A contractor hired by Texas to bus migrants signed an agreement that bans them from talking to New York officials, the Associated Press reported.
Manuel Castro, commissioner of the New York City Mayor's Office of Immigrant Affairs, told the AP that complicates efforts to meet and provide resources for migrants being sent from Texas.
"It's a problem because we don't know when the buses are coming, how many buses are coming, if anyone on these buses has medical conditions that they will need help with, if they need a wheelchair,"Castro told the outlet. "We at least want to know that so that we can best help people as they arrive."
Volunteer groups rely in tips for help as they wait for hours in New York's Port Authority for buses from Texas to arrive.
Texas Gov. Greg Abbott has been sending buses of migrants to democratic cities like Washington D.C. and New York to President Joe Biden's immigration policies.
Following in Abbott's footsteps, Florida Gov. Ron DeSantis took responsibility for flying 50 migrants to Martha's Vineyard this week.
The AP reported that so far about 8,000 migrants were bused from Texas to Washington D.C. and another 2,200 were bused to New York City.
While some migrants told the AP they were grateful for the help they received to reach East Coast cities, the New York Times reported that the influx has meant that the volunteer and non-profit groups helping these migrants have been overwhelmed, and many migrants are ending up in homeless shelters.
In a statement to the AP, Abbott's office dismissed criticism of the lack of communication.
"Instead of complaining about fulfilling their sanctuary city promises, these Democrat hypocrites should call on President Biden to do his job and secure the border — something the president continues failing to do," spokeswoman Renae Eze said Thursday.

Elon Musk found a new reason to walk away from buying Twitter. This time it's a huge severance package the company paid to a former executive who recently accused it of serious security flaws.
In a letter sent Friday afternoon by Musk's legal counsel to Twitter's chief legal officer Vijaya Gadde, the billionaire took issue with a $ 7.75 million payment in late June to Peiter Zatko, better known as "Mudge," after he was let go from the company.
Lawyers for Musk argued the payment is a breach of the $ 44 billion merger agreement signed back in April. Twitter promised in the deal not to "provide any severance or termination payments or benefits to any Company Service Provider," the attorneys wrote in the letter, while noting that the definition of a "Company Service Provider" includes former Twitter employees.
This marks the third "notice of termination" of the merger agreement sent by Musk to Twitter. The first was sent in early July, claiming that Musk had the right to cancel the deal because Twitter's allegedly withheld requested data and information regarding the number of "bots" or spam accounts on the platform. The second was in August, pointing to Zatko's whistleblower disclosure as a new basis for Musk to call off the acquisition. Broadly speaking, Musk is accusing Twitter of "fraud" by misleading him on its business and monetization capabilities, as well as public investors and the SEC.
"Although the Musk parties believe this termination notice is not legally necessary to terminate the merger agreement because they have already validly terminated it… the Musk parties are delivering this additional termination notice in the event that [earlier notices are] determined to be invalid for any reason," the letter adds.
Representatives for Twitter could not be immediately reached for comment. The company has repeatedly stood by its existing disclosures about bots on its service.
Musk has leapt on Zatko's whistleblower disclosure, made public in August, as he fights in Delaware Chancery Court to walk away from his agreement to buy Twitter at no cost. Twitter sued Musk in July, saying he is legally bound to purchase the company for $ 44 billion and Musk's true reason for backing out was worry over his personal fortune being affected by a downward turn in financial markets. The company also recently claimed that Musk's personal texts show he was thinking about getting out of the deal in early May, just a few weeks after he agreed to buy it.
As for Zatko, a hacker turned security expert, he spent only a year working at Twitter. The company claims he was fired earlier this year for performance issues and that all of the concerns he raised about security were investigated when he was still with the company. Zatko's lengthy disclosure to Congress claimed Twitter suffers from unchecked and "egregious" security flaws that he was told to withhold or temper the seriousness of in presentations to the company's board. He also claimed Twitter "lied" to Musk about its measuring of "bot" accounts. Twitter called Zatko's disclosure "opportunistic" and an obvious attempt to harm the company.
While Twitter employees told Insider they are suspicious of Zatko's motivations, some of his claims struck a chord with current Twitter workers.
Twitter's lawsuit against Musk is headed to a five-day trial in early October.

KATOWICE, Poland (AP) — After two weeks of bruising negotiations, officials from almost 200 countries agreed Saturday on universal, transparent rules that will govern efforts to cut emissions and curb global warming.
The deal agreed upon at UN climate talks in Poland enables countries to put into action the principles in the 2015 Paris climate accord.See the rest of the story at Business Insider

“The Paris Agreement isn’t working out so well for Paris. Protests and riots all over France. People do not want to pay large sums of money, much to third world countries (that are questionably run), in order to maybe protect the environment. Chanting ‘We Want Trump!’ Love France,” Trump tweeted from the White House early on Saturday.

