The NCIS team is about to learn a lot more about Gibbs — and the repercussions will affect everyone, including Boss himself.

In tonight’s follow-up to last week’s “Judge, Jury…” — which is titled “…and Executioner,” and airs at 8/7c on CBS — the NCIS team will wonder who is acting as judge and jury as they investigate the secret, quarter-billion dollar government bank account that’s funding a nationwide network of vigilante justice.

As the team deals with “some issues” arising from this “Star Chamber”-type organization, “Gibbs (played by Mark Harmon) is going to make a rather large reveal to his co-workers,” co-showrunner Steven Binder tells TVLine. “I’ll let you wait to see what that reveal is, but it’s going to change the whole team dynamic in a way. There will be this sort of fallout as the team reconciles this ‘new Gibbs’ that they didn’t really know existed.”

Leading out of this Tuesday’s episode and continuing “an emotional thread with Gibbs that started with the episode ‘She’” — at the end of which Gibbs burned Rule 10 aka “Don’t get emotionally involved in a case” — Gibbs himself will reach an extremely rare breaking point.

“I don’t want to use the word ‘breakdown,’ because it’s Gibbs and I don’t know that this man is capable of breaking down, but it presages a sort of inability for him to function properly,” says Binder. That will precipitate a return by Dr. Grace Confalone, the psychologist played by recurring guest star Laura San Giacomo.

Says Binder, “She’s going to be working with Gibbs simultaneously while the team works on solving this case,” and that will lead into the Season 16 finale, which brings back Joe Spano’s Tobias Fornell and… Melinda McGraw’s Diane Sterling?!

What is Brexit?

Brexit is the process of the UK Government withdrawing from the European Union. It is still riddled with uncertainty, with the specifics undergoing intense negotiation. A Brexit withdrawal deal has not yet been agreed, with MPs in the House of Commons rejecting Prime Minister Theresa May’s Brexit divorce deal this week. This has opened up both the prospect of a no deal Brexit – where the UK will leave the EU on March 29 with no guidelines on how to proceed, as well as calls for a second referendum, and the extension of Article 50. Mrs May is adamant a second Brexit vote will not happen.

Will Brexit impact flights from the UK?

The Government has stated nothing will change during the Brexit transition period which runs to December 2020.

In the no-deal scenario, the European Commission has advised that UK airlines will still continue to operate flights between the UK and EU.

If flights have been booked through companies protected by ABTA, they are fully protected under Package Travel Regulations.

This means passengers will be entitled to a full refund if their holiday can no longer go ahead.

Travel agents’ body ABTA has said: “There is nothing to suggest that you will not be able to continue with your holiday plans after 29 March.

“Even in a no-deal scenario, the European Commission and UK Government have said flights to and from the UK will still be able to operate.”

Meanwhile, cruise passengers and cruise routes have also been afforded protection.

Will Brexit impact UK passports?

There has been no change to UK passport requirements amid the Brexit negotiations.

Yet officials have advised travellers to have six months validity on their passport from their arrival date, in advice which applies from March 29 – the date the UK is scheduled to leave the EU.

The european Commission meanwhile confirmed UK travellers could still holiday to the EU without a visa.

EHIC cards should also remain valid in a post-Brexit Britain.

What impact has Brexit had on currency? Should holidaymakers buy holiday Euros now?

The pound remains volatile following Prime Minister Theresa May’s Brexit vote defeat on Tuesday but is holding its ground today (Thursday).

Experts have advised holidaymakers to make the most of the exchange rate and buy travel money now.

The pound is currently trading at €1.130 against the euro, according to Bloomberg.

Greg Baggio, Head of FX at P2P travel money provider WeSwap, said: “In the moments before Theresa May’s historic defeat, holidaymakers and traders alike may have been disheartened to see the pound slip.

“Holidaymakers need to think strategically around timings for currency exchanges.

“If timed carefully, their swaps can work to their advantage. For holidaymakers, now may be a good time to buy your foreign currency before any other announcements have the opportunity to affect the exchange rate.”

