The US Defense Department’s Defense Security Cooperation Agency (DSCA) announced on December 9 that the US government plans to allow the sale of four Raytheon Standard SM-3 Block IIA missiles and compatible Mk 29 launch canisters from BAE Systems to Japan. The estimated cost will be $ 133.3 million. The US State Department has approved the sale, and the DSCA has notified Congress of the pending sale.
The SM-3 Block IIA is the latest version of the US Navy’s air defense missile, used by ships equipped with the Aegis Ballistic Missile Defense (Aegis BMD) system. The missiles can potentially be used to shoot down ballistic missiles in flight, even outside the Earth’s atmosphere. In theory, the new missiles would give Japan a better shot at shooting down a ballistic missile arcing over Japan.
The sale comes on the heels of the Japanese National Diet’s approval of a plan to build an Aegis Ashore missile defense system (the National Diet is Japan’s parliamentary-style bicameral legislature). That system would be based on the land-based missile defense facilities the US Navy has deployed in Romania and is preparing to activate in Poland. Japan’s only current land-based ballistic missile defense is the Patriot system, including Patriot Advanced Capability 3 missiles—and the PAC-3 is more of a point defense system, with much shorter range.
]]>The Japanese government plans to purchase two Lockheed Martin missile defense systems at the cost of at least 100 billion yen ($ 888 million) a unit, Defense Ministry officials noted, expressing hope that Aegis Ashore would become operational by 2023. The missile defense systems will be equipped with SM-3 Block 2A interceptors and will be administered by the Ground Self-Defense Force. However, according to Reuters sources, the infrastructure and launchers alone, without the missiles themselves, would cost Tokyo at least $ 2 billion.
“We need to fundamentally improve our ballistic missile defense abilities to protect our country at all times and in a sustainable manner,” the government said in a document endorsed by the Cabinet on Tuesday, agreeing that North Korea poses a “new level of threat” to Japan, Kyodo News reported.
Japan’s Defense Ministry is seeking a record-high 5.26 trillion yen ($ 48 billion) budget for the fiscal year beginning next April to add missile interceptors alongside other military equipment. Initially, the government was also considering the purchase of the US-built THAAD (Terminal High Altitude Area Defense) system before deciding on Aegis Ashore.
“We believe this new system will significantly boost our abilities to deal with surprise attacks and saturation attacks,” a ministry official told Kyodo.
To expedite the introduction of Aegis Ashore, the ministry is also seeking 730 million yen ($ 6.4 million) in next fiscal year’s budget to cover design costs and research fees to scout two sites in the Akita and Yamaguchi Prefectures as potential locations to deploy two land-based systems. Furthermore, Tokyo will also allocate 2.1 billion yen ($ 18 million) from the supplementary budget for the current financial year, ending March 31, 2018, to speed up the deployment of the US-built hardware.
The deployment of additional missile defense capabilities would unlikely be welcomed by the big regional players, China and Russia. Last month, Russian Foreign Minister Sergey Lavrov expressed concern that the US missile defense systems are encircling Russia, stressing that Moscow cannot accept “attempts to pump armaments and military equipment into the [Asian] region, and to militarize it citing the North Korean nuclear threat.”
Currently, Japan runs a two-tier system to protect its airspace from hostile projectiles. The system relies on the ship-based Aegis SM-3 interceptors to target missiles in space and land-based PAC-3 batteries to intercept rockets flying closer to the ground. With the deployment of Aegis Ashore, Japan hopes to entirely protect its territory from any rogue missiles.
However, so far Tokyo has not used any of its existing arsenals to shoot down any North Korean missiles that have repeatedly been fired in the vicinity of Japan. On November 28, North Korea launched the Hwasong-15 ballistic missile. The projectile flew some 1,000 kilometers eastward, according to the Pentagon, before falling in the Sea of Japan without causing any damage. This was the first missile launch by North Korea in over two months. On September 15, Pyongyang tested the Hwasong-12 missile which flew over Hokkaido, Japan’s second largest island. Earlier on August 29, a Hwasong-12 ballistic missile also passed over Hokkaido airspace.