Nominally, the demonstrations began last month over a proposed environmental fuel tax, directly inspired by the Paris climate accords of 2015, under which France promised to cut its carbon emissions by 75 percent.
So, Trump’s tweet hits the mark, but also paints a reductive picture of the Yellow Vests, who are not just aggrieved right-wingers angry that the government wants to take away their petrol cars.
Right from the start, the Gilets Jaunes – who take their name from the high-visibility jackets that drivers must wear if they step outside the car on the roadside – were a symptom of a wider resistance to the presidency of Emmanuel Macron. As the president himself, a former banker who served in a center-left government, has steered a slippery course, so have his opponents come from the entire political spectrum, coalescing around an issue to create the biggest pushback since he was elected in May last year.
As with many modern street movements, there is no leader or single clear aim. But documents produced by the groups involved have demanded both a lowering of France’s onerous taxes, and a safeguarding of its famed social protections. Within days, many were simply calling for Macron to resign.
Not that they necessarily want Trump to take over. The president’s proclamation that his name was ringing out from Bordeaux to Strasbourg appears to be based on a single, old, mistitled video that was actually filmed at a rally in June in support of British nationalist Tommy Robinson but spread as a meme on conservative Twitter over the past few days.

Actual footage from France is far less euphoric – with hundreds of arrests across the country, where police say 31,000 people are out on the streets (organizers claim much higher numbers). Most of the disturbances have been in Paris, where tear gas and water cannon were unleashed to disperse what French authorities are saying are armed, professional provocateurs, who traveled from across the continent.
As the day of news wrapped up Trump sent another message calling it a “very sad day & night in Paris” and proposing one more time to abolish the “ridiculous and extremely expensive” Paris agreement.
Very sad day & night in Paris. Maybe it’s time to end the ridiculous and extremely expensive Paris Agreement and return money back to the people in the form of lower taxes? The U.S. was way ahead of the curve on that and the only major country where emissions went down last year!

Earlier in the day, Trump also returned to one his cherished subjects, with yet another reminder of France’s unwillingness to contribute sufficiently to NATO, spiced up by a dig at the country’s military prowess.
“The idea of a European Military didn’t work out too well in W.W. I or 2. But the U.S. was there for you, and always will be. All we ask is that you pay your fair share of NATO. Germany is paying 1% while the U.S. pays 4.3% of a much larger GDP – to protect Europe. Fairness!” wrote the US president.

Since his election in 2016, Trump has cultivated a fractious relationship with most Western leaders, regularly clashing with them over the role of supranational bodies such as the WTO, or the International Criminal Court, and issues like trade, emissions and immigration.

