreed to install the THAAD system in the southeastern town of Seongju as a “necessary measure” to thwart North Korea’s nuclear and missile threats.

While South Koreans remain split over the THAAD issue, the US weapon’s system deployment prompted a strong backlash from regional players, particularly from China.

Beijing has repeatedly spoken out against THAAD over fears that it will undermine its own deterrence capabilities, and previously urged Seoul and Washington to reconsider their plans.

Russia has also voiced concern over the effectiveness of THAAD’s deployment in South Korea, urging those involved to consider the inevitable escalation of tensions it will cause.

THAAD is an advanced system designed to intercept short, medium, and intermediate-range ballistic missiles during their terminal flight phase. Equipped with long-range radar, it is believed to be capable of intercepting North Korea’s intermediate-range ballistic missiles.

“I will reiterate, that whoever wants to strike us will be beaten, and those who threaten our existence are putting their own lives at risk,” Netanyahu said at the official ceremony on Sunday inaugurating the joint US-Israeli missile interceptor at the IDF’s Hatzor base. The event was attended by US defense officials, the Times of Israel reported.

“Together we can meet challenges a lot better than any of us can alone. In this case, the white and blue is better together with the red, white and blue,” Netanyahu said, addressing among others director of the US Missile Defense Agency Vice Admiral James Syring.

“We have pioneering technology here, as Israel continues to be a world leader in this field. The ingenuity of our people and the fighting spirit of our soldiers multiply our strength against our enemies and enable us not only to defend the home front but to achieve victory in battle,” the prime minister said, adding, that he attaches “very great importance” to defending the home front, Ynetnews reported.

The system, known as David’s Sling, is a joint project by the Israel Missile Defense Organization and the US Defense Department’s Missile Defense Agency.

“There is no alternative to this system,” Defense Minister Avigdor Liberman said, adding the new missile defense system was essential for the country’s security.

“Thanks to this system, we will be able to deal with our enemies, which we unfortunately have,” the minister said.

David’s Sling, formerly known as Magic Wand, is an air-defense system designed to intercept enemy planes, drones, tactical ballistic missiles, medium-to long-range rockets and cruise missiles. It is set to replace the MIM-23 Hawk and MIM-104 Patriot in the Israeli arsenal. It is a portable system, and with enough launchers deployed, is capable of providing national coverage.

The Iron Dome system is the lowest layer of David’s Sling capable of intercepting short-range rockets, small unmanned aerial vehicles and some mortar shells like those that have been fired at Israel from the Gaza Strip or from southern Lebanon.

The Arrow 2 and Arrow 3 systems are on top of the layered system, capable of engaging long-range ballistic missiles. The latest known instance of its operational use was on March, 15, when the Arrow downed an incoming anti-aircraft missile fired at Israeli jets which had breached Syrian airspace to strike what Tel Aviv claims to be Hezbollah targets.

South Korea’s decision to deploy the THAAD antimissile system from the US is disproportionate to the threat posed by North Korea, which was voiced as justification by both Seoul and Washington, Russian Foreign Minister Sergey Lavrov said.

“We have drawn attention to the serious risks posed by the deployment of the US global antiballistic missile system in Asia-Pacific,” Lavrov said after meeting his Japanese counterpart Fumio Kishida in Moscow. The two ministers met alongside their respective military colleagues, Russian Defense Minister Sergey Shoigu and Japanese Defense Minister Tomomi Inada.

“We have voiced our assessments, according to which, if one wants to deal with threats posed by DPRK, the creation of such ABM system as well as pumping weapons into the region are a response far from proportionate,” Lavrov said.

He added that both Moscow and Tokyo condemn Pyongyang’s violation of resolutions of the UN Security Council restricting its missile and nuclear development. Russia believes that international sanctions imposed against North Korea for defying the council “should not be perceived as an instrument of punishment, but rather a stimulus for steering the situation back into political and negotiations track.”