Heathrow launches airport-wide facial recognition tech – but will it affect your privacy? https://briefnews.eu/heathrow-launches-airport-wide-facial-recognition-tech-but-will-it-affect-your-privacy/ https://briefnews.eu/heathrow-launches-airport-wide-facial-recognition-tech-but-will-it-affect-your-privacy/#respond Fri, 19 Oct 2018 06:25:28 +0000 http://briefnews.eu/heathrow-launches-airport-wide-facial-recognition-tech-but-will-it-affect-your-privacy/

Heathrow Airport will be launching the hub’s first end-to-end biometrics trial next summer, bringing facial recognition to each point of the departing passenger’s journey.

It will be the first time Heathrow has carried out a full-scale rollout of the new technology and will mean the London airport will have the world’s largest deployment of biometric products.

The passengers’ journeys through Heathrow will be streamlined from check-in to take-off and could reduce the average passenger’s journey time by up to a third.

The new technology uses facial recognition at check-in, bag drops, security lanes and boarding gates to create a seamless experience for passengers travelling through the airport.

Part of a £50 million project, the long-term aim of the technology will be for passengers to be able to walk through the airport without breaking their stride.

Passengers have already been trialling the new services in the live operation throughout 2018 and feedback has been tremendously positive, Heathrow has said.

Currently, manual authentication means that passengers need to present different forms of ID such as boarding cards, booking reference numbers as well as their passports to different agents to show that they’re authorised to travel.

By offering passengers the option to use more instant facial recognition technology fliers will have the choice to streamline that process and collectively significantly reduce the amount of paper used when flying.

However, with the introduction of such high tech comes privacy concerns. However, International Air Transport Association (IATA) research shows that 64 per cent of passengers would choose to share their biometric data in exchange for a better experience when travelling.

A Heathrow spokeswoman told Express.co.uk: “We aren’t going to be asking passengers for any information that they don’t already share when travelling.

“The technology builds on the biometrics used for domestic passenger travel or when EU citizens cross the border into the UK.

“It would only match their image to what is stored on the biometric chip on their passport.

The technology’s aim is to improve passenger experience while increasing security.

“With this technology, we’re looking to create a streamlined, frictionless process that allows individuals to confirm their identities while maintaining privacy of their personal data,” said the spokeswoman.

“Heathrow is GDPR compliant and information will not be stored for longer than it is required to do so. This will be done on a secure cloud-based digital service.”

Facial biometrics are more accurate than manual checks and offer increased security, demonstrating how technology helps us without impacting on passenger experience.

Heathrow has already begun using facial recognition in some stages of the passenger journey, both on entry to the UK at the Border with the biometric e-gates.

The technology is also used for domestic journeys through the airport, but this will be the first time that Heathrow will use the technology at every stage of the departing passenger’s journey.

This has the potential to allow for greater personalisation of passenger services, useful for passengers requiring additional assistance.

“As our passenger numbers continue to grow, we must look for innovative ways to make it easier and quicker for them to travel through Heathrow with choice, whilst keeping our airport secure. Biometrics are key to helping us do that and we are really excited about the biggest rollout of this equipment at any UK airport,” Heathrow Customer Relations and Service Director Jonathan Coen said.

Until the technology is launched next summer, these are the best tips to help you get through security as quickly as possible.

Australia says it’s open to moving its Israeli embassy to Jerusalem — and it could affect the country’s trade deals https://briefnews.eu/australia-says-its-open-to-moving-its-israeli-embassy-to-jerusalem-and-it-could-affect-the-countrys-trade-deals/ https://briefnews.eu/australia-says-its-open-to-moving-its-israeli-embassy-to-jerusalem-and-it-could-affect-the-countrys-trade-deals/#respond Tue, 16 Oct 2018 19:49:50 +0000 http://briefnews.eu/australia-says-its-open-to-moving-its-israeli-embassy-to-jerusalem-and-it-could-affect-the-countrys-trade-deals/ flagLior Mizrahi/Getty Images

  • Indonesia may be considering killing off a trade deal with Australia after it raised the idea of moving its Israeli embassy to Jerusalem.
  • Morrison told reporters he was “open-minded” on moving Australia’s embassy from Tel Aviv to Jerusalem, and recognizing Jerusalem as Israel’s capital.
  • The statement provoked Indonesia, has the largest Muslim population in the world, no formal diplomatic ties with Israel, and strongly supports the notion of Palestinian statehood, a senior Indonesian Government source told the Australian Broadcasting Corporation.

