The Trump administration’s plans to gut funding to the Office of National Drug Control Policy by 96% leaked on Friday.

The move, while criticized by both Republicans and Democrats as an unwise move amidst the ongoing opioid crisis, isn’t the first time the ONDCP has found itself in hot water.

The ONDCP, which was created in 1988, launched a controversial anti-drug campaign with a $ 1.2 billion dollar media budget between 1998 and 2004.

It was filled with blunders, including a secret TV script-writing project, a criminal trial for overbilling the government that ended in prison time for the ad executives who worked on its campaign, and continual questions about whether the ads actually dissuaded youngsters from doing drugs.

Here are some of the problems that arose during the campaign.

Government propaganda secretly inserted into TV shows like ‘ER’

A six-month investigation by Salon in 2000 revealed that the ONDCP was paying networks millions of dollars to secretly embed anti-drug messaging into their regular programming.

The money came out of the Congress-approved $ 1 billion allocation for ad-buys. Networks embedded ONDCP-approved messages in their television scripts in lieu of ad slots owed to the government.

“ER” received $ 1.4 million worth of ad time in exchange for several episodes featuring anti-drug subplots, for instance.

The National Organization for the Reform of Marijuana Use filed a complaint against the practice, and the FCC eventually ruled that the networks would have to identify the ONDCP as a sponsor of the television programs.

The federal government went into the script-writing business

The ONDCP gave networks a total of $ 25 million to add anti-drug related subplots, but did it have control over what actually appeared in the programs’ scripts as well?

While many networks denied giving over control of their scripts, a contractor at the now-defunct WB television network told Salon at the time that their storylines did change, using an episode of “Smart Guy” as an example. While teens drinking at a party were originally depicted as cool, their social status changed after the ONDCP saw the script.

“We showed that they were losers and put them [hidden away to indulge in shamed secrecy] in a utility room. That was not in the original script.”

ESPN let government money influence its news coverage

ESPN participated in a similar scheme in its news programming at the time.

The sports channel agreed to air paid anti-drug commercials in addition to providing matching public service airtime of its own for anti-drug messaging.

Rather than run its own public service ads, ESPN instead offered its own news programming as a match. 

ESPN shows whose coverage of drug use in sports qualified for the federal government’s matching money included SportsCenter, Outside the Lines, Monday Night Countdown, SportsWeekly, SportsCentury and Upclose. Topics included baseball player Darryl Strawberry’s drug use.

President Duterte’s order, published Friday, outlines a “priority thrust” of the government to suppress drugs and “put behind bars” makers, dealers, and traffickers of narcotics – all while “transforming users into productive members of society,” Reuters reported.

The order also allows for the creation of the Inter-agency Committee on Anti-illegal Drugs (ICAD), which will consist of government branches including police, military, coastguard, health, education, and social welfare.

“The ICAD shall ensure that each member agency shall implement and comply with all policies, laws, and issuances pertaining to the government’s anti-illegal drug campaign in an integrated and synchronized manner,” the order states, as quoted by local media outlet the Inquirer. 

Some 500 police officers will also be selected for a new Drug Enforcement Group. The unit is set to go after drug financiers, manufacturers and distributors.

Another body, the National Anti-Illegal Drug Task Force, was also listed in the published document. It will comprise military and police personnel as well as “institutions called upon for assistance by virtue of the order,” the Inquirer says.

The signing of the paper on March 6 coincided with new operations by the country’s National Police (PNP). The missions had been put on hold after entire units were suspended over the kidnapping and murder of a South Korean by rogue anti-drug officers.

The order published on Friday marks Duterte’s latest effort in the “war on drugs” which has led to the deaths of more than 8,000 people since June 2016. Of those, 2,555 were killed in what police say were shootouts during raids, according to Reuters.

A total of 48,000 suspects have been arrested as part of the campaign, according to authorities.

Duterte’s crackdown has led to international criticism, including from the US, EU, human rights groups, and the Catholic Church. Earlier this month, the UN-backed International Narcotics Control Board (INCB) condemned the “extrajudicial killings.”

The condemnation didn’t sit well with Duterte, who on the same day warned of “more killings.” 

“I am committed to stop drugs before I go out,” Duterte said, adding that “there will be more killings because they [drug gangs] really fight back.”

Duterte has frequently lashed out at those who criticize his campaign, calling former US President Barack Obama a “son of a b**ch/whore” and giving the European Union a “f**k you.”

He also called former UN Secretary-General Ban Ki-moon a “devil.”

MANILA (Reuters) – When Philippines President Rodrigo Duterte summoned his security chiefs to an urgent meeting one Sunday night last month, his mind was already made up.

His military and law enforcement heads had no idea what was coming: a suspension of the police force’s leading role in his signature campaign, a merciless war on illegal drugs.

There was only one reason for the U-turn, three people who attended the Jan. 29 meeting told Reuters.

Duterte was furious that drugs-squad cops had not only kidnapped and murdered a South Korean businessman, they had strangled him to death in the headquarters of the Philippines National Police itself.

“He was straight to the point — ‘I am ordering you to disband your anti-drug units, all units,'” said Defence Secretary Delfin Lorenzana, who was at the meeting in the presidential palace.

Duterte decided that the much smaller Philippine Drug Enforcement Agency (PDEA) would take over the drugs crackdown, with support from the military.