South Korea decided to deploy the THAAD system, due to be fully operational by August, saying it was necessary to protect from a possible missile attack by North Korea. The deployment angered China, which believes that the American system compromises its national security. Beijing is reportedly retaliating against Seoul with a round of economic measures, hitting Korean tourism and export to China.

Russia has similar concerns over the US deployment of ABM shield in Eastern Europe. Washington claims the system is needed to protect European NATO members from an attack by Iran and has brushed aside criticism from Moscow.

Russia’s new ICBMs can ‘rip apart’ US anti-missile systems – Deputy PM Rogozin https://briefnews.eu/russias-new-icbms-can-rip-apart-us-anti-missile-systems-deputy-pm-rogozin/ https://briefnews.eu/russias-new-icbms-can-rip-apart-us-anti-missile-systems-deputy-pm-rogozin/#respond Mon, 20 Feb 2017 09:16:00 +0000 http://briefnews.eu/russias-new-icbms-can-rip-apart-us-anti-missile-systems-deputy-pm-rogozin/ Russia is constantly improving its nuclear deterrence and is very close to deploying new technologically-advanced intercontinental ballistic missiles which can defeat any US missile defense systems, a Russian deputy prime minister said in an interview.

“These weapons will soon appear in our armed forces,” Dmitry Rogozin told Rossiya-1 TV on Sunday. While not naming the new ICBM, the deputy PM in charge of the defense industry said the missile will have the capacity to penetrate any American air defenses.

“These weapons are able to clear the United States’ missile defense both of today and of tomorrow – and even of the day after tomorrow,” Rogozin said.

Rogozin also noted that the existing Russian nuclear deterrent forces, made up of various missiles including the Soviet-era R-36M2 Voevoda (SS-18 Satan) ICBMs, which he described as “very reliable,” will remain in use until the latest arsenal becomes operational.

While the weapon of the future wasn’t named, media were quick to allege that Rogozin was most likely describing the RS-28 Sarmat heavy intercontinental ballistic missile, which is being introduced as part of Russia’s nuclear modernization.

Currently Sarmat is undergoing the final stages development at the Makeyev Rocket Design Bureau in the city of Mias. According to reports, the new missile, weighing at least 100 tons, will be capable of carrying a payload of up to 10 tons on any trajectory.

“We can rip their air defenses apart; at the moment [the US defense shield] poses no serious military threat to us, except for provocations,” Rogozin said.

Last summer the US activated an $ 800 million missile shield base in Romania, which will form part of the larger Aegis-based missile defense system in Europe.

While the officially-stated purpose is to counter a potential threat from Iran, the system’s proximity to Russian borders threatens Russia’s national security by tipping the global balance of power. Moscow has taken counter measures including the deployment of Iskander missile system to its western exclave, Kaliningrad, in the wake of concerns over potentially multi-purpose “defense” installations in Europe.

The land- and sea-based Aegis Ballistic Missile Defense System provides the US with missile defense against short to intermediate-range ballistic missiles. Short, medium, and intermediate missiles can also be intercepted using Terminal High Altitude Area Defense (THAAD) system.

For intercontinental ballistic missiles the US uses the Ground-Based Midcourse Defense (GMD). GMD missile-defense system was developed to intercept enemy warheads prior to their entry into the atmosphere. The system consists of ground-based interceptor (GBI) missiles based throughout the West coast of the US and a radar in the state of Alaska.

In the lengthy interview about Russia’s military capabilities, Rogozin also mentioned Moscow’s state-of the art tank.

“Speaking of tanks, we definitely have an advantage, because [the T-14 Armata tank] today leaves American and Israeli tanks, not to mention European tanks, behind in terms of technical characteristics.”

First presented at the Victory Parade in Moscow on May 9, 2015, the mass production of T-14 Armata is expected to begin in 2018.

One of tank’s main advantages is its fully-automated and unmanned turret, as well as HD cameras that provide an outside view. It is capable of moving at an estimated speed of up to 90kph, more than 20kph faster than the US mainstay Abrams M1A2.

The Russian military and Uralvagonzavod engineers also promise to turn the T-14 into a completely automated system that can be operated on the battlefield using only a remote control.