Japan’s defense ministry has requested additional funding to scout potential deployment sites for American-made Aegis Ashore launchers against the backdrop of the growing North Korean missile and nuclear threat.
The ministry has requested an additional 730 million yen ($ 6.4 million) from the next fiscal year’s budget to scout two sites in the Akita and Yamaguchi Prefectures as potential locations to deploy two land-based Aegis anti-missile launchers. The Japanese Cabinet plans to endorse the purchase of the Aegis Ashore system on December 19, a government source told Japan Times.
“There is a need to strengthen our capability to regularly and sustainably defend all of the country as soon as possible at a time when North Korea is building up its ballistic missile capability,” Defense Minister Itsunori Onodera said in Sendai Sunday, after he announced the request for additional funding.
Tokyo will also allocate 2.1 billion yen ($ 18 million) from the supplementary budget for the current financial year which ends on March 31, 2018, to speed up the deployment of the US-built hardware.
Japan’s defense ministry requested its largest-ever budget in August in the face of increased threats emanating from North Korea and amid Chinese navy activities in the East China Sea, seeking 5.26 trillion yen ($ 47.6 billion) for the 2018 fiscal year.
It includes 10.7 billion yen ($ 97 million) for upgrading the Japan Aerospace Defense Ground Environment system’s capability to detect and respond to ballistic threats with more unpredictable trajectories. Extra funds were also allocated to consider purchasing additional missile defense “assets,” such as Terminal High Altitude Area Defense (THAAD) systems or Aegis Ashore missile-defense system. The potential purchase of American hardware was discussed during Onodera’s visit to Washington in August.
A decision on which missile-defense system to acquire and how much money will be allocated will be made by year’s end, an official told the Japan Times. It is widely expected that Tokyo will settle on the Aegis Ashore systems.

The Japanese Defense Ministry will include costs related to the Aegis Ashore system when drafting a budgetary request for the 2018 fiscal year, NHK reported.
The Aegis Ballistic Missile Defense System (ABMD) is aimed at providing defense from short to intermediate-range missiles. It consists of BMD-capable ships as well as a ground-based configuration.
Japan is already using a land-based version of the Aegis advanced radar system. It is thought that two or three Aegis Ashore batteries would be needed to defend the whole of Japan, at a cost of 70 to 80 billion yen (US$ 638.5 million to $ 726.6 million) per battery, according to the Mainichi.
Defense Minister Itsunori Onodera is expected to explain Tokyo’s plans during talks with US Defense Secretary Jim Mattis in Washington on Thursday, government sources told the Asahi Shimbun.
That meeting will follow talks between US Secretary of State Rex Tillerson and his Japanese counterpart, Taro Kono.
Meanwhile, the Japanese Defense Ministry also hopes to increase its number of Aegis-equipped destroyers from four to five by the end of the year, accelerating a previous plan which aimed to boost the number by March 2018, according to NHK.
In addition, the Defense Ministry has also decided to develop an anti-stealth radar system which could locate ballistic missiles with stealth capabilities. Work on the system will begin next fiscal year, with an expected budget request of 19.6 billion yen ($ 177 million), according to the Asahi Shimbun.
The reported plans come after Japanese Defense Ministry officials told Kyodo news last week that Tokyo was considering the deployment of the Patriot Advanced Capability-3 (PAC-3) system at ground Self-Defense Force bases in the western prefectures of Shimane, Hiroshima and Kochi – areas which North Korea said its missiles could fly over.
Japan’s missile defense program currently includes the Maritime Self-Defense Force’s (SDF) Aegis destroyers, aimed at shooting down airborne missiles, and the Air Self-Defense Force’s PAC-3 system, which is aimed at countering missiles that evade Aegis interceptors.
North Korea has conducted several missile tests in recent months, which have been slammed by the US. Pyongyang strengthened its verbal threats against Washington last week, when it announced that it was developing a plan to strike Guam, which would include missiles passing over Japanese prefectures.
The threat came just hours after US President Donald Trump warned Pyongyang of “fire and fury” if its threats continued. Following the Guam threat, Trump tweeted that US military solutions were “locked and loaded.”

Pyongyang later clarified that it is ready to put off its Guam plan, while urging Washington to refrain from threats against North Korea. Trump praised the move as a “wise” decision on Wednesday.

Meanwhile, Japan has been repeatedly flexing its muscles with the US, including in joint air maneuvers southwest of the Korean Peninsula on Wednesday. In addition, annual US-Japan military drills are scheduled to take place next week, according to Reuters.
North Korea has slammed Washington and its regional allies over the numerous drills, claiming such actions could provoke “actual war.”