It was a stunning turnaround by Duterte, who had until then stood unswervingly behind his police force through months of allegations that its officers were guilty of extra-judicial killings and colluding with hit men in a campaign that has claimed the lives of more than 7,600 people, mostly drug pushers and users, in seven months.

The blunt-spoken president had repeatedly defied calls from United Nations, the United States and the European Union to rein in his war on drugs, calling them stupid and ‘sons of bitches’. Duterte’s aides were used to his mercurial style, but they were taken aback that the killing of one foreigner would be enough to stop him in his tracks.

One explanation is that relations with South Korea are of huge importance to the Philippines for development aid, tourism, overseas employment and military hardware.

But security officials said it was the audacity of the killing of Jee Ick-joo and the attempt to use the war on drugs as a cover for kidnap and ransom that triggered his decision.

“It’s all about the Korean. That it happened at all, it’s really that (which) pissed him off,” Lorenzana told Reuters.

PDEA Director General Isidro Lapena, who was also at the meeting, hadn’t seen it coming either.

He said in an interview that the president had lambasted the police force and told them that the “deactivation” and purge of its anti-drugs unit was now as important as the drugs war itself.

Police Director General Ronald dela Rosa told Reuters that Duterte had been “really mad” about the incident and, after the meeting, the president publicly denounced the police force as “corrupt to the core”.

‘So obvious’

The president’s legal counsel, Salvador Panelo, said the president, a former prosecutor, makes decisions strictly on the basis of the letter of the law. Activists’ allegations of summary executions had no supporting evidence, he said, yet to Duterte, Jee’s killing was irrefutable, audacious and embarrassing.

“The committing of that crime was so obvious,” he said.

Worried that the incident would dent the Philippines’ image in South Korea, Duterte sent Panelo to Seoul to apologize to acting president Hwang Kyo-ahn.

Seoul is Manila’s biggest supplier of military hardware, donating or selling fighter jets, patrol boats, frigates and trucks.

About 1.4 million South Koreans visited the Philippines in the first 10 months of 2016 – a quarter of all tourists arrivals – lured by beaches, golf and the sex industry. Korean tourists spend an average $ 180-$ 200 daily, and their overall spending is triple that of U.S. visitors.

South Korea is the Philippines’ fifth-largest source of development aid and in 2015 invested $ 520 million in areas like power, tourism and electronics manufacturing.

About 55,000 Filipinos work in South Korea and the Philippines attracts Koreans studying English, over 3,700 of them last year.

A South Korean diplomat in Manila said there were no threats or pressure on the Philippine government over the killing of the businessman, but Seoul wanted a guarantee of safety for its citizens and a secure investment climate.

Hoik Lee, president of the Korean Chamber of Commerce in the Philippines, said South Koreans felt increasingly unsafe in the country.

The chamber’s membership has grown from 20 firms in 1995 to 500 companies now, including Samsung Electro-Mechanics, Hanjin and LG, but Lee estimated that the Korean community has shrunk by about a third to 100,000 people since 2013 despite the bright economic outlook in the Philippines.

“Police should protect us not kill us,” Lee said. “That is why we are very upset and very shocked.”

The number of Koreans murdered in the Philippines averages about 10 each year, accounting for a third of all Korean nationals killed overseas, according to Seoul’s foreign ministry.

However, South Koreans are perpetrators of crime as much as they are its victims in the Philippines, says the police Criminal Investigation and Detection Group, which has a Korean desk handling cases of kidnappings, murder, robbery, theft, extortion and fraud, mostly in Korean communities, where mafias operate.

The Philippines police will disband anti-drugs units following the killing of a South Korean businessmen by rogue officers, but the country’s president vowed on Sunday to forge ahead with his war on drugs until the last day of his term.

President Rodrigo Duterte said he was embarrassed that anti-drugs officers had abused their power to engage in kidnapping, leading to the death by strangulation of Jee Ick-joo, on the grounds of the national police headquarters.

Duterte said other suspects were still at large and gave them 48 hours to turn themselves in, or have a dead-or-alive bounty on their heads of 5 million pesos ($ 100,000), for which he would prefer them dead.

His police chief, Ronald dela Rosa, said the breakup of anti-drugs units was necessary to rebuild them, but it could disrupt the progress of the campaign.

“We will dissolve all anti-drugs units in the police,” he told a joint news conference with Duterte, when asked if he would overhaul the police.

“I will do my job to the best of my ability I hope I will not fail the president and the Filipino people.”

More than 7,000 people have been killed since Duterte, nicknamed “the punisher”, unleashed his bloody crackdown seven months ago, some 2,250 in police operations and the rest still mostly under investigation.

His six-year term ends in 2022.

Police say many of those so far unsolved could be the work of vigilantes or inter-gang drugs violence.

The campaign has caused alarm in the West and rights groups accuse Duterte of turning a blind eye to a wave of extrajudicial killings by police, mostly of low-level peddlers. Police deny that and say the killings are in self-defence.

Duterte said police who had been subject of internal investigations should be reassigned to work in conflict zones.

Fighting drugs and crime was the key platform of Duterte’s election campaign, during which he promised to eradicate illicit drugs within six months.

He said he underestimated the depth of problem, and on Sunday promised the crackdown would continue to the end of his six-year presidency, and criticism would not stop him.

“I do not give a s—, I have a duty to do, and I will do it,” he said.