Indonesia may be considering killing off a trade deal with Australia after it raised the idea of moving its Israeli embassy to Jerusalem.

Morrison met with Indonesian President Joko Widodo met in September to discuss regional strategy, and announced they had concluded longstanding discussions towards a free trade deal between them. The deal, signed during Morrison’s inaugural trip as Prime Minister, was set to be signed before the end of the year and would secure lower tariffs on certain goods.

Car insurance UK – Can what you post on Facebook negatively affect your policy? https://briefnews.eu/car-insurance-uk-can-what-you-post-on-facebook-negatively-affect-your-policy/ https://briefnews.eu/car-insurance-uk-can-what-you-post-on-facebook-negatively-affect-your-policy/#respond Sun, 14 Oct 2018 08:13:22 +0000 http://briefnews.eu/car-insurance-uk-can-what-you-post-on-facebook-negatively-affect-your-policy/

Car insurance is still one of the biggest expenditures that motorists face paying annually to keep their car on the road.

Policy prices differ massively between insurers and the overall cost can be impacted and influenced by a number of factors.

This includes your address, age, job title and whether or not you’ve made a claim in the past.

But can your social media output on , Twitter, and Instagram affect your premium?

In 2016, a premium was intruded by car insurer Admiral which did quite this when it launched Firstcarquote.

It looked at trends in the posts on Facebook to evaluate personality traits of users.

However, the firm was forced to close the scheme pretty soon after it launched after it faced backlash, reports Which.

The consumer advice firm quizzed 20 insurers to find out whether or not they would use information found on your public social media profiles to influence your premium.

Only 13 insurers replied overall stating that they did not use this data in their calculations.

A spokesperson from Direct Line said to Which?: “We do not use social media data in our pricing or risk models.

“Our insurance premiums are calculated on a wide range of rating factors.

“The price generated is specific to an individual, based on all of the information provided, how likely a customer is to make a claim and our view of their risk.

“This is calculated when a customer first gets a quote with us and is reviewed on an annual basis thereafter when the policy is due for renewal.”

However, one caveat to this is that eight of the 13 insurers stated that they will use your public profile when verifying claims.

If your insurer believes that your claims could be fraudulent they could use publicly available posts to check the validity of a claim.

Similarly, private investigates could be hired to look at public information on your accounts.

One example where this occurred was back in 2016 when Axa found one of its motorists to be making a fraudulent claim after an incident.

A boxer was involved in a low-speed collision and claimed he suffered back and neck injuries.

However, it was later found by the firm and investigators that the boxer had not been to see a GP and had also made several posts about him doing various exercises.

He was forced to pay £13,046 in costs to the courts and was added to the Insurance Fraud Register.

A spokesperson for Axa said: “We will not look at social media to price our customers, however, we do use have rules governing how we use social media to tackle fraud.”

Property UK: Brexit uncertainty has mixed affect on housing market across the UK https://briefnews.eu/property-uk-brexit-uncertainty-has-mixed-affect-on-housing-market-across-the-uk/ https://briefnews.eu/property-uk-brexit-uncertainty-has-mixed-affect-on-housing-market-across-the-uk/#respond Thu, 11 Oct 2018 01:29:57 +0000 http://briefnews.eu/property-uk-brexit-uncertainty-has-mixed-affect-on-housing-market-across-the-uk/

property

If a property is purchased with a mortgage, a surveyor’s valuation is required by the lender (Image: Jeremy Walker/Getty Images)

Now, a report this morning from the Royal Institution of Chartered Surveyors (RICS) highlights just how much of an influence Carney’s remarks have had on consumers who were actively considering moving home last month, and on overall market expectations in the wake of further economic and political uncertainty.

Unlike other house price indices, which generally rely on empirical data, the RICS monthly report is sentiment based, meaning that its member surveyors from across the country provide their views on a series of questions relating to what they have observed over the previous month in their area.