The clause was negotiated by Liverpool’s sporting director Michael Edwards during the £142m (A$ 249m) transfer of Philippe Coutinho to the Nou Camp in January.
It is an attempt to prevent the Spanish giants from poaching any more of Jurgen Klopp’s talent in the near future.
The news should quell reports in Spain which have suggested Barcelona are interested in a move for Sadio Mane, who is currently involved in talks about an improved contract at Anfield.
When asked about reported interest in his best players in the summer Klopp said: “That is a good sign for the club. It is an improved situation that these players don’t use us and then go. It’s cool…sign your contracts but now, go again.”
A number of Liverpool officials were left frustrated by Barcelona’s pursuit of Coutinho, with the 26-year-old missing games at the start of last season, saying he had a bad back.
Coutinho was the subject of three failed bids from Barcelona last summer, the largest of which was worth £113m (A$ 198m), and handed in a transfer request in an attempt to force a move.
That was unsuccessful but the two clubs reached an agreement in January, with the Brazilian signing a contract in Catalonia until the summer of 2023.
The federal and provincial governments have reached an agreement to consider a funding proposal that would mean the public dollars are in place to fund the 2026 Winter Olympics in Calgary, if a hesitant city council agrees to sign on.
The Calgary 2026 bid corporation sent out an announcement at 10 p.m. M.T. Tuesday that included a letter saying the required total of $ 2.875 billion of public funds, in 2018 dollars, would be met.
It was signed by Alberta Premier Rachel Notley, federal Minister of Sport Kirsty Duncan and included a space for Calgary Mayor Naheed Nenshi's signature.
The announcement comes late on the same day the chair of the City of Calgary's Olympic assessment committee recommended to council that it end its pursuit of the 2026 Winter Games and cancel a plebiscite scheduled for Nov. 13.
"This is a proposal that makes sense and is a good deal for Calgarians. I'm confident we and our government partners can agree to move forward and reach an agreement in principle," said Scott Hutcheson, board chair of the Calgary 2026 bid corporation, in the emailed release.
"I know City Council understands how important this is to Calgary, that they know what's at stake here, and that they will show their strong leadership and allow Calgarians to decide the outcome of the Olympic and Paralympic bid at a plebiscite Nov. 13."
That plebiscite's future — and the future of the bid itself — was set to be decided by city council first thing Wednesday.
Coun. Evan Woolley said Tuesday it wouldn't make sense to move forward without a funding agreement in place between municipal, provincial and federal levels of government — something they up until now hadn't been able to forge amid public spats on the weekend and a marathon negotiation session Tuesday.
Woolley said he was "deeply disappointed" but that with the funding costs still not nailed down, it wasn't fair to expect Calgary voters to make an informed decision in just two weeks.
His comments came after the Olympic assessment committee met behind closed doors for four hours, finally deciding to send Woolley's motion with a series of recommendations on killing the bid to council for a vote.
If 10 of council's 15 members vote in support of the motion on Wednesday, Calgary's Olympic bid is dead.
Calgary 2026 Olympic bid corporation estimates the Winter Games would cost $ 5.23 billion, with about $ 3 billion of that needing to come from the three levels of government.
But the letter states that the new funding proposal is "based on a revised Games concept with a total public funding request of $ 2.875 billion," but includes no word on how this lower cost would impact the draft hosting plan.
Calls to Calgary's mayor and the head of the city's bid assessment committee were not returned Tuesday night.
James Millar, communications director for the Calgary 2026 bid corporation, said the lowered cost was because they were able to find "efficiencies" in the budget.
"Discussions are still ongoing with the city, but we felt it was important once we got the confirmation from the province and federal government this evening, just to be fully transparent, put out the update and put out the numbers best we could this evening in lieu of knowing there was a vote tomorrow morning at council about this matter," Millar said.
Millar said the efficiencies included lowering the estimate of how much security would cost, based on revised numbers from the RCMP.
"We think we have a good deal for Calgarians," said Millar.
The letter sets out the proposed contributions from each level of government:
The $ 700-million figure matched an earlier pledge from the province, while the federal government had previously said it would contribute about $ 1.75 billion in 2026 dollars ($ 1.5 billion in today's dollars). The federal contribution would hold only if the city and province's total contribution matched, the city said.
That meant the city would need to come up with $ 800 million — an amount Nenshi has called "not a good deal."
How the city would fund the proposal was not immediately clear.
Coun. Jeromy Farkas, who has been an outspoken critic of the bid, posted on social media that the funding proposal "invites more questions than answers."
He said he was worried about where costs had been cut in the draft plan, adding that he dislikes the idea of the city carrying risk of cost overruns.
Fair to say that I have very serious concerns. I need to know how the budget has been cut so substantially to make the numbers work. If it’s reductions from security, we are moving into very reckless territory to continue. #yyccc

The province has also said its money was contingent on Calgarians supporting the bid in the Nov. 13 plebiscite, regardless of turnout.

That’s according to Robbie Fowler who says a behind the scenes deal could have prompted the Belgian maestro’s stunning form.
Hazard been a standout performer for the Blues in the opening weeks of this campaign.
He bagged a hat-trick last week in a virtuoso performance against Cardiff.
Hazard was heavily linked with a move to Real Madrid in the summer but a move failed to materialise.
Fowler has likened the situation to Luis Suarez’s protracted transfer saga during his Liverpool days.
Arsenal submitted a cheeky £40,000,001 offer for the Uruguayan before he eventually moved to Barcelona 12 months later.
Fowler wrote in The Mirror: “The summer he tried to force a move to Arsenal, I was convinced that it would end in tears when he was kicked off that pre-season tour.
“I remember playing alongside him soon after, in Steven Gerrard’s testimonial.
“Actually, I reckon the only foot he put wrong all season was when he underhit a pass to me, and didn’t put me in for a certain goal!
“But even though we knew he was gutted not to be moving – and would have done anything to go – he never let it show.
“It probably improved him, in fact.
“Hazard seems to have started like that and that could make a huge difference to Chelsea’s season.
“I don’t know what’s been said behind the scenes or if he’s got an agreement, but [Maurizio] Sarri’s management has been spot-on.”
Sarri was snapped up by the Blues after the Italian parted company with Napoli.
He had never managed in England and took up coaching as a late career change having previously been a banker.
Fowler says he’s been impressed with the maverick coach.
He added: “He’s made it about the team, about the games, about the players and about the football not any of the dramas off the pitch like they had last season.
“In fact, virtually every game, it was about who they hadn’t signed, rather than the players they had.
“Sarri has changed that, he’s put the focus on what Hazard is doing, not what he wants to do, or wanted to do in the summer.
“Maybe that’s what the player [Hazard] needs.
“The club has been stabilised, no doubt.
“There is a sense of them heading in the right direction as a team, and there is an efficiency about them, which was lacking last season.”