Given that surveyors are a vital part of the property ecosystem – after all, if a property is purchased with any sort of mortgage, a surveyor’s valuation is required by the lender – RICS members are uniquely placed to provide insight into how the housing market is fairing from region to region.

Given the background then, this morning’s report makes for rather interesting reading.

At a headline level, RICS suggests that new buyers are holding back on their purchases, due to Brexit uncertainties, leading to their indication that the number of properties sold over the next twelve months is likely to dip from the volume of transactions we’ve seen this year.

However, fewer vendors listing their properties for sale in some regions has counter-balanced any drop off in buyer activity, meaning that prices in many areas remained flat last month, although there is significant variation across the UK, as has been the case for much of this year.

As well as the ‘Brexit effect’ creating a climate of uncertainty, surveyors also suggest that the headline slow-down in purchase activity in September was caused by a combination of affordability constraints, together with the lack of available homes for sale as the average stock on estate agents’ books up and down the country has dropped again to near record low levels.

This in addition to the  recent increase by the Bank of England in interest rates, has meant that many would-be movers have now adopted a ‘wait and see’ attitude.

Simon Rubinsohn, RICS Chief Economist, commented” “There are a number of themes running through the comments of respondents this month, but uncertainty relating to Brexit negotiations is at the very top of the list followed by references to the confidential remarks made by the Bank of England Governor to the cabinet.

“All of this is, not surprisingly, taking its toll on the sales market with the key activity indicator in the survey flat or slightly negative in all parts of the country apart from Northern Ireland and Wales.”

But despite the report’s rather negative overtones, it’s perhaps not all doom and gloom. As Brian Murphy, Head of Lending for Mortgage Advice Bureau highlights, there is a continued disparity across the UK which has been at play for most of 2018, where consumer confidence in bricks and mortar would appear to still be prevalent in many areas.

He explained: “Whilst Mr Carney’s remarks last month were perhaps somewhat taken out of context – he was of course, asked to provide his views on a range of potential scenarios, not just ‘worst case’ – given the widespread coverage they received, RICS members appear to be suggesting that the impact in some areas of the country was noticeable.

“However, other regions, such as Northern Ireland and Wales, have seen a buoyant market continue in September in terms of volumes, with values increasing, albeit modestly of course, in the West Midlands and Scotland.

Brian continued: “Indeed, today’s report also suggests surveyor expectations are that, despite last month’s headlines, prices in most parts of the country will either remain at current levels or edge up slightly over the next year.”

sale

So, what do those surveyors, who are actually at the coalface of the current market, think? It’s perhaps fair to say that there is a marked difference between regions in terms of sentiment.

For example, in the North West, John Halman of Gascoigne Halman in Wilmslow records September as being “still a reasonable market, although very low levels of general activity”.  However, Adam Farnsworth of Berrys in Kettering is less optimistic, suggesting that in his locale within the East Midlands “uncertainty has crept in like a river fog in autumn”.

He continued: “Sales of houses under £250,000 sell well, with increases in values. The mid-market appears flat, and the higher market subdued.”

In the West Midlands it would appear to be a different picture again, as Colin Townsend of John Goodwin in Malvern observed: “Though there is evidence that the market might be about to slow over concerns with the economy, Brexit and against rumours that parts of the UK housing market are struggling, September was another strong month.”

But in the South East’s leafy commuter haven of Cobham, Anthony Webb of Trenchard Arlidge notes a very different environment, and suggested that “Brexit uncertainties compound excessive Stamp Duty and government interference in the property market”.

His sentiments are echoed in the South West by fellow surveyor Simon Barker of Knight Frank LLP in Sherborne, who warned: “Brexit continues to cause angst amongst buyers and sellers alike.

“I feel the next two months are pivotal in creating a positive market sentiment for 2019. A no-deal Brexit will be a disaster for the UK and the property market in my opinion.”

With further rounds of crunch Brexit negotiations next week, many consumers and industry professionals will be hopeful that the current status quo will improve once our way out of the EU is made clear – one way or the other.
